President lungu with Amos Chanda arrive at the swearing in Ceremony at State house

President Edgar Lungu has said that he would be announcing the creation of four Ministries which would be subject to ratification by the National Assembly.

Speaking at Statehouse today when he swore in cabinet Ministers, the President stated that Zambia has abundant water resource and that water shortages should be addressed adequately hence the need for a Ministry that will work on this.

The President also announced that Housing will be realigned to Infrastructure development to address the housing challenges that the country was currently faced with.

The President expressed deep concern that a lot of people in the country were still living in substandard houses more than 50 years after Zambia’s independence.

The President implored the Ministers not to forget the pronouncements that the Patriotic Front (PF) made to the Zambian people by focusing on service delivery to the Zambian people.

President Lungu underscored the need for the Ministers to actualise the pronouncements that the PF made to the Zambian people and that they should be guided by the Manifesto to execute their work.

The President advised some Ministers whose victory in the August 11 general elections is being challenged in the courts of law not to be swayed by that, but focus on service delivery to the Zambian people.

“We should remember what we promised the people of Zambia. The manifesto is there to guide, so let’s go and work,” The President said.

    • If you thought things will change for a better under the leadership of Chagwa then you got it all wrong. We can’t solve problems by using the same kind of thinking we used when we created them. The same chaps we kicked out for gross mismanagement of our economy under Bwezani’s MMD are the same chaps Chagwa is busy creating ministries for and expecting positive results……. Zambians the problem is we value mediocre things. Chagwa must fall

After 5 years please expect a least 20 new vibrant, unnecessary tax dwindling ministries.

    • This story is a hoax. Ministries will be merged instead in order to be in line with the constitutional requirement of 30 without deputies. There is no room for a bloated govt in the NEW constitution. Whoever drafted this trash must be laughing at your comments which are just blowing hot air.

    • EDGAR LUNGU’S MOTHER IS A FOREIGNER, A MALAWIAN, SO EDGAR LUNGU IS A FOREIGNER. HH IS AN INDEGENOUS ZAMBIAN WHOSE INTEREST IS TO EMPOWER THE INDEGENOUS ZAMBIANS TO REALIZE THEIR TRUE SELF WORTHY. WE SHALL NOT RELENT IN OUR QUEST FOR TRUE INDEPENDENCE IN ZAMBIA. ONLY FOREIGNERS, EXCEPT FOR MWANAWASA, HAVE BEEN IMPOSING THEMSELVES AS PRESIDENTS ON US. NOW IS THE TIME TO SAY NO TO THIS RUBBISH DECEPTION BY THESE FOREIGNERS WHOSE MAIN AGENDA IS TO PLUNDER OUR COUNTRY. WE HAVE ONLY ONE COUNTRY, AND WE SHOULD PROTECT IT.

    • Smaller but effective government is the way to go. Zambia right now has no money to be adding some more ministries. It’s poor government spending, especially after you blew so much money on the inauguration and your recent trip to the USA. From what I read, these guys spent over $400,000 on chartering a plane to the USA. And yet Zuma of South Africa had to use public commercial flight to the same meeting. Wasting so much money, and then failing to pay teachers their salaries is irresponsible. We don’t need a bloated government that does nothing but waste taxpayers’ money. Parliament needs to reject this proposition. There’s absolutely no need to create these new ministries. Most likely, ECL is just trying to reward some of his buddies with government positions.

    • Government has no money to build infrastructure, there is no money for housing and services…! This is nothing but talk and DRY talk. Lungu has to say something to look important…! this is not going to happen. It never happened under MMD it will not happen under PF..!
How can the government make plans for development when the country is broke and they are now asking for loans to feed the country? EISHHH

  3. Not worth it, we are a poor country. With government calls
for everyone to tighten their belts, the President should lead by example by having a lean cabinet.

  4. Lets hear their Mutati talk about tightening belts, sufferings and pain again. its clear that’s for the masses dancing to Dununa Reverse and not the ones in power. they have just secured a luxury life for themselves for the next 5 years and will loot to ensure they don’t suffer again! that’s African politics for us! Dununa Nafuti!

  5. There we go again!!More Ministries, more expenditure!I thought the whole idea of doing away with the Deputy Ministers was to reduce expenditure as a result of a bloated Cabinet. And it is us commoners who are going to feel the pinch, not them. They will continue chartering luxurious planes to America.

