President Lungu Appoints New Ministers for Newly Created Ministries

President Edgar Lungu has appointed new Ministers for the newly created Ministries. In a Statement released to the media by his Special Assistant for Press and Public Relations Amos Chanda, the President has elevated UPND MP Greyford Monde to full Cabinet Minister to head a newly created Ministry of Fisheries and Livestock and the appointment takes effect immediately..

PRESIDENT LUNGU NAMES NEW MINISTERS

LUSAKA (Tuesday, September 6, 2015)- His Excellency Mr. Edgar Chagwa Lungu, President of the Republic of Zambia has appointed Hon. Steven Kampyongo and Hon. Greyford Monde as Cabinet Ministers and Chawama MP, Hon. Lawrence Sichalwe as Deputy Minister in the Office of the Vice-President.

President Lungu also assigned Her Honour the Vice-President, Mrs Inonge Wina as Minister for National Planning in addition to her current portfolio.

Mr. Kampyongo is the new Minister of Local Government and Housing taking over from Dr. John Phiri who moves to the Ministry of General Education. Hon. Monde is the new Minister for Fisheries and Livestock.

The Head of State has assigned Hon. Christopher Yaluma as Minister of Mines and Minerals Development. The ministers for Energy and Water Development and for Communications and Transport will be named in due course. Hon. Yamfwa Mukanga remains as Minister for Works and Supply. Hon. Michael Kaingu has been assigned the new Ministry of Higher Education.

The new appointees: Hon. Kampyongo, Hon. Monde and Hon. Sichalwe will be sworn-in on Thursday, October 8 2015.

The changes are with immediate effect.

  1. Are these the utmost priorities for the country right now? I mean appointing more ministers – they comes a high cost with these appointments in terms of salary and fringe benefits.

    • Edgar Lungu is an insane president worse than Mulyokela. Instead of tackling the falling kwacha, the stupit man increases ministries. Foolish Father.

    • Edgar Lung has no vision. If anybody wanted proof, there is no more than this act. This is a betrayal to the Zambian people of the highest order. In Brazil, they are reducing Cabinet and here a clueless leader is increasing when he has no ability to payt. civil servants. Zambians we are doomed. Let us come together and end this mediocrity.

    • On right side there is a story of Brazilian President cutting 8 ministerial posts, while Edgar is doubling ministers.
      And worse Monde and Kapyongo are simply an insult to MPs.

    • We are in October, these PFs they can’t even count months? Kwacha is down-down-down, and the PF also follows with mental reterdation, Why so many errors, even their president just mumble around when reading speeches.

    • Appointments were to assist the kwacha gain ground against the dollar, the kwacha could have being done just fine. PF has made record appointments for a five years term in power since Zambia reintroduced multiparty democracy in 1991.

Since PF believe in global reasons, Brazil president has just reduced her cabinet by cutting out 8 ministries and also reduced salaries to copy up with their budgetary strain,so why cant Mr global visionless Lungu do the same here at home. You can see how responsible Government respond to similar crisis to cushion their expenditure not here PF dimwits doing the opposite and then blame everything on global. CRY MY BELOVED COUNTRY. These potfolios will add no value whats ever to this country.

    • Very true @Lucy, infact Brazil has even cut the projected budget for the 2016 Olympics by 30%. If they had not committed so much and had no obligations, they would have withdrawn altogether! Not us, this is when we even sign $500m for roads with the Chinese, roads that pass through some places where the only vehicles people will see are the ones actually making the same roads.

    Visionless Chagwa increases ministries/ Ministers, – jobs for Cadres, & is busy hiring private costly charter airlines to go & address empty halls @ the U.N, a move which will not alleviate the grinding poverty, & hunger being faced by Zambians today. I GIVE UP!!

A lazy bum indeed this Edgar is, reshuffling the selfsame old cards on the deck …what a sad sight indeed..when others are cutting back and lying off workers ..us the rich ones are doing opposite. To add salt to injury the utterly lazy bum creates pointless ministries and fills them with people who are not competent to do the job. Since when has the old lady Wina tabled economy issues, how do you put a pensioner to National Planning? Edgar is truly a thoughtless moron who is destroying our country piece by piece…this bum is taking us nowhere.

      She cud have been ‘intuitively tutored’ by her late husband who was the first Finance & National Planning Minister 1964-7 Arthur Wina. Many wives have emulated & succeeded their faters/husbands in leadership roles, namely: Father2Daughter Indira Gandhi(J Nehru’s Daughter)-India, Benazir Bhutto (Ali Bhutto’s Daughter)-Pakistan, Mrs Bandaranaike-Sri Lanka, Corazon Acquino-phillipine, Khaled Zia-Bangladesh &Christina Kirchner- Current President Argentina. Now Hillary Clinton has a chance next year. Off course education & wisdom are key. Inonge may be old but you must know she is American educated – degree gotten as mature entrant. Blotted cabinet with fat salaries allowances tefykulandako! Zambians, open ur eyes n open them widely! And comes tight back to bloat the GRZ even further. Maybe lungu knows of a stash of money that we do not know about. He doesn’t seem concerned about Zambia being broke.

      One is convicted embezzler (twice), other has not been convicted of any crime.
      One is baying his own clothes, other relies on the tax-payers money to be presentable.
      One is using his own financial resources, other is presiding over most corrupt Government.
      One has his own ideas, other one is repeating “me to”.

