Government has not shifted from its policy of giving the Zambians a constitution-Kanbwili

Youth and Sports Minister Chishimba Kambwili says government has not shifted from its policy of giving the Zambian people a constitution that will stand the test of time, but is merely taking its time to ensure the PF is not associated with another failed constitution making process.

Mr. Kambwili noted that the country had undertaken four constitution making processes which resulted in failure and the PF government was not ready to be associated with failure by rushing the current constitution making process.

“This country has had four failed constitution making processes. We don’t want to be part of the failed constitution making process by rushing the process. We want to be precise because we want to come up with a constitution that will stand the test of time,” he said.

The Minister said this in response to a student during an interactive meeting with David Livingstone College of Education (DALICE) and Livingstone Institute of Business and Engineering Studies (LIBES) students in the tourist capital.

The purpose of the meeting was to explain what the PF government had achieved during its reign and what plans it has put in place to enhance development in the country.

Mr. Kambwili said the pronouncements that the PF would deliver a constitution within 90 days during the last general election were not interpreted reasonably.

Mr. Kambwili reiterated that the country was not in a constitutional crisis for some sections of society to pressure government unnecessarily with their demands for a referendum.

“We want to do the right thing at the right time. Referendum is a very expensive venture which has the same budgetary allocation as a general election. We are still looking for donors to help us, so give us time to give you a good constitution,” he said.

He further warned youths to be wary of non-governmental organizations that were calling for the immediate release of the Final Draft Constitution as some of them were doing so for the sole purpose of soliciting for donor funds

Earlier, Mr. Kambwili said government was using infrastructure development to create jobs by promoting the use of labour intensive technologies such as the Pave Zambia Project.

“Today the PF government can confirm that over 355, 335 jobs have been created since we took over government in September 2011 and an additional 500, 000 more are expected to be created in the next two years,” he said.

He said the jobs were created directly and indirectly through effective implementation of policies, projects, programs and activities.

“This indeed is testimony of hard work of the PF government towards fulfilling its pact with the people of Zambia,” he said.

And student representative at the meeting, Felistus Mudenda commended government for the infrastructure development taking place countrywide.

Ms Mudenda, however, appealed to government to ensure libraries at colleges were expanded and restocked with relevant books, recruit more lecturers to enhance learning, broaden the bursary base and construct more hostels in institutions of higher learning.

Mr. Kambwili is on a tour of Western and Southern Provinces to explain the successes scored by the PF government and the future plans it has in place.

The tour will extend to other provinces countrywide during the course of the year to counter alleged propaganda from opposition political parties.

    • Who is running this country? I thought SATA said that his goverment has not received the Draft Constitution. So how are you taking time on something u never received? Kambwili must be smoking the same pipe with his boss.

How can a failed govt produce a proper constitution? Busy antagonising everyone in the country – fighting with bemba chiefs, Lozi cheifs, constitution technical committee, opposition parties, independent judges, LAZ, GBM, NGOs, etc

Honestly what can the likes of Kambwili lecture to us, the man has LAMENTABLY FAILED to resolve simple internal party disputes with his fellow MP on the Copperbelt.

  5. Who listens to kambwili these days? Kambwili is fighting for survival in PF. Right now, noone trust him. So he cannot claim to speak for PF. He is on his own. He doesnt know who to trust even himself. Not long ago, he wanted kabimba out, then GBM. He is a lost cause this kambwili. He is like another blind person leading another blind person. C’mon dont listen to this kwack!

  6. The better 4 pf is 2 keep quiet on important things like the constitution which they cant fulfil. The mo they talk the mo they irritate. Its like they think using legs n not heads. A fool is deemed 2 b wise when he keeps quiet
