President Edgar Lungu yesterday sworn in he Minister of Gender Nkandu Luo and 29 Deputy Ministers at a swearing ceremony which was attended by First Republican President Kenneth Kaunda, vice President Inonge Wina, some cabinet Ministers, Secretary to Cabinet Roland Msiska and senior government and party officials.

President Lungu urged newly appointed Deputy Ministers to work hard and prove their relevance in government during their two-year term of office.

The head of state also implored Deputy Ministers to work closely with Cabinet Ministers to ensure that they clearly understand their roles so that they could step up to the position of Minister in the absence of a substantive minister.

The President stated that deputy Ministers should be aware that their role is to deputise cabinet Minister hence the need for them to understand the positions of their senior Minister in their respective Ministries.

He noted that due to lack of coordination between Ministers and their deputies, some deputy Ministers are unable to respond to questions in parliament because they work in isolation.

He said his government will take advantage of the parliamentary reforms to look at modalities of having parliamentary the standing orders amended to enable deputy Minister represent Cabinet Minister in the house in their absence.

President Lungu stressed that he will also consider integrating deputy Ministers in his cabinet so that they can share responsibilities with cabinet Ministers by attending cabinet.

The President urged his Ministers to be proactive and give conclusive answers in parliament so that the opposition members of parliament and the public can know what government is doing.

He said he would like to see more ministerial statements presented to parliament including his trips such as the recent trip he undertook to Angola for people to understand why he travelled.

He further encouraged them to believe in themselves and wait for the right time for them to succeed stating that he himself never knew he would be president of Zambia but he had faith and waiting for the right time.

    • 29 deputy ministers in a poor and impoverished country. How do we even afford to pay these guys when the country generates so little wealth?

    • This bunch is the one that’s emptying govt coffers without any work to show for it. Their salaries and allowances should be cut in half and the rest should be used to increase salaries for teachers and medical personnel.

    • PLUNDERERS ARE RE-GROUPING ONCE AGAIN! WHEN WILL ZAMBIA BE FREE FROM ECONOMIC WOES? WHEN WILL ZAMBIA BE OFF THE HOOK OF THESE CRIMINALS? PUBLIC HEALTH CARE IS DEPLORABLE IN ALL OF OUR HOSPITALS. COLONIAL HOSPITALS LIKE MONZE ARE ALWAYS CONGESTED SINCE POPULATION HAS INCREASED IN THIS TOWN, YET NO EXPANSIONS HAVE BEEN MADE TO CATER FOR THE POPULATION EXPLOSION IN TOWN. PATIENTS IN WARDS ARE ALWAYS SLEEPING ON DIRT AND DILAPIDATED FLOORS AND NEGLIGENT NURSES, HEAVILY CONGESTED – BREEDING GROUND FOR CONTRACTING NEW INFECTIONS. WHERE TO MOTHER ZAMBIA? YOU ARE STILL IN WRONG HANDS.

    • Professor of Gender! The Gender professor Nkandu Luo has finally accepted the position, wow!
Atleast Hon Lungu the visionless is somehow continuing with Mr. Sata ideals of a bloated govt. Why have 3 Deputy ministers in more than 5 ministries when Hospitals in the country have ran out of medicine, is indeed visionless!
The money could be channeled to improving public toilets, roads, paying students & the disabled so that many can benefit. Its illogical & pathetic flabbergasting to waste money on ministers who Mr. Sata called as “useless MPs”! The skeletons are getting hefty salaries & incentives whilst majority of Zambians ‘re poor as they continue to wallow in suffering poverty.
The economy is plummeting, $1=K7,000 because of visionless leadership.

    • Dear Mr President, yesterday the kwacha was only 50 ngwee away from touching the K7 to a dollar. How do you explain this, seeing that you now want to have a cabinet the size of a rally.

      0

      0
    • Surely by July this year, $1 will be =K10 or best K10,000.
“Infintu Ni Lungu” the visionless who is succumbing to crooks but the economy is not growing. PF is going to plunge the economy into recession b’coz the Auditor Generals report found irregularities & billions of dollars have stolen under PF. I foresee a dark cloud on Zambia because of marionette type of leadership. 50 years of in-dependency, even a razor blade is imported, worse off, matches!
Edgar Lungu has to reduce the size of his cabinet, alas & off course he can’t because he is visionless.
Brace yourselves people, PF is here to squeeze & squnderlize everything, coffers are DRY. Prepare for a recession far severe than the 70s one which ended in 1991.

    • What bunch of clowns. How can Miles belittle himself like this instead of fighting what his uncle fought against – RB and his corruption. Lungu is RB’s puppet and all of you will dance to his tune

  1. Ba Luo is a big miss! She almost single handedly brought down the PF Govt. Watch her, she is very corrupt, both in thought and in approach. Only God knows what she is promising family this time around! Plse watch her. Now As Minister of Gender, she may accuse the first lady of masquerading as a woman!

    • Our system of governance is such that Deputy Ministers cannot deputise their cabinet ministers. So where did the President get this idea?

