UPND vice president Richard Kapita has said that Justice Minister Wynter Kabimba should be prosecuted if it is established that he influenced the payment of K200 million to his law firm by his ministry when it was not on the list of beneficiaries.
According to Auditor-General’s report Kabimba’s firm WM Kabimba and Company was paid the money without justification as it was not among beneficiaries.
Permanent Secretary in the ministry Joseph Akafumba was at pains to explain how Kabimba’s company found itself on the list of beneficiaries when he appeared before the Public Accounts Committee a fortnight ago.
Akafumba also had difficulties to state whether or not Kabimba influenced payment of the money.
He told the committee that the ministry paid Kabimba’s law firm because the payment was long overdue and no other company was affected by the payment.
But Auditor General Anna Chifungula interjected and said it was not true that the payment did not affect other payments, especially companies which were on the waiting list for a long time.
And UPND vice president Richard Kapita said that the payment was irregular and it was therefore important to investigate whether or not Kabimba had influence over the matter.
Kapita said that Kabimba ought to have known that his law firm was not on the list of immediate beneficiaries and allowing such payments to go through was total abuse of office, a matter which if prosecuted could send him to prison,
He said that it was not true that the Ministry of Justice effected the payment to Kabimba’s law firm without bowing down to pressure from the head of the ministry when the company was not on the list of companies to be paid.
Kapita said that Zambians had the right to know whether or not Kabimba did or did not influence the payment of money to his company.
“It is a challenge I am posing to the Anti- Corruption Commission and other security agencies to help Zambians know the truth by investigating this matter. We are not witch hunting Kabimba but the general feeling is that Kabimba could have influenced the payment to his company,” said Kapita.

@wesu, with due respect, I believe the crux of the matter here is that monies were paid irregularly, and the principal custodian of that report (the AG) has pointed out that this affected OTHER companies. I doubt this has anything to do with politics. We just need to know the truth and whether or not this “irregularity” is justifiable. After that someone can or cannot be fired…
Can some one explain why this money was paid to WM Kabimba’s law firm in the firest place. K200 million kwacha is a lot of money.
Masebo was fired for not exercising collective responsibility over the Lower Zambezi Mining Project. She went out to show the country she was not part of that decision to award mining rights to some company. She blundered again when she implicated the President in the Zawa tribunal, a case which appeared to be going her way. In short she presented herself as untrustworth to the appointing authority.

Mr Kapita please give us more info about the services for which Kabimba was paid 200million Kwacha in just two years. That is £22 million which even the best barister and QC here in the UK can just dream of.
This seriously this needs to be investigated thoroughly. People ‘s salaries are not paid on time, projects have stalled due to lack of funds and yet Kabimba is being paid £22 million is a short period of time. I wonder how much Sata and Chikwanda have paid them selves so far apart from the K1.5 billion allocated to Kaseba.
PF are thieves for sure. If we sit by and do nothing, then our country be heavily indebted because PF are borrowing left right and centre to put money in their pocket.

The story is so incomplete also. As @Obatala has asked what services was government paying for? How many companies were above Kabimba’s company on the list? How do we have a company owned by a head of the procuring organisation provide services with such consummate easy. The whole thing stinks of corruption and unfortunately this is our money.
these are monies meant for the retirees and retrenchees from the civil service. this money should have gone to that lady lawyer i.e. nelly mutti, who has been slapped with forgery charges.

Is it K200m re-based, as in K200bn old currency? If so then how and why? If not only K200,000 re-based, still a lot of money but can easily be justified.
