Defilements increase despite stiffer penalties

Government has expressed concern with the increased defilement cases in the province.

Eastern province Minister Malozo Sichone has since directed relevant authorities in the area to carry out an effective study to establish the causes of
the problem.

Speaking during the ceremonial opening of the high court criminal session in Chipata today, Mr. Sichone said Eastern province is one
area were defilement and Gender Based Violence cases have been increasing.

He noted that cases have continued to rise despite stiffer mandatory sentences that are been passed against the offenders.

This is why a study will be vital as it will help both the legislator and government to make informed decisions, said the minister.

And Mr. Sichone has pledged government’s continued support to improve the operations of the judiciary in the country.

He said this is because government values the judiciary as it is an important sector in the upholding of human rights of the general citizenry as enshrined in the constitution.

He added that government is concerned with infrastructure challenges that the judiciary is facing which has led to delays in disposing off cases which further contributes to congestion in prisons.

Mr. Sichone said to this effect government has embarked on the programme to build more court rooms, new prisons and expanding existing infrastructures to address the problem.

Meanwhile High Court Mungeni Mulenga has expressed concern that Chipata high court has continued to operate without a resident Judge due to lack of office accommodation.

Judge Mulenga explained that the situation has led to delays in effective and prompt dispersion of justice for criminal cases.

She also appealed to government to provide more legal aid lawyers adding that Eastern province currently only has three legal aid lawyers.

Eastern province currently has a total of 1,938 inmates, by broadcast time .

    I know you are the master of the masters in designing anything…I pray to you that in the next world please consider the following design proposals or amendments….
    1) women have three openings down there..one for urinating another one for excretion of fecal matter and the other one as a birth canal….my proposal is that let the birth canal start to open up at the age of 15/16 there about the way breasts develop later in life…..why should a 1wk or 5 years old girl have a birth canal…??
    2)..if proposal number 1 is not feasible, please consider equipping children up to 15/16 with genital chemical which would dissolve a male ‘pipe’ whenever it penetrates the under age….concentration should be very high the younger the girl is….the chemical must be so powerful to…

      3) please consider colour coding too….if anyone succeeds in defiling, let the skin turn and appear green for atleast two years…for elder women who defile boys let their skin turn traffic yellow…

      ..ala batupeshya aba bantu…we have increased punishment…awe sure….its not solving anything….im sure even if we suggest death penalty it will still be the same…the idea of it, I mean the ‘pipe’ dissolving completely is better because he will never do it again….they can adopt women stance when urinating…squatting or bending over..

    • People are just reporting these crimes more openly than before, otherwise we were all touched inappropriately and molested growing up in Zambia and it was not an open issue. Relatives are the main culprit followed by neighbors.

  2. This is a result of policies and laws that are made out of emotions. There is no evidence in the world that shows that crimes reduce as a result of stiff punishment. Deal with the reasons why people decide to defile in the first place

Go to central statistics office and run a comparative study between the increase of defilement cases and spread of western media and entertainment in these areas. i can bet you my last dime that there will be found a correlation factor of 1 between the two. Now the question will be why is this so?     • That’s pure speculation. Blaming the west for our problems as usual. Asians were also colonised and are also influenced by the West but they don’t blame all their problems on the west like we do.

    • Yardbird, to say Zambian men is to imply that it is in the nature of all Zambian men, which is an insult including to your father, unless maybe you know something about your father, uncles and brothers that we dont know. What did your grandfather do to you and your sisters and your cousins and your aunts?

  4. One of the problems is this witchdoctor nonsense whereby a withdoctor might say defiling a virgin might cure incurable diseases, then you find men gang-banging chickens or goats and such demonic nonsense..

  5. The problem is some NGOS believe more punishment means less crime. They are so simplistic. An average person, me included gets scared with even 6 months in a Zambian jail. If I see an underage girl I even look down. A defilor is mentally unsound and even jail terms of 100 years will never discourage them.
