Renard Toasts Zambia Resident Permit

Herve Renard says he has got a national registration card to confirm his Zambia resident permit.

Government on Thursday disclosed that the 2012 Africa Cup winning coach has been handed a permanent residency permit.

“I already have a registration card, I love to be here,” Renard said.

And sports minister Chishimba Kambwili said it was only befitting to give Renard residency following his feat last February in Gabon.

“We decided to waive that and give him the residents permit so that we can encourage him to live more in Zambia. And if he wants today to be a citizen of Zambia, we are more than ready as government to do that,” Kambwili said.

  1. …..and if he wants to be zambian citizen…bla,bla, bla…pliz lets not show favouratism, proper procedures shuld be followed. If you start thinking like that kambwili, makes me wonder how many people this favoured in this way

  2. I thought PF and Cycle Mata are on record that they are against dual citizenship for Zambia….but its ok for HR to be given Zambian citizenship? Does Cycle Mata expect HR to give up his French citizenship? This is why Zed is cursed!

  3. This Frenchman is a professional only here to do the work contracted to him within his responsibilities; getting the job done in short. Those residents stamps in his French passport are just crowding his travel book….only a buffoon like Kambwili would think a proud Frenchman from Aix-les-Bains, France  (any Frenchman for that matter) would give up his passport for Zambian citizenship, when he knows he can fly-in any time.
    Moreover when he is sacked in the future the last place he will want to be is Zambia…let’s get serious and follow procedure this is the reason will don’t develop. 

  4. What procedure are you guys bluburring about. The constitution allows for the registrar (or whatever the authority may be called) to waive standard requirements, such as when one as exceptional skills, to acquire permanent residence and eventually citizenship. They have not broken the or bend the law at all but used the exception to the rule in a befitting manner!!

    • WELL SPOKEN MWANA. SOME OF THSES GUYS JUST OPPOSE ANYTHING EVEN THINGS WHICH ARE STRAIGHT FORWARD. THAT IS NOT CONSTRUCTIVE CRITISISM.

  5. Of all places in the world to get zambian residence and yet u are from france?? Its amazing, i can’t imaginehow this man has degraded himself, i know he will have dual citizenship but to mix the poor , impoverished , corrupt, dirty nation of zambia and france , eh give us a break please

  6. Do these politicians check their records before they utter anything to the media? This is a contractiction to what Sata has been saying about Dual Citizenship. Zambia needs this clause to be implemented because the benefits outweigh what people without any idea of what they are talking about.It is more than contracting a soccer coach when it comes to the Zambians abroad and the investments they will bring to the country.

You know what the law has an annoying habit, of coming back to bite you especially for those politicians who like cutting corners like buffoon Kambwili, remember this is the month in which a Rwandan priest was deported for not having a permit; if the priest’s Zambian members of his congregation in Chipata asked the PF gov’t why they didn’t waive that and let him stay; how would Kambwili answer that question?

  8. May be good gesture, BUT HAVE YOU HAD HIM RENOUNCE HIS FRENCH CITIZENSHIP????
    NO MATTER HOW WELL INTENDED, HE CAN’T ASSUME ZED CITIZENSHIP TILL HE RENOUNCES HIS FRENCH CITIZENSHIP – THAT”S WHAT OUR CONSTITUTION SAYS!!!
    SO ILLITERACY ABOUT DUAL CITIZENSHIP NEEDS TO BE SPELT OUT FOR BOTH MINISTERS & THEIR BOSS!!!!!!!!!

  9. Congratulation Renard!! So many y*****is, some can even comment on dual citizenship. Some people in diaspora get permanent residents or citizenship from marrying ugly-old-fat whites. Your friend has earned it from WORKING-HARD and you are jealous. He deserves it, even more, let him sleep with ministers.

I live in the diapora and understand clearly what PR permit means…and am American but born in Zambia….the US govt took exception to grant me first a green card=PR staus then finally citizenship. So it does not matter either way you may think of it to grant the PR to live in Zambia for as long as he would like…..ala bane fimo tuletesha…learn to be a good listerner it will bear you and others good fortunes in the long haul.

    • What EXCEPTION??? Even people in kalingalinga know, that for one to become Americano, one needs a green card! In fact therer are lots of green card peddlers on the internet – perhaps you might care to describe your exception!!

  15. #6 i agree with you. I as a Zambian am denied dual citizenship but it is okay for HR to have dual citizenship in Zambia. Good for HR but he will not give up his French citizenship. Now who is more loyal to Zambia, HR or you and I? If HR gets frustrated by this govt with no plan, he will leave Zambia, but you and I will remain Zambians till death. this PF is bringing more curse on our beautiful nation by refusing to give Zambians dual citizenship. Shame on PF with no plan.

