Seventh National Development Plan key to budget priorities – Nsemukila

Luapula Province Permanent Secretary, Buleti Nsemukila, has called on Heads of Government Departments in the region to familiarise themselves with the contents of the 7th National Development Plan so that their budgets are anchored on key issues reflected in the national plan.

Dr Nsemukila said the Luapula budget should pick up key issues in the 7th National Development Plan which must be addressed in the National Budget.

He said the plan and the budget must move together and the budget must pick up issues that should render clear indicators for the province to see whether the activities being undertaken are leading to the achievement of the priorities that have been picked.

The PS explained that indicators should show where the sector is coming from, where it stands currently and where it is going because in the absence of indicators, it is difficult to measure achievements and success in any given programme.

He said every sector should come up with clear indicators for measuring achievements which will be handy in preparing meaningful annual reports.

Dr Nsemukila called for an implementation plan from every department which should be detailed in holding officers in the sectors accountable for given activities.

He added that timelines for given activities should also be clearly outlined in the implementation plan out of which a procurement plan will be drawn so that procurement procedures are done on time to avoid unnecessary audit queries.

The PS disclosed that he is committed to learning from every department on their vision, mission, objectives and challenges with and recommendations for solving the problems.

PARTY CADRES may even DROWN YOU as you spearhead THIS CRUSADE OF ACCOUNTABILITY in the WORKING OF PUBLIC OFFICERS! I wish you WELL and HOPE FOR THE BEST FOR LUAPULA and ZAMBIA at large!!

Ya abena Nsemukila is right You see the 2016 Budget should be Key to help establish the Planning and National Development and align all existing expenditure to the National development plans but at the same time fast tracking growth to ensure Job creation and savings to meet potential obligations both in the short , medium to long-term This will ensure maximisation of resources and investments opportunities for Zambia
    You may not achieve all in the NDPs but its critical given the economic outlook to identify those critical items in the short to medium term and align resources weighing the capacity and economic opportunities and challenges presented bearing…
