INSPECTOR General (IG) of Police Kakoma Kanganja believes the Kafue riots in which a mob destroyed two police posts and several vehicles, including a fire tender, were politically motivated.

Mr Kanganja said this is because of the amount of destruction caused by the irate residents.

“The accident, as it happened, could not have been the sole reason for this kind of behaviour. The amount of destruction and violence displayed tells me this could have been politically motivated,” Mr Kanganja said.

He was speaking in Kafue yesterday when he went to inspect the damage caused to property in Zambia Compound after a police officer knocked down a marketeer sparking off riots. One man was shot dead and 35 people were arrested.

Mr Kanganja, who was shocked at the gravity of destruction, told the residents that there are better ways to express their grievances because violence is not a solution.

He said if the community was not happy with police action, it should have channelled its grievances to the district commissioner (DC).
The IG, who said President Lungu has been preaching peace, forgiveness and reconciliation, also urged people to avoid violence and adhere to the law as Zambia goes towards general elections this year.

Mr Kanganja said the 35 who were arrested have been charged with arson and riotous behaviour and would appear in court tomorrow.
Meanwhile, Mr Kanganja said action would be taken against the police officer who knocked down a marketeer, Ireen Kaluba, on Friday morning.

He said this when he paid a visit to Ms Kaluba at University Teaching Hospital (UTH), where she is admitted.

Mr Kanganja told Ms Kaluba that no-one is above the law, including himself.

Meanwhile, Kafue DC Mungoni Moyo said there are better ways to solve problems.

“You know what your colleagues in Chikoswe went through after burning the police post. Is this what you also want to go through?”
And residents of Mtendere Township, where one of the police posts was gutted, have appealed to Mr Kanganja to quickly repair the damage and operationalise the police posts for fear that the area would be terrorised by criminals.

  1. Policeman talking about politically motivated reaction to an incident. We need professionalism. Arrest the culprits as criminals or are they prisoners of conscious since they acted politically????

    • Listen to this, “the amount of destruction and violence displayed tells me this could have been politically motivated.” What are the benchmarks for politically motivated destructions ba IG? Few weeks in office you have already proved to be a cadre of some political party and not a professional.

    • Well the IG may be right in his comments that this riotous behaviour could be politically motivated. And all fingers should point towards the PF party which has caused a lot of havoc and blighted people ‘s livelihood to an extent where people feel so angry and are ready to jump at any opportunity to send a clear message to PF that they are fade up .

People are angry because of the way PF has given the police and the top PF cadres the powers to commit crimes with impunity. People can no longer watch PF cadres and police officers continue to shoot , kill or sponsor violence against innocent people.

Right now people are fade up PF criminals including Chama continue to commit crimes with impunity.

    • If the police and Lungu want people to stop riotous behaviour, they must apply the rule of law fairly across the whole nation irrespective of one ‘s political believes. Lungu also turn the economy around so the people’s cost of living can go down and calm their tempers down.

My fear is amongst those arrested, any one affiliated to PF will be freed while all the others will rot in jail for not showing any support to the PF. If this happens then the police should expect more riotous behaviour.

What happened in Kafue is nothing compared to what will soon hit the CB where the atmosphere is charged after many people lost their jobs amid being lied to by Lungu and Kambwili that no one will loose jobs. And yet people are loosing jobs every minute.

PF has done a “Donchi Kubaba” on…

    • Fcuk the Sec2Cabinet and his incessant PFoolish messages. This is a spam generator that Zicta should be blocking. I didn’t register my Sim card to be spammed by PF.

    • Has Zambia ran short of names? Chawama, Mutendele… I thought these were Lusaka Compounds???

    • Iam speaking with a lot anger and sorrow. This is what happens if a country is ruled by pagans, thieves and muderers.Jet Lee (Kamfwa Mulenga) is an over zealous PF cadre in a police Uniform.Since you have killed my cousin Simbeye I promise you that I SIDO MARK I will donate one bullet in your head soon.I want to watch you die slowly like you killed my Peter Simbeye.Un eye for an eye.You touched a tail of a lion.

    • WANZELU #

Hear yourself. Please give us a break.

Lungu did not say we will save the jobs in the copperbelt. He said we cannot save all the jobs. He went there and did what he could.

