President Lungu calls for reshuffling of civil servants

President Edgar Lungu has said the Public Service Management Division should reshuffle the civil service in order to improve service delivery.

Speaking at the Zambian mission in Pretoria yesterday when he addressed Zambian residents in South Africa, President Lungu said public service workers needed to be moved periodically within ministries and departments to stop complacency and familiarity, which he said often led to corruption.

“I have given directives to the permanent secretary in PSMD to reshuffle civil servants so that they get to have a feel of other departments and agencies,” President Lungu said.

“How can somebody work in one office for 10 years without moving to another ministry or department and expect him to perform? Government wants to develop a system that will keep civil servants on their toes to enhance service delivery,” he said.

President Lungu wondered what would happen when a Commissioner of Lands was appointed and before settling down learnt some tricks and in the process got compromised.

He explained that his Government was working to enhance efficiency by reshuffling some civil servants who have worked for a long time in certain Government ministries and departments.

President Lungu revealed that Government had retired some officers at the Zambia National Service who were deployed to curb smuggling of mealie-meal and maize.

    • VERY TRUE. I RECOMMEND THE FOLLOWING REFORMS IN THE WAY PUBLIC SERVANTS ARE EMPLOYED:
      1. Every Public Service job MUST be advertised to enable an infusion of an efficient work culture in government.
      2. Progression to Higher positions in Government should not only be based on Long Service as is the case now, but COMPETENCE and EFFICIENCY. This calls for the introduction and strict observance of an effective PERMOFANCE MANAGEMENT SYSTEM in the public service
      3. Every ministry and parastatal SERIOUSLY needs ORGANISATION REVIEW PROCESSES that will institute suitable organisational structures where each job is properly evaluated and weighted based on its importance , value and contribution to the CORE BUSINESS OF THE ORGANISATION
      In the absence of all of this – TULEBUTA!

    • He’s just trying to shift the blame on the evil service. He needs to stop loitering and inspire the government to work. He is indisciplined himself he can’t resist the trips. he has to cultivate a desirable work culture among the evil service. “The rot starts from the head”
      Directives will not solve anything- just mere talk.

    • Lungu is all talk, no doing. Why should he be talking about such mundane management issues? Is it to show that he is working? Shuffling staff cannot be a subject of serious announcements like Zambia has discovered oil.

    • No it is not shocking because it was announced in Pretoria it is just silly. A career is not to be handled like a political appointment. How can you move a policeman to the ministry of health? Or a nurse to the agricultural ministry? What about the costs? Does govt have money to pay those it will be moving? What’s wrong with long service?

  1. Civil servants are hired based on their skills and experience in a particular field. You can’t reshuffle a medical doctor to go and perform financial management or land surveying for which they aren’t qualified.

    • You mean you can’t move a surveyor from Lusaka to ndola,how do Banks rotate their staff.You can all be qualified bankers or accountants in a bank but you work in all departments from being a cashier to a manager.

    • You don’t understand the essence of shuffling.Even a doctor can be re-shuffled.In the past, a civil servant never served in one place for more than five years.The system got jumbled up with amayendele mu Zambia orchestrated by the unions.Promotions went to the most senior people who had about five years or so to retire!!!!A person is not supposed to be in one position or station for a long time,umwenso ulapwafye pwepwe!!

    • Please, some Incharges are rich today cos they have managed to form some cartels on how to plunder every little grant they receive at the health facility. For me, this should be supported.

    • Good move Mr President. Here at Southern Provincial Office, we have this young boy called Kennedy Mubanga Principle Planner. He is the most corrupt civil thief servant. The boy is practicing corruption openly because he claims to be connected the corridors of power. No wonder Mr Presidnt you have said that ACC is useless. Please deal with this boy. He is a disgrace to the civil service.

    • this is the problem why Boma is full of dead civil servants, because people just want a job mu Boma,not serve.Teaching, medical and security wings are full of people who just need a job not to serve, hence the standards and integrity have fallen.

    • Difference between job and work – People hunt for jobs but when they get the jobs almost all the time they do not work but end up looting and plundering government coffers.

  2. Here in the Ministry of Local Government and Housing opposite Pamodzi Taj, there is a head of department who has been in his seat for nearly 30 years. He is a typical “Malawan” skulduggery lumpen of note from Blantyre whose only purpose in the department is to frustrate Zambians in their own country. Awe sure twchula pafula, I suggest he be the first one to be investigated like Chimbwili and then thrown into jail for “kupusilatu ngako”.

  5. I hope you don’t contest again in 2021 otherwise at some point you will also be in the same office for over 10 years.LOL

  6. The civil servants are appointed on party loyalty (cadre) which has led to the collapse of civil service. Any position in government is appointed on party loyalty. How do you expect to perform? It is extended to diplomatic missions, the children and relatives of political connections are sending them to work in foreign missions.
    If you have no political connections you can’t get good job in government.

  8. The reshuffle should start with Lungu himself, he must transfer himself to the opposition, since he does not have an idea of how to work as president. All he knows is show off and stifling the freedom of movement and expression. the reason is simple when you are not popular you block those who are popular by getting them out of your way.

  9. Especially in the ministry of Agriculture, where corruption and plundering of government funds meant to help the farmers are pocketed by the same cartels. Nearly 80% of project funds is shared among the organised thugs while only 20% or less reach intended communities. Good move sir!

  10. But all the govt and council houses were sold and housing allowance was elliminated. Just how do you then shuffle someone living in Lusaka in his own house to kwaNabwalya Muchinga fimo fimo? It just won’t work, you’ve destroyed the country. No wonder some people now just cling on to power like a teak, the KK/VJ mentality has festered.

  11. There is a head of Dept at Local Govt called Masengo! He has been in the position for over 20 years and has literally driven the Dept into the ground via sickening incompetence and patronage. He repeatedly failed academic & professional exams & nobody in the profession has respect for him. You all know who I mean, his facial aesthetics is so vile it can induce a puking feat of note.
