Government now takes aim at Charles Milupi for saying PF is losing popularity

CHIEF Government spokesperson and Minister of Information and Broadcasting Services Kennedy Sakeni has strongly reacted to a press statement made by ADD leader Charles Milupi that his interaction with the people in the Eastern Province showed that the people in the province were dissatisfied with the PF Government.

In a press statement made available to the media, Mr Sakani said Mr Milupi deliberately ignored to mention the fact that PF has gained popularity in Eastern Province since last year’s general elections.

STATEMENT BY HON. KENNEDY SAKENI, MP, MINISTER OF INFORMATION AND BROADCASTING SERVICES ON ALLEGATIONS BY ADD LEADER CHARLES MILUPI THAT THE PF GOVERNMENT HAS FAILED TO DELIVER ON ITS PROMISES

It is day dreaming for ADD leader Charles Milupi to assume that the PF Government has lost popularity because of its alleged failure to fulfil campaign promises.

Mr Milupi says he was making this statement from Katete in Eastern Province and that his interaction with the people in the Province showed that they were dissatisfied with the PF Government.

But Mr Milupi deliberately ignored to mention the fact that PF has gained popularity in Eastern Province since last year’s general elections. The PF now has a parliamentary seat in Eastern Province where it did not get any seat in last year’s tripartite elections.

This is a sign of the confidence the people of Eastern Province and the country at large, have in the PF Government under the leadership of His Excellency President Michael Chilufya Sata.

The fact of the matter is that PF’s popularity is nationwide. That is why it won last year’s tripartite elections with a resounding mandate from the people of Zambia. But opportunists like Mr Milupi cannot acknowledge this for obvious reasons.

The PF Government has a five year mandate and it has so far done less than a year.
It is therefore cheap politicking for Mr Milupi to expect the PF Government to deliver all its election promises in less than a year it has been in office.

Contrary to Mr Milupi’s baseless allegations, the PF Government is on course to deliver development to the people of Zambia in accordance with its promises and programmes.

We promised to deliver a people-driven Constitution within the shortest time possible. True to our commitment, a Technical Committee Drafting the Republican Constitution, has released the first Draft which has been distributed to all parts of the country for public comment and scrutiny. We are confident that sooner than later, Zambians will come up with a new Constitution they will proudly call their own and which will stand the test of time.

This Governnment has deepened and widened the fight against corruption so that the country’s resources do not end up in the pockets of a greedy few. We have since restored the Abuse of Office Clause in the ACC Act which the previous Government had removed at the height of their loot and plunder of public resources.

As a result, during the past 11 months of the PF Administration, there has been renewed and sustained donor confidence which had waned following the wanton plunder of public resources during the MMD rule.

We have increased the pace of devolving power from the centre to the people, as enshrined in our Constitution. This can be seen in the creation of the 10th Province (Muchinga), and several new districts around the country.

Our commitment to gender parity is unprecedented as can be seen in the landmark appointments of the womenfolk to high and influential positions in the Public Service and other sectors of the country.

As for Eastern Province where Mr Milupi claims to have been speaking from, only last Saturday, President Sata, through Finance Minister Hon. Alexander Chikwanda, announced a massive roll-out of a developmental master plan for the Province which will see the PF Government spend over K567 billion on infrastructure projects.

From the foregoing, it is clear that this Government is on the right path to deliver to the people of Zambia and will not allow itself to be derailed or delayed by the likes of Mr Milupi who have no agenda for this country.

  4. Totally agree with you mr. Minister. It’s just too early for people to judge the PF gvt. The PF has a 5 year mandate and only less than a year in office and obviously it has to be maybe after two years before people can see the developments. People were patience with MMD when they assumed power but are impatience wih PF. PF critisers need to grow up and get a life.

    • MMD lost direction towards the 4th year or there about but these guys look lost within a year of being in power. Besides you do not expect that we should ignore wrong just because MMD lasted 20 years in power. Beside if it was not for the political engineering that saw KK and other imprisoned and intimidated by the late political engineer, MMD would have only lasted 5 years and these guys were part of it. MMD had to rig elections from the 1996 one until the failed to rig this last one.  

