GOVERNMENT says the Patriotic Front (PF) has proved critics wrong by delivering the constitution as promised to the Zambian people.
Chief government spokesperson Chishimba Kambwili said in an interview yesterday that some people were speculating that the PF wanted to remove clauses such as 50 percent-plus-one vote and presidential running mate.
“We have given the Zambian people what they demanded within the said time. We must be appreciated because we have delivered on time,” he said.
Mr Kambwili said the PF disapproved clauses on provincial assemblies, proportional representation and appointment of ministers outside Parliament because of the cost implications.
He said more money would have been spent on building infrastructure for provincial assembly offices and the additional members of Parliament.
Mr Kambwili said Government would rather have the money spent on teacher, health personnel and agriculture extension officers’ recruitment.
He said in its drive to diversify economic activities, Government also wants to invest more money in the agriculture sector.
Mr Kambwili said the PF should be given a pat on the back for delivering the constitution as promised.
“I am surprised that the United Party for National Development and the grand coalition are quiet even after being given the constitution which they demanded,” he said.
Mr Kambwili said the PF government means well for the Zambian people as can be seen by what it has done.

Yes, a, PF driven constitution. It has fallen short ofqualifying as a People driven constitution. Kambwili wants a pat on the back for what? For succumbing to critisim? A pat on the back for messing up the job he was given to do?.He actually must be shamboked in the back for missing the point.
Kambwili, you haven’t shamed anyone at all. You have manipulated the supreme law of the land and rendered it malleable and changeable as suites the government of the day. The reason why the GC and UPND have been calling for the constitution to be passed through a referendum is to ensure that it is not easily changed as suites the government of the day. Just after elections, the party with most MPs can decide to introduce a bill in parliament and change any of those acts. E.g. the PF wanted the Veep to be fireable by the president. They can change that clause anytime they want if they will still have the numbers in parliament and that is why we didn’t want it to go through parliament. So you haven’t shamed anyone.

2. If the President dies or resign or is impeached or is incapacitated, he will be replaced by VP. But, how new VP will be elected or appointed?

Achimwene, Rome was not built in 1 day. Give credit where it is due. PF has done something that MMD failed to do on 20 years. As we progress, the constitution will continue getting updated. For now be happy we got 90% out of 100.
If a Constitution route was used, all this was going to fail. It is not possible to get more than 50% of elegible votes to vote yes. Thank Lungu for ensuring a bigger part of our desires are met. He will surely get our votes.

The term, am sure is even being used by women marketeers and kabova cadres, who you and I know have completely no clue what they are talking about. First of all, a people driven constitution in Zambia, is a fallacy. Since when did you see Zambians agreeing on anything? There will ALWAYS be people shouting and booing from the stands. Take note of the following also:
(1) GBM will help HH to gunner more votes because people their in NP will take it that if he becomes a running mate to HH , he will be safe he can never be fired he will be protected by the law, he will be more less like a waiting president , and so for the people of Northern province will be happy and feel also be firmly ruling Zambia

I challange PF to take those Clauses it has rejected to the Referundum, since now they have become contetious!
So, appart from the Part III, Human Rights, and Clause 75,Referundum, of the Current Constitution, the other items to included in the Referundum should be the ones PF has left out from the Current Amendment.
