BNC resolutions irresponsible and unacceptable – Scott

Government has said that the resolutions of the Barotse National Council for Western Province to secede from Zambia are irresponsible and unacceptable.

Vice President Guy Scott who presented a ministerial statement on the matter in parliament today said Government will not abdicate its responsibility as custodian of the interest of the Zambian people.

Dr Scott said that secession is a serious issue which should not be connected to the Barotseland agreement or failure to restore the agreement.

He said that the resolutions of from the seven districts in western province for secession were a stage managed and orchestrated affair with no proof of adequate consultation.

He added that government insists that the resolutions by the BNC to breakaway from the rest of Zambia would have to be considered by all the people of Zambia through a process that involves elaborate and credible consultation.

The Vice President said the resolutions of the BNC have severe consequences and ramifications if not correctly managed.

Dr Scott has further stated that government will rise to the challenge of protecting the lives of people and property.

He has since appealed for calm in the country and continued dialogue with the Barotse Royal Establishment.

And Dr Scott said government is ready to engage with any serious and well intentioned party on the Barotseland issue.

He pointed out that the fact that the Barotse National Council was allowed to peacefully take place for two days is evidence of the PF Government’s attitude towards freedom of speech, freedom expression and freedom of expression.

    • We cannot just allow someone to split up a nation. Othrwise Zed will be split up into little chiefdoms. This is nonsense coming from irresponsible people who are intent on causing war. Ba Litunga there is no oil in your province don’t be fooled old man.

  2. There was no WIDE CONSULTATION when the agreement was signed in 1964. There is no need for one now. Its up to the Litunga to decide and he has decided through the BNC. Fortunately, the decision is in line with what you Pathetic Fronts promised us. So there will be no problem to honor our wishes!

I wonder what unity people a busy taliking about when there is no equal representation in Cabinet, foreign missions, and positions of influence on account that other tribes have t marry more bembas to be appointed.   12. For sometime I thought comedians were restricted to the Bembas, Tongas and the Ngonis my word I was wrong the Lozi’s are competing favourably. What was that nonsense map we saw in the front page of daily mail? Day dreams. These guys have realized that we have enjoyed the peace for a long time they want war. When they say they will not throw a pebble they are lying. Just recently their own youth through stones and fought running battles with police last year. The situation in South Sudan is very different from the Zambian one. This independence was fought for an people lost their lives. Our Colleagues in their wisdom want to cecede. A good test for PF Govt. SATA don’t hide in India come back and sort out the mess. Otherwise let it be life as usual.

  18. If President Sata has reportedly been discharged from Hospital, the Indian Doctors must certify if a long flight will not adversely affect the funcioning of his vital organs. Let him return to Zambia soon to provide leadership to his Govt on how best to resolve the volatile impulse which has evolved in Western Province as a result of PF false promise that it would restore the Barotseland Agreement of 1964. However, the PF must (1) apologise for not fulfiling its promise; (2) assess the level of polarity the BNC enjoys on this succession bid; (3) assess the geographic limits of Barotseland and the fate of Nkoyas and Mbundas; (4) consider the impact of this succession bid to the integrity and securithy concerns of Angola, Namibia, Botswana and northwestern parts of Zimbabwe.

  20. Very easy, for the purpose of this secession Barotseland is western province. Forget those complicated boundaries that you are thinking of crossing other countries and other provinces. As for the Nkoyas, if they don’t want to be part of Barotseland, they can relocate to Zambia or what has remained of it after secession, same applies to other Lozis who may find themselves and their mansions stranded in Lusaka and Kitwe. Funny how Guy Scott can say that those calling for the secession have not consulted the people of the province – I thought that pf was allergic to consultation judging by the way they have unilaterally decided to create a very costly new province called Muchinga and by the way they have ignored the pleas of the people of Southern province not to appropriate ITT and Chirundu.

    I myself, am Nkoya, REAL, TRUE NKOYA. I grew up on my father’s farm in Kankwanda. The poverty in this place is even far worse than which our dead fathers left. Through my struggles and zeal to rid ignorance off me, I have travelled the country at great length and have seen what is happening or has been going on in the other parts of the country from one regime to another. Building up some historical trends and making a comparative developmental scrutiny with other provinces, Western Province has really benefitted the minutest of shares( if at all it ever did) from the national cake.

Of course, what makes you think that the Northern Rhodesian gvt will have you into consideration, because of going against the resolutions of the BNC, when you were not or have not been counted for all the past close to 5 decades. All we have to do is to amicably try and resolve our lukewarm relationship with our Luyi brothers. We, all up to now, very well know our brothers’ problems which we can easily forego. To my fellow few elite Nkoyas (I am using the term few as it is unrefutable fact that there are only traces of literate Nkoyas all because of segregation from gvt), please let us preach the right evangeli to our people and not just open our mouths in any way. I was at the BNC during all the 4 days and I came to the conclusion that the Indaba was well accommodating and inclussive of all the tribes and regions. If people from as far as North Western and Southern came to attend and air their views at this very important issue, why shouldn’t we the very berieved be part of the funeral and be seen mourning.