    • It’s not Milupi who made 100 promises to deliver this or that within 90 days. It was the Sakeni’s PF, so arsenals should be aimed at them. The best Sakeni can do is to liase with his S.G. Kabimba who has said that delivering within 90 days was not their priority, but to get a stranglehold on power first. Then begin to deliver. So Sakeni, it’s not everything that you need to react to.

  5. This statement makes me laugh. One can easily see how the PF is struggling to point out the achievements so far attained because there are non. He goes on to talk about the constitution being delivered in the “SHORTEST POSSIBLE TIME” avoiding to mention that they promised to roll out the constitution within 90 days. What a shame!

Just a little piece of advise to the ministers.i think it is not your duty to look for what the opposition are saying on a daily basis and react.it would do good for you to settle and begin to work to the satisfaction of the Zambians.What we need is progress and development period.not defending what people are not able to see.You will bring our party down if you keep this root.please get down to work.We want to see what you can do as ministers not just being defensive.

    • Maybe some people need to constantly click the refresh button to be reminded that the entire PF Campaign Machinery is the one that promised to deliver this and that within 90 days. This is the bone of contention. Did they or did they not promise almost everything to be done within 90 days?

  17. Hon. Minister, while the rebuttal with facts is appreciated, that should have been enough, without you being too harch on Mr. Milupi. Mr. Milupi is one of the politicians who speak with reason and often with facts. So in future, address those issues with level headedness and not necessarily to denounce the speaker, especially when the statement you are reacfting to is quite civil and sober. It may not be necessary to react to every statement, tho!!

  18. Chaps in the opposition are really trying! Would it take you a whole day to come up with Sakeni’s sattement above? Ati when do they work!!! This is part of Sakeni’s job. Period! The mess in this country was too great for anyone to undo within 90 days!!! These guys are trying and they still have a mandate. Let’s try to respect that. Governing a country is no walk in the park and at least these guys care about what the masses are saying unlike complacent MMD who started taking everybody for a ride thinking, “Zambians always complain but they eventually get tired and shut up”.     • The PF government has named our airports, has brought in new districts and a new province, has appointed a Malawian High Court judge to head a tribunal, has continued completing projects started by the MMD! I wish the list could also include: “Has created 15,000 jobs for youths by…, has completed a people-driven contitution that will stand the test of time and politics, has improved on agriculture production and we expect a bumper harvest, has put in place a national airline, has improved exports to balance international trade, has…etc!

Separation of govt wings of power 13. Minimal presidential trips 14. Focused civil service 15. Vision beyond the leader 16. No burrying money in the ground 17. Combating TB and HIV 18.     • @29,it is folly to judge the PF government merely on the poor performance of the previous government which you seem to indicate was led by Ali Baba & the 40 thieves.  That’s the whole reason they were fired. Playing to the gallery aside, the PF governments blatant assault on institutions of democracy like the judiciary (to benefit their friends), freedom of expression and police professionalism are seriously worrying signs. You wouldn’t “wait and see” what happens on a bus where the driver damages breaks, headlights, rear & side view mirrors – the result is totally predictable and the fact that the previous driver stole some of the money before cashing in would be little if no comfort at all when the inevitable happens.

You do not seem to understand the role of an opposition in a democracy. The Labour Party in the UK has been attacking the Conservatives and Liberal Democrat govt from day one and they have not been called bitter or full of hate. They are only fulfiling their role as an opposition as MCS and PF did not give MMD any room to breathe when they were in opposition. People judge you by your deeds and not your words, if the govt of PF is indeed working, then they should ignore the statements from the opposition and work. Voters will themselves make judgement.

  29. I have just come from traversing North Western (Solwezi, Mufumbwe, Zambezi) and Barotseland (Lukulu, Kaoma, Mongu), including very remote areas of the said districts. Nowhere did I find sympathetic words for PF and its Government (PIG). Yes ADD leader CM is right. PIG has lost ground, and the little support remaining is borne of intimidation and fear.

