ECZ declares UPND as winner of Lukulu West By-Election

Electoral Commission of Zambia (ECZ) has declared opposition United Party for National Development (UPND) candidate Misheck Mutelo as the winner of the Lukulu West parliamentary seat.

Mr Mutelo polled 3 894 beating PF’s Eileen Imbwae who had 1 896 votes.

United Liberal Party (ULP) candidate Mubita Sikwa polled a paltry 61 votes.

Of the 11,889 registered voters in the constituency, only 5 922 cast their vote.

Lukulu West Returning Officer Christine Kasemuka declared Mr Mutelo as winner few minutes after 18:00 hours.

Mr Mutelo said he would work hard to develop the area and urged the Government to support various developmental projects in the area.

The ruling Patriotic Front (PF) has scooped the Kapiri Mposhi constituency seat following a parliamentary by-election that were held yesterday.

PF candidate Eddie Musonda polled 6, 614 votes against his closest rival of the opposition UPND, Lawrence Zimba who got 5,470 votes while UNIP’s Francis Mwape managed a paltry 443 votes.

ZANIS reports that Kapiri Mposhi Constituency Returning Officer, Jimmy Musweu declared Mr. Musonda as winner of the by-election at exactly 14:45 hours at Kapiri Mposhi District Council which was used as a totaling center.
Mr. Musweu announced that a total of 12,709 ballots were cast against 84, 386 registered voters in the vast Kapiri Mposhi Constituency.

He said 182 votes were rejected as invalid in the by-election marred by high voter apathy.

The Kapiri Mposhi and Lukulu West seats became vacant after the Supreme Court nullified the seats following election petitions citing electoral malpractices during the 2011 General elections.

Following Tuesday’s by-elections, the PF now has 66 MPs, UPND 30 while MMD remains 50, with FDD and ADD with one each and two Independents.

    • The begining ofmwhixh end my dear? These were seats held by the MMD. PF got one and UPND one. Without considering geographical locations, it shows that both UPND and PF can still win elections. The begining of the end for MMD perhaps

These are bye-election where all state machinery are over deployed with focused concentration yet the political trajectory turns out too apathetic and a clear struggle of rejected ruling party hard 2.5 years misruling. Zambians are massively dissatisfied with PF failure driven by lies and lack of vision or purpose.

    What happens in a General election where each one for himself God for us all as the state machinery gets thin to the wire?

Sata and PF are smarter than you can ever imagine. Watch PF as the party penetrates Southern Province and that will be the end of UPND. MMD is being buried right now

  5. The Titanic is surely sinking, Lukulu & Kapiri combined Pf loses to Upnd by 854 votes even after use national machineries by PF. This is what will happen come 2016, mark my words.

    • Muchinga,luapula, northern, copperbelt, lusaka and part of central provinces will never vote for tribal UPND. Never…!

    • Luapula, Northern and Muchanga will never vote for a party whose leader is not one of their own. These are the most tribalistic regions in Zambia. However, their leaders are the first to castigate other nationals for tribalism. Charity begins at home! Other regions should also start discriminating on tribal lines if development is to be balanced under the current circumstance, where a good junk of natives want to have the lion’s share! Western and North-Western are the most accommodating regions in Zambia – the reason for their abject poverty!

    • @ Willie Nsanda, your predictions that the Copperbelt Province will not vote for Upnd in 2016 are wrong. Have you forgotten that Pf almost lost the Mpongwe seat to Upnd & isnt Mpongwe in the CB/ province? & about Lusaka forget it, Lusaka has already moved to the opposition & this is typical of Lusaka they want someone who performes, don’t kubeba will not work in Lusaka come 2016, Lusaka people are informed. On Muchinga, Luapula & Northern here you sound tribal yourself, why wouldnt they vote for a party which has the capacity to deliver to the nation & go for CNP party? They should have a serious problem but they still have chance to come on board to help Zambia be a better country by going for quality leadership & not bafwashi!

    When MMD trounced UNIP in 1991, in its first 5 years won bye-election across the country with landslide margins without the kind of rejections facing PF.

    • wrong choice of the word rejection. No party was rejected. People just chose what they wanted. When either UPND or PF got zero votes or let’s say a hundred, then I would agree with you. Just be realistic my dear. Both parties put in the best and the people decided in the end. Check the numbers my dear!!!!

  7. PF rigged the Kapiri Elections. Anybody who is fair minded knows this fact. People in Central province and Luanshya are now aware that PF is a tribal party for Bemba’s only. Easterners are also begening to see that Sata is useless and means no good for the people of Eastern Province. We have fought hard on these airwaves to remove the false stigma of tribalism that has been placed on Tonga’s and Lozi’s. Bemba’s now know that people are not foolish and can see through their machinations. Let the games continue!!!

  8. Why wait up to 18hrs when the results were ready by 9 to 10hrs? What was the ECZ under Pf trying to do? We know that even the win for Kapiri is questionable for PF!

  9. Lukulu result is not a big win for upnd, considering the fact that mmd didn’t participate in this election. This result could have been shared between upnd and mmd meaning pf could have won. The big job is for upnd to pull up socks otherwise there is nothing to celebrate or show that upnd is strong in the area. It will be very difficulty for upnd to win the 2016 elections, when all major parties will take part in the elections under the new constitution, where the 50+1 vote will come into force. Otherwise congratulations for carrying the day.

