Alexander Chikwanda says he is confident that the Link 8,000 road project will succeed because it is headed by President Sata.

Mr Chikwanda said President Sata’s close supervision and monitoring of the Link 8,000 will ensure that the project succeeds.

“I am sure the Link 8,000 will succeed because the man himself is closing monitoring this gigantic project and there is no room for errors,” Mr Chikwanda said.

Mr Chikwanda however expressed disappointed that the Roads Development Agency has delayed in the distribution of equipment for the Pave Zambia road project.

He revealed that the paver making equipment has been sitting idle at RDA since the project was launched in October by President Sata last year.

Mr Chikwanda observed that RDA two weeks ago flagged off the distribution of the equipment to all provincial centres but that no equipment has been distributed so far.

“I was in Mongu last Wednesday and I asked the Permanent Secretary if the equipment had arrived and he had no information. We are here in Mansa and the P.S is telling me that he has not seen the equipment. So the paving making equipment has been travelling from Lusaka to provincial centres for the last two weeks,” Mr Chikwanda said.

He was speaking in Mansa yesterday when he officiated at the opening of Indo Zambia Mansa Branch.
And Mr Chikwanda has urged Permanent Secretaries to ensure that all infrastructure development programmes are fully implemented.

He said as government releases funds for infrastructure projects, controlling officers should ensure that all projects are fully implemented within an agreed time frame.

“It won’t help us to talk about a litany of projects here which are half completed. We want controlling officers to ensure that these projects are completed right on time,” he said.

The Finance Minister also commended Indo Zambia Bank for opening a branch in Mansa in response to government’s policy of financial inclusiveness.

Mr Chikwanda has since urged commercial banks to extend their networks to newly created districts since people and businesses in those areas will need banking services.

At the same event, Indo Zambia Bank Managing Director Shankardas Gupta announced that the bank has continued to post positive growth and created 40 direct jobs last year through recruitment of young graduates.

Mr Gupta said Indo Zambia Bank has been growing consistently over the years and its business mix in 2013 grew by 20 percent.

“The total business mix is in excess of K 2.4 billion while total deposits of the bank have risen to a level of over K 1.5 billion with loans and advance portfolio crossing the level of K 900 million,” Mr Gupta said.

He said the Mansa branch will be the bank’s 24th branch and marks the bank’s landmark achievement of being present in all the ten provinces.

  1. This goes to prove that PF is Sata and Sata is PF. Chikwanda has confirmed that they are all inept and only Sata is capable of making government projects to succeed.

    • President Chikwanda should go and shout at Sata for not distributing equipment. And his RDA director is busy fighting GBM on Radio Mano.
GBM need those roads to maxi-muse his business, give him roads and he will be busy with trucks, no time for Politics.

    • Yes – this man is actually admitting that PF is like a kindergarten that will only have order when the teacher is around! Eish! What a dispensation.

    • Nostradamus ulasekesha ai. No no no, I think pa RDA pali ka issue. Did you know that Mushota is out of RDA and in is Bernard Chiwala as CEO once more? This transition may cause some delay. Secondly, we are in the rain season and so some of those characters at RDA may not think distribution of such equipment is required in the provinces like yesterday!

  2. The next step in our democracy is to ensure that we have systems in place,
    NOT INDIVIDUALS!!!!
so that regardless of which individual it is, the work is done.
No work done – is a fired! a.k.a performance based officials.

  3. @Mulenga and Jelita such doctrine should be an integral part of the school curriculum. We learn hero worship through schools These schools dont teach us the value of systems and self pride. They teach us to admire other people. We are therefore always looking for a saviour outside of our environment

    • Totally agree with you Soull Bro No 4.

Plant the good seed early and we will reap a good harvest. I suppose that kind of stuff should be an essential part of primary and secondary school teachers curriculum.
Wonder who whether the education minister is just another cadre or if he or she has some functional grey matter other than the stomach and its needs.

What about floating the idea on Sata’s Facebook page?

But before we storm that interface, consider the size of the beast :-
Lets face it bro. We are going against institutionalized hero worship. None of our political parties have intra-party elections on a regular basis. If you as a primary civil servant (who are all appointed by guess who) are not on the same page with the appointing authority, you is fired yesterday.