  6. The man is full of fiscal indiscipline. Instead of reducing Ministries and total expenditures he is doing the opposite. The illegal and illegitimate Lungu cannot work with IMF. Lungu and IMF are like Oil and Water. They cant mix.The man has no idea of how to manage fiscal and monetary policies. IMF and Aid Donors should withold their money from this election thief and fraudster. The International Community should not recognize this election thief and fraudster and put him under International Economic and Financial sanctions for stealing the election. Until the Petetion is heard properly, fairly and openly Lungu should be isolated and sanctioned.

  10. This President really did fry his grey cells from Kachasu drinking before he became President, & could afford proper Blue lable Whisky.
How do other functioning nations manage with less ministries.
All he is promoting is laziness, telling us his useless Belly ministers cant cope, & need extra ministries to do the job of a single ministry.
Another reason is that this Corrupt Chagwa is rewarding the crooks that Stole the election on his behalf.
ZAMBIA IS TRULY A PUBLIC LATRINE, WITH THIS CLUELESS GOPHER @ THE HELM!

  11. Well, from what I hear the seccessionist movent has spread from Mongu to Solwezi and Livingstone. Bantu Botatwe, Lozis, Kaondes, Lundas and Luvales have had enough of all this stinking political and economic toilet acrobatics Northern Rhodesians have engaged in since independence. With sticking to this failed country called Zambia, we may as well kiss goodbye to any economic development until Jesus comes back. These Iturian creatures of the jungle don’t know development, zero! And when we seccede, it means the remaining half has no access to the Zambezi, they are the ones to change their name. And for that I have an excellent proposal, they can call their new country Inner Katanga. So the likes O Changwa, Chimbwili etc will be called Inner Katangese! Baasuntwe myebo, isunwe mwanya pe!

  12. Shortly before and after independence local authorities aka municipalities had all the resources at their disposal and were LOCALLY providing services to their people. Now this idea of thinking creating a shiny new saddle in the capital city will solve problems of a poor lady and gentleman in Shangombo is really wishful thinking. The so-called ‘unbundling’ of state enterprises is nothing but a fad; we had an efficient system of utilities being sold wholesale to municipalities and they serviced their people efficiently until wamuyaya and District Governors entered the fray! Awe mwe!

  13. There is absolutely no democracy in Zambia. The private media was tormented right from the begining with Post newspapers closed down while ZNBC was and still a mouth piece for Lungu and PF prior to elections. Zambians are not peaceful as Lungu tells the world but are docile who fear for the unknown.

  14. Yes Mr President this is justifiable as there are no deputy ministers to carry out policy duties. The constitution allows up to 30 cabinet ministers. The ministerial appointments so are look good. We await the completion of the full cabinet.

  17. The PF cadres must be ashamed of their humble Great Leader, they have all gone into hiding. All these irrelevant ministerial positions are being created for friends and cadres.

Zambia is indeed a failed state… In other countries this illegitimate government would have seen protests from enlightened citizens. Anyone but Lungu would have been better.

  21. Some comments may not be progressive If you have observed the ”2016 Social Progress Index” Zambia though developing development does not seem to correlate with that Pace in terms of the Social progress and When the President creates a forecast ministry its because he has seen and analysed the needs of the people especially coming from the Campaigns SIMPLY LOOK AT THE 2016 SOCIAL PROGRESS INDEX FOR SIMILAR COUNTRIES LIKE ZAMBIA AND SEE THE GOOD THINKING BEHIND THE CREATION OF THOSE MINISTRIES THAT WE HAVE OFTEN PAID LEAP SERVICE

When you look at country Zambia .we are still at the BASIC SOCIAL NEEDS never crossed to FOUNDATIONS OF WELBEING and NEVER…

  28. Chipantepante continued. With the economy on its need, ecl has luxury for new ministries? So since 70% zambians are poor, there should be ministry of poor people? Zambians have poor housing coz they are poor. It I is that simple. Fix the economy, then you have fixed the problems

  30. President Lungu is showing lack of seriousness. His Government has a time table to deliver in 5 years and very soon his new Minister of Finance is supposed to be presenting the budget. To do that he needs a full compliment of Ministries to properly budget and assign resources. The budget will need to be discussed by Cabinet and Parliament soon. But it is disappointing that at this late hour Lungu is still dreaming of people to appoint to Ministries. Time is essence bwana! Can someone shake Lungu from his stupor or sleep? PF has to deliver othewise come 2021 this party will be out. Cabinet needs to be completed now otherwise all those that have not been appointed are irrelevant.
