Caritas Zambia questions Government’s constitution proposal

Caritas Zambia has raised questions on the proposal by government to amend the current Constitution by including non contentious clauses contained in the final draft constitution before the 2016 tripartite elections.

Caritas Zambia Executive Director Samuel Mulafulafu in a statement to Qfm news has questioned how the non contentious issues will be identified and what mandate Parliament will have in enacting the amendments.

Mr Mulafulafu has also questioned whether Parliament will be free to debate the non-contentious issues brought before it and choose and pick what they want.

He fears that this is likely to once again take the country back to the history of white papers that undermined the will of the people.

Mr Mulafulafu has also questioned whether the bill being drafted to provide the legal framework to the constitution roadmap will be subjected to public scrutiny and consensus and what guarantee is there that government this time around is sincere in its dealings on the Constitution making process given its record of insincerity in the past.

He has also wondered how the ECZ will manage the complexity of adding the referendum vote to the already overloaded tripartite 2016 elections.

He notes that the ECZ has a whole load of work to do before the 2016 tripartite elections among which is registration of voters, delimitation exercise and conducting the several by-elections that are still pending.

Mr Mulafulafu further wonders what the public will be attentive to and give priority in their participation between the elections and the referendum.

    All these are retrogressive clauses,think if today Hh is veep what can happen with his pomposity? Teti kaleumfwila kateka pantu nako nefyakako mumutwe,we need a royal veep.Abortion twakana tuli ba kristu.

    • The method by which the constitution is adopted will determine how it will be accepted and respected by the people. A constitution adopted as if its just an ordinary document will not have the respect it deserves. Lets do it the right way not through parliament but through a referendum.

    • @Karods we detest people like you.Thats why Zambia will remain poor.You are busy talking of HH.What does HH have to do with constitution.Zambians should enact a constitution based on principles not looking at an individual like Chiluba did with KK.We need to level headed and do what is right for generations to come.

  2. Do these people know what our priorities are? Will the new constitution raise money to improve our economic difficulties?
    Pls give ECL time to work and start improving things. Under the current provisions the referendum will just be waste of money because it cannot go through (50% of ellegibal voters!)

  4. Caritas JUST WANT A ALLOWANCES. I am a commissioned CCJP officers and I know that Caritas is not what it used to be. It is a money maker for individuals. Even selecting election monitors has become so secretive- only those close to these eediots are appointed for such events. Take the log out of your eye before you talk about the speck in your friend’s eye. Cast the stone etc

    • Give me more negatives, but I know the truth because I belong to this organization. For your info these guys have become stinking rich. In 1991 we had genuine members and that is why the fight for multi party democracy was won.

    According to you we should not have a progressive constitution bcoz that may benefit HH!!! What kind of warped thinking is this? What Christianity are you talking about when the same Government is banning public worship of Christ? Some people. Nothing personal here but this kind of thinking cannot go without attracting counter comments. If we had running mates Zambia could have saved millions of Kwacha for critical development projects such as purchase of equipment in our hospitals and maintenance of infrastructure such as Ndola hospital. We would have avoided 2 bye-elections when LPM and MCS passed on in 2008 and 2015. Parliamentary bye-elections caused by crossing the floor should also go. We need 50+1 to give us majority Presidents. Wake up, baba.

    • May be he doesn’t the meaning of this clause. Its not about HH its about the person picked by its party as a second to the one standing as president on that party.

  6. I meant “banning public worship of Christ in Government institutions despite the fact that the Christian groups meeting there pay these institutions”.