And on one hand the opposition is assuming the role of an incumbent which is to internalize and digest pertinent national matters. The PF govt. has allowed its judgement to be clouded with emotional reactions. They have chosen a paradox reactionary attitude in lieu of maintaining their composure. FYI. because of teh anti graft fight, The German Government has renewed funding to GRZ and approved a $200m funding line, Global fund Reinstated GRZ and approved $200m funding line to MoH. USAID, PEPFAR, JSI Deliver and other health sector multilateral partners renewed AIDS funding lines with additional $300m committed andcan now get to level 7 treatment. PEPFAR/JSI have now launched a new $100m TB campaign programme. Lending rates have come down to historical lows. banks have now reached $1b dollar balance sheet and expanded their credit to viable sectors. Mining, manufacturing equip are all over our highways. Nobody listens to or cares about HH here.

The opposition are like ants inside a trunk of an elephant in a remote forest with no remotest possibility of a rescue plan except that it must keep on running in case some how the unwanted irritants fall off. The opposition must play their cards right and stay free of violence, that way, the audience of this hard fought match will choose one of the opposition parties as a preferred partner in developing Zambia. The party which wins the hearts should treat all Zambians as partners in development not as recipients of favours. Hon Sakeni has raised important points that Zambians have take in: Less than a year the constitution is on course, devolution of power, gender recognition, the first woman police, ACC and Vice Chancellor head, a number of PSs are women, then the minimum wage is another milestone that PF has delivered on it’s promises.   39. I forgot to mention the mighty Victory in Gabon, the Afcon Champions. Come on, it was under the PF leadership the cup came home. Since Zambia got independence, and UNIP and MMD were in power for over 20 years and there was no Afcon cup. Credit to UNIP and MMD we reached the finals but under PF, we brought the cup home. We are going to help PF count the achievements. Please all those supporting PF, bring in the achievements to encourage the Govt so that they can deliver more to the Zambian people.

So you have bought into the theory of saying HH privatised the Zambian Companies? If I were HH I would be very proud that as a mere citizen I was able to implement a Government Policy while everyone was watching.   47. Winning the 2012 Afcon and semi empowerment of women in Zambia by appointing them to positions previously occupied by males does not translate into major developments. All that which is unfolding in that part of Africa is that you have a couple of politicians in the incumbent government throwing a chain of unproductive irresponsible speeches whose audience is expected to clap their hands on empty stomachs.   51. Lak of better term hy should Kenani Selekani is just passing gas. Its clear to all that PF is just talking and their fight on corruption is in question. The corrupt few elements are those connected to the govt. Its clear the way tenders are being awarded etc. Restoring the abuse of office law has been surpassed by increased thresh hold of tenders that can be awarded by a ministry or quasi govt organisation. Its all systems GOOOOOO. Milupi was on the ground in Eastern province and Kenani is defending his facts from the cool of his office. Who is fooling who or telling the nation the truth?

  53. Zambians are awaking to a rude shock only to realise that the PF leaders don’t believe in the existence of the animal called DEMOCRACY. The likes of Sakeni, GBM, Wynter Kabimba, Mmembe, with Mr. Sata at the helm, think that DEMOCRACY is a big monster most likely to swallow them when it rears its ugly head on the Zambian landscape. The PF govt posture of threatening any dessenting (even wise) voices from opposition leaders is a serious CANCER that has infected the PF regime. May be the PF failure to deliver on their famous 90-days promises has created pathological fear of logical debates in the political arena. Students of political science, history, sociology and economics must take note of the detereorating form of governace under the PF regime.

  56. What has the oposition achieved so far? I think the opposition is more or less running too fast for a long run. They will tire easily especially if PF makes wonders. For sure I know that Sata is more concerned with national development than Banda and late Chiluba. Sata is comparable to Mwanawasa and Kaunda. The three stood for national development. Sata will deliver land mark national development across the country. And am sure he will lead two terms. His vision is down to earth. Decetralisation and fight against corruption are major steps which will see development in zed. Some will prove me right in due course.

  57. Interesting times! The minister thinks PF can regulate public opinion . Milupi is doing PF a favour by forewarning them. The same youth who were very crucial in removing the MMD will be instrumental in removing PF from power. The have realised that PF is delivering on the jobs they promised and feel used.

I hope you also recognise that any leader to rule this country must fundamentally be a nation builder otherwise any development that may be achieved is skewed and not sustainable. If Sata could achieve what he can in an environment that is non tribalistic and non nepotistic may be he can be considered to be in league with the illustriuos sons of the soil that you mention short of that all his efforts are an exercise in futility.

