Former Government Spokesperson Chishimba Kambwili says government has failed to pay local contractors for the past one year and half.
Mr Kambwili whose Company, Mwamona Engineering was contracted to build Liteta Police Station in Central Province said government had not paid his company for the past one year and six months after one of the small companies he subcontracted to supply paint as well as to provide painting services demanded that they be paid.
Mr Kambwili who at the time of subcontracting the said company was information Minister said he could only pay Patrick and Martins Home Decor when government pays his company which it has not done for the last 18 months.
He further questioned the professionalism of this reporter for calling him when he was just the Chairman of the company which is run by his son Mwamba Kambwili saying if KCM workers are not paid do you call Vaddeta the Chairperson of the company or management?
“Tell him that I don’t deal with issues of Mwamona and you must know that for the last one year and six months government has never paid for any of the projects. If he can create a payment from government tell him that he will be paid because Mwamona makes money from Government and it only pays when government pays.
“Mwamona has management so call Mr Famous Kabwe he is the one who runs Mwamona also tell him (Patrick and Martins) that Mwamona does not pay in the press okay, tell him that Mwamona does not pay by going to the press, I have employed the CEO, there is Management, there is a Corporate Manager, Finance Manager Mwamona is a Corporate entity and it has nothing to do with Chishimba Kambwili so don’t waste my time,” Mr Kambwili angrily responded when asked whether his company was owing Patrick and Martins Home Décor.
And one of the workers at Patrick and Martins Home Decor who spoke on the condition on anonymity said their contract was not on condition that he would be paid on payment from government.
He said they did the job on a 30 day credit which the former Minister’s company has failed to fulfill as it is now eight months since their payment was due.
He also said owing to the non payment of Mwamona Engineering the company has failed to meet it pledge as a Corporate Social Responsibility to the Blind Association of Zambia which they help with sponsoring some of the kids in school.
He wondered how a small company can survive if it has to wait for eight months to get paid because the capital base is small.
Mwamona Engineering owes Patrick and Martins Home Décor over K68,000 for supplying paint and painting Liteta Police station.

Today u feel the pain of contractors who have suffered from Govt non-payment. Last month Yaluma was making noise at KCM when Govt is culprit no.1 with regard to late payment of suppliers. Companies have closed, workers laid off, projects abandoned due to late Govt payments. The Chinese borrow from banks in China to carry on without payment. Then the Govt praises them over Zambian contractors
The country’s economy can boost if Govt pays in time & strict laws are put in place to prevent private companies from delayed payments. look at how the law of bouncing a check (10years imprisonment) has brought sanity to crookedness of writing a cheque.

If Kambwili was still a minister he going to ensure Mwamona was at front line for payment and nobody was going to know that he awarded himself a contract to renovate that police station. You supply them at a go them will start paying you in parts and bits which is very frustrating not even continuous but they can pay you to day and then after many months that is when they will pay another installment and so on and so on, as for starters it is a non starter for their business to progress. Kambwili, if in the contract with Patrick & Martins Home Decor, there is no clause that says they`d paid after Mwamona Engineering is paid by the government, then this talk is all rubbish and instead, you are attracting, even more, attention to be investigated in your corruption scandal.
On the other hand, you have just exposed a big hole in how the government handles local suppliers. the problem is that those who are supposed to pay are also contractors, hence paying out first to the companies they own before the rest. I agree with you. its costs three times as much because of these risks. 18 months cost of borrowing. A lot of people provide performance guarantee using their family homes or houses as security to the banks before they even start working on the project. if the government takes 18 months you are bound to lose these assets and a lot have lost them. In other words even three times is an understatement if you were to consider all the risks contractors get exposed to because of doing business with CHAGWA government. of course Sata (MHSRIP) started it all.

Why refer someone to Mr. Famous Kabwe or CEO, Corporate Manager, Finance Manager, for details then you proceed to disclose the same details for which you are referring him to your officials? If you don’t pay by going to the press, then why offer explanation for none payment by going to the press. Why use 18 months none payment period of suppliers by GRZ of instead of the particular invoice which the subcontractor is interested in?

I am not a fun of CK but on this issue he is correct. The illegitimate Lungu govt is broke and is failing to pay its debt. IMF gave a condition for the govt to pay these contractors by a certain date. Firstly, why is a company with a sitting Minister (at the time) as chairman getting government contracts? Clearly there is something that needs to be said about conflict of interest. Such a deal would never fly if the country had clear scruples and guidelines.
Secondly, subcontracting means that there is a contract between Mr Kambwili’s company and the subcontracted company. This does not involve the government. You pay for the work that has been done, but you cannot hold the other company hostage because you have not been paid. Mwamona is liable and needs to be held to the fire.
An educated man would know this. This man is getting a taste of what it is like to be an ordinary Zambian who is working with the same government he strongly defended. These people act…

CK is correct. If the main contractor is not paid by govt there is no way Mwamona can pay Sub-contractor. If a supplier of services is not paid then creditors cannot be paid becoz there is no money to pay. Creditors should pest Mwamona for payment will Mwamona is pestering the defaulting govt. Shareholders do not deal with operational issues. Management should deal with it.
Some reasoning is beyond belief! The only exception, or your reasoning will only be sensible if there is an explicit payment contract stipulating payments to be made upon a third party paying; but of course, it is in Zambia we are talking about where anything is possible!

CK is slowly being covered in the rubble of a falling tonne of bricks. Although we should never delight in other people’s misfortunes, there are some lessons to draw from these developments. CK was and is still a pain in the neck to many, an architect of oppression, hate speech, vandalism (especially in Luanshya) for personal gain. I hope that now, being o the receiving end, he is reflecting and changing for the better.

At least his family is benefitting from contracts and must be supportive of it, not bad mouthing.
