Chief Government Spokesman Chishimba Kambwili
Chishimba Kambwili

Former Government Spokesperson Chishimba Kambwili says government has failed to pay local contractors for the past one year and half.

Mr Kambwili whose Company, Mwamona Engineering was contracted to build Liteta Police Station in Central Province said government had not paid his company for the past one year and six months after one of the small companies he subcontracted to supply paint as well as to provide painting services demanded that they be paid.

Mr Kambwili who at the time of subcontracting the said company was information Minister said he could only pay Patrick and Martins Home Decor when government pays his company which it has not done for the last 18 months.

He further questioned the professionalism of this reporter for calling him when he was just the Chairman of the company which is run by his son Mwamba Kambwili saying if KCM workers are not paid do you call Vaddeta the Chairperson of the company or management?

“Tell him that I don’t deal with issues of Mwamona and you must know that for the last one year and six months government has never paid for any of the projects. If he can create a payment from government tell him that he will be paid because Mwamona makes money from Government and it only pays when government pays.

“Mwamona has management so call Mr Famous Kabwe he is the one who runs Mwamona also tell him (Patrick and Martins) that Mwamona does not pay in the press okay, tell him that Mwamona does not pay by going to the press, I have employed the CEO, there is Management, there is a Corporate Manager, Finance Manager Mwamona is a Corporate entity and it has nothing to do with Chishimba Kambwili so don’t waste my time,” Mr Kambwili angrily responded when asked whether his company was owing Patrick and Martins Home Décor.

And one of the workers at Patrick and Martins Home Decor who spoke on the condition on anonymity said their contract was not on condition that he would be paid on payment from government.

He said they did the job on a 30 day credit which the former Minister’s company has failed to fulfill as it is now eight months since their payment was due.

He also said owing to the non payment of Mwamona Engineering the company has failed to meet it pledge as a Corporate Social Responsibility to the Blind Association of Zambia which they help with sponsoring some of the kids in school.

He wondered how a small company can survive if it has to wait for eight months to get paid because the capital base is small.

Mwamona Engineering owes Patrick and Martins Home Décor over K68,000 for supplying paint and painting Liteta Police station.

    • He is very prudent and speaks his mind and has always shown himself a patriot that protects Zambians.

He would make a better president than Lungu. I can see him making trump decisions given half a chance.

      Thanks

    • Companies owned by indigenous Zambians will never grow and achieve financial stability because it is an unwritten policy of the Zambian government to enrich foreign companies at the expense of its own citizens. Government even allows itself to use this country like a conduit for money coming from one end of the globe to the other – e.g. The Danish government donates moneys for boreholes and Chinese companies are contracted to drill those borehole – effectively receiving money from Denmark and re-directing it to China; How foolish!!!!

    • A wise saying: Be Nice to People on Your Way UP the ladder. You’ll Meet Them On Your Way DOWN.

Today u feel the pain of contractors who have suffered from Govt non-payment. Last month Yaluma was making noise at KCM when Govt is culprit no.1 with regard to late payment of suppliers. Companies have closed, workers laid off, projects abandoned due to late Govt payments. The Chinese borrow from banks in China to carry on without payment. Then the Govt praises them over Zambian contractors

The country’s economy can boost if Govt pays in time & strict laws are put in place to prevent private companies from delayed payments. look at how the law of bouncing a check (10years imprisonment) has brought sanity to crookedness of writing a cheque.

    • @ 1.1 Mushota,

It is interesting to note that Trump has made a good president for you.

We will see how he learns in the coming months that there is a difference between corporate business and political business.

In his company he would dismiss anybody not complying with his directives.

How is he gona fire the elected mayors who are in defiant to his executive orders?

How is he gona fire the private lawyers who are taking him to court?

How is he gona fire the citizens who don’t agree with him and are protesting his decisions?

Definitely he is gona know that certain approaches, which are diamonds in corporate business, do not yield results in political life.

So, about Kambwili, chairman or whaterver, he was getting the business just like GBM used to get when he was…

CK is the contractor in this context. He wants his money paid here and now.

  5. It is NOT A CRIME FOR A MINISTER TO RUN A BUSINESS BUT WE NEED TO BE INFORMED PUBLICLY ABOUT THEIR INTERESTS. SO THEY SHOULD BE DECLARING INTEREST IN COMPANIES AND SHOULD BE COMPELLED TO DECLARE ASSETS (Together with business interests). Then WE SHOULD HAVE A LAW RESTRICTING PARTICIPATION OF COMPANIES IN WHICH MINISTERS AND PUBLIC SERVICE WORKERS HAVE INTEREST FROM DOING BUSINESS WITH GOVERNMENT!! The current state of affairs explains will CORRUPTION IS RIFE IN GOVERNMENT PROCUREMENT!!

