Some Technocrats in Government are failing to perform-Kambwili

ROAN member of Parliament Chishimba Kambwili says some technocrats in the civil service are making Government unpopular by failing to perform to people’s expectations.
Mr Kambwili also warned civil servants in Luanshya to change their attitude towards work.

Mr Kambwili, who is Minister of Information and Broadcasting Services, said some technocrats are making Government unpopular because they were failing to perform.

“Why should it take a minister or a Member of Parliament to come and tell you what to do? You are letting us down. As a council, can you do what you are supposed to do, people are insulting the President because of you technocrats,” Mr Kambwili said.

The minister was speaking shortly after touring health institutions and roads in Luanshya.

Mr Kambwili directed Luanshya district community medical officer Peter Mulenga and Luanshya Municipal Council director of engineering Freddie Mukuka to improve service delivery to the people.

Mr Kambwili, who is also Chief Government spokesperson, made the warning after learning that the ambulances he donated to two clinics in Roan Constituency two years ago are not being utilised.

“I buy ambulances for two clinics from my own resources. The ambulances have been parked for two years without being registered. I want to warn the medical officer for Luanshya district, otherwise, heads will roll,” Mr Kambwili warned.

He said it is sad that the ambulances have been parked for slightly over two years while people in his constituency are forced to hire taxis to ferry patients to the hospital.

Mr Kambwili also said he is disappointed that the generators he bought in 2012 for the section nine and section 26 clinics in Mpatamatu have not been connected and the health centres are now affected by load shedding.

“I donated generator sets from my own resources for sections nine clinic and 26 clinic but those gensets are gathering dust,” he said.

Mr Kambwili directed Luanshya district commissioner Harold Mbaulu to ensure that the generator sets are put to use within four days.

    • Kambwili, the kwacha is not performing because of load-shedding and lies you have been cooking for the past four years. Stop blame game and start accepting your own incompetence. For example you have invested heavy in roads, year you have not invested on the production said so things can be moved on these road. For instance, you have not invested in agriculture in the rural areas, hence nothing will come out of these areas and the roads will not pay back the loans. By the way your sink fund, is a bad financial instrument which just holds cash which should be used actively in the economy. This just like holding cash in your house and not investing it so it can generate more.

      Kambwili buys them ambulance, and he wants to force them to use them. They don’t want. He goes and buys generators because of Zesco problems, but again other clinics fear to use them, maybe people of Luanshya think all those donations are from Jerabos.
      Kambwili, stop offering “gifts”, people don’t want them.

    • With stolen money its so easy to buy, but implementing and supervision is so hard. Did you also provide funds for registration and all the adhoc works for connecting generators. Budgeting Kambwili. You can not just deviate public funds like that. Like your boss you have been sleeping for 2 years & you just waking up. Its too late mate & stop threatening people who are under a different ministry.

  2. What does Kambwili mean by “heads will roll”? He uses this phrase each time he is issuing warnings and ultimatum, but even after those warnings you don’t actually see “heads roll”

  6. The mere fact that it took you 2 years to realise the inefficiencies show how pathetic you & your party are in running the country as a whole. PF, be it under the Late Sata or currently under Lungu, has failed lamentably in all sectors besides corruption & stealing. You guys have messed up the country so badly that I fear for generations to come. Don’t blame others for the immaturity you have displayed in running the country, from outside it looked to you as if Zambia was a nthemba, when you got in you found it to be a big company.   7. How do they perform when you are in the fore front asking government agencies to employ cadres? At ratsa, we have your cadres who actually know very little about work and refuse discipline saying they report to you!!!

    • Indeed what does this buffoon expect, when most of the technocrats are relatives, girl friends, sebeles and the lot who are given jobs for which they have no clue. There used to be a Civil Service Commission which supervised and assessed young civil servants to rise through the ranks to Director level, Under Secretary, Permanent Secretary etc; jobs in the diplomatic service was not for cadres, they were for carrier diplomats. These days what do you get get? Any one just because he/she knows some also not so knowledgeable minister, like Kambwili to supervise Traffic matters at RATSA what do you expect indeed??