  60. Does it mean that when you are minister of information then it s your duty to respond to every statement made by an opposition leader.
    PF has the most corrupt and nepotist government beating Chiluba by far.
    Who cares what figures have gone up or down when this does not translate to having meaningful employment and improved welfare.
    Milupi,HH,Chipimo and other leaders can not be shut up as they speak from their hearts and speak for the people.
    PF can only make good opposition as they just bluff on rhetoric.

  61. @29,it is folly to judge the PF government merely on the poor performance of the previous government which you seem to indicate was led by Ali Baba & the 40 thieves.  That’s the whole reason they were fired. Playing to the gallery aside, the PF governments blatant assault on institutions of democracy like the judiciary (to benefit their friends), freedom of expression and police professionalism are seriously worrying signs. You wouldn’t “wait and see” what happens on a bus where the driver damages breaks, headlights, rear & side view mirrors – the result is totally predictable and the fact that the previous driver stole some of the money before cashing in would be little if no comfort at all when the inevitable happens.

  62. @31 Zambians have not been elected, nor paid to work for the country, its the government that has been elected to work for the  benefit of all the people.  People expressing their opinions and disappointment at the downward trend is neither destructive nor useless.  If only to let the dreaded shu shu shu who are ancient relics from a past we do not want to  see return, that the people and not the party and its government hold power.  We know that people’s discontent and disappointment is registering with a government on whom so many staked their hope for meaningful change.   Who knows it might yield more results than these pathetic, and frankly annoying statements now being issued by representatives  of this disappointing government and its party.

  64. @ 56 Lennox Luzipo …… HH has been at the helm of his own political party, the UPND, for quite some time now, has participated in a number of presidential elections, albeit losing every single time. He has the money and a sizable political base. His achilles heel is a political acumen to propel him to a greater height.

  65. @ 49 Lennox Lupizo …… After 48 years of independence and a perpetual culture of a failed state, Zambians suffer from a diseased mindset to which there is no known cure. The country has all the resources to be as rich as or richer than South Korea but is among the poorest in the world. Many households in cities like Lusaka, Livingstone, Ndola, Kitwe, Chingola etc. cannot afford even to have running water in their homes. The country has vast agricultural resources that would have made it a key exporter of grain, beef etc., but even here the country still lags behind countries like Botswana, a desert country that exports beef and has running water for all its households who live in cities. The “hegemonic PF group” you refer to are presently the architects of our economy.

  66. US WHO VOTED FOR PF DO NOT COMPLAIN ABOUT THE SO CALLED 90 NDAYS. THEY DID SOME THINGS IN 90 DAYS. BUT FAILED TO DO A NUMBER OF THINGS IN THE 90 DAYS BECAUSE THEY UNDERESTIMATED THE TASK BEFORE THEM. SO FAR WE ARE VERY HAPPY WITH THEM AND WE WILL VOTE FOR THEM AGAIN. THOSE WHO ARE STILL SINGING THE 90 DAYS SONG AND GNASHING THEIR TEETH ABOUT THE 90 DAYS HOPING THAT THEY CAN DESUADE US FROM SUPPORTING THE PF ARE WASTING THEIR TIME. THE 90 DAYS IS OVER LETS WORK.

Like their leaders, the PF cadres on this blog are ready to haul insults and cast stones at those with opposing views from theirs. You must see things their way or else something is wrong with you. That is the typical Zambian mindset and prevailing attitude. There is no tolerance for a diversity of views. It’s for that reason that blogs such as this one, largely serve as centres for dispute as opposed to being centres for educative dialogue and an exchange of ideas. As a matter of fact, discussing ideas is rarely a thrust here. Instead, people devote time to castigate and insult those who try to advocate a different view from theirs. Welcome!

The onus is upon everyone to impart the knowledge about the significance of Zambian resources in the global sphere. Failing to convey that pertinent information truly and unbiasedly,it qualifies us holistically in this region of ours(SADCC) as vision-less inhabitants who are of the common view that resources in our respective nations cannot reach a level of depletion.
