President Lungu nominates MMD’s Catherine Namugala as First Deputy Speaker

PRESIDENT Edgar Lungu has nominated Patrick Matibini to Presiding Officers of the National Assembly as Candidate for re- election as Speaker of the National Assembly.

President Lungu has also proposed MMD’s Catherine Namugala as First Deputy Speaker and PF’s Mfuwe Member of Parliament Mwimba Malama as Second Deputy Speaker of the National Assembly.

Clarifying the President’s decision, Presidential Spokesperson Amos Chanda said Judge (rtd) Matibini as required by the Constitution is not a member of parliament.

And Mr Chanda said Ms Namugala is the right Candidate for First Deputy Speaker because the Constitution states that the gender and political party should be different of the First Deputy Speaker and was also not a member of parliament.

Mr. Chanda added that President Lungu had also nominated Mwimba Malama as Second Deputy because he is a Member of Parliament who meets all the Constitutional requirements.

And Mr Chanda has clarified that President Lungu validly appointed all eight nominated Ministers as required by the Constitution.
He has dispelled all media reports suggesting otherwise.

      I am an employer and investor in Zambia and cannot be excited by such cheap tribal appointments by a fraudulent president who is also an ex convict. By the way, everyone knows that Namugala has Grade12 and that is a fact. So if the same parliament requires MPs to have Grade12, how can a sensible person choose a Deputy Speaker who is less qualified to manage the debates of intellectuals? Tell us you Hyena Terriblenio.

Thats why we express our dissatisfaction through the ballot.     I have seen these characters at my pub too, after their loss at the ballot was confirmed by the High court, Supreme court and Concourt, our friends have secluded themselves even more.
    But on a serious note, I have an idea. If their hatred can melt copper ore, why dont we harness it and give it to the mines to produce more copper cheaply? Just give each mine three of these guys.

  6. I also notice that there is EQUALLY an IRRATIONAL hatred for HH and UPND on the forum ….none justifies the other. Just a question for knowledge on the forum. Does a nominated MP need to meet the grade 12 qualification et al ?? Nothing malicious just education

    • My dislike for HH is not irrational. I actually supported him until he chose GBV to be his running mate and saw the hypocrisy of the Watchdog which would regale us of GBV’s corruption but was somehow silent when he became the VP. If GBV committed corruption when defence minister, him simply joining UPND does not mean that he should not face the courts. Equally, HH’s hypocrisy was highlighted during the RB corruption case saga. HH would at one time go to court to support RB, in fact UPND were against the lifting of RB’s immunity but when his case collapsed, HH was the first to accuse Lungu of conspiring with the judges to acquit the former head of state. I could mention HH’s stance on the Membe and the Post or his embrace of Scott, Masebo etc. So my dislike for HH is not…

      HH opposed the lifting of RB’s immunity because it was selective (not on merit); a revenge that was politically motivated by Kabimba. In fact Lungu was in Sata’s cabinet at the time and ALL PF MPs including Lungu voted for RB’s immunity to be removed. RB was later acquitted because there was NO case against him like HH had argued. When Sata died Lungu needed and was given support by RB to get elected. In turn, Lungu started interefering with courts in the same RB case which he voted for in Parliament. HH was and still against the habit of interfering the Justice. In fact, Kanyaula, you should be instead asking why Lungu who voted for RB’s immunity to be removed is…

    • @Mpendula Kayula, you are partially right. The dictatorial trait is not unique to HH, it is our cultural challenge. Once a tiny boy becomes a boss (Chief Executive Officer, Human Resource Director, Inspector General of Police, President of Zambia or any seat of power) he becomes all-wise, all-powerful Imposer and intolerant of any wise advice or guidance, even when he knows it is beneficial in discharge of his job. It is our political cultural trait to boot polish the Persons in Power than offering constructive appraisal (criticism!) where needed. It is our acquired universal values to go for our personal benefit at the cost of majority benefit. What comes in my pocket is more important than what good it will bring to the public.

