UPND demands to know cost of constitution signing ceremony

The United Party for National Development has demanded that Government tells the nation how much has been spent on today’s ceremony at National Heroes Stadium where President Edgar Lungu will assent to the constitution bill number 17 of 2015 passed by Parliament.

UPND Chairman for Rural Reconstruction and Development Moono Mapani has told QFM News in a walk-in-interview says it is worrying to note that even the President is failing to adhere to the austerity measures he announced late last year in dealing with excessive government expenditure.

He says without fiscal discipline, it will be almost impossible for the nation to get back on the path of economic recovery.

Mr. Moono says the public ceremony for signing into law the constitution bill is simply a waste of public resources.

He has since called on the government to heed to advice by various stakeholders on the need for fiscal discipline in economic management if the country’s economy is to recover.

However, the Patriotic Front -PF-Media Publicity committee has refuted reports suggesting that the party is spending over K20 000 to ferry cadres from all parts of the country to witness the signing of the constitution bill.

PF-Media and Publicity Committee member Davison Mung’andu says it is wrong for some media houses to accuse the party of ferrying party members at the expense of national development.

Mr. Mung’andu has told ZNBC News in a walk in interview that party members who have been ferried to witness the event have been brought at the expense of well-wishers and donations from the party.

Meanwhile United Progressive People’s Party (UPP) President Savior Chishimba has charged that the impending signing of the Constitution amendment bill is a sham and a farce.

Dr. Chishimba has told a media briefing in Lusaka this morning that it is bogus and an act of insincerity on the part of President Edgar Lungu and Justice Minister Ngosa Simbyakula who are both lawyers to have the constitution bill signed into law in its present form.

The former PF Kasama central Member of Parliament has charged that the signing ceremony is conceived in evil and that it must be viewed as a stubborn and arrogant imposition of a sectional agenda on the people of Zambia.

And Dr. Chishimba says the Patriotic Front cannot be allowed to continue to allegedly destroy the country.

He states that it is irresponsible for the government to take the nation back to the era of unsustainable debts especially that it is not easy to get debt cancellation.

Dr. Chishimba has since predicted that the ruling party will lamentably lose this year’s tripartite elections because of the evident destruction to the social economic fabric of the nation.

  1. Useless question from hypocrites. The referendum UPND wanted would have cost more. Can you tell Zambians How much has Anglo-American donated to UPND? How much commission fees did HH make in the privatisation of parastatals?

  3. How much has been spent on constitution commissions since 1996 and how much would it have cost if a referendum was used to enact it? What upnd should know is that it has cost next to nothing for holding the signing ceremony as opposed to what they wanted.

  6. I sense deceit of the highest level from UPND. They have been singing about the need for a people driven constitution for 4 years now, especially the inclusion of ’50+1 vote’ and ‘Running Mate’. This is about to be signed into law and in essence all Zambians have been invited to witness and celebrate this mammoth achievement. But UPND, who would have wanted a costly Referendum now questions the cheaper option of bringing people together in stadium. This is the time when opposition should show maturity and support a good cause the government is putting up. Politicking and opposing all the time and for everything will just result in people not taking UPND seriously anymore.

PF Cardes tell us where is the US$100 Million that Dangote gave Lungu, How has he paid back and don’t lie reason that Lungu pushed this was to stop HH winning by a simple majority coz he knows that if they is a rerun he can buy MMD. Why did Lungu remove the other clauses after there had been debated and adopted in Parliament. A President doesn’t have the right to change a bill but can either accept or reject the whole bill not clauses.

    • @Mary Bwalaya,you may have point there!If indeed the President removed some clauses that were adopted by Parliament then it is not the same amendment bills that he is signing into law and needs to be taken to task. But what clauses that were debated in Parliament that he has removed? It is better to expose them so that people get informed and punish him for that in the coming election! We have not heard a single political party or civic organisation mention any apart from citing the cost of signing the bill into law from a stadium which they believe is costly.

    • Be specific don’t just say he removed clauses tell us which ones instead of waffling. Qualify your statement. Today was a significant day for Zambia.

The signing and feryimg of cadres to Heroes stadium is nothing but politiking which unfortunately won’t bring down the inflation from where it is at 21.5%, bring down the exch. rate at K11/dollar, provide maize at low price. The list is endless. ECL did the same at the now floped and the infamous national prayers for reconciliation where hardly one month passed, opposition leaders were beaten on CB and western provinces by PF police.

  15. What has this wastage got to do with the holding of a Referendum? For today, the government had control as to whether to sign with a lavish ceremony or not. They chose to spend. In any case, the Constitution would have been more legitimate through a referendum. You can’t place a price on that! But mere amendments? What a waste! He could have signed that from his bathroom.

    UPND have demonstrated that they understand the Cost of everything but not the Value. UPND are like automated machines, robotic. We are better off building our own opposition, at this rate, Robo Opposition!

  21. Moonon Mapani your demand does not hold water as the has passed under the bridge. The best wood have to ask Dr. Roland Msisika and his team of technocrats. The problem that we have is we are no PROACTIVE. As a Political Entity why did they apply for an injunction in the courts of law preventing the Govt from letting The President assert his signature to the Constitutional Amendment Bill. For now let just critically look at the DOCUMENT and live with it until kaya. Moono and UPND and rest of the mebers go out and mobilise for General Elections. Elections date is no longer a top secret for Lungu and his PF. The opena manje. Lets stop crying over straight forward things like small kids at kinder garden.