    • We call this transparency. If Kambwili was still a minister he going to ensure Mwamona was at front line for payment and nobody was going to know that he awarded himself a contract to renovate that police station. We delight in “his suffering ” but because of his baboonish ” nature we feel he deserves what’s coming his way.

  6. Let us not find delight in other peoples affairs . Going by what CK has elaborated this company Mwamona is a formal establishment which like any organization has creditors and Debtors which is not news to anyone. CK deserves some amount of respect. You dont get payment baba by rushing to social media. These are guys abusing the media and i wont be surprised to find this same story as the main headline on some of the media houses as they lack professionalism because these guys only announce but yetb they dont take time to make follow ups .

  9. THE HEADLINE IS MISLEADING. IT IS NOT EVEN THE MAIN STORY. THERE ARE MANY WAYS OF PUTTING THE HEADLINE TO THIS STORY SUCH AS:
    1. CHISHIMBA KAMBWILI FAILS TO PAY HIS DEBTS.
    2. CHISHIMBA KAMBWILI IS A BENEFICIARY OF GOVERNMENT CONTRACTS.
    3. KAMBWILI ABROGATES CONTRACTUAL OBLIGATIONS.
    4. CONTRACTORS TAKE KAMBWILI TO TASK.
    5. KAMBWILI ABANDONS CONTRACTORS.
6..KAMBWILI FEELS THE PINCH OF DISMISSAL FROM CABINET.
    ETC

  10. Conflict of interest. This is inside trading and is unethical. Why must a Govt minister be a share holder of a company that has deals with his or her employer the Govt, otherwise this company is bound to be favoured in tenders because of the influence from the minister or fear to be fired.

    0

    0
  11. Hon. Kabwili is right, the Govt takes time to pay suppliers. You supply them at a go them will start paying you in parts and bits which is very frustrating not even continuous but they can pay you to day and then after many months that is when they will pay another installment and so on and so on, as for starters it is a non starter for their business to progress. Mr. President please do something Sir.

  13. Kambwili, if in the contract with Patrick & Martins Home Decor, there is no clause that says they`d paid after Mwamona Engineering is paid by the government, then this talk is all rubbish and instead, you are attracting, even more, attention to be investigated in your corruption scandal.
On the other hand, you have just exposed a big hole in how the government handles local suppliers. the problem is that those who are supposed to pay are also contractors, hence paying out first to the companies they own before the rest. Now, if companies like Mwamona Engineering owned by the vocal Kambwili doesn’t get paid, I wonder how ordinary and small companies are fairing, are they being paid? And if so, after 5years?

    • Another former minister failed to pay his bar and restaurant workers because a mining company had not paid him for the transport he had provided to that company ‘s employees. You wonder what relationship there’s between the two except that they are owned by one big f00l.

  14. And you wounder why the cost of doing business is so high and why GRZ pays at least 3 times the going rate for projects—you have greedy corrupt people like kambwili siphoning off all contracts, paying them selves hansomly and passing crumbs to subcontractors.

No wounder nothing gets done in zambia , every minister is fighting for contracts for their personal enrichment.

    0

    0
    • I agree with you. its costs three times as much because of these risks. 18 months cost of borrowing. A lot of people provide performance guarantee using their family homes or houses as security to the banks before they even start working on the project. if the government takes 18 months you are bound to lose these assets and a lot have lost them. In other words even three times is an understatement if you were to consider all the risks contractors get exposed to because of doing business with CHAGWA government. of course Sata (MHSRIP) started it all.

  15. Kambwili is dishonest in his dealings. Why refer someone to Mr. Famous Kabwe or CEO, Corporate Manager, Finance Manager, for details then you proceed to disclose the same details for which you are referring him to your officials? If you don’t pay by going to the press, then why offer explanation for none payment by going to the press. Why use 18 months none payment period of suppliers by GRZ of instead of the particular invoice which the subcontractor is interested in?