However, it was your HH who lied to the people in copperbelt that he would bring back Anglo America, telling lies through his rotten teeth and playing into people’s emotions to gain political capital. Anglo America is cutting down 75% of its global work force. And suspending investments for the next 7 years.

××× I can assure you that the people of the copperbelt have NO problem with Lungu. ×××

××× The person they are waiting to teach a lesson is HH. Ask him to visit the copperbelt and see what will happen to him. ×××

    • … This is HH who has completely failed to justify the statement he made on Anglo America.

He went about WAFFLING through his statement which looked like was written by a “BAD” Junior High School pupil studying CIVICS, HOME ECONOMICS & COMMERCE

It was so bad that people within UPND were shocked that it came from some one who claims to have all those Economics know how’s.

    • @Xfactor
Its preposterous for you and your fellow PF minions to attribute the economic down turn to HH and UPND; a leader and a party never been in government before. Stop shifting the blame.

HH is a private citizen at the moment with inhibited capacity to do anything on behalf of government at the moment because he is not in charge of government. I can assure you that come next year vote for HH and you see things begin to change for the better.

All PF minions should actually thank HH ‘s selfless nature to provide robust economic advice and solutions for free. Unfortunately Lungu and his PF are lazy thinkers who can see opportunities in HH ‘s timely advice until its too late.

HH through his massive investments he has employed about 1 million people directly or indirectly…

    • @Sido Mark you anger is almost palpable .I’m very sorry for your loss and understand to an extent your anger. However revenge is empty and nothing done to that foolish officer who shot your friend or relative will fill the loss.I speak from experience. No wonder we are told Vengeance is the Lords. By all means pursue ways for justice to be done and may your heart find forgiveness not to condone what was done but to free your heart from the poisonous bitters which will cloud your judgement and like a cancer permeate every area of your life.

    • @Disturbed, what have done for thousands of disabled in our country? Certainly you have grow up with this knowledge. Even today that you are in the diaspora it’s only their fellow disabled in the diaspora pulling every resource to sponsor their fellow disabled. The disabled send thousands of wheel chair. Where have you been not have led in this cause?

  2. POLICE PLEASE DONT POLITIC WHEN PEOPLE REACH TO SUCH. THERE SO MANY INCIDENTS WHICH HAVE HAPPENED IN THE PAST, I WILL POINT OUT ONE IN SOLWEZI WHEN A POLICE OFFICER BUSHED A CHILD AT CHAWAMA MARKET AND THE POOR SEVEN YEARS OLD DIED, PEOPLE REACTED AND DROPPED STONES AT CHAWAMA POLICE POST, WAS THAT POLITICAL?
THERE HAVE BEEN MANY INSTANCES WHERE PF CADRES HAVE CAUSED HAVOC AND NO ARRESTS- THIS IS TRUE AND CLEAR POLITICS AND YOU HAVE NEVER COMMENTED AS POLITICAL. YESTERDAY IN MUFULIRA TWO POLICE OFFICERS BEAT UP A CITIZEN WITH NO REASON WHAT IS THAT MEAN TO CIVILIANS?
I ADVISE POLICE TO TAKE 2016 BE MINDFUL AND ACT PROFESSIONALLY OR ELSE YOU WILL BRING THE COUNTRY INTO CHAOS.

  3. The same so called jet lee (kamfwa.) Should be very careful how he handles cases, people reacted not only because he bished someone but waited for a reason to act according to his unprofessionalism in handling cases.all he knows is to beat people even when they have not been found guilty, his days are numbered and kafue residents are not happy with him..take action IG with such lawless cops u have.

  4. Semeki, I hear you, but Kafue is just a stone’s throw away from Mapatizya, isn’t it? Anyway the IG should have information on all political activities and intentions, how else do you think that they refuse to give permits for so called mobilization by certain parties? They know the intent.

    • Terrible, your comments are rather dull. Firstly mapatizya isnt a stone throw from kafue, if you do not agree with me,check your geography and tell me the distance as against the meaning of a stone throw. Secondly, the IG
Is using the extent of damage as a measure for politically motivated riot contrary to your assertion that he may have info. Additionally, there isn’t anything of that sought to use as a determinant for politically motivated riots the world over! Thirdly, your averments are purely not knowledge based as you think police give permits to assemble! Read the POA
Before you comment to spare us from the rhetoric of useful *****s! Also do not substitute assumptions for facts that are clear, the IG never said he had info and isn’t dull to have said only what he said. People…

  5. Politically motivated? I didn’t know the IG could be so hopelessly dull!
People rioted because they were fed up with the conduct of the police- especially the so called ‘Jet Li’ whom the police has failed to discipline!
The riot has nothing to do with Politics!