I think you need to be serious at times man. This country is going to the dogs and this is all you can say. Time for politicking is over we need your handsome president to deliver, not just swearing in people the whole one month and he is not yet done.I love my country more than any individual,Zambia is far much big than pres.Lungu and we owe him nothing to receive our praise songs.so please spare us of your hallucinations about Pres.Lungu. let him simply deliver that which he promised the Zambian people during campaigns,

  5. I thought my nethew Miles Sampa would reject the position. Elo kali broke after spending alot of money to the likes of Kabwe DC Patrik Chishala during his failed Presido bid campaign. Its time to amass again.

    • How can he say NO, as you say money is finished from showing off, throwing it to UNZA students from the balcony as students scramble for it. How can anyone demean people like that? As for me, I am still waiting for him to spill the beans he had wanted to during campaigns for Presido, or was there any beans at all to spill about the man he is now bowing to? Oh how times turn….

  6. Cry my beloved country,do we really need these deputy ministers in a poor country like Zambia? I don’t blame the president but the Zambian people at large, how can we allow such things to be happening in our country. one whole month of just swearing in people and we are not yet done,we have not started firing and swearing in new Permanent secretaries and ambassadors, even DCs. All these will have to get settling in-allowances,loading and offloading, new salaries,GRZ vehicles, offices, allowances etc,for doing literally nothing but at a huge cost to the country. Resources that are supposed to fight poverty are used to service these monsters. what a country?

  8. That is a good riddance for Miles. He is still young. He should not even think of rainbow party or UPND. After Lungu I can assure you, you be an household name in PF. Scott would have spoiled your political career.

  9. Why don’t all you whiners just shoot yourselves in the head if you hate the PF party that much? You were the same morons complaining that he is delaying in putting up a cabinet, he gets done, you are still complaining! Huh,morons for sure! Damn senile hypocrites!

  10. Why 2 deputy ministers in one ministry I do not understand please Zambians do we need this. Think about the moneys we can be serving for this plundering of our scarce resources.

Lungu also does not think, I thought he was an intellectual person but allas I was wrong very disappointed indeed.

May God deal with you as you deserve.

    • Why do you think your wisdom is better than most or all the zambians? “Silence is golden”. If the president is unwise in your
opinion, let it be so ; but remember he was voted for by the zambians you consider dull. You are not the only one with an opinion and dont generalise that everyone is as shaallow minded
as you are. Talk about progressive suggestions to help this country
be a better one to live in (if indeed you genuinely love this country)
Home is home, and for most of us, Zambia is home regardless of where you are now!!!!!!!!

  11. @jameson you will understand why some ministries have two deputies when you grow up. It’s shire waste of time to start educating some illiterates on this media. Nowonder some comments by the majority here sucks because you comment with little or no idea at all.

    • @yabo; I totally agree with you. You have hit the nail on the head. This is not a civics class or tuition centre to ask such fundamental
questions and even showing that one is surprised to see two deputies for a large ministry!

  12. God truly sheds tears as he watches what happens amongst black people. This is the race that has contributed almost NOTHING to the betterment of mankind, but they sit on millon kwacha chairs, drive V8 latest Japaneses cruisers, Dress in Italian suits, walk on Persian carpets as they drink European wine. What a race !!! Everyday bena ni XChristmas as they welcome their leaders even twenty days pr month. Africa trully twalisebana and God is really annoyed. Instead of improving, we get worse !!!

    • Speak for yourself and your massive inferiority complex! The black race is not PF! Are you suggesting your perpetual loser Hachivotela Hecha is more superior than all Zambians? Don’t bring the whole race down and yet you are also of the same race. Doesn’t make sense.

  13. Why so many deputy ministers.

I’d understand then why it is said that Africans can only count up to the number of their toes and fingers.

Extra people are needed to count up to twenty!

  14. There is nothing wrong with this number of deputy ministers. The problem is pretense and to expect a revolt in PF so that chances grow for HH and Rainbow. Today Kanawaki is saying EL is weak. Far from it. We unity of purpose now up to 2016 elections. After that you will know EL better.
All you want is for him to have many problems just like pipo demanding for a referendum. All this is part of schemes to make EL fail to deliver but kept numb and then condemn him for not having delivered as all the money will go to the referendum and useless bye-elections arising from resignations of disappointed PF MPs. We know what you are praying for. But it will not happen. Enjoy flight EL2015

  17. I can see EL’s governance the worst. Already the economy is doing really bad. The cost of living is so high. Started with wrong
friends altogether (Mugabe). The kind of friends you mix with has an impact in ones life.

  18. Lungu’s most serious blunders to date:

    1. Maintaining a bloated Cabinet. Too many chiefs and no indians scenario.

    2. Orchestrating persecution of the DPP. Who really is behind this messy affair?

    3. Retaining Kambwili and Luo in Cabinet

    4. Getting Frequent Flier Miles with less than a month in Office

    5. Retreating to Mfuwe and not coming out with the rabbit from the hat. Holiday was waste of time and money.

    6. Openly backtracking on the constitution

Please feel free to add to the list – Please be factual and not emotional

You have costed HE ECLs votes in 2016 elections. Instead of practicing love and uniting the country, you are practicing tribalism and hatred.

Your acts have costed my favorite President HE ECL. Politics of witch-hunting are things of the past which you are bringing in my PF party.

    Be professional and EVOLVE!!!

We shall meet in the ballot paper in 2016.
