Professional Civil servants are being victimized on suspicion of supporting UPND-HH

United Party for National Development (UPND) leader Hakainde Hichilema has assured that he will depoliticize the civil service once his party is voted into power on the 11th of august 2016.

Pan African Radio Journalist Hermit Hachilonde reports that Mr Hichilema has pledged to better the working conditions for civil servants if they are to be professional, diligent and hardworking in their service to the country.

In the audio message availed to the media, Mr. Hichilema accused the ruling PF of heavily politicizing and neglecting the civil service for a long time.

He cited the almost 50 percent reduction from the allowances of the Zambian military personnel on the United Nations-UN peace keeping missions which he says is unfair.

The opposition leader also alleged that Professional civil servants are being victimized, suspended and transferred on suspicion that they are sympathizers of the UPND.

He said such ill treatment of civil servants is compromising the performance of professionals, hence denying the Zambian people quality service delivery.

Mr. Hichilema however, encouraged all civil servants allegedly being politically persecuted for being perceived as UPND sympathizers to remain calm.

He said his Government will allow professionalism to exist in the civil service so as to reap intended goals for the People of Zambia.

Mr. Hichilema added that he will allow civil servants who qualify to be appointed as Permanent secretaries in various provinces aspire to do so.

“We want directors in a department to be able to aspire to become a permanent secretary, military! Those who go to UN missions, PF is cutting almost 50 percent of their alliances from UN, UPND will not cut anything from peace makers” said Hakainde Hichilema

Meanwhile, The UPND in Northern Province says it is wishful thinking and day dreaming to claim that the province is still the ruling PF’s stronghold.

In an exclusive interview with Pan African Radio staffer Hermit Hachilonde, Kasama Central District Chair lady Priscovia Mwape Tompwe says the PF’s political fortunes in the region have drastically dwindled, making the governing party falling out of favour.

Ms. Tompwe observed that the rate at which the PF’s popularity has waned is alarming adding that the sorry state of the once popular political party is beyond redemption.

Ms. Tompwe claimed that revolt across Northern Province following the resignation from the PF and subsequent joining of the UPND by Geoffrey Bwalya Mwamba popularly known GBM is testimony of the shell of its former self that the PF has become.

Ms. Tompwe who spoke in her local dialect, Bemba stated that many PF members are now losing confidence in the current Government and subsequently joining the opposition UPND and the newly formed Miles Sampa led political party the Democratic Front.

She noted that the ruling PF will be shocked with the outcome of the general elections on 11th August, 2016 because UPND has grown exponentially in Northern Province.

“Here in Kasama UPND naingila sana muno mu northern province, kale northern province yali ni stronghold ya PF, nomba pali ino nshita UPND yali poka” said Priscovia Tompwe

Meanwhile Ms. Tompwe has however encouraged all the Women wishing to stand in various political positions in Northern Province to ensure that they apply on UPND ticket without tentativeness because UPND is now the party of choice.

She emphasized on the political mood in Northern Province that it has totally changed, stating that there is now a general feeling and consensus that the PF has failed to govern the country.

She added that this is a general feeling in many parts of Zambia because electorates anticipated a lot from the PF Government owing to their own campaign messages in 2011 tripartite elections.

  1. Govt workers must pretend to be supporting this failed govt but come 11 August, do the right thing for yourself but most importantly for your children. Another 5 years of PF will be hell.

    • I feel sorry for the Civil Servants, they are so demotivated. They sign off these hefty per diems and other allowances for politicians and have their meagre salaries delayed month upon month. ..and when the try to be professional, they are fired!!

    • The victimization of suspected opposition party supporters indicates that we have not moved very far away from a one party state mentality.

      Innocent professionals are being retired “in national interest” when in fact it is solely the interest of a scared ruling party.

      If the ruling party want civil servants to be non-partisan, the position of district commissioner should be scrapped or drastically remodeled because all district commissioners are party cadres on civil service payroll.

  6. I believe the civil service should always be strong. By nature, they are designed to deal with each government that comes in and used to doing the uncredited works that make the inarticulate sound articulate even when their plans are detrimental. They give advice that is not taken and then get blamed when plans fail. Zambians should be free to support whomever they like. The civil service, however, caters for ALL Zambians when used correctly. Politicians are a stunted lot the world over but we behave infantile in comparison to better run governments who became independent after us.

  11. In Zambia broken records are synonymous with broken promises. Every government that takes over on the back of condemning certain things or promising certain things perpetuates what they condemns and breaks all their promises. UNIP used to condemn civil servants “engaging in politics” whenever a so-called civil servant said anything critical of government. MMD started parroting the same by saying that civil servants needed to be non-partisan whenever a civil servant appeared to say something contrary to what they were advancing. So, Mr Hichilema(n) are you sure you will uphold promises and change what you are condemning? We are tired of these broken records and promises. One day we will just rustle you guys out of your perch!!!

If it seems good for some of you to continue being ruled by a party that has messed us up big time, and if it also seems to be such an evil thing for you to imagine yourselves being ruled by a party other than PF, make plans to choose you, whom you shall elect on August 11. As for me and all those in my house legalized to vote, we will vote for Mr Hakainde and I really mean it. We have nothing to lose and have been working our back sides all our lives. When others see tribe in the election thing, I see an opportunity to ATTEMPT to correct the mess and get ourselves out of the self-inflicted morass, quandary, muskeg or quagmire we find ourselves in. August 11 gives me a lifetime chance and I invite all like minded to stay focused!

When he was told that even in Congo miners were being retrenched, he changes his tune and says that Glencire did not lay off so many workers in Congo. Fact 1: he has admitted that miners are being retrenched even in Congo and elsewhere not only in Zambia.
    Fact 2: he does not know that there are differences in ore grade between Zambia and Congo
    Fact 3: he has admitted that Kariba dam has little water due to poor rainfall, but now claims that he would have handled the situation better.
    Complete u-turns. FACT: HH is clueless about national economy, he will start learning if he gets power and make so many blunders because of being clueless. Can any reasonable person entrust the nation with him? NO. No. No.

The fact is that it is impossible for HH to 100% depoliticize the civil service. Well it is a good idea to ensure the civil service’s politics is at minimum but to completely wipe it out, only our Almighty God can do that
