Gerry Chanda U-Turn on Vendors: My deadline and ultimatum were misunderstood

After several unheeded to ultimatums for vendors to vacate the streets, government has opted to dialogue with them.

Lusaka Province Minister Colonel Gerry Chanda has said that it is not the wish of government to chase people from the streets.

Colonel Chanda said that government has identified an alternative trading place for the vendors.

He however said the term deadline and ultimatum given to the vendors has been misunderstood by the public.

Colonel Chanda revealed that the matter is now in the hands of the Ministry of Local Government and Housing.

Last week,Colonel Chanda anounced that all street vendors in Lusaka including those on Lumumba road and Freedom way were expected to leave the streets in Seven days adding that the new directive was not negotiable and government will not hesitate to act against those that will defy the order.[pullquote]He however said the term deadline and ultimatum given to the vendors has been misunderstood by the public.[/pullquote]

His views were also echoed by Lusaka Mayor Daniel Chisenga who said that no vendor will be allowed on the streets after Sunday which has just past.

In April, this year, Colonel Chanda issued a 7 day ultimatum to the Zambia police high command to ensure that prostitution is reduced in the streets especially in Lusaka province, attributing the the high HIV/AIDS prevalence rate in Zambia to prostitution.

  1. WHO LETS THESE CLOWNS OUT?I NEED WHAT THEY SMOKE ,WHEN THE BOSS IS AWAY THEY GROW BIG AND WHEN HE IS AROUND THEY DO NOT TALK. EVERYONE JUST TALK N HOW.

  2. Yayayayayayayay ba PF bunch of flip flippers.. None sticks to their words. Pa Zed Pena twangs kuli ba gvt of trial and error

Zambia kuna matata kweli.

  4. Please tell us how an ultimatum can be misunderstood. Does the word have an alternative definition? This is so funny

  5. Is there another meaning to 7 days ultimatum? What does “vacate the streets by sunday 22 july”? Only someone who is daft can misunderstand that?

  6. CNPs doing what they do best.Lusaka has become very dirty and impassable due to vendors. PF has already out-lived its usefulness.

  7. @nubiya princess, am happy you ve come to come to your senses, you were a real supporter of PF during the run up to elections.

  8. Comedy from muchingahood! Pass the popcorns. Hyaena without a plan. Hey you chimbwis stick to your Bemba language when you issuing your flip flop policies. Pafwaka the most useless govt on the continent of Africa!

  9. So the ‘misunderstood’ ultimatum was the usual flip before the flop. Just like Ukwa CNP himself, the only thing the pf govt is consistent in is being inconsistent.

  10. Kulibe perfecto mu PF. Ugalu bokha bokha returning to vomits. When PF speaks please listen with condoms in your ears to prevent thePF rabbies.

  11. Misundestood? My foot!! This is just madness, absolute idi0cy.
Do a good job for the country as Zambians will not take any excuses come election time

  12. Look at that pathetic green tie, my God ! is this man normal imwe mwebantu? ! If these are zambias leaders i cry for my beloved country.

  13. Colonel Chanda = flip flipper. It was understood that once his boss came back, he was going to change his stand. Issue now said to be with Local gvt which has just had a change of leadership. Luo reportedly moved! Chanda and Luo were about to give us hope for better things to come. Come rains then realities will sink in.

  14. For a Colonel, albeit a retired one, to misunderstand the meaning of “deadline and ultimatum” is indeed calamitous! Imagine Angola gave us a 5 days deadline or ultimatum to stop gun-running for diamonds for Savimbi’s UNITA and our commander the gallant Colonel Jerry Chanda all of a sudden misunderstood the deadline or rather ultimatum! I shudder to even think of the danger such CNPs have and continue exposing this nation to. Maybe next time he will just shut up because in the eyes of all, he is not the infamous BOY WHO CRIED “WOLF” ONE TIME TOO MANY.

  15. I think you guys know already that Prof. Nkandu Luo has been removed from the Ministry of Local government as of yesterday, incognito just like how Panji was removed. And we today have Jerry Chanda swallowing his own vomit regarding the same topic of streeet vendors that led to Luo’s sacking and exile to the ministry for Chiefs fimi fimo! Now, Luo is his own niece but not even her is immune to Sata’s erratic and none stop quest to rearrange ministries and ministers alike. Like HH or not, Sata is a stinking Chimbwi No Plan. The damage this old bugger is doing to Zambia is collosal.

