PRISON Warders in Kaoma on Wednesday blocked United Party for National Development (UPND) president Hakainde Hichilema from visiting the incarcerated Barotse activists detained at Kaoma Central Prison.

The activists, 16 of them, have been arrested for allegedly tearing copies of the draft Constitution and are currently appearing in court.
Mr Hichilema was accompanied by six members of Parliament.

UPND deputy spokesperson Cornelius Mweetwa said Mr Hichilema wanted to visit the activists at Kaoma Central Prison but warders told him and his team to liaise with the Ministry of Home Affairs before they could be allowed into the prison.

Mr Mweetwa said in an interview in Lusaka yesterday that when Mr Hichilema and his team insisted on seeing the Barotse activists, prison warders called in police officers to provide them with cover.

He said Mr Hichilema, as an ordinary citizen, does not need permission from the Ministry of Home Affairs to visit any person in prison.
“The warders told us that we should get permission from the Ministry of Home Affairs.

“The UPND will not condone the continued violation of the rights of members. The action of the warders to stop Mr Hichilema from visiting activists is not justifiable,” he said.

Mr Hichilema’s delegation to the prison included Mr Mweetwa, Munji Habeenzu (Chikankata) and Likando Mufalali (Senanga) among others.
On Tuesday, police in Mongu denied the UPND permission to hold an indoor meeting on Wednesday which was supposed to be addressed by Mr Hichilema.

Western Province police commissioner Fanwell Siandenge said police could not allow the UPND to have the meeting for security reasons.

“We would not like to have any gathering because some of the people who were involved in the alleged tearing of draft copies of the Constitution are still on our wanted list. So deliberately, they may go and attend that meeting and may clash with the police. In the process, property could be damaged,” he said.

By press time, it was unclear whether Mr Hichilema had followed procedure in attempting to visit the detainees facing charges of damaging the draft Constitution against the Laws of Zambia.

  1. If HH goes to visit inoder to show solidarity to the Activists, then he might as well be going there for wrong reason, that is to incite the same people to again and again commit the same offense even after they are released. I pity HH but the route he has taken is just too antagonistic and Im sure he will not have it easy at all. He will cry about rights but people will be there to judge his motives to exercise the freedoms. Even in SA, Zuma has also done the same to Malema , why, because he sees him as having a motive to incite the Miners. A wrong is always a wrong whether its Sata ,Zuma ,HH or Malema but what we need is to trade carefully for the sake of the Nation

    • Good grief! What kind of misdirected reasoning is this? In your mind these people in jail are already guilty of of the crime? Does this article even mention that HH was there to offer solidarity? This is how you come up with baseless assumptions to justify your trampling of other people’s rights. These guys have the right to be visited by anybody, including HH. Would, you, yourselves, the three stoogies above, like to have your rights taken away in such a manner. Grow up, with your analysis.

    • Destroyer, HH is a Politician and an aspiring President of Zambia. So his visitation to any place that is of national concern is Political. You surely know that there is a burning issue in western Province that needs to be brought to an end. HH should have condemned their activities because they border on breaching the peace of the country. I was a supporter of HH and i voted for him but oflate he has shown that he has no interest of the country at heart. His agenda is to fight govt and not to offer solutions the country is facing.

    • @ umwana wenu. Why do we keep assuming that these are the guys who actually carried out the crime. Its for the courts to determine that and yet you want HH to condemn what hasn’t conclusively been determined. How about if these guys were actually standersby? These (sata + HH) are politicians and this is what they do. Believe me, positions reversed, Sata would have visited these accused. Rights should be respected. Its constitutional. Let HH visit, then us the electorate will decide his motives. I don’t want anybody to think for me.

  2. I think this HH thing is becoming unacceptable and action needs to be taken by anybody that values freedom. All you losers who are going to endorse, cheer and applaud  what this government is doing to HH ought to be ashamed of yourself for being so myopic.

