Experts group unanimously support to maintain the Dual Citizenship article in the First Draft Constitution

Experts at the ongoing sector groups convention have unanimously resolved to maintain the dual citizenship article in the First Draft Constitution.

The experts mandated to analyse the citizen’s clause said dual citizenship was progressive as it would allow Zambians in the Diaspora who had acquired wealth to invest in Zambia.

It was emphasized that a number of Zambians in the Diaspora were unable to invest in Zambia because the current Constitution had no provision of dual citizenship.

The sector groups also adopted Article 20(1) which states that a Citizen’s Board shall be established.

Article 20 (2) which states that Parliament shall enact legislation which provides for the composition of, appointment of members to, tenure of office of members of, and procedures to be followed by the Citizenship Board of Zambia.

The group also unanimously adopted article 19 under the citizen’s clause which states that a citizen may renounce citizenship or shall be deprived of citizenship only if that person acquired citizenship by means of fraud, false representation or concealment of material fact.

The current Constitution states that a person shall cease to be a citizen of Zambia if that person acquired the citizenship of a country other than Zambia by a voluntary act, other than marriage and does any act indicating that person’s intention to adopt or make use of any other citizenship.

  1. C’mon guys! Let this one pass. Why do I have to pay $65 to enter my own country or even hide my Canadian passport just to invest and create jobs? This is a no-brainer. I could have invested in South Africa, Nigeria, Estonia or some other place but I’m happy when I look at my payroll which is an indication of Zambian familes being fed via my initiatives. PF Govt should be progressive and not just “patriotic”. Yaba!

  2. I think all PF ministers support this Kabwili!s wife and children live in uk. It’s only Sata who doesn’t like. It’s ok if they don’t adopt it we wait when Sata dies or kicked out we will partition the citizens beaureua to repeal that draconian law.

Nationality is a nature not Cloth! one might have a USA nationality but remain Zambian at heart! those countries in Africa who have accepted dual nationality has tremendously benefited from the experience and wealth amassed by its citizens ! a Lenje having having a Canadian passport is ever a Lenje as there is no Lenje tribe in Canada!

  5. Please understand this clause carefully. Dual citizenship is permissible.

Its not a good idea for dual citizenship. its okey for minor Zambians living abroad in dispora but on the other hand the vast majority of illegal Indians, Pakistanis and Chinese with fake Zambian passports will benefit the most and many more influx of Indians Chinese will be pouring in Zambian 24/7.Zambians please support President Sata. in The u.k. under labour thousands of asylum seekers were allowed in to settle and now majority of British people have no jobs as these migrants have taken up the few kobs that are available .David Cameron has now started a war with immigrants trying to block every loop holes so please Zambians don’t allow this to happen in Zambia or we shall deeply regret later.

  7. When even a tiny minority is also satisfied, then the democracy is working. Allowing the few individuals in need of dual citizenship to obtain it is to promote democratic values. This is great. The next thing is to deal with possible misuse and abuse of such rights.

  9. This is no sense we have to be patriot. no dual citizenship. look at countries which have developed there is no this dual citizenship no sense. i have a daughter who was born in America she will have to decide when she is 18years old whether she wants to be American or Zambian period.

  10. At last all shall be well. Dual Citizenship will empower us sufficiently accrue enough capital to bring home to Zambia for investment. There are limitations to the amount of opportunities and finance you can access if you are not a citizen. Well done Zambian thinkers.

    Dual nationality is a different matter from immigration and it has nothing to do with movement of people from other countries into Zambia.

  13. That is great, no problema, all what is required is to seal the loop holes for misuse and abuse. Dual Citizenship the way forward. Fix the loose ends and all will be fine.

  14. Investment of knowledge acquired.

    I have been living in the UK for nearly 30 years, I have acquired a lot of knowledge and there is a need to part with it, My fellow ZAMBIANS will undoubtedly benefit. If i was given the choice of dual Nationality i would have snapped it up and saved a lot of money travelling countries that we Zambians need visas for. Travelling the world = knowledge.

    NO PRICE ATTACHED TO KNOWLEDGE.

  15. Now I won’t feel silly lining up in the foreigners line at KK International Airport to get into my own country.
