Dear Editor,

I wish to complain through this public media which allows even the poor and suppressed to be heard.The payments for road tax and fitness should be decentralized to the all the districts.

Life for us who live in certain districts are disadvantaged in many ways. I stay in Kaputa and I have to drive to Kasama for fitness and road tax. And often you are told that the system is down or the station manager is out and no one can attend to us. Often one has to spend several days in Kasama just to get the service. Its costly and not conducive for most of us who reside in far off districts.

I believe this could be the same for most of the Zambian Law abiding citizens. Let RTSA decentralize or indeed use the police who are in all districts to issue such documents. Otherwise, we are risking a lot in just abiding by the laws of the land. Insurance firms should also use agents in the districts if they can open offices.

Please can the government help the Zambian Citizens in this regard.RTSA should also look at their establishment and probably employ more staff to meet the demand and offer better service to the public. The computers and Information Technology systems should also be reviewed to avoid the often system failures experienced. Capacity building could be an answer to some of these challenges currently in Kasama.

Some of us who had paid road tax on manual discs are not able to pay because the system does not have our details.

Help. RTSA hear our cry. We have suffered for too long.Owning a vehicle in other districts should not be a curse.

  1. The cry of most Zambians has been for the decentralization of services offered by RTSA. It is a known fact that in developing countries, there is a lot of value attached to revenue collection. A person paying tax should not endure suffering, like we do when paying for our vehicles. RTSA should fight for complete decentralization to all districts for all their services. At least they have taken a step by allowing the Post office to collect road tax on their behalf. They could go a step further by ensuring that even fitness tests are conducted at all Post offices, especially in rural areas. Alternatively they can appoint at least one agent in each district to help ease the pressure on vehicle owners. This is the way to go, if we have to get that elusive revenue on time.

  2. One does indeed leave with the impression that despite the input of any other province, most developmental focus lies on Lusaka and its “Beverley Hills” 🙂 Here’s a thought. Build better roads but someone pull a finger out and budget for sidewalks. It will make a world of difference to the pedestrians caught between dodging mud baths and wacky bus drivers! Walking could be quite pleasant with a little thought put in. As for decentralised systems… That is the more effective option and creates more jobs where clearly needed. Sadly many villages and towns could be developed on what gets wasted in the capital…

  3. THE GREEDY RTSA IS NOT EAGER TO DECENTRALIZE BECAUSE THEY WANT ALL THE MONEY TO THEMSELVES AT THEIR HEADQUARTERS IN LUSAKA. THEY FEAR THAT IF THE DO THAT MONEY COLLECTION AT THEIR HQ WILL BE DRASTICALLY REDUCED THATS WHY THEY ARE NOT IN A HURRY TO DO THAT. BUT THIS IS TO THE DETRIMENT OF JOB CREATION

  4. Indeed RATSA should decentralize their operations. Some of us have resorted to paying road tax ( all four quarters @ once ) since fitness is also 12 months, but this should not be the solution decentralization is…..

  5. Even within big cities like Lusaka, RTSA needs to decentralize so that they have offices say in Chelston, Chilenje Matero, Cilanga etc. What i winessed the other time i went to RTSA Lumumba Road was pathetic to say the least. The situation is a recipe for corruption indeed.

  6. These are the issues the PF Government need to address. I am so shocked that the previous Government never really attended to such Imperative issues. Oppositions Political parties should also be sober minded and help government attend to such issues by being constructive and offering progressive ideas. The issue at hand is a very serious one and needs to be addressed expeditiously.

  7. These are the issues we the people must highlight and force the GRZ to address. Take for instance RTSA in Kitwe,the place is too small and does not have any air conditioners. Thats where you have to queue up in order to honour your obligations. to make matter worse,i dont know what system they use that is ever slow and mostly in half of the departments its constantly down. imagine queuing up from morning to late afternoon only to be told,e.g the camra is not working go to Ndola,Chingola or Luanshya for a photo!!! and its not like where they are directing you its any better,you find issues there as well. In short, for me i dont care want the PF may say they are doing or will do,as long services like these at RTSA are not modernised,they would have failed the people

RTSA should emulate ZRA in terms of IT investment.This organisation gives an impression it is upto the task and can go it along.I dont know if the guys running RTSA are sharp enough to realise that they can ride on ZRA customs IT infrastructure and spread their services across zambia.Get into MOU with your counterparts at ZRA customs and intergrate your two systems and you will be done.RTSA is a small organisation because of docility and baboons at the top failing to think outside the box.Consult your friends and will be there proving good services to the public.One pays on a manual reciept and data is not captured on the systems for years.Dont you have data entry operators you dimwits? Work up and get to think and not jolly riding in those beautiful patrol cars.

  9. Livingstone RATSA is equally sickening and a breeding ground for corruption.
    Only two offices, one in town and one in the outskates of town as you heard torwards the victoria falls. Unfortunately, you find one office won’t even handle all their required processes. They’ll keep tossing you to and fro. In addition to the many processes,especially in car registrations, you have to pay at every stage.
    Those wishing to get clean driving licences have to fight hard to get booked for written and practical tests coz the list is ever long. As for taxi and bus drivers, they really have to worship or bribe. For the rest, you have to know someone there to be attanded to a bit faster.
    These bottleness are the ones that prompt most people to opt the corruption way of getting RATSA documents and…

  10. This item need serious attention, I dont envy to own a vehicle in my land because of what i ve witnessed in the frastrating RATSA transactions. Its worse during this period of fitness and tax, people accept to be treated like fools by those employed to collect revenue on behalf GRZ. I pray that the listening GRZ will find a temperal solution for this period and lasting one afterwards.

  11. @ # 2, I totally agree with you. One thing I have noticed in Zambia is that there is no appreciation for Information Technology. If only the Government invested more in this sector, life would be much easier for people. Its a big step that at least now people can go and pay their road taxes at the post offices, in Western worlds, or at in Australia where I live, one can pretty much pay all their bills at the Post Office. We even pay bills online in the comfort of our own homes, i know this is not practical there but I just think that ICT as a whole has been given very little attention in Zambia. Why can’t we emulate what the Sudanese Government has done? Their Govt has fully embraced ICT, before we know it; Uganda will be more technologically advanced than Zambia.

  12. RATSA employees thrive on the confusions of their system failures, inefficiencies and poor management so as to corruptly make ends meet at the end of the day. A visit to the RATSA offices is the worst nightmare that one can ever be subjected to. The attitude and calibre of the officers and even the service leaves much to be desired.
    The RATSA officers are always appearing and sounding corruptly in need of ” KA DRINK”. The inefficiencies are intended to create desperation in the motorists so that in the ended they begin to cut corners even when things straight forward.
    FOR ONCE CAN THE GOVERNMENT RESPECT THE TAXPAYERS AND GIVE US BETTER SERVICES UNLIKE WHAT BEING SUBJECTED TO.

Is video environment that have got to switch or perhaps video determination they’ve already constructed?