  6. I would not accept that instinctive reaction by residents after an accident could be politically motivated. Instead it is loss of confidence in the service because people believe they will not get justice even if they let the law take its course. The service need to build confidence in society by being firm and impartial. For the IG to dash into claiming political involvement is failure on his part. What criteria did he use to judge that? Already hi judgement means the police has closed the case and they will not take time investigate and under stand what caused anger in people after the accident? Kaya mwandi, in Zambia

  7. MR I G SIR, THE SITUATION THERE IS NOT POLITICS BUT FRUSTRATION BY PEOPLE WHO FEEL THEY HAVE NOWHERE TO RUN TO FOR PROTECTION. THE POLICE ARE BREAKING THE LAW. THE PEOPLE WERE ONLY HITTING BACK AT THE VERY PEOPLE THAT ARE SUPPOSED TO BE PROTECTING THEM. I PRAY FOR THE DAY WE IN ZAMBIA WILL SEE ONCE AGAIN PROFESSIONAL POLICE AGAIN AND NOT PUPPETS. YOU SIR ARE ALREADY A DISGRACE TO THE UNIFORM AND RANK.

  8. You are right IG. It is politically motivated.
Four long years of harassment, denial of fundamental rights, corruption, incompetence, non accountability, selective application of POA………..
Of course, it is politically motivated.
Now you have seen what people anger can do.

    • IQ138 I want to agree with you.The police has been politisised and because of this people feel vunerable hence trying to vent there frustration.Imagine if we all woke one day soon and riot or protest country wide we would out number police.Every police will have to fight 200 people if you look at statistics. What will be the result.Lungu will get his reward soon.Bishop chihana don’t stop to pray.Especially if they attempt to rig.He will be skinned alive.enough is enough.

  9. Before carrying out any investigation he has already concluded that this was politically motivated? That careless statement from the IG is instigation for more political violence.

  10. IQ138, typical of UPMD cadre mentality all non UPMD members and I could add what you actually think, that all non Tongas are IMBECILES right? By your measure, now you even have an imbecile Vice President in uPMD. Kikikikiki

    • Terrible is really terrible such that you do not even know the abbreviations of the part you are referring to! At upmd?

  11. Has UPND ever acepted responsibility? Even when they will lose elections in August they will find a way of saving their face . Why burnig fire fighting equipment? why didnt they just burn police officer and his vehicle like in CB?

    • MONDE, YOU HAVE PROOF IT WAS UPND? SO IN OTHER WORDS YOU ARE ADMITTING THAT KAFUE HAS ONLY UPND? GOOD VIVA UPND THEN. THE ONLY SORRY THING IS BURNING OF THE FIRE ENGINE.

  12. The extent of damage can not be the basis to determine that it was politically motivated. The issue that sparked the rioting was the police officer’s reckless driving and was spontaneous, because the officer involved seems to be at variance with the community. The IG should only speak after investigations reveal the facts and not to make assumptions. There is anger in the nation which is not being let out by people by police stopping peaceful demonstrations. IG allow people to peacefully demonstrate so that we avoid this type of actions. However destruction of state or private property is not the right way to express anger. But this is what happens when you don’t peaceful demonstrations.

  13. As residents of Kafue we al appreciate that The IG himself had to come. This is NOT a political thing for once. If politics fell in it, it is unfortunate. Please know this, this police officer whose act resulted in this has acted criminally than preventing crime. we appeal to your able command to investigate this aka Jet Li’s actions. His actions amounts to crime. and the local command and indeed the Lusaka division command seem to have failed to manage this guy. These are the people that tarnish the name of our good President.

  14. This IG is politically motivated. The way he spoke when visited Kafue is a source of concern. He just spoke about the looters and not the reckless cop who bashed innocent people. What we expect from a public servant is a sober statement condemning the looters and reckless cops and an appeal to for level headedness when expressing displeasure. For him to conclude that the riots were politically motivated is a warning to the opposition that their freedom to assemble will be determined by him. He will the kafue situation to stop any opposition gatherings. Its a shame that we should have such people in charge of the police service when their actions speak nothing but the use of force. These are ones making the ruling party unpopular.