  37. so i we mune Guy Scott , why then do u contradict yourself that the BNC peacefully engaged themselves (as part of their constitutional right of freedom of speech) and at the same time you blame them for having settled for a secession!!!!!!???????? , and you call that irresponsible decision on their part?????   38. This is interesting… will triple citizenship be allowed in Barotse? I hear in that the sand hides gold, diamonds, oil and uranium. That’s why the Barotseans have never allowed their province to be exploited by infestors. They have been waiting for their own independence in order to exploit the resources themselves.   40. Apparently consultations have been going round since 1964, or should I say 1969. Every full-blooded Lozi who was born before or after 1964 is aware of the Barotseland Agreement of 1964 and the history of Zambia, despite the efforts by KK to erase it from the history school books.
    Now Guy Scoot wants to dialogue, yet it was his President who was issuing irresponsible statements… probably too late now, don’t you think?

  41. I’m Lozi but some glaring issues which are troubling from the BNC resolutions (at a risk of giving talking ‘amour’ to the enemy) are:
    1. Why hasn’t the Litunga signed the resolution to give unwavering legitimacy to the resolutions? He is the one who signed the BA’64.
    2. Why didn’t the Indunas from the 7 Districts sign the resolutions to give ‘people power’ to the resolutions?
    3. Why is it that only the Barotse ‘politicians’, with the exception of the Ngambela, signed the resolutions as representatives of their political organisations,, instead of the BRE? We all know that these guys are disgruntled and have been advocating for cessation for a long time and their organisations may not be recognised locally and internationally? Are they even registered in Zambia?

    4. Why is it that the resolutions of the Council is all about BA’64… granted it was the most important one but what about other developmental issues and their ‘solutions’ that the Ngambela alluded to in his opening remarks?

Watching the ministerial statement by Guy Scott on ZNBC TV last night one gets the impression that he is fed up of the unnecessary and self inflicted anguish that donchi kubeba have brought upon themselves by a bungling leadership. He mentioned old dogs not able to learn new tricks in reference to some people’s off-the cuff remarks, but what struck me most was when he said that after cabinet deliberates on Barotse COI, a ministerial statement would be issued by himself or “whoever would be Vice President at that time”. Now coming from a muzungu you have to read between the lines.

Could someone interprate the questionable agreement to the rest of the world i.e if it’s still legally binding or not! What was it that was promised? Is this the right channel to address the same? What is wrong with what we have and how do we demand for development and , who is responsible? There is no need of calling each other bad names even when they have different views from you! we aren’t like that at all! However, I note his honesty in the following comments that he made:- that the Barotseland Agreement of 1964 was Unique and no other ethinical grouping has such an Agreement!, that “you can’t teach an old dog, new tricks;” that “what Kabimba ans Sata said about the BLA was nonsense because Cabinet has not yet deliberated on it.” WOW!! I can only conclude that Guy Scott is FED UP with his PF KAPONYAS. Muzungu ni Muzungu!!!

So please open up and development will surelly come to our province.

In the 47yrs of independence western province is still many miles behind partly because they dont want manyukunyuku to take development to their province. And now they think they can even secede just bcoz their government representatives were able to burry billions under ground. Thieves

  58. I had a bad experience in 1992 during my first visit to Mongu; I went in a shop and asked for the price of cooking oil in nyanja, since I didnt know a single word in Lozi. To my surprise the shop owner skiped me and attended to the next customer who was able enquire in lozi. At first I took it as a joke, until I came to discover that the tribalistic harbits were extremely high, such that even foreign businessmen/women were extinct in mongu. These very educated but tribalistically primitive people are living in a dreamers paradise; they hold very high/influential positions but still fail to take development to their province and then turn around to blame the government. Instead of developing their province with their billions, they are busy planting billions in Lusaka West.

    The so-called King Cobra, SATA is not as kind as his jokes and lies.
    He has a great sense of humur only for his interest, not that of the audience – I hope we all know.
    SATA does not care what happens to you as long as what he says and does gives him his projected interest.
    The fact that a snake may glitter in your eyes does not make it an onament.
    What Lozis and all Zambians must know is that SATA is capable of doing anything including turning into a fully flaged dictator; and that can be very easy for him because Zambia has got resources and so big nations can easily back him up for their own interest. Aha, dont pretend you guys, you have seen what happens in the middle-east!!
    Now that SATA is already in Power he can easily use terrible iron against lozis.