  16. Ghana’s President John Atta Mills has died, of throat cancer. May the lord rest his soul in eternal peace. This year is the one the lord designated for the harvest of African leaders. Especially here in Southern Africa, one does not need to be Pastor Joshua to see a number of vile buggers masquarading as presidents kicking buckets like dominos. You can rant, re-align, skip town incognito, quench your tribal bigotry with Kolwenized appointments or even insult HH but the fact still remains, “uno mwaka tawa pusuke munee.”

  17. I hv never come across a stupid govt like this one. Sure its a govt of MONKEYS. Extremly inconsistent. Bunch of criminals.

  18. The Comedy of Errors continues. “Misunderstood by the public”. Which public does not understand the meaning of “Ultimatum or Deadline”. You continue to embarrass my country in the eyes of the international community. Fools.

  19. This govt is really really really a govt or a party of fools (PF). it will go into our history as the most foolish party with no commitments. We knew that once Sata comes back, the ultimatum was not going to work.

  20. Flip Flop Zombies. They have not lived up to any of their promises apart from flip flopping. And where is that moron priest who sacrificed chickens for these Pathetic Flippers?

  21. Ba LT,i think its time you bcame professional in your work. This is ribbish and not true.Search, and post on this site dont just write what you “THINK”.He said there are abt 8000 places in the markets where these vendors will be placed.I dont think its good to deploy police officers in such like the way LUPIYA was doing…there must be dialogue with the peolple involved.

  22. Shifting goal posts at its best.
Even Prof. Luo has been moved to the Ministry of Chiefs! Comedy of Errors ba Patriotic Failures (PF).

  23. un believable bunch of useless group. no shame at all. this chap needs to be fired right away. he is a disgrace

  24. The worst part is that he blames the public (all of us!) for “misunderstanding” as an excuse to deny responsibility himself. For God’s sake, Colonel be a MAN and take responsibility for your own actions. A former officer should not behave like a spineless coward!

  25. Ba PF, the canabis you smoke is very powerful! Stop smoking it, it is messing up your brains.

  26. @35 Paulo Di Canyo, are you Gerry Chanda’s nephew? You must be part of the public Gerry claims you misunderstood his deadline. It is a known fact that Gerry issued an ultimatum which of course has been defied by the vendors. He never proposed dialogue with the vendors at the time spewed that ultimatum.

  27. @ # 6, hahaha, mzambia wa zambia yani kuma mako, amuniuwaa.sasa amuna tofauti zambia na uko uliamia kwa kikwete wote awa mbwaa ni sawasawa .kigogo, gogo lamboto, mikorosheni nakule kunalipuka ma bomb sehemu gani ile? hahaha

  28. We told this chap that deadlines and ultimatums are dictatorial and they do not work.
Typical of this government and its leadership, flip-flopping is the order of the day.
What the hell does he mean by saying the public misunderstood him? Clowns indeed!

  29. Was he a real military man or was he in the Salvation Army? I don’t believe a man who reached the rank of Colonel in the military can flip flop like this. This man is a let down to officer corps of the Zambian military.

  30. But the good thing is that his statement was recorded on TV both on the state TV and private TV stations where he said he still stood by his statement to have vendors removed from the streets. Could Mobi TV or Muvi TV replay so that we see who misunderstood who. I think Kabimba was right when he said their being in govt came as a shock and they still are shocked not ready to govern, maybe they are caretaker govt.

  31. I miss Chanda Chimba III…does anyone know if his video documentaries were posted on the net for access; I need to watch them?

  32. You bloggers have made my day with your comments, my ribs are seriously cracking. Now I have reached a “Point of No Annoyance” about what is going on in this country. I am just going on with wind and enjoying the comedy.

  33. YES ,WHERE IS CHANDA CHIMBA 3?KKKKKKEKKEKEKEKKEKEKEKEKEKEKEKEK, MWAINCE YOU NEED A PROPHETIC MEDAL.CHANDA YOU WILL LIVE FOR 200 YEARS.YOU WILL OUTLIVE ALL THE PRESIDENTS IN THIS COUNTRY.MONA FILECHITIKA?