Good observation Hon Kabwili, frankly speaking Zambian working culture is very horrible and pathic and you wonder why we not developing fast, the world has now known Zambians as lazy people and don’t wanna work hard. Government can only do a little the rest should be us the people to work hard and help government fulfil its programs. Unfortunately we focus on trivial things in Zambia and blaming government everyday. Few months ago I was in Zambia and what I saw in terms of service delivery among the places I visited was really troubling and much has to be desired.

  16. Did you sit down with them in the first place to find out why those things are still not utilized Mr. Kambwili? Sometimes it is good to go to the root cause other than just blaming people. Like someone, said did u provide them logistics to have the generators installed and ambulances registered considering that govt funding is erratic?

  17. Whether people like Kambwili or not (I loathe him) they should seriously consider the message he is conveying to the nation. There is nothing happening in Zambia right now in terms of service delivery. Filthy and uncollected garbage have become Zambia’s national flowers. Meanwhile, health inspectors are happy being paid for doing nothing. Let us hope President Lungu learnt something about how to keep towns clean when he was in Namibia recently. The President is better advised to keep every minister on his/her toes. The ministers will in turn put pressure on the technocrats. Otherwise the Presidents humbleness (over humbleness) is not taking the country anywhere. Or is he clueless, as some people in the opposition claim?

    • Technocrats have all the brains but lack resources to implement. Check how much the 2015 budget is and what has been released so far. Surely can you blame technocrats? We have medical doctors in this country who can do wonders but lack necessary equipment to do so. You can only use the brains to a certain limit

This mentality prevalent in Zambia of only working when a supervisor is around or when it is donations from outside the country (particularly from white quarters) is shameful to say the least. Why should the donor follow up on how you are utilizing his donations in terms of installation? I think it is reasonable to follow up in terms of operations and how the target is being served as in now – and it need not be immediately after donation or installation! What a country! Pathetic. We blame so-called leaders for things we are supposed to be doing ourselves. Pathetic!

  21. To those pushing the line that Technocrats are not performing because they have cadres heading them, who apparently would report them to Kambwili if disciplined, I have news for you.

    If you went to school and got a masters or PhD or whatever above that..prof fimo fimo, why DON’T YOU RESIGN if cadres get in your way. That is the professional way to deal with such situations particularly for somebody who calls themselves educated and a technocrat.

    I think the biggest tragedy is for a technocrat to just hold onto a job for money or security reasons. I think that is more tragic than deploying a cadre onto ZESCO board.   22. Here is a good example of a very confused government. The official government spokesperson is busy blaming civil servants for lack of performance. His boss is busy appointing permanent secretaries. The people Kambwili is criticising are being appointed by his boss Edgar. Can’t they see why things are not functioning? Civil servants are not supposed to be political appointees. A permanent secretary should rise through the ranks and be able to have first hand knowledge of his ministry’s operations. An appointed PS knows nothing about how the Civil Service operates. He will spend his first year learning the ropes and while he is doing that time doesn’t wait for him, the institution below him is rotting. By the time he gets a grip he will be transferred and the Public Service Commission…

  23. Mr. Kambwili calls a spade a spade and most of you chaps who like condemning him are actually the ones who are failures. The problem that there is in Zambia is that a lot of people want things to be done for them as if they 2 year olds.
    Mr. Kambwili, please don’t be distracted by these failures from UPND but instead continue with you leadership style, we who are successful know that is the only language a lazy and failed man can understand. The President’s appointments should be restricted to his cabinet and diplomatic heads of missions. He must never encroach onto the civil service and para-statals. If you yourself spends 100% of work time doing official work, this would not have taken you 2yrs to follow the non use of equipments.
