PF Matero Member of Parliament Miles Sampa has finally announced his decision to quit the ruling party.
In a letter dated 21st January 2016 and released to the media, Mr Sampa said his decision came about as a result of the intolerance, hate, vengeance and violent conduct towards party members; including those who supported me at the Kabwe convention in 2014.
Mr Sampa who recently quit his Deputy Ministerial position said the current PF in looks and conduct reminds him of the MMD of 2011 that instilled fear in the general public.
He said he has chosen to disassociate himself from such a grouping and wish them well.
Mr Sampa’s resignation does not come as a surprise after rumours emerged that he is the one behind the formation of a new political party called Democratic Front.
This led to the PF through is Deputy Spokesman Frank Bwalya ordering Mr Sampa to restrict his mobilisation activities to his Matero constituency in an effort to stem his perceived growing popularity.

Re: Resignation from the Patriotic Front
I would like to inform the general public of my decision to resign from the Patriotic Front (PF) effective 21st January 2016.
My decision came about as a result of the intolerance, hate, vengeance and violent conduct towards party members; including those who supported me at the Kabwe convention in 2014.
As a firm believer of peace and democracy, I feel a number of people were not and have not been accorded the right to express themselves freely and that in itself has created disharmony from within. My efforts to unite the party have proved futile last 12 months.
The current PF in looks and conduct reminds me of the MMD of 2011 that instilled fear in the general public. I choose to disassociate myself from such a grouping and wish them well.
To the beloved people of Matero, be assured that there will be no by-Election in Matero as a result of my resignation. The new constitution effectively implies that I will be with you to finish off all the pending projects and programmes until the general elections.
I will be holding a press conference tomorrow where I will be issuing a comprehensive statement.

Miles Sampa, You have acted wisely on this move. You are free to join any party of your choice or simply form a new one. However, it is a bit late to form a new part. Just partner with one of the strong opposition parties like FDD or UPND. It wouldnt be a bad idea for you to consider HH’s team. Im sure you can cut a good deal with HH to get a good ministerial position suitable for smart young man like you. Thats what I think.

the FirstDeputySpeaker, vacate the seat in theNationalAssembly
upon a dissolution ofParliament.
(2) The office ofMember of Parliament becomes vacant if
themember—
(a) resigns by notice, inwriting, to the Speaker;
(b)becomesdisqualifiedforelectioninaccordancewithArticle
70;
(c) acts contrary to a prescribed code of conduct;
(d)resignsfromthepoliticalpartywhichsponsoredthemember
for election to theNationalAssembly;
(e) is expelled fromthe political partywhich sponsored the
member for election to theNationalAssembly;
(f) ceases to be a citizen;
(g) having been elected to the National Assembly, as an
independent candidate, joins a political party;
A person who causes a vacancy in the National Assembly due to the reasons specified under clause (2) (a), (b), (c), (d), (g)
and (h) shall not, during the term of that Parliament—
(a) be eligible to contest an election; or
(b) hold public office

Sometimes it is good not to speculate, it is good to subject something to its true test. It is easy to be in opposition like you saw how Sata faired when he was in opposition. But when he won elections failed even to hold a press conference because he realised that what he said was no longer a joke. Allow Miles the democratic right to form or belong to another party and see the results rather always saying someone is popular by word of mouth. Remember how vast Zambia is, and only this time you need more than 50% support, so its quite task, but allow people to walk the talk to remove doubt.
@1.5 max_millian – add the following clause: –
“57. (1) Where a vacancy occurs in the office of Member of Parliament, mayor, council chairperson or councillor, a by-election shall be held within ninety days of the occurrence of the vacancy. (2) A by-election shall not be held within the one hundred-and eighty day period that precedes a general election.”
A by-election will therefore be held as August 11th is beyond the 180 day limit and Miles cannot recontest. Talk of miscalculation!

Sampa effectively resigned from PF when he ditched his deputy minister position. He was been closely watched from there on.
Every one knew the schemes this boy was playing. His mobilization was just meant to destabilize the patriotic Front and play some dirty balls for the cartel. His scheme was exposed when he was restricted to be doing mobilization only in matero.

He would have held on at least until May (90 days before general elections) to save us from costly by-elections. As it stands, we’re heading into an unnecessary by-elections.

I believe he states in his statement that there will be no by election as per new Constitution.
Then new constitution does not allow bye elections within 180 days from the day of Presidential and General Elections. There will be no bye election and miles shall continue as Matero MP

A by-election will be held because August 11th is beyond the 180 day limit. Mind you, it has to be held within 3 months from the vacancy date meaning it can be held anytime before February 14th or else the seat will remain vacant till the next general election.
@Ricky Bobby?, a bye election CAN (and not WILL) be held between tomorrow and February 12, as it depends on how quickly the ECZ prepare and set a date for the election. Technically we can have a bye election, but realistically it is doubtful as ECZ will only have 19 days to hold it.

Miles Sampa shouls have had enough testosterone to understand that the PF died with the demise of its founder and what they have today is a chimera of UNIP and MMD both of which have been renowned for their intolerance, hatred and antisocial behavior. The Speaker will declare the parliamentary seat vacant because on both the old and the amended constitution once you resign from the party which sponsored you,the seat becomes vacant.He will then rush to court but the court cannot over rule the Speaker on parliamentary etiquette.So Miles Sampa will not get the gratuity if he thinks he will cling to the seat. But it’s good riddance and for UPND be careful with Miles Sampa because he wants to be President and not to be led…

Who cares if he has resigned?He is practising his democratic right.It is not a big deal and nothing will change.He remains Miles Sampa,former MP for matero.People should not worshipped as if they are gods.He is just like any other human being.Whoever is not happy with the system,he or she should resign.He is not the first neither is he going to be the last.We have seen a lot of people resigning since 1991.It is not a big fuss that Miles has resigned.We need to respect his decision and move on.
Sampa was once our Deputy Minister when I worked for a government Department. What I know about him is that his character cannot take him far as a leader. The man is childish and pompous. That could explain why his uncle never considered him for the position of full cabinet minister. Sampa was riding on the popularity of Micheal Sata and the PF when he won in Matero in 2011. Now he has to stand on his own and will see the reality on the ground. UPND should not get excited that Sampa should join them. Sampa and GBM have strong presidential ambitions and UPND will realise in the next few years when things explode in their party.
And UPND is inviting wrong people into it’s top leadership. After HH has lost on August 11, these invaders will force him to go for a convention and toss him out. And once HH is out of UPND leadership, that will be the end of UPND because HH wont stick around and the rest wont manage to finance the party.

These people wanted to continue in power after the death of MCS. Their plan is clear, ensure that the is a run off and then use their few votes to bargain for positions. What they don’t know is however is that
1) you cannot change a running mate mid stream and a losing parliamentary candidate cannot be appointed minister.
2) None of them is popular beyond PF. Guy Scott formed Lima party where would he have been if he had remained in this party? During the last election guy scott and is minnows didn’t campaign for lungu. He was evening canceling meetings and saying he came to inspect projects

Sampa’s move adds more headaches to Lungu and his gang. They stand no chance in this year’s elections unless of course they repeat the shameful acts of violence which they resorted to at the Mulungushi convention. Mama Wina is there as VP and she is doing a good job. LC does not have to look beyond her for a running mate, more over he needs her for support from Western Province. So this issue of running mate for Lungu is a non starter.