  15. What’s the IG’s comment on the chap who was shot and killed by the police in the same kafue riots..did they minimum or maximum force? What will happen to the notorious cop called jet Lee? Am sure he will just be transferred to another town to continue the antics that earned him the name Jet Lee..

  16. Now who will repair or replace the property. When crime rate is high in kafue, they shouldn’t cry. It’s like you argue in your home and start breaking pots and windows , who are you spitting? Foolish residents with a bunch of criminals

  17. Such reaction is not found were accidents occur. Such reaction is found were people feel that there is impunity. People that terrorize their communities and fear no consequences because of their position or money get such rough treatment.

Police and other powerful people need to be above board. No favouritism, no corruption, no impunity should be seen in these people. They have their messes’ where duty free alcohol is sold. They have their road blocks where they extort people. Even when reports are made to police officers at stations they extort people by saying that they have no fuel or lunch money or talk time to investigate.

People know that kick backs go all the way up the chain of command. Cops build houses and buy chattel using money from no lending institution. Who doesn’t…

  18. What investigation need to be conducted ? Reasons are well known. But the behavior of the residents also is not good. If they are not happy with the conduct of the police officer why didn’t they go to his home and burnt his house instedy of burning the police post and fire fighter. Who is going to suffer? Tomorrow they will start crying for police post which they destroyed with their hands. If I were in authority I wouldn’t think of building up or repair the building. I wish Criminals will have a camp in Kafue so that fool residents feel the impact of destroying security properties.

  19. Kafue residents you are not responsible residents. Why burning fire fighter and police post. You know the person who have committed the offense and you know were his house is why didn’t burnt his house. Who is going to suffer now? Police officer will be transferred with his family and house holds but you residents will remain in Kafue being troubled by criminals because they will take advantage of the burnt police post.
I wish criminal to take advantage of your foolish behavior and have a camp in Kafue. I think the IG maybe correct to suspect that it is political motivation

    • Kuntakinte: This destruction is a sign of a community fade up by police misconduct. Kafue Police Officers are rotten to the core my friend. Unfortunately the IG can’t see it. Instead of reassuring the residents that he will deal with criminal elements both in uniforms and citizens alike, he chooses to condemn the residents. Mark my words, no competent court of law can convict those residents arrested by the police for riotous conduct. This is the third recorded incident in Kafue involving criminal elements in police uniforms. Now think for yourself the magnitude of other unrecorded incidents revolving around misconduct by police officers.

  20. This IG indeed will go down the line of history as the most useless. He is the spokesman for Zambia Police and talks malabishi.

  21. Ba LT…. Report facts! Mtendele and are two different areas in Kafue.
Mtendele police post is in ZC compound and not in Chawama

  22. Kafue residents you are dull , foolish and irresponsible residents. you know the house of the police officer who have injured the woman, why didn’t you burnt his house in steady of the police post and fire fighter engine. The police officer will be either transferred with his family and all the house holds but you will remain in Kafue without Security. I wish CRIMINALS to camp in Kafue so that you feel the impact of you foolishness actions..and I wish the police post will not be worked on soon. And foolish you enough tomorrow you will start crying for police post which you burnt with your dirty hands.

  23. First things first brothers and sisters! Loss of confidence in the police is the least masses should be put into. I tend to agree with those that advanced this argument and it’s reasonable to think so. On the flip side people, have you noted that those who rioted as put and arrested have been charged and due to appear in court on Monday (I believe) ,but the police person at the centre of all this is yet to be arrested let alone charged! This is what I think causes people to build anger to imaginable levels were you begin to suspect it’s politically driven when an opportunity to vent their anger presents itself. Swiftly arrest and charge the officer with the appropriate offence taking note that charges can be substituted(just in case there is a dull blogger with arguments like what if…

  24. This one has turned out to be the most stupid IG zambia has ever had he is as silly just like his boss you mean he can not understand were all this started from before bringing in politics?

  25. His (IG) statement will politically motivate people to react politically again because his words are politically motivated.

IG be careful how you comment on such sensitive matters. A police man hits into someone and people react and you say politically motivated?

What is politics by the way ba IG. Burning police posts or destroying property? is that what you call politics?

