Ministry of Home Affairs has 3 deputy ministers -YALI appeals for a reduced cabinet

The Young African Leaders Initiative (YALI) has appealed to the government to reduce the number of deputy ministers in ministries in order to cut down on expenses.

YALI Executive Board Secretary Mundia Hakoola said this in a telephone interview with ZANIS today that reduction in the number of deputy ministers would enhance the development of the country.

Mr Hakoola said having more than one deputy minister in one ministry will only hinder the country’s development as it will expose the government to unnecessary expenditures that can improve the lives of many Zambians.

Mr Hakoola added that instead of having three deputy ministers like it is in the Home Affairs Ministry, government should reduce the number and take into consideration the welfare of the people who are suffering.

He said many people in the country are suffering and if government will not take into account cutting down on the number of deputy ministers people will continue to suffer as is the case in sinazongwe were they are subjected to eating grass because of poverty.

Mr Hakoola however congratulated the PF government for considering young people in the cabinet and advised the government to continue with such appointments to enhance youth leadership.

He said it is good that the President is appointing young people to fill positions at deputy minister level thereby providing them an opportunity to exhibit their leadership skills at national level.

    • This is kind of things I just forbid myself to comment on. I know ka Chella is waiting to print my comments to take to Sata as usual, but today no no I won’t, because no one can handle it.

    • The PRINCE it’s not insanity nor craziness. The opposite is true, let me help with some explanation. Let me pick ministry of Agriculture to start with.
      One D/minister is for Livestock,one for cooperatives and another for Crop production, they all have different roles but report to one minister.

    • [email protected], I was responding to THE PRINCE who was implying that the 3 D/ ministers will be unproductive because they will be fighting each other. I have very good understanding of how the system operates than you will ever get to know.
      In case you didn’t know, under president RB this ministry was divided into two, there by having two full cabinet ministers and two D/ministers much more costly than it is at the moment. AS for Home affairs, do you know how many departments fall under it? Let me list some for you; Police, DEC, Prisons, NRC, Immigration may i go on? This ministry is big one D/minister may surely fail.
      Stop over reacting.

    • This is what Zambians wanted. We created jobs for a few crooks. Is this the sata pipo knew 3 years ago? This man is not normal. He condemned RB for having a bloated cabinet but he is doing the opposite. In fact worse than RB. How can one describe a person like this? We have been cheated by this man. He is very lucky that he is ruling a country with 70% ignorant people with a weak democracy. But one day he will face the wrath of our pipo. It may be in his death or in his old age.

  8. sata campaigned on cutting government spending. he even rode on a minibus in livingstone to save on transport costs and the post newspaper praised him as a president for the poor.as the saying goes that he has no brains what we see is to the contrary. he reminds me of magnetic theory of south pole and south pole that they repel. which translates to himself and his election promises. the two cant be brought closer they repel. or his brains and his actions the two repel.

People lets be real- Mr. Mundia Hakoola should actually go further and publish what the actual cost of these minister is maybe also their CVs and he should also go further to see who are in the Foreign Service and also the DAs and PSs – The PF was so strong against Mwanawasa’s and RB’s cabinet size. Corruption is not just stealing .THIS IS ALSO CORRUPTION. PF is depriving the Zambians the much needed resources by appointing friends and relatives to positions they dont even qualify for. Mundia Hakoola well done but go further .

Since the PF have been in government, all you hear is: ‘ president sata was swearing in….’, ‘in the upcoming by-election…’, ‘appeared in court today..’ It would be nice if someone started implementing some of the stalled up work in progress left behind by Mwanawasa. In my opinion, what the PF government is doing is 1. Continue any work that Mwanawasa left coz it was GOOD. 2. stop any work that was started by RB at all cost. 3. work hard to eliminate opposition as they intend to stay a good 20 years and will only start actual work after 2016. But I don’t know…more and more people are getting educated through the media ie tv, radio…music… and its a tactic that is destined to fail… That’s my opinion…

  25. This is good all these people were out of employment and government has done it well to employ them. do not complain wait for your time. Ichalo nifupa bakolokontakofwe washa. five days ago president Sata said his government has employed over 50,000 people these include ministers and their deputies.

  26. Money saved from cutting down on these useless deputy minister appointments would benefit more people – especially in accessing vital services like health, education, water e.t.c. People are forgetting that apart from their salaries, these ministers claim all sorts of allowances, use transport at tax payers expense, e.t.c. For the size and population of Zambia, such a bloated clueless regiment of so-called govt. officials is unnecessary. In addition, in every ministry there are perm secs, deputy perm secs, secretaries, under secretaries …. blur blur blur. Politics of appeasement at the expense of real work!

It is because of a blank cheque constitution which gives the President to do what he is doing.Let us come up with a good constitution which must state the number of ministries and the personnel it should have but as it is, it’s open. Just look at how all the 5 President came up with ministries. The reason for these appointments is to increase the numbers to ensure the voting pattern in Parliament is in favor of the government. But the question we must ask is why ?