Let me give you an extract from the 1940s literature under NAZI Germany

When they came for the Polish, I kept quiet because I was not Polish
When they came for the Catholics, I kept quiet because I was not Catholic
When they came for the Jews, I kept quiet because I was not Jewish

When they came for me, there was no one to speak out for me because they had killed everybody else

if you have brains think about this and defend what is at stake here. You might not agree with HH, but its about rights.

    • This can only get to your door steps if you are wrong doer like HH  who thrives on criminals to be popular. my friend bootlicker, i know you are still licking your wounds from the mmd loss. But let us be clear here, a wrong is a wrong and HH should start showing leadership otherwise he will lose the little popularity he has remained with.

    • If you want to can even qoute the Bible…when I was in prison no one visited me…This guys just wanted to incite the people of Barotse.

    • This HH has become too controversial to be a President. He is antagonizing where ever he goes. I have not heard him utter anything positive apart from being confrontational every time he opens  his mouth. IOt is easy to say my freedom is being infringed on on. But what are you doing yourself. You are provoking the situation so that you can later on cry foul !!!!. I dont need a leader like that. He is spineless, dangerous (tribalist) no ideas where to take the country but only critisizing everything.

    • Joebungla you sound like you are talking about sata! That is exactly what was said about him but look where he ended up. Maybe hh is just following the template lol. I don’t agree hh politically but I agree with bootlicker here. The culture of ruling parties being demi-gods that can change rules to suit them and victimise or silence any voice that does not align with it.

  3. Well, the UPND is a threat to the nation and what security are these guys talking about.Who is thraetening the peace of Zambia if ordinary citizens have their minority president defaming them, levelling all sorts of allegations to them.If Burma can allow an opposition leader to visit foreign countries and here in Zambia that is treason….where is Democracy….

  4. He didnt follow the procedure….He thinks he is un touchable this under 5 chap!! The boy wants to bring confusion in the nation.Let him not be allowed to have any meeting that is suspected to bring confusion.he is a bitter boy!! He has realised that he messed up !! This time he would have been VP.

  5. Lets talk about connect Zambia and the new Kwacha notes for today. What are you telling the Lozis you HH, that you will restore the agreement or what? I would like to know your stand on this.

  6. HH its a pity that you are being treated in a very biased manner by this intolerable govt. because they do not understand their onus. The govt.’s modus operand is now well known to any international analyst in Zambian internal issues. This so called HH syndrome is unacceptable which is based on PF’s insinuations about what might happen to national security if HH is allowed to hold meetings or if he is allowed to address large gatherings be it in Kanyama, Mongu or any part of the republic of Zambia. The only people who share this biased tendency are the PF disciples or those who receive hand outs from Mr. Sata. Viva HH son of the soil. LONG LIVE struggle. Away with PROPAGANDA. Peace to all Zambians

  7. How powerful, popular and a threat to nation security is HH you people, such that he is now treated like someone special then any other ordinary zambian where by anything he wants to do is about getting permission? can someone educate me please, only those who understands what am talking about here!

  8. Excuse a prison isn’t a hotel or a social club where every jim and jack has a right to show up as and whenever they like, detainees are detained in regular prisons for a reason so whats the problem here. He’s got the whole of Southern province and Watchdogs site all to himself to carry out his campaigns, he doesn’t need prisons as well or does he?

  9. This is the very chap who is fuelling anarchy in this country by inciting violance and giving wrong advise to innocent pipo against the president, HH why cant you give chance to Govt. of the day to work propary. You being attacking Sata from day 1 he was urshed in as president, all in the name of stupit checks and balances. Internationaly knows you are fuming fire of hate, Just cool down your time will come if God allows and God’s time is the best my dear HH, you are cruising at 200Kms/h which is very dangerous and not acceptable in this beautiful country Zambia

    • What other chance do you want PF to be given other than the one they already have? If you want to go to sleep its your fault, us we will not and will make sure PF delivers development. Be real. Viva HH

