Commonwealth investigators arrive to probe Zambia

A team of officials from the Commonwealth Secretariat in London is in Zambia to investigate claims by the opposition that the PF government is abusing human rights.

The Commonwealth team has already started having meetings with members of the civil society regarding the petition submitted by the Coalition for the Defence of Democratic Rights over the alleged worsening human rights situation in Zambia.

The team is based at Lusaka’s Intercontinental Hotel and is using various meetings with several stakeholders including the Civil Society to get to the bottom of the opposition petition.

A source who attended the meeting on Monday described the session as the beginning of a process to make the Zambian government account for its recent actions.

“The guys (Commonwealth) appear to have taken this matter seriously, even the level of engagement at this meeting was very serious. They are asking key questions and making reference to published material over the PF’s style of governance,” the source said.

All those that have attended meetings with the Commonwealth investigators have been asked to keep the nature of the discussions private.

The Commonwealth team is also expected to meet Zambian government officials before concluding their one week.

The Coalition for the Defense of Democratic Rights (CDDR), which comprises opposition and some civil society groups, recently called for Zambia’s suspension from the Commonwealth.

The group accused President Michael Sata and his administration of human rights violations and stifling democracy, harges the government strongly denies.

The group has called for an independent investigation of alleged human and civil rights abuses following its petition seeking Zambia’s suspension.

Meanwhile, the Human Rights Commission (HRC) has confirmed that this morning, Tuesday 5th March, 2013, they held a meeting with a two man delegation from the Commonwealth at the Commission offices. A delegation of six represented the HRC. The meeting centred on the human rights situation in Zambia.

HRC also said that in another development, the Commission has received a complaint from the United Party for National Development (UPND) over the alleged assault in Kaunda Square of their member, Humphrey Bwalya, by suspected Patriotic Front (PF) supporters, on Sunday 3rd March 2013. He is alleged to have been attacked on suspicion that he was part of the group that alegedly murdered a PF member in Livingstone last week. According to the complaint by UPND, Bwalya is being held without charge at Chelston Police while nursing wounds from the attack. The Commission has launched investigations.

But are you sure with the direction we are taking this early into a new administration, our country is safe from even higher human rights abrogations than ever seen – say in the recent past – particularly in the post Chiluba era (Which was powered by most of the people currently in office). We have always had this ‘trouble’ in Zambia which comes down to selfish leadership&it has continued via our new found political party PF. During the campaigns i reluctantly gave in and allowed a thought that Sata would otherwise want to leave a lasting legacy pertaining to this leadership qualities but sending Mumba to police cells, PF ‘boys’ messing up in Livingstone has kind of rekindled my lost faith in anything to do with MMD and PF is such that. If the opposition leaders could hear what people on the ground here think of Africans’ inability to think, run a country or resolve conflict they would think twice and find a way before calling those guys in. A talk show last week supposedly about India and colonial times turned in to a ‘take a pot shot at Africa’ parade. We should strive to be the exception to the rule. Especially when the rule implies we would rather get a foreigner to do it than find another peaceful way to get it done ourselves.

  8. They should look at the state of prisons, we should look at what gets people in these prisons, are all crimes equal to their punishment simply because they are enshrined in the constitution? I doubt it..

Not that there’s anything wrong with investigating political crimes, but all of Zambia’s prisons are places of human rights violations (which is unfortunately true of much of southern Africa). It’s already well-known but why aren’t aid agencies and public health NGOs working in prisons to improve health in addition to the areas they work outside prisons? It’s time donor governments push their aid agencies and funded NGOs to ensure their programs are reaching those who need it most and to stop spending money on per diems and new land cruisers (especially when those land cruisers don’t leave Lusaka).

Currently in Kenya, the Hague has intervened by inditing one of the election candidates because they were invited after the 2007 violence. Unless we learn to respect each other and become civil, we should expect international bodies to intervene. In my eyes, we complain when these people do nothing like in Syria, we also complain when they give us attention. What do we want?

One thing for sure, though, is that if the Commonwealth rules on favour of the government, the opposition will have lost all its international credubility and so will their Robert Amsterdam.   38. Welcome the toothless club! Zambia is a sovereign country and the commonwealth existence has no significance in the modern times or any influence on it’s member states. The only beneficiary in this club is the UK, it convinces its members to vote in its favor when it want something done at the UN. Robert Amsterdam was always threatening to take his case to the UN but the UN bodies must have pointed him to courts if he wanted justice for his clients but he is afraid of the courts. Even if Zambia is expelled or suspended, we have nothing to gain from commonwealth. The UK belongs to the EU so it follows EU policy on trade, so even economically we have nothing to gain. George Kunda SC MHSRIP. raised a motion to retrain or review the Zambia police curriculum on human rights in which all these problems we are facing now would have been addressed . This important motion was shot down by members of the house who in my opinion either voted because they didnt like Mr. Kunda or the MMD.     I have the honour to make a submission of the state of affairs regarding of nation Zambia, especially in the light that the opposition political parties complained to youth office thru the written submissions.
    The truth of the matter sir is that whatever issues the reported to your office was blown out of proportion. The opsition political parties from the time pf was elected into government they had a meeting in which they agreed to make it difficult for pf to govern. This can be verified from the way they oppose government programs. They just oppose for the sake of opposing.   48. What pains most is that we elected a constable who used to arrest freedom fighters and we expected that he will respect our freedoms. People and nations get leaders they deserve. The Commonwealthy Team is welcome to Zambia but there are not necessary. The people of Zambia should deal with the unfolding situation themselves.   49. The mere fact that Commonwealth team has responded and physically come to investigate human rights abuse in Zambia means there is violation of human rights abuse in Zambia by PF govt. This will never be cleansed by corrupt PF govt as the report will be shared by all other international bodies. Sata is a dictator who abuses Zambians at will and arrests anyone opposing him.

  51. I’m relatively non-partisan. I however must point out that this maneuver by the opposition doesn’t really help their cause.

    Real change in Zambia and Africa in general can only happen through action initiated at home. Change begins with revolutionary leaders that pioneer an idea. They remain committed champions of that idea despite sweat, pain, persecution etc. If the idea reflects, decency, honor, justice (and all that good stuff), the people WILL EVENTUALLY RALLY BEHIND THAT IDEA. This Common Wealth move looks like cowardice to me.

  53. Did Northern Ireland go to the commonwealth after Britain suppressed their governance and killed people in the civil war? Or did Scotland go to the Commonwealth agains England? These two countries with are allegedly part of the United Kingdom do not recognise the Commonwealth. Britain has failed to bring Scotland and Northern Ireland under her wings and they have literrally forbidden political assembly in these parts of UK. Now we call them to come as allow HH to use his political platform to undermine the government. In all his speaches, HH talks ill about a duly democratically elected government. The Chairperson Sir, the conduct of the former president Mr Rupiah Bwezani Banda and the opposition political parties to organise a press conference outside the country and denounce the government to us patriotic Zambians is treated as highly offensive. We feel there was a platform enough for them to call for a press conference here and address the issues, but they took that step to create an impression that things are not ok in the country when intacual fact things are ok,
