The decision by the Electoral Commissions of Zambia to postpone the Livingstone Parliamentary by-election is unfortunate, United Party for National Development (UPPND) President Hakainde Hichilema has said.

Mr. Hichilema says the ECZ should have consulted all political and stakeholders instead of making a unilateral decision.

ZANIS reports from Livingstone that the opposition leader said this during a briefing in Livingstone, today.

He also regretted the death of the PF cadre Mr. Harison Chanda who according to police met his fate when UPND and PF cadres clashed on 25th February in Livingstone but blamed the PF for causing the violence.

He observed that it was sad that lives have been lost over mere elections.

“It is unfortunate that ECZ decided to postpone the election without consulting us the major stakeholders” said Mr. Hichilema.

The Livingstone by-election which was scheduled today has been postponed to 14th March by ECZ citing violence which rocked the city in the few days before the poll.

And Mr. Hichielema bemoaned the poor state of police cells saying they were not fit for any Zambian and called on the government to into the matter.

Mr. Hichilema who spent a night in cells after his arrest on Tuesday said it was important to improve conditions in all the prisons and holding cells and make them fit for humans.

“ Am very sad about the poor state of our police cells which has no water, mattresses and no ventilation and I think there is need for those responsible to look into this matter,” Mr. Hichilema said.

He envisaged that once voted his major priorities will include improvement in prisons and police cells to make them more habitable.

Movement for Multi-party Democracy, (MMD) constituency chairperson said the postponement of the elections was politically motivated.

Meanwhile, Districts Electoral officer Vivian Chikoti said all the ballot papers and other election materials will be transferred to Lusaka in a Chopper this afternoon adding that the move follows the postponement of the elections

This is about bloodshed, boss, and if you can not see that you will be giving your critics the right to say that you do not care for human life and limb. TYou will also be re-enforcing the stereotype that you oppose for opposition’s sake. Be mindful that the international institutions you have been crying to are also watching this very closely. This would have been an opportunity for you to say something that would remove the stigma that you are just a troublemaker. Try not to get into your own way.

    • I hope HH took pictures of his cell so we can include in the petition to UN over violation of human rights by the PF government.
      I remember Sata complained on nature of prisons & cells when he used to be incarcerated for his lunatic and violent behavior, that Sata suffered worse this wise man HH.

  14. HH be serious for once, to consult who? you mean consulting you and your UPND who are allegedly killed somebody. The bottom line is that life has been lost, so people of Zambia don’t even care about this by election anymore, weather it was PF or UPND who were involved in this killing the action taken by ECZ to postpone this by-election is very welcome. HH as a leader inspiring to be president one day you should definitely embrace what the ECZ have done, unlike you speaking the opposite.

  20. HH has pointed out that holding quarters for arrested people are not suitable for human storage. One wonders if we don’t have skilled manpower in Zambia capable of constructing such quarters. Shame on us Zambians. We have bricklayers, carpenters, engineers, etc. Some of these people with the skills are in prisons and the defence force. Let’s put them to use and develop our country. It is shameful that we can’t even build toilets for arrested people. Something is missing here. The good part is that HH has seen the quarters in real time and will for sure if he means it look into the problem if ever he becomes president. On the other hand we don’t have to wait for him to become president to have the matter atended to.

    • Prisons & police cells are not our priority while we have people sleeping on floors of hospitals, others dying because they cannot get to nearest health centres, others deliberately hacked to death due to political despondence and we have children over laden in class rooms that are too small for the numbers. I dont mean to undermine your intelligence, or whatever, but just to point out some things that might help your cause, even though I dont quite like your president. In the case of what happened in Livingstone, all the media outlets have reported that PF cadres did approach your camp unprovoked. This could have easily played in your favour, even with the killing of the PF cadre, which could have been percieved as an act of self defence, but your attitude makes the whole thing backfire on you. We could have been asking ourselves what is wrong with PF cadres, but now we are asking what is wrong with you.

ON REALIZING THAT THEY WERE BEING ATTACKED THEY REPORTED TO THIER SENIORS WHO IN TURN WENT TO REPORT TO THE POLICE.   46. UPND be very careful of the traps being set before you, retaliation in the name of self defense is not the solution they will implicate you with a tag of violence. No one will know the difference between who is violent between PF and UPND. An example is Uhuru and Ruto of Kenya facing trial at the Hague .Uhuru is accused of retaliation.   57. @12 Kaya,Just your argument that Pf is not fair, how can they put a rich man in cells is unwise because what it implies is that as long as one is rich he can commit any offense and not be put in cells. I am not saying HH did commit an offense or not,

In that country it was ” the Hutu hate us Tutsis” and like here, the Rwandan Government was glossing over it until a million Hutus and moderate tutsis perished in under 3 months.
