The Dissolved parliament has been a Parliament without direction-HH

United Party for National Development (UPND) has described the just dissolved Parliament as Parliament without direction and a Parliament of Government as half the MPs were serving as Ministers.

In a statement made available to the media, the UPND leader said that under the PF Government, the lack of strong and visionary leadership meant that Parliament was often playing catch up and trying to repair the damage of ill-informed policies, rather than proactively driving progressive reforms

PF Legacy in Parliament

As the 11th National Assembly draws to a close it is a good time to reflect on its legacy.

First and foremost it has been a Parliament of Government, with half of MPs serving as Ministers. At a cost of millions to the taxpayer there have been an unprecedented number of parliamentary by-elections over the past five years, no less than 32. This has all meant that under the PF opposing views and perspectives have been repeatedly sidelined. Meanwhile, chances to pass important pieces of legislation proposed by the opposition, such as reform of the Public Order Act, have been stopped in their tracks, despite widespread support.

Secondly, it has been a Parliament without direction. Government has failed to set out a clear plan of action. Under the PF, the lack of strong and visionary leadership has meant Parliament is often playing catch up and trying to repair the damage of ill-informed policies, rather than proactively driving progressive reforms. Perhaps the most notorious example is the mining tax regime that has been changed repeatedly, firstly in 2012, twice in 2015 and now again in 2016. In other cases it has taken months and even years of pressure from opposition and civil society to make the PF deliver in five years what they promised in 90 days.

Thirdly, it has been a Parliament whose financial standing has been laid to waste due to inaccurate forecasts by the Ministry of Finance, and a failure to heed warnings. As such the PF has pushed increases in the external debt ceiling through Parliament, raising it from K20 billion in 2011 to K160 billion in 2016. Meanwhile, failure to prioritise has seen cuts to areas such as education in the form of meal allowances, while Cabinet grows and enjoys a pay rise despite underperformance.

More broadly the PF’s legacy in Parliament during the period 2011 to 2016 can be seen in a generation of frustrated youths, thousands of redundant miners, struggling businesses, hungry families and a nation in the dark. Their performance is one out of ten.

    • Their rule was unfortunately affected by the global policies and the act of God. They told the world that; they do not deny it and I am sure your grading will be accepted on that basis only.

    • I think HH would make a bit of sense if he were to start by congratulating the current Govt on the POSITIVES (and they are plenty) they have been able to accomplish. Then list areas or issues he (HH) deems are Govt/PF FAILURES. I think a CRITIQUE of that sort would carry more credibility. But for him to simply list a liteen of HALF-TRUTHS, as seen through his own jaundiced and skewed view, really makes his observations less impactful. He tends to come off as someone who is so SELF-ABSORBED and NARCISSISTIC so as to think ONLY HE can do better—and it is this sort of attitude that has been, unfortunately, HH’s ACHILLES HEEL!

      It is actually amazing that he (HH) conveniently even forget to praise PF/Edgar or the dissolved Parliament for passing the Constitution. An issue he so loved to TORMENT Edgar/PF Govt with not too long ago and which, without a doubt, would have made the list here today if the situation was different.

    • True Yambayamba. In as much as one wants to support HH, he always manages to make you pose in your decision and wonder what sort of leader he will be. Will he be a unifier or divider? Its difficult to know under HH what one will get. Its the biggest problem this year’s elections have, a choice between a devil you know and an incoming one. We needed a shining light in this darkness.

    • Tabakwata na manifesto. The paper they have is a cut and paste from PF. He claims to be an enonomist but what comes out his mouth on economic matters is quite strange too.

  2. The direction of that parliament was of Pathetic and Futile policies. The incoming one should be Upwards, Progressive, National, Decisive (UPND) for it will be composed of learned people instead of cadres.

    • Globlal policy effects and acts of God will always be there and thus contingencies should be made to counter or cushion them. What this gov did is expose the nation to very high risks particularly with the current debt, this is unheard of in properly managed countries. Sadly the economic situation will only get worse before it improves, regardless of who is at the helm.