  34. Ba Chanda. Why have u neglected us in Bonaventure with our delapidated Linda road. When campaigning, u promised us a new road. We are seeing new roads all over other townships in Lusaka apart from us.

  35. If it is true that Prof Luo has been quietly “restructured’ to the Ministry of chiefs, then who will clean up our streets? She seems to be the only who has the conviction to to do so. If Col Gerry Chanda had balls and the same conviction as Prof Luo, he would have been restructured too.

  36. THIS COMEDY SHOULD BE ON #1 TOP 10 ON SOUNDS ACEDY WHAT WHAT ,BEATING DORICA AND THE BIG………..

  37. ‘PF MUST BE CRAZY’ who can take these fellows serious? Even us vendors know that these are just jokers.

  38. This street vending is just making our cities dirty. Zambia has now become the dirtiest country in Africa of because of wanting to please traders….where on earth can you have a Capital city like LUSAKA??? its very shameful……

  39. You Ba PF just send the police at 02 hrs in town and the problem is solved. No street vender will be in the streets where the police are. On this one guys you have to act decisively and fast. I do not support you guys.

  40. These PF MP’s have NO spine. This issue has costed nkandu Luo in a way her previously Ministry. This Gerry Chanda is foolish. No one misunderstood the Ultimatum u gave. Ukwa is back and all u shameless Ministers have grown cold FEET. On Bravity I salute Kambwili Chishimba. PF is a Govt of flip flops.

  41. how i wish our journalists could make a follow up with the minister. But ZNBC could not even mention anything. toothless journalists, no spine to stand on. even our one time saviour The post has relented. The watchdog is just shoots from the hip without real facts, its reporting lacks credibility. Our very own LT has no journalists just reports what others have said. In a developed nation this minister could have been pushed in the corner and would have resigned for being a coward

  42. Since they came into power I have never read any sensible statement from PF government. I don`t how Zambians voted for this bunch of ignorant people.

  43. PF has cracked my ribs from laughter!!!kekekekekeke

Bloggers have also cracked my ribs from laughter!!!!kekekekeke

    Guys you can shoot!!!!!!
I wish someone could print these comments and give them to PF,may be they can admit failure!!!

  44. This government is pathetic. As a Zambian I feel insulted by this Gerry Chanda. Is he saying we the public don’t think, that we can misunderstand a very clear statement made by him? Why are these fools taking us for granted? Is there any seriousness in this government? They all seem to be confused as non of them can tell the front form the rear. Our country is slowly being ruined by these pathetic imbeciles. Why can’t they be serious for once? They all appear not to know what they are doing. Nothing is taken seriously in this country because we the citizens do not hold anyone accountable. Why are we so docile? If we can’t rise to save this country from further ruin, then we are doomed. It is our responsibility to make these *****s accountable for their actions.

  45. UPND chaps ur arrogance is exactly like your headman HH. When you bloggers post things remove emotions and be level headed, the level of insults you guys seem to be perprating will land you guys in jail or better still inflame the nation.Critics the govt constructively not to wish someone dead, for your information even Sata was not here today and elections where held HH cannot win mark my word….he is too bitter and tribal just like him people who have blogged above. I will judge Sata in 2016 with my vote, for now i will enjoy the comedy.

  46. i wish express my dispointment at governmnt”s move to take Prof LUO to ministry of chiefs and tradition affaires from local govt, what has got to do with chiefs that misplaced and demotion in deguise.i am not happy ,she was only trying to be profesional in her statements and operations.the move is misplaced in its highest order.

  47. bushe why were those ultra morden marktes built. i firmly say NOOOOOOO
to street vending by the way is it illegal leagal under local govt Act
or any law can somebody educate the nation.

  48. The current GOVT has the worst caliber of people. Its like there have just dropped from Mars or somewhere . How on earth do you expect a country to make progress whilst driving in reverse gear. Ba Sata ubutungulshi tebwa angalo. Please can you all just step down. Shamuna shame!!!!!!!!!!!!!!!!!!!!!!!!!!!!

  49. Ba Minister bufi bwenu, muletekanya mwamona nomba. Tepapa. Minister just take it easy we konw you have no plan for Lusaka there you are lost in your own words.