  10. Feel pity for those warders, who probably don’t know what they are doing. They are ‘Yes men’ just like a lot of you;

Even if a pawn becomes a Queen in a chess game, it is still merely a playing piece

All gov’t officials and all the power mongers occupy those offices, because the decision they make are NOT the right the decisions. They are decisions that will seclude them from being sacked, as been evident from the president. How on earth you sack an appointed minister after a few months is beyond me. It is not a failure on the minister but the president himself

No democracy, No freedom of speech, you are fed and conned, and you sadly know it, yet you succumb and claim to the contrary you are forgetting that, the elite such as myself sees through you
    Thanks

  11. Already its one year since the last elections yet this guy keeps going back where he’s got enough supporters, he’s not been to other parts of the country where they hardly know him but still expect them to vote for him elyo cikese mukulila ‘o me because am Tonga blah blah blah’. Iwe we ci muntu 2016 is just around the corner stop wasting trying to catch headlines go out and sell your vision to voters in the north in a sober manner.

  12. Long live President HH.God is on your side. We have never seen such intolerance in Zambia since 1991 when democracy arrived. As for PF Carders if you mean well for this country, you should be ashamed of what SATA is doing to HH.And if you think it is HH alone who is being targeted, wait and see as the 5 years of PF flow. This is not a Governemnt that can hand over power even if they are voted out.

    • Problem is that you are wearing PF lenses so you cant see beyond your nose. Remove those thick black PF glasses and you will see clearly. You will feel liberated actually.

  13. PF is disgusting. They have put a red alert with police to stop UPND from carrying out its re organisation anywhere in Zambia.

Please know that only PF’s fulfiling of campaign promises will keep them in power after 2016 and not the curtailing of people’s rights to assemble. It’s ashame but i’m not surprised before these are the things i expected SATA’s Govt to do. He is inherently a dictator.

  14. LET THE FUN BEGIN, HH YOU WILL NEVER RULE ZEDI BOYI. EVEN THE ROUTE YOU HAVE TAKEN CANNOT HELP YOU. YOU STUPID ATTENTION SEEKER. WABA ICIMOONA NACI SKIN MONGA OPANI.

  15. Every time doing wrong things, how can you be famous? Opposition does not mean being against whatever so that headlines can be in the Newspaper. Bitterness is a sign of failure and egocentric thinking!

  16. HH thebmain actor PF chasing shadows. These fools can’t see that their brutality is being documented. Shame on Ukwa CNP MCS (Mentally Confused Sinner)

  17. HH, are you in support of people who tore up the draft constitution? What kind of leader are you? Are you going to do just about anything to get into State House? Surely these guys did something wrong by tearing up the draft constitution. As a leader do you support wrong doing? Wake up HH and smell the coffee!

    • Where have you been? Sata and his minions also tore up the NCC draft constitution in 2010! You people are indeed sycophants! Inversely put, you’re also supporting that tore up a draft constitution. Do you people support PF on principle or you are just a bunch of primitive tribalists!

  18. Trouble with HH is he is perpetually getting himself into situations where he will appear to be persecuted. There is no need for that. Use your talents where they will be beneficial to the nation.
Fire your strategists; they are failing you.

  19. HH after seeing those brothers in Western, We need you in Eastern province, Luapula, Northern, the CB , Muchinga etc. We want to interact with & hear how you look forward to transform the dying economy of Zambia. After the national funeral we will be waiting for you. Go Chief Ha Ha go!

  20. Ati HH is an ordinary citizen who wants to visit the detainees. Ubepele fye Mweetwa mwaice, HH is an opposition leader and worse still his visit was for wrong reasons. Well, wait for 2050 for turn under-5

  21. With 50+1 pf is going. Leadership crisis in zambia. PF is pathetic. Chipimo can not win. HH is there for his own sake ..he is agreedy fellow. MMD could have done better under Mutati. Mumba and Sata have no plan. They bear same traits

  22. Opportunists like HH would like to make political capital out of a clear criminal case involving disgruntled self-appointed fighters without cause.
If HH has a heart for prisoners, which in the real sense he does have, why has he never visited prisoners elsewhere in the country before?
Political opportunism will continue to drive him into abyss and make him a full-fledged political whimper.