Our country is worse than our neighbors who have been equally ffected by the same global trends, in that the leadership under lungu have failed, to provide leadership to manage this global trends you are referring to. Leadership is about managing problems. When there is no enough cash in your house, you don’t become extravagant, you stick only to the necessities. And in good management you do not borrow loans to build your infrastructure, instead you can borrow to develop your income generating projects base that will help you build your roads, schools etc. & also will help you repay your loans, now that & many more should be directives from a good leadership, which PF administration has…

  4. You MPS were the most disappointing because they tried to oppose everything dispute some issues being progressive. If they were objective people would have taken them seriously.
    Your coment on mining jobs is in sincere who doesn’t know what affected mining jobs? All copper based economies suffered the same fate. It was worse in Brasil and even neighbouring Congo where Anglo America fired hundred thousand ds of miners.
    Unless you and your team become sinsere you will remain irrelevant opposition politicians. For now PF and Lungu will still win.

    • How can GBM be a patriot when all he tried to do as minister of defence is enrich himself through military contracts at the expense of the poor ordinary soldiers? The only patriotism by GBM is the one in the myopic sights of UPND cadres.

  10. Parliament was not effective becoz of Leadership failure from the Executive arm of govt. With a visionless and clueless President that was to be expected. Now Lungu is causing another problem which he should have solved thru Parliament. Following the dissolution of Parliament, Lungu has refused to to dissolve Cabinet. In 1996,2001& 2011 Lungu’s predecessors dissolved Cabinet and Ministers vacated their posts after Parliament was dissolved. In 2016 Lungu is refusing to disband his Cabinet and wants his Ministers to stay in their posts and help him rig and win the elections in 2016. Lungu is causing unnecessary constitutional crisis. If this man loses elections on 11th August 2016 he will refuse to handover power to the winner. This man is stubborn and unruly. Time will tell!

    As the wise old adage goes :- “Smart people learn from their mistakes, wise people learn from the mistakes of others.”

  14. Stop thinking that HH and UPND have a magic wand that will take away the problems or your business will thrive because they have a solution you need. Business is business the political factor is just one of things that help business thrive, its not everything. We have to change our mind set towards work and public resources hence we should be grateful for what Edgar Lungu and PF have done on infrastructure development. Zambia is part of the global village hence the economical malaise affects every nation under the sun, the most powerful nation in the world has 19 billion US dollars whilst the commonwealth is broke.

  21. This Parliament passed a constitution that has escaped Zambians for the past 50 years. Guess u missed that. That debt u hv mentioned has built Hospitals, Schools, Bridges, Roads, Dams, etc for the poor Zambians who had to go long distances to access medical care, water animals, plants, and clean water for themselves, Cross rivers safely and efficiently where they used pontoons and some instances swim across, attend schools without doing those long distances to get to schools that wr very far away, and to have goods and services, inputs and people mobility across the country.     Muchinga and Northern Province swallows up southern province, eastern swallows up central province, luapula swallows up north western province, copperbelt swallows up western province. Leaving you with Lusaka. The question is how many MPs are you likely to have in Lusaka, copperbelt, Muchinga, Northern, luapula and eastern province.
    All those thinking PF will loose check the voters register and analyse it in the light of the tradition voting pattern in Zambia then with all sincerity and truthfulness say which party will win.

  37. Guy Scott was the Leader of Government Business in Parliament. If it had no direction then part of the blame goes to Guy Scot the man that HH has so much embraced. Zambians do not easily forget. do not be fooled.

  38. Who was supposed to direct parliament? I believe the speaker and his deputy did all they could to manage a parliament in terms of directing but your UPND members kept on walking out when things got hot. More over UPND’s fight on the grade 12 issue just qualifies the fact that they never understood deliberations while in the house. In short the UPND did not know their mandate in parliament. They were there to praise and protect their leader and got derailed most of the time just to shout hear hear hear and so on.
