INSPECTOR General (IG) of Police Kakoma Kanganja believes the Kafue riots in which a mob destroyed two police posts and several vehicles, including a fire tender, were politically motivated.

Mr Kanganja said this is because of the amount of destruction caused by the irate residents.

“The accident, as it happened, could not have been the sole reason for this kind of behaviour. The amount of destruction and violence displayed tells me this could have been politically motivated,” Mr Kanganja said.

He was speaking in Kafue yesterday when he went to inspect the damage caused to property in Zambia Compound after a police officer knocked down a marketeer sparking off riots. One man was shot dead and 35 people were arrested.

Mr Kanganja, who was shocked at the gravity of destruction, told the residents that there are better ways to express their grievances because violence is not a solution.

He said if the community was not happy with police action, it should have channelled its grievances to the district commissioner (DC).
The IG, who said President Lungu has been preaching peace, forgiveness and reconciliation, also urged people to avoid violence and adhere to the law as Zambia goes towards general elections this year.

Mr Kanganja said the 35 who were arrested have been charged with arson and riotous behaviour and would appear in court tomorrow.
Meanwhile, Mr Kanganja said action would be taken against the police officer who knocked down a marketeer, Ireen Kaluba, on Friday morning.

He said this when he paid a visit to Ms Kaluba at University Teaching Hospital (UTH), where she is admitted.

Mr Kanganja told Ms Kaluba that no-one is above the law, including himself.

Meanwhile, Kafue DC Mungoni Moyo said there are better ways to solve problems.

“You know what your colleagues in Chikoswe went through after burning the police post. Is this what you also want to go through?”
And residents of Mtendere Township, where one of the police posts was gutted, have appealed to Mr Kanganja to quickly repair the damage and operationalise the police posts for fear that the area would be terrorised by criminals.

And all fingers should point towards the PF party which has caused a lot of havoc and blighted people ‘s livelihood to an extent where people feel so angry and are ready to jump at any opportunity to send a clear message to PF that they are fade up .

      My fear is amongst those arrested, any one affiliated to PF will be freed while all the others will rot in jail for not showing any support to the PF. If this happens then the police should expect more riotous behaviour.

  6. I would not accept that instinctive reaction by residents after an accident could be politically motivated. Instead it is loss of confidence in the service because people believe they will not get justice even if they let the law take its course. The service need to build confidence in society by being firm and impartial. For the IG to dash into claiming political involvement is failure on his part. What criteria did he use to judge that?   12. The extent of damage can not be the basis to determine that it was politically motivated. The issue that sparked the rioting was the police officer’s reckless driving and was spontaneous, because the officer involved seems to be at variance with the community. The IG should only speak after investigations reveal the facts and not to make assumptions. There is anger in the nation which is not being let out by people by police stopping peaceful demonstrations. IG allow people to peacefully demonstrate so that we avoid this type of actions. However destruction of state or private property is not the right way to express anger. But this is what happens when you don’t peaceful demonstrations.

  14. This IG is politically motivated. The way he spoke when visited Kafue is a source of concern. He just spoke about the looters and not the reckless cop who bashed innocent people. What we expect from a public servant is a sober statement condemning the looters and reckless cops and an appeal to for level headedness when expressing displeasure. For him to conclude that the riots were politically motivated is a warning to the opposition that their freedom to assemble will be determined by him. He will the kafue situation to stop any opposition gatherings. Its a shame that we should have such people in charge of the police service when their actions speak nothing but the use of force.   17. Such reaction is not found were accidents occur. Such reaction is found were people feel that there is impunity. People that terrorize their communities and fear no consequences because of their position or money get such rough treatment.

    Police and other powerful people need to be above board. No favouritism, no corruption, no impunity should be seen in these people. They have their messes’ where duty free alcohol is sold. They have their road blocks where they extort people. Even when reports are made to police officers at stations they extort people by saying that they have no fuel or lunch money or talk time to investigate.

  18. What investigation need to be conducted ? Reasons are well known. But the behavior of the residents also is not good. If they are not happy with the conduct of the police officer why didn’t they go to his home and burnt his house instedy of burning the police post and fire fighter. Who is going to suffer? Instead of reassuring the residents that he will deal with criminal elements both in uniforms and citizens alike, he chooses to condemn the residents. Mark my words, no competent court of law can convict those residents arrested by the police for riotous conduct. This is the third recorded incident in Kafue involving criminal elements in police uniforms. I tend to agree with those that advanced this argument and it’s reasonable to think so. On the flip side people, have you noted that those who rioted as put and arrested have been charged and due to appear in court on Monday (I believe) ,but the police person at the centre of all this is yet to be arrested let alone charged! This is what I think causes people to build anger to imaginable levels were you begin to suspect it’s politically driven when an opportunity to vent their anger presents itself. Assuming what the IG is proclaiming is true, the suspects were arrested by the Police, therefore they will testify which political party sponsored them to riot, and the sponsors must be brought to book. At the same time, inform the nation what discipline has been taken agaisnt Jet Li and the Officers who shot Peter Simbeye. Police must provide quality service to the public and not antagonising the public.
    As it stands many citizens might rightfully start accusing the IG of aligning himself to PF instead of being non-partisan as his Deputy Inspector General for Administration, Mr Eugene Sibote nicely explained to the graduating officers.

  35. Only in Zambia can you get such a highly politicised Police IG. Without and Enquiry of Investigation in this major incident, Kanganja has already made his judgement that the incident is due to politics.
    The reality is that this and such similar incidencies in Kitwe are mainly due to the incompetency of the Police Officers. In both cases, you have drunk police officers killing and maiming innocent people and running away from taking responsibility and being shielded from justice by their fellow police officers. I think we need to deal with the Police first and then go for politicians!

  39. Does the IG really believe the riots were politically motivated or he just said that to please his boss? Bwana IG, they say ” a hungry man is an angry man”. People have suffered under the PF economy. The second thing is police is now a PF tool and you think people can be happy about this? Let your boss sort out the economy and let your officers be seen to be impartial then you won’t see any riots anymore.