    • in mpongwe mmd participated but upnd still followed pf closely,remember also that ulp also participated. in any case,there is no guarrantee that mmd supporters voted for upnd

    • A loss is a loss. Don’t bring in excuses after all pf is the party in power. They have been clobbered kwasila. Upnd are becoming giant killers. Scott must be squirming after hijacking a chopper to campaign and all that has turned out to be in vain.

    • Pf claim to hav something to show the pipo that its working while the opposition has nothing. What will make pipo vote for the opposition is the fact that the ruling party hasn’t done enough to convince the pipo. Imagine the president openly telling the pipo that he will concentrate onn developing areas with pf mps as if the money he’l use is his, TAX PAYER’s. Eish!!!

  10. Pipo here in Itezhi-tezhi are so angry with Mp Moonde. I came to visit but just within the five days that I’v bn here, hav been told that unless Moonde doesn’t stand again coz they feel betrayed. They say the man is very pompous n has got no respect for elders. Can’t wait for bye-elections.

Except you bloggers just blog.I follow politics and PF themselves will have to go to the round table and do an analysis.They know they have lost both elections.Out of four or five bye elections,PF knows they have lost Mpongwe,Kapiri,Lukulu and L/stone.These are bye election where a party in power less than two years must be white washing the rest.You can say what ever you can,PF political analysts know the truth but they can’t admit openly,it will be denting the image of the party.You will see more of Sata’s vists like today’ in Choma,it is damange control.This is a good politcal strategy though it has failed to work in Western–Kuomboka thing.If the oposition ignores these timely vists,they will be caught napping.

  13. You mean the ‘mighty’ of the Lituga failed to work in Lukulu? What about the building of the stadium and the University, even those couldn’t influence the voters? What about the onslaught of the choppers, pajeros and the ZNBC over coverage? Even those wouldn’t do? Now that PF has been rejected in Lukulu, ninshi no development ka? What about Kapiri where PF knows in the heart of their hearts that people rejected them? Something is going wrong somewhere ba PF ka?

    • I was checking out the last presidential election results for western province. Out of 17 constituencies, MS only came out first choice in 2. Lukulu west had even then only 5697 votes cast. The whole western province voted different with no clear pattern of the winning party. So when bloggers insist that PF has lost no its an improvement considering MS only had 1794 votes in lukulu west in the last election.

  14. PF is the winner in both seats because it has manged to increase the number of votes significantly from the paltry numbers that it received in 2o 11. UPND should not be over excited over Lukulu win. People there voted for Mutelo as an individual and not for UPND as a party. If Mutelo had stood on the MMD ticket, he would have still won becuse his of individual popularity in the area. On the other hand UPND might soon be crying foul that Mutelo is working with PF to develop MITETE DISTRICT.

  15. UPND should not even lose sleep over Muchinga, Northern and Luapula provinces. The key to winning in these provinces is to first capture Copperbelt province. So UPND just work hard to capture copperbelt and you will have Northern provinces as well.

  16. To me the loser is the MMD which held these seats. Both PF and UPND have gained.
    MMD please stop losing seats easily by not taking part in by-elections.
    You risk going into oblivion if you continue doing so.

  18. Congratulations to people of Lukulu. Mr Sata can take his development to Luapula, Muchinga and Northern provinces. The next president will have a heart for the whole country (like Mwanawasa) not Sata who only develops PF areas. It is pleasing that people of Lukulu voted with their heads and not with their stomachs.

  22. @ Willie Nsando you have just confirmed that Muchinga, Northern and Luapula are very tribal. dont include lusaka in your analysis because we who have grown up here know that we are capable analysing issues and changing according to our findings. You can stay with your Muchinga, Northern and Luapula because we all know that they will always vote on regional basis. Tribalism is highest in the above mentioned provinces but you and your leaders always look for someone else to call tribalist.

  24. THIS IS WHAT MULTIPARTY DEMOCRACY MEANS. PEOPLE HAVE THE RIGHT TO CHOOSE THE PERSONS WHOM THEY THINK WILL REPRESENT THEM BETTER. JUST IMAGINE IF THE PF WINS ALLTHE SEATS IN THE ZAMBIAN PARLIAMENT. WHAT WILL THAT BE CALLED? THE UPND SHOULD BE CONGRATULATED FOR WINNING THAT LUKULU SEAT AND THE PF SHOULD BE CONGRATULATED FOR SCOOPING THE KAPIRI SEAT. IT DEPENDS ON HOW YOU ANALYSE THESE VOTES. THE MMD HELPED THE UPND IN BOTH ELECTIONS. WHICH SHOWS THAT IF THE OPPOSITION WORKS TOGETHER, THEY CAN ACHIEVE A LOT. IT ALSO SHOWS THAT THE PF IS STILL THE MOST POPULAR IN MOST URBANISED TOWNS. THE PF SHOULD STILL TAKE DEVELOPMENT TO IMPOVERISHED PLACES SUCH AS LUKULU HOWEVER SMALL AND REMOTESUCH PLACES ARE AND EVEN IF THEY VOTED FOR THE OPPOSITION.