  16. A resident permit and citizenship are two different things. Renhard has a work permit to be in Zambia and resident permit just makes it easier for him in terms of movement and entry into the country, it doesnt force him to denounce French citizenship!!!! He deserves it, by the way!!!

  18. Such privileges without procedures are worrying.Renard purely came here for employment as a coach, as many of other people have come, supposed all who are in Zambia do the best are we going to adopt them,
    He was bought a car worthy 350m, with this poverty in Zambia should we worst money serving one person. we know government pay his rentals and all sorts of expenses.
    Sometimes i fail to understand why we still separate ba zungu to Zambians. Honestly we as youths we lost completely no direction what we learn and what is happening contrary to section in our brain act no foresight

  19. Its a pity to see how Zambian despise their own country. For those in the diaspora who give negative comments, there is some saying in one of the Zambian languages which directly translated reads something like  “do not shit in the home you are vacating”. It has happened to many that after leaving dirty pamatongo just to find that the home you were trying to is no longer available & you have to return ku matongo & clean the dirty you thought you left for others to clean.

    Yes, a lot of things need fixing in Zambia, but that is no reason to degrade & demean those of us who hve no opportunity of living in countries developed by others. It may not happen in our generation, but for sure 1 day Africa & Zambia will get its day particularly when pre independence leaders give way

Can there be a better country than Zambia with all our natural resources i.e rivers, wildlife, historical sites, climate and abundant land, the Victoria falls, Chishimba falls, Musonda falls, Kalambo falls, Mambilima falla, Mutanda falls, Kafue National Park, South Luangwa, Makutu mountains, Muchinga escarpment, Zambezi escarpment, Lake Kariba, Copper mines, emeralds, gold, the beautiful, wonderful, friendly and hospitable people and in a peaceful democratic dispension governed by PF?

  22. I wonder how some people deliberately (so I asssume) want to mislead themselves and others. Renard has not been granted dual citizenship PLIZII. Theres no such thing in Zed. Its a residence permit hes been given so he doe not have to apply for visas each time he ‘walks’ in and out of the country. He still remains French but should he desire to become a Zed citizen, he will be more than welcome considering his great archivements with Chipolopolo. Some are calling Sangwapo coach, well I can live with a Sangwapo coach with a trophy in the cabinet.

  23. CONGRATULATIONS HR, YOU DERSERVE IT! BMK Thankx for allowing the diaspora lost souls see the beauty of my land. I just received an expatriate colleague this week and he was asking me where he can start from having a Zambian experience before he can take his family for a safari. I told him start right here in Lusaka and see the Kabwata cultural village on saturday and then for a touristic start go to Chaminuka for a mini-safari and a lunch with braiied Impala meat. MY ZAMBIA IS PEACEFUL, BEAUTIFUL & A JOY TO RESIDE IN! No dual citizenship! You either tough it out with us or go and be economic refugees & come back home when you are worn out or just stay where you are until you die! Fyola!

  24. Well Done HR for the AFCON. Please do it again in 2013. With permits, citizenship etc you won our hearts stay in Zambia for as long as you want. Just formalize your stay. Forget about people`s comments. Human beings will always complain.

    Even when we won the AFCON 2012. They complained that it went into penalties. It was just a lottery. They wanted goals in regular play.

Zambian gov, Kambwili, Sata please stop that malasambwa, proper procedure has to be followed when it comes to those national issues, everyone has to follow the laws of the country, here in America even OBAMA’s aunty, Enyango Obama who had entered the US and decided to expire her Visa she is fighting her case with the relevant authorities, not that coz she is Obama’s son then she would get her way, noone is above the law.   26. I wonder, did Renard ask for residence? If he did not ask for residence, why give it to him? I think there is emotionalism demonstrated by the officials involved in this case. That can be dangerous!

  27. Ba Chimbwi imwe there is a difference between citizenship and permanent residence. He has not become a Zambian, it simply means he can stay in Zambia as long as he wants. He deserves it. Even America gives talented people PR. Indians, Ghanaian , Namibians etc work for NASA.

  29. Iwe Miponto What you are talking about is pronounciation not grammar. Certain sounds are foreign to certain people. Thats why in Luapula ‘Fless fiss’ is understood perfectly well even if a muzungu cant understand it.

  30. The issue here is procedure being followed; HR has been in the country for less than 24 months does that warrant him PR…. remember he went back to France. Why do people assume he is here for charity or working for the red cross; its purely business.

    Wake up and stop the politics of appeasement.  

  31. You can actually get it even before you set foot in a country. It depends which clause is applicable. Permanent Residency is not citizenship.