  26. How can Kanganja say that the riots were politically motivated when the people rioted in reaction to to the useless PF police actions. This is what happens when cadres are employed in such jobs. He should have apologised on behalf of the PF police and disciplined the police officers. I don’t condone the destruction of public property. But is what happens when the police are seen to be abusive of people’s human right freedoms. I feel sorry for this Kanganja

  27. Kafue is PF So you mean Pf Did that? Mr. Kanganju just do your work without thinking about politics, Carry out silent analysis that is how trained people do not what you are lauding bwana mkubwa work up

  28. @thoughtful, that is not a personal wheelchair if that’s your thinking it’s part of the hospital equipment I was referring to.No wonder politicians go abroad for treatment and am sure you pay tax and medical fees as I do through my Zambian bank account though am abroad.

  29. People are venting out the pain of pf’s poor economy and selective application of the public order act. A hungry man is an angry man.

    • That’s exactly my thought.
With the recent hike in ZESCO Tariffs I have no doubt the residents found it an opptune time to vent out their anger.

  30. If you have political blinkers all you see is a politics. The IG is political and all he sees is politics. When you bashed somebody there is always a reaction from people and mostly abnormal. N0sense! Funny child! kikiki.

  31. Police are not there to beat or kill people whether guilty or not but instead to enforce law……therefore the officer jet Lee should be disciplined and the shooting officer should face murder charge.

  32. Assuming what the IG is proclaiming is true, the suspects were arrested by the Police, therefore they will testify which political party sponsored them to riot, and the sponsors must be brought to book. At the same time, inform the nation what discipline has been taken agaisnt Jet Li and the Officers who shot Peter Simbeye. Police must provide quality service to the public and not antagonising the public.
As it stands many citizens might rightfully start accusing the IG of aligning himself to PF instead of being non-partisan as his Deputy Inspector General for Administration, Mr Eugene Sibote nicely explained to the graduating officers.

  33. Shocking comment from the new IG. How about saying the accident was politically motivated? By the look of things this Kanganja fellow will be worse than Libongani. This is the treachery that Lungu exhibits. In one breath he is preaching peace but in private he is deliberately appointing party cadres to non partisan positions to perpetuate violence against his opponents. I am now beginning to believe that Stella was removed for not following Lungu’s line of thought. Anyway the people of Kafue have spoken loudly about how Zambians feel about the current government. Come August 2016 the message is clear kuya bebele.

  34. Just rushing to say this is politically motivated is a sure sign of laziness. Investigate and let us know. You cannot determine political motivation by magnitude of destruction. Wake up, you are starting badly. We thought you would make us proud after the image was tarnished by the former. I am proudly PF

    • @ senior police officer

“… sign of laziness…” or evidence of political affiliation?
Either way, real “leadership” (lol) and “professionalism” (lol) on public display!!!
Sorry, nothing to be proud off. Remember, fish starts rotting from the head.
Just another black mark on appointing authority insulting desperation to forcibly stay in power.
      This is just beginning.

  35. Only in Zambia can you get such a highly politicised Police IG. Without and Enquiry of Investigation in this major incident, Kanganja has already made his judgement that the incident is due to politics.
The reality is that this and such similar incidencies in Kitwe are mainly due to the incompetency of the Police Officers. In both cases, you have drunk police officers killing and maiming innocent people and running away from taking responsibility and being shielded from justice by their fellow police officers. I think we need to deal with the Police first and then go for politicians!

  36. But ba LT bushe teti mufwayeko nangufye uwa PHD yapa internet to help you write the captions? You are really pathetic mwe!

  37. Yah aweh mwandi ati because of the level of destruction then the Chief police officer concludes that it was political. Its embarrassing sometimes being a Zambian. Its like his predecessor who claimed the bullet at the Post was non lethal. Where do we get these people. Out of 15 million people and I don’t know how many thousands of policemen and we manage to promote the most clueless. What a country!!!

    • @ mwe bantu
Do you know what is the deciding test for appointment of IGP?
IQ (intelligent quotient) or SL (stupidity level)?
      Answer?

  38. Zambians are very irritable during election years and especially when they are fed up with the ruling party. Wait for more riots!

  39. Does the IG really believe the riots were politically motivated or he just said that to please his boss? Bwana IG, they say ” a hungry man is an angry man”. People have suffered under the PF economy. The second thing is police is now a PF tool and you think people can be happy about this? Let your boss sort out the economy and let your officers be seen to be impartial then you won’t see any riots anymore.