    • Yes – we must stop this nonsense of teaching our kids to memorize the name of the president of South Sudan, for example. All these kind of warp the young, malleable mind to think that leadership is in individuals and not systems. I agree with you Soul Bro!

  4. cont.
So what I am kind of asking is, have we done enough to curtail the powers of the office of the president in the current constitutional review?? This is the head of the beast and common wisdom indicates that the life thereof lies somewhere in there.

Did I hear a cough in the back there? Please speak up. Was that a no?
    No surprise there.

There has been only one lonely voice speaking about curtailing presidential powers. Sondashi.
None of the current political parties talk about curtailing presidential powers so if voted in power, expect maximum utility and possible expansion of presidential powers.
How can we make this a campaign issue? We can argue that we need systems, not individuals. Empower systems by hooking them to allegiance to the people. There must be a model…

    • Is it a sin to be Old? You are getting old every second and with the current pension scheme in Zambia you will be lucky not to be a destitute unlike the gentlemen you have mentioned.

    • @Senior Engineer RTD: Not that is sin to be old, but rather that these two old men have become too feeble to transact the urgent duties of the state. Any wonder they are making too many blunders! They need to learn when to quit and retire.

  5. wow ruling from facebook now close supervision from statehouse, that’s why the
President gets a shock of his life, when he goes to commissioning, close supervision
means being there on the jobsite every times, otherwise don’t get suprised when you find sub par work,

    • The president is always in bed…. no wonder he went for a holiday as he does nothing in State House….absolutely nothing.

  6. And one wonders why this government lacks effective “modern day” leadership and good governance. ..how can the whole president literally be overseeing such projects. True leadership is about delegating and inspiring your subordinates for the common good.
It pains me to see such simple minded people in such sensitive ministries.

    • The moment we have been waiting for.The President is the one who gives roads. This confirmation of abuse of authoritu of office.Andrew Banda has gone in for one road.
Facts are that over 3O Contracts have been signed 25 are chinise companies.
Chinise bring their own techinical staff in some cases they even bring plant operators.
Averange salary for chinise is $5000 per month whichis remitted thru their bank of china. While the zambian worker. gets k800.Is this more money in the pocket.if the road
Sector gets k3B from the bugdet k1.9 is ending up in china.
Even if you are a grade two drop out. Is this more money in your pocket.
Why are we attracted to the chinise.?
What do they give the one who’s in charge of roads.
Secondly, how much do RDA diirectors get?

    • They award the Chinese because they give them kickbacks for awarding them the over inflated single-sourced contracts, any global contractor would be attracted by these works packages but its always Chinese.
As for Andrew Banda I wouldn’t shade a tear for him he got it coming…a lesson to others is that you can be just as successful as anybody without cutting corners. Nobody learns others will follow in 2016.

  7. What do you expect of him when him (Sata) & Summer (Wynter) have a company linked to these road projects? U expect him to idle around?

  8. Do you remember the zamtrop account?
    Wake up zambia!!!!!!!!!”””
The road project is full of corruption
His ministers like Emerine openly says
The president decides who gets which road so go and beg him.
If you not liked by sata no road for you.

  9. Its gratifying to note that the man at plot 1 is doing more work and less talking and by the time we reach 2016,he will just be pointing at what he has done whilst others will be talking about the constitution.Man of action indeed.

    • Pompwe indeed. The man is happy that his village will be linked by tarred road and you can do curse his children. Why are you so anti development bwana simply because it is the PF Govt. You suck big time.

  10. where in the world did you ever see a President worth his sort running projects directly…? thats why he has ministries, unless he has no confidence and trust in the ministry of works and supply and RDA, then he can just fire them and appoint others…. to run these projects. now if we find that there was corruption in the awarding of contracts to contractors etc, then the name of the President is in Dirt coz he is closely supervising these projects…….shame! back to chiluba days when statehouse was directly involved in every deal from buying maize, carlington scandal, etc to building houses, which got statehouse spokeperson thats time richard sakala jailed for corruption. we do not learn. thats why we are making very slow progress if any!

  11. You will waste time if you do it in an ad hoc fashion.
In fact, even though it does take place in several countries, its roots can
be traced to the British. One must seriously consider two major areas when evaluating
the purchase of a hunting rifle
    scope: Performance features, and cost.
