United Party for National Development (UPND) president Hakainde Hichilema has accused PF Secretary General Davies Chama of attempting to assassinate his party’s candidate in the Mulobezi constituency parliamentary by-election Hastings Sililo.
Briefing journalists this morning on the Mulobezi political violence, Mr Hakainde said Mr. Chama aimed at shooting the UPND candidate when he allegedly fired his gun, but ended up hitting an innocent person who is now in hospital nursing a gunshot wound.
Mr. Hichilema said it is unfortunate that Mr. Chama’s driver is the one has been implicated in the shooting when it was Mr. Chama who allegedly discharged more than five bullets from his firearm.
Mr. Hichilema said the violence in Mulobezi was perpetrated by the ruling PF contrary to reports in some sections of the media that it was the UPND which instigated the violence.
He has since challenged Inspector General of Police Stella Libongani to tell the nation why Mr.Chama was not arrested and his gun released after it was confiscated following the shooting incident.
Mr. Hichilema said President Edgar Lungu ought to know that he will be judged harshly when he leaves office for failing to govern the people of Zambia as expected.He added that there is no doubt now that the PF are serious about reverting Zambia to a one party state.
Speaking at the same event, Friends of Edgar Lungu Director Emmanuel Chilekwa who recently defected to the UPND, has challenged the PF Secretary General to tell the nation the source of the 150 vehicles the ruling party recently imported into the country.
Mr. Chilekwa has alleged that part of the recent loan contracted from China is meant to be used for the PF campaigns for 2016 general elections.He said President Edgar Lungu will be answerable to the people of Zambia when he leaves office.
Bembas and Easterners are always shooting and killing Lozis. Isn’t this the same Chama who has victimised and hounded out Prof Atanga from Zambia Railways? Chama and his fellow Bembas doesn’t like Lozis so what is he doing campaigning in Barotseland?
Chama should explain how his gun was used in this case. Why should a PF secretary general be moving around with a gun, and why no secure it? There are a lot of cases for Chama to answer. This a clear case of attempted murder

The police as usual are to blame. An identified person discharges a firearm and someone is injured in the process. The firearm is confiscated and later returned to the assailant without any arrest. What kind of police work is this?

To all bloggers, ladies and gentlemen, if Zambia continues to put education on low priority; violence, intimidation, patronage, insults, ignorance and questionable voting patterns will continue. You may blame HH or ECL, or RB today, but these problems will continue beyond the lives of these leaders if the majority of our voters remain illiterate and poorly informed about what Government is and how the three wings of government operate. At the moment our people do not know the roles of Parliament and Government Ministries. Ruling parties continue to MISINFORM people that voting opposition will annoy the President of the ruling party who would then instruct Ministries not to implement development projects in that area. But all Zambians regardless of party affiliation pay taxes.
If LUNGU does not remove CHAMA as SG for PF, something big is going to happen to him. Chama is a very reckless guy. The more reason the youths in Eastern province never wanted him at all. From a law perspective four things come to play:
• The existence of a duty of care
• Breach of duty
• Injury resulting from the breach
• Proximate cause of the injury
We all owe a duty of care to one another and have to take reasonable care in exercising safety precautions as in the gun case. When you bring a weapon someone will get hurt. There was a breach that caused injuries to a man. If the risk of harm or damage was foreseeable, and the person failed to exercise reasonable care to eliminate the risk, they are liable. This is negligence which resulted in someone getting hurt. This is attempted murder the person should be in jail and the gun confiscated. There is a term in law called Vicarious Liability, the employer is responsible for his employee’s actions (Edgar Lungu)…
Why not just take to the ring and settle these issues, since you guys don’t seem to be civilised enough to settle via the ballot. Better still arm each side with AKs and go for it. Atase!