    • There’s no criminal case here. Sata and his minions also tore up the NCC draft constitution in 2010. Sata is just a spiteful and tribal despot!

  23. Thinking can go wrong. When you do not observe procedures do not blame others. Its you the wrong doer. The other time another one went to state house! Respect authority, respect procedurr, respect protocal, those are norms you can’t just violet.

  24. No matter what stubling block satan and his dogs may put, nothing shall stop us.Jst a quick remind Sata has forgoten, Gaddafi thot Libya was his house but where is he today, only the wise listen. Its jst time one day it will sound.

  25. parliament was Lusaka theater club today. full of comedy, typical of ukwa. empty tin just making noise. no policy direction. Zambia is doomed with such a joker of a president. i wonder how i was convinced to vote for such a man. jumbled speech, un inspiring, nothing tangible. awe sure. come 2016 its HH

  26. @musonda #10 wamoneka kwati niwebo drop out, failure. post your coment in the language you know and understand better, wamoneka icipuba pali ino fora.

  27. @FLOYD CHITALU #30
When do you label a person a criminal? What constitutes institutional or structural victimization? How do you detect a crime? How do you compile a docket or a dossier? How do you define the term crime? When is a person labelled a suspect or a criminal? The mere modus operand of the PF regime towards the increasingly popular HH constitutes both institutional and structural victimization. The state’s institutions ranging from the three arms of the criminal justice namely; the police dept. the judiciary (courts), the correction dept. are all victimizing their common victim ‘HH’. If any body request me to build a case against the main entity in future, a case is very possible in this instance. Viva HH

    • Its about taking wrong steps which is caused by wrong judgement of matters. Why always being found on wrong footing – bantustans, insults, belittling others, Nawakwi issues, violence, limited support in other provinces compared to late Mazoka, partnerships with other political parties that ever break or resulted in nothing, condemning sourcing of funds from creditors,…. its a string of misjudgement, including visit to prison. He has a string of wrong moves, thats why his performance has always been below that of late Mazoka, his is ever downward, why? He is even too fast for 2016. Having a lot of money does not translate to winning voters, there is something that he is missing. He has never held any role from ward to ministerial function, that could be where his short comings derive.

  28. @Real Zambian #38
I take it that you are presently located in the US, before you continue to enjoy your name calling self assumed role. Why don’t you take a trip to Yale University or Stanford University or Harvard University and apply for a course in a relevant discipline then after you successfully attain your masters or a post doctoral certificate or post doctoral master of science in any specialised discipline, we can engage each other on the topic of name ‘calling.’ Viva HH, long live brother. Away with PROPAGANDA.

  29. In my opinion, Mr H and his political office should consult with the police and prison services commissioners in advance when undertaking such visits or making plans for meetings. As a prominent political leader, it is important that he recognises his position in society and to use it constructively. If he needs to visit the detainees, why not speak to the prisons commissioner or the prison head in advance? The situation would be different if he was visiting a relative, as opposed to the people he wanted to visit. He is NOT a common citizen; he is a political leader and his visit is political.

  30. The mere fact that elements which constitute wrong doing on the part of HH are not existent it means that he is not at fault.

  31. But I see nothing wrong in refusing HH’s access to the very dangerous activists. Police have refused that he can’t see them, is that an issue? Prison is not a hotel to be visited by any person at any time especially if criminals are the ones in cells. And also why has HH not commented on the issue? Let him tell us what he thinks about the act of the Balotzi activists.