  18. In future our cabinet and our leaders needs to be constrained by a new constitution in order to avoid this politically driven need to bloat our cabinet.

    In Kenya their new constitution states 22 ministries is the max (and no assistant ministers either)

  19. EVEN IF CABINET WAS TRIMMED TO ONE MINISTER, THAT WILL NOT STOP LOAD-SHEDDING NOR BRING DOWN THE PRICE OF MILIE MEAL. HOWEVER, A PRUDENT MANAGER SHOULD KNOW THAT EVERY NGWEE SAVED IS IMPORTANT IN THE INTEREST OF COST-SAVING.

    • @Chisenge we chisosowe how can you talk of prudent management when you are encouraging expanding Cabinet which will result in more expenditure. What does the word prudent mean to you? maybe you are a pre school drop out or its tribalism shutting your eyes form seeing reality.

  20. @Enka: Infact in Kenya they are 19 and no deputies. They are not politicians but qualified ladies/ gentlemen thoroughly vetted of corruption and tax compliance. Previously they were 42 and each with 2 deputies (all politicians) but we passed a new constitution limiting them to 22 but Uhuru merged ministries to 19. Currently 5 are still suspended for corruption allegations and are expected in court soon. Lungu should place the country first not political interest. There is currently an economic quagmire worldwide.

Honestly at this time when the country is in crisis,the presendent would have cut short on some ministries,not increasing more.This is un acceptable Mr Presendent.Tax payers money is going to be wasted here while many people in the rural areas are dying with hunger and extreme poverty,people loosing jobs.Why cant this money be used in implementations of developmental activities that can create jobs for the jobless? God help us.

In Congo DR 500 experts in the mine has lost their jobs and more than 4000 locals, this is the world economic malaise like the 1938.

  30. What is the real exchange rate. The 12kwacha to a dollar is a massage. But what is the real rate without the massage. And remember the massage is not supported by any economic fundamentals. Its like there is just a hand holding the dollar at 12kwacha ,but remember the hand will get tired. But again the worst fear would be assuming the PF wins the elections in 2016 and have nothing to fear thereafter and finally remove the hand massaging the dollar. The dollar will then go to unprecedented levels, remember for now the massage is focussing on 2016 and how to remain in power. After that happens, it will be each one for himself

  32. @ JKL the point is Zambia is not an island and what ever economic problems we are facing are world problems. The currency world over as gone down against the US dollar, check the EURO, the Randy, Pullar, Malawi Kwacha. This trend will take a while and the negative effects of climate change, thus load shedding will continue. A real man or Leader will be honest no matter how painful the truth is, but a coward hides behind lies and deceit. Job losses in the mining industry will continue if we have to save the mines.

    • @Pio. There is no doubt that the problems we are facing are ‘global’, such as the fall in copper prices. You mention load shedding as a result of climate change. I think you imply that that’s why we have ‘low water levels’. That is not the point. The point is HOW the govt has reacted to these calamities. Firstly, the BOZ Governor has said Govt needs to reduce expediture. Govt’s reaction has been the following: Increase number of ministries, increase districts, New DC’s, chartered Jets to USA (with musicians & other hangers on).
      Mines have laid off workers. Govt’s reaction has been: Threaten mining firms (Chishimba Kambwili, Sunday Interview); Offer False promises & assurances to miners. In all this, the President has been conspicuos by his absence.

    • @Pio. ECL has been absent. The people giving “economic” lessons and arguments on behalf of Govt are C Kambwili; Amos Chanda; Mumbi Phiri and forays by Davies Chama. ECL has failed to “own’ the problem and provide leadership. Has he addressed the nation and proposed a way out of this quagmire? I know he has proposed “prayer & fasting”, but this ought to be in tandem with well thought out policies and practical steps. The Solar Milling Plants were supposed to “sort out” the price of mealie meal?
      PF is looking like it is completly lost economically. Maybe that is why ECL is terrified to look the Zambians in the eye and tell us how he is going to solve this issue. You will see why I have my doubts about ECL’s capabilities? We need to try someone else.

Deputy ministers are very irrelevant , permanent secretaries are better placed to assist full cabinet ministers since they execute government duties on the ground, Better give one ministry two or three PS to handle departments in similar categories like education,high education ,technical education etc. may be provincial deputy ministers but all in all we need to look at the economic situation and put up austerity measures including cutting irrelevant ministries

So disappointing to waste public funds on ministries which have made the kwacha weak, prices of commodities high, failed to increase access to education and health etc. We expect more problems with these extra unnecessary ministries being manned by people without proven track records. Can the appointing authorities also give us the CVs of these ministers?

The fact that President Lungu has responded poorly to the many economic challenges that have engulfed the country since his ascension to the Presidency is not because he does not care; it is simply because the man does not know what to do!!!!!!Simple…..He’ll continue to blunder just like this since there are people who are in support of his uneconomic decisions… like Davies Chama and Chishimba Kambwili.

  38. There are only about sixteen (16) departments, which are equivalent to ministries, in the United States of America. Secretaries head them. The good think Zambians can do is to gazette the ministries, and not trust the president to his right judgement. Zambia can do with seventeen full ministries. Work in each ministry is supposed to be done by permanent secretaries, who should be technocrats