    • ON HH’s ping-pong against and for lifting of immunity and acquittal of RB, that can be seen from many angles. It can be an unprincipled stand, a strategy to get into power with his support base (and opposite of that when RB supported Mr. Lungu)- accepting a lesser vice in the bigger interest of the masses, to get into seat of power to eradicate the very vices that are making good governance and accountability a challenge since independence of Zambia.

      It is all about how we see things from our selfish or conditioned interest.

      HH is not a bad person, not at all, he is focused businessman, a very professional economist and all those who worked with him vouch for that.

      Mr. Lungu is a kind person in his own right but greatness is imposed upon him. He is not cut to lead any institution, the least is the onerous office of Presidency. Having been elected to that office, he needs real professional, honest (dead honest), passionate executives at all levels (especially permanent secretaries, chief executives at RDA, RTSA, all authorities etc.) otherwise I do not see Zambia making any economic strides.

    • And anybody out gunning for me, shall know I have worked with both HH and Mr. Lungu professionally. I was never after any favour and will not be in for any favour from any of them. It is good to know one’s strengths and weaknesses and one shall build up from there, seek professional support where needed to complement and supplement to achieve bigger objectives of any role one is assigned to play.

    • If HH had any principles he would never have picked GBV for the vice presidency period. GBV once claimed that a Tonga under oath wanted to bring down the government of Micheal Sata which was false. GBV beats up his wife. How can such a character be good for the image of the country and all the allegations about his corruption made by the Watchdog are they true or false? If they are false, then what are we to think about the Watchdog which is backed by HH? Is it too much to ask for UPND to have a convention after TEN YEARS of one person rule?     • was sacking the likes of Suba and abandoning Sata’s! I remember UPND supporters being violently beaten by the Police when they attempted to protest the appointment of Nchito as DPP. When Lungu suspended Nchito, UPND and their HH were the first to condemn despite his dubious record when in office. Is that the behaviour of a principled man or one who wants power at all costs? HH would sell the same mother he was very publicly visiting at his farm during the campaigns if he thought it would make him president.

  12. As far as i’m concerned Zambian government is way too big and bloated with incapable individuals. Most of the appointed people can’t account for why they get paid at all. Lastly, we have the instinct based appointment system instead of knowledge and skills based appointment system. My proposal, to appoint (hire) people like private companies, which makes sure that people they hire bring relevant skills and knowledge. It is not just a question of filling the positions by all means. Currently as country, I believe we operate well below average on every important metric.

  17. These Nominations are Null and Void becoz they have been made by an illegal and illegitimate President Lungu. Concourt has not declared Lungu winner of this election. Concourt cannot do this until they hear the Petetion. The Petetion has not been heard to date. Concourt has No powers to dismiss the Petetion on any grounds let alone Time Technicalities. Justice delivery is far more important than time expiry. The purported dismissal of the Petetion by Concourt is illegal,Null and Void. In short the Lungu Presidency is illegitimate and the International Community and Financial Institutions will not recognise or deal with an illegal and illegitimate Lungu govt. Watch this space!

  21. Catherine started off as a trader before 1990 saw her jolts for and become MP. She is a mother of 2 children fathered by Dr. Sichinga. Indeed she only went as far as form three but the school of life taught her the education of the street. This does not require paperwork. As for thinking she has used bottom power to scale up the wall that is a far cry. She like others has had two serious relationships he rest is from her monies earned over the years that she has built an empire and now employs persons who went further in school. She has held various positions in GRZ and was MP until only in the last election when she stepped aside and campaigned for a colleague.

  22. The Const. Court does not declare presidential winners this is done by ECZ who are what we call ‘returning officers’ for the presidential candidates. The const cot can nullify an election result, disqualify a candidate or declare a re-run…but it does not declare winners.

  23. Namugala does not pass the moral and integrity bar but who does in this government. This is the same woman who grabbed her own sister’s husband, a white man called Bookman, who was apparently deported on drug related charges.

    What a shame to this country and even as a PF sympathizer, it is obvious that issues of integrity and quality are a big problem to Lungu. Kambwili was right when he talked about ‘utukunkubiti’ in the PF.