  32. I really do think intellectuals such as you on this fora should be able to discuss without threats of not voting for one remember you are not the only one voting. HH must now start to visit areas he did not do well in the last election get to know Luapula, and the rest of the country. I tell you it’s not simple to vote out a party in government, because for every noise you in opposition make, ruling party makes ten score at any time. HH try to visit Kanfinsa prison we will appreciate.

  33. If HH wants to be popular he needs to change his approach. What was his motive in trying to visit those dangerous and unrepentant activists.

  34. #48 You sound like you are talking about sata! That is exactly what was said about him when he did everything possible to be seen at funerals, weddings, matebeto maybe even kitchen parties but look where he ended up. HH appears to be following that template (lol). HH is not my favorite politician but he has rights and these rights need to be protected just like any one else’s.The culture of ruling parties being demi-gods that can change rules to suit them and victimise or silence any voice that does not align with them is dangerous and should notbe tolerated. It is not about who you support or where you come from but it’s about what is right

  35. HH does not need a reason, a motive, influence or an excuse to visit a trial awaiting prisoner or a convicted incarcerated inmate. Visiting a person falling in the above categories does not bias the state’s case in a negative manner nor does the visitation threaten national security. Therefore, the PF ‘s attempts to argue for its trade mark of usual philosophical denials falls out, it is that simple. The evidence which the state has against the accused in the case before court has not yet been tested through intense rigorous cross examination. So if any party is arguing in favour of the state before the matter is explored at lengthy, then such a party is caught with its pants down. Viva brother HH, FOREVER, peace to all Zambians.

  36. Its about taking wrong steps which is caused by wrong judgement of matters.

  37. HH, always talking without action. Get a lawyer for them if you care that much, instead of antagonising the situation with some lame excuses. Politicising jails is not going to help him as a leader, he need to start talking to people in other provinces  for him to have a shot at Presidency! Campaigning in radio stations in Southern province is ZERO WORK DONE!. He is assured of 100 per support, why waste time there? Attracting attention at wrong times always backfire, supporting law breakers is not the best option for a future leader.

  38. Mushota and others have you read the Prisons Act and particularly the section on “Prison Visits”? If not then keep quiet. GOD BLESS ZAMBIA.

  39. HH does not need a motive/s, reason/s, influence or any justification to visit trial awaiting prisoners or convicted incarcerated prisoners. Besides, those activists have not yet been found guilty beyond reasonable doubts by any court. The evidence before court has not yet been tested by the courts or the defense councels, therefore remove certain elements such as labelling the detainees as dangerous elements. Viva HH. Peace to all Zambians

  40. We are fully aware of the laws of Zambia irrespective of where we are on earth, especially when one is surrounded with all these gargetts and reliable sources in Zambia. Anything about Zambia is only a few seconds away from us people who are technologically advanced. Thanks to endless technologicall innovations. Viva HH , viva UNPD.

  41. @44, you are little brat with a petty mind. Whats wrong with the president cracking jokes… You want him to show a bitter face like your under 5 president all the time. Stop being jealous for nothing.[-(

  42. Whenever MMD under RB faced minor hicups of say striking workers, like one we saw at ZRA, CNP rushed to hijack the stand-off and as usual made uninvited speaches promising heaven and earth to the workers. No one blocked him or threatened him with arrests despite with persistent derogatory remarks. He even went on to hold counterless political rallies where is denounced the entired Govt. with his thuggerish followers. RB tolerated all insults directed at him. That was true democracy. Now everyone can see for themselves how our democracy is slowing being killed. Everything taking under this CNP is numbing.