  16. Chishima has echoed the truth. Almost all govt have come to a stand still and its not a secret. Being contractor doing business with govt is rough and tough and has a knock on effect. How do you expect Kambwili or Mwamona which ever you prefer to honour hos creditors when govt has abandoned its own projects because their budgeting and financing is disarray. CK you do not need to be a Cabinet Minister to minister the correct and sound information to the people. You are a natural. That is your gift and ticket to plot 1. God loves us all including HH

  19. Baffoon indeed. A test of your own medicine. If this pillock was still in government his company would have been paid a long time. See what happens when you are out of government, that is when you begin to see the things that we talk about all the time about the PF. And you have a minister of mines threatening mining companies to pay contractors when his government is the biggest culprit, how ironic? Mwamona is a front used to siphon millions of dollars from government coffers and soon or later your big mouth will bring you a lot of problems. What happened to the conflict of interest? If he did not declare interest, his company was not even supposed to be given the contract in the first place. Lungun has done a dununa reverse on you moron.

  22. I am not a fun of CK but on this issue he is correct. The illegitimate Lungu govt is broke and is failing to pay its debt. IMF gave a condition for the govt to pay these contractors by a certain date. Lungu needs foreign financing badly but he wont get a cent until he deals with his illegitimacy as well implementing austerity reforms. The Petition underpins Lungu’s illegitimacy so until that Petition is heard and disposed illegitimate Lungu will stew in illegitimacy. CK is also correct u don’t refer day to day operational issues relating to Mwamona Engineering to the Chairman or Shareholder. Thats a Management and a Shareholder issue. CK is spot on.

  24. BIG NECKED HOE, NOW KNOWS HOW USELESS & INEPT HIS “BELOVED P.F” IS!!
With a Chakolwa led P.F, they always seem find money in the treasury to purchase Blue label Whisky, useless chitenge materials & T- Shirts with Lungu’s drunken head, now openly worn & displayed on equally drunken Policemens chests, money for aimless touring & buying expenive S.U.V’s to pamper useless non performing corrupt P.F.officials.
Ask them to find cash to clean our Cities, supply agricultural inputs on time, supply non expired medicenes, pay workers on time, & suddely theres NO money
When we tell you P.F. is useless, & cannot even organise a piss- up in a brewery, we are actually telling the truth, & Zambia will be in a real sorry state when these visionless [email protected] eventually vacate office.

  25. If Mwanya Chimbwili is good looking then he is a cacoon because there is no way a Baboon can sire a Homosapien. By the way, he has so many other contracts where the govt paid him but he failed to deliver just like Ben Mwila, all the govt must do is deduct the Llilayi contract money from what he owes them and sue the baboon for the balance. As for Martins Home Décor, true this agreement of supply was not conditioned upn Chimbwili being paid first by the govt. Let them sue the baboon. And especially that he is no longer in govt, he should forget about being paid, he can ask Emmanuel Kasonde.

  27. The question here should be why was CK awarding his company contracts when he was a minister 18 months ago? Isn’t that an unfair advantage? Or corruption smeared as “Govt contracts?”

Zambian we are so naive and passive we fail to see the bigger picture!

Dont question why he has not been paid, question why did he award himself a contract as a Chief Govt Spokesperson in the first place?

  30. Lol.

Firstly, why is a company with a sitting Minister (at the time) as chairman getting government contracts? Clearly there is something that needs to be said about conflict of interest. Such a deal would never fly if the country had clear scruples and guidelines.

Secondly, subcontracting means that there is a contract between Mr Kambwili’s company and the subcontracted company. This does not involve the government. You pay for the work that has been done, but you cannot hold the other company hostage because you have not been paid. Mwamona is liable and needs to be held to the fire.

An educated man would know this. This man is getting a taste of what it is like to be an ordinary Zambian who is working with the same government he strongly defended. These people act…

    • Him having all this contracts is corruption in itself..yet ACC will state that investigations are progressing smoothly…really laughable!!

  31. CK is correct. If the main contractor is not paid by govt there is no way Mwamona can pay Sub-contractor. If a supplier of services is not paid then creditors cannot be paid becoz there is no money to pay. Creditors should pest Mwamona for payment will Mwamona is pestering the defaulting govt. Shareholders do not deal with operational issues. Management should deal with it.

    • Some reasoning is beyond belief! The only exception, or your reasoning will only be sensible if there is an explicit payment contract stipulating payments to be made upon a third party paying; but of course, it is in Zambia we are talking about where anything is possible!

  36. CK is slowly being covered in the rubble of a falling tonne of bricks. Although we should never delight in other people’s misfortunes, there are some lessons to draw from these developments. CK was and is still a pain in the neck to many, an architect of oppression, hate speech, vandalism (especially in Luanshya) for personal gain. I hope that now, being o the receiving end, he is reflecting and changing for the better.

On a lighter note: I hope this time around he’ll be brave enough, NOT after a few days he starts ssying he never uttered these statements. No back peddling…!