  43. Make no mistake dear brothers, you cannot compare Malema to HH. Malema is not a registered member of any political party and on the other hand, HH is a party president. Malema has been recorded as a person prone to violence on a number of occassions. Shortly after the police shootings, he has gone around the country to urge core sectors of the society to strike and make the country ungovernable. You cannot say the same about Mr. HH. In fact the opposite is true about Mr.HH .Zambia is not South Africa, these are two societies which are similar but the constrating valiables between them overide the similarities. Thank you

  44. Its not about HH being a threat to the government it’s just about how he’s going about it. Its almost as if his Hell bent on bringing a revolution to Zambia with the help of Evil Wdogs behind him. Wdog is an evil source of malicious vindictive reporting, capable of bringing tribal war and anarchy to Zambia. Any rational thinking person would know that the 90 day promises was unrealistic and could not be fulfilled in that period. It would have been brilliant if that was possible. So lets move on from that. What HH needs to realise is PF is in government and Michael Sata is the president for the next four years.

  45. Holding rallies at this time is ludicrous and madness. Now he wants to visit the Barotse activists in prison, to do what?  To add fuel to the fire. What is his motive? Are his intentions to assist /bring a solution to the table? Or has he found it difficult to accept defeat, and would rather cause chaos using all of PF’s 90 day unfulfilled promises to work against the government rather than helping the government to find solutions? If this is the motive then defeat is sure to come in 2016.  Don’t fight the government in power but help the government. PF could do well. They still have four years.

  46. Its not about HH being a threat to the government. HH is becoming a threat to peace in Zambia. Its almost as if his Hell bent on bringing a revolution to Zambia and with the help of Evil W…..dogs behind him. W….dog is an evil source of malicious vindictive reporting, capable of bringing tribal war and anarchy to Zambia. What HH needs to realise is PF is in government and Michael Sata is the president. HH you are behaving like an activist instead of showing qualities of a leader.

  47. The most reasonable thing that HH can do is to openly state his position on the Barotse Agreement issue than ‘hiding behind a curtain’.

  48. They have the zeal to lead, alas they are devoid of the zest. Zealous but zestless. They have always wanted to lead and fought tooth and nail to make sure that they lead, but do not have what it takes to lead. Michael Sata broke away from MMD when Mwanawasa took over the leadership of the party. He had felt slighted when ignored and passed-over by Chiluba in preference for Mwanawasa. He had to lead and now he is leading, and my what a chaotic situation that he is presiding-over!

  49. … Yes, Chanda Chimba was right after all… though I am not exactly sure what it was this Chinda Chimba had said… Whatever it was, he must have been right.

  50. Its amazing,HH is using UKWA’s past papers but is missing a few stones along the way. That is why PF is scared of him.Once he masters the art of UKWA,HH will be unstoppable. Moreover both of them are crocks.

  51. HH IS A THREAT. NOT BECAUSE HE CAN UNSEAT THE PF. BUT BECAUSE HE CAN CAUSE CHAOS. HE IS A THREAT TO ZAMBIAN PEACE AND STABILITY. ESPECIALLY AFTER LOSING THE ELECTIONS. HE IS ON AN ALL-OUT ATTACK TO DISTURB THE GOVERNMENT AND GOVERNANCE IN THIS COUNTRY.

THE BEMBAS SAY THAT “PAKUTAMFYA LUNSHI PA MAFI KUNYA PABILI”
I DONT SUPPORT THE STANCE TAKEN BY THE POLICE TO BAR HH FROM DOING LITERALLY ANYTHING THAT HE WANTS TO DO IN THE NAME OF PEACE. ALLOW HIM TO HOLD RALLIES OR VISIT PRISONERS . WHATEVER HIS MOTIVES. LET HIM NOT LOOK LIKE A VICTIM. HE IS A ZAMBIAN LET HIM EXPRESS HIMSELF. LET HIM VISIT HIS SUPPORTERS. HE WONT GO ANYWHERE POLITICALLY. LET HIM FINISH HIMSELF.

  52. there is no law in zambia that allows a political leader in to visit a prisoner by asking permission from the minister of home affairs eccept if that minister is CNP.Ukwa was arrested under leadership of the late mwanawasa and mazoka visited ukwa ibu without getting permission from anyone.why do you follow things bindly CNP kraal
