Zambia Police to investigate the Police officer who harassed Garry Nkombo

The Police command says it is investigating the matter on a video that has gone viral on social media showing a police officer harassing Mazabuka Member of Parliament Garry Nkombo.

Lusaka Province Police Commissioner Nelson Phiri says the officer in the video has been taken for tests to find out whether he was acting under the influence of alcohol on duty.

He has told ZNBC News in an interview that the police command will not allow such conducts from its officers.

Mr. Phiri has warned of stern disciplinary action against the police officer is found wanting.

He has further warned police officers to desist from engaging in activities that tarnish the image of the police service.

I can’t imagine having a confrontation at night with an armed drunk police officer. Worse if there is no one to witness the harassment. Very sad. I remember reading a story in the daily mail years back where a lady of foreign descent was shot by a police officer after she gave them a lift. They dumped her body in some bush and got the car. They were convicted though but still, a life was lost.

    • Last time i went to Emasdale police station to report about a theft i found the front desk officer on duty drinking JUNTA at the front desk- he even failed to write my complaint .

    • i personally wouldn’t be surprised to hear that nkombo wanted to fight the police officer rightfully deployed and executing his duties legally, this man is on record of itching to fight a kabwe member of parliament right at the parliament house, leave the officer alone and tell nkombo to have respect for police officers.

    • That’s why Lungu wants Zambia to leave the ICC! Zambians can expect to be killed willfully by the PFolice for no reason at all. If you cough, fart, demonstrate or you are from a region that PF does not like then you are another Mapenzi or Choongwa.

    • Yes from the narration of both Gary and the police officer, the police officer was roughed up or beaten. But the video was carefully edited not to show this scene. If the officer was as drunk as we are made to believe Gary would be dead. Who says a police officer cannot stop and search a citizen if he suspects something? Why did the Nkombos stage manage all this? Of course the police officer should be punished for being drunk. Otherwise he did nothing wrong beyond being drunk. Gary should think his wife because the officer could have discharged the fire arm. Were the Nkombos also drunk to behave the way they did?

    • Mrs. Nkombo wanted to make drama out of this. Did she surely expect the Officer to leave his gun before coming to talk with her? This was just an amicable encounter – no fuss about it. Very good police officer – in fact, he was not even on duty but very concerned about public safety – I think he should be promoted.

    • One Zambia: I fully support you. To me this police officer was guarding the filling station. At every filling station you will find safety notices banning amongst other things, having guns and smoking. Which mean is you go to a filling station as a driver with a gun, that gun has to be concealed. Secondly, in Zambia we just have a problem of political rhetoric. Any one who has traveled into the neighboring countries will agree with me that police conduct what is known as Stop and Search. This is done without a search warrant but purely a safety measure to control criminality. I am shocked Chanda is not aware of these acts. Forget the issue of being drunk here. The issue is was the policeman in order to ask for a search. The answer is YES. He was providing security at the filling station…

Nkombo told the policeman to shoot him but the policeman asked Nkombo what he had done for him to be shot. Nkombo charges towards the policeman and pushed the policeman around. The policeman was even saying what Nkombo was doing was not right. How can you people miss that discussion. This was a well calculated political move to justify the rhetoric in UPND. Who has proof that the policeman was drunk. If I were the policeman I would sue these tabloids.

  7. The Police are corrupt because the force is infiltrated by politicians. The Police have learnt that it pays to take sides and they always take the side of the ruling party. We need an above board leader who can rescue the nation from such patronage and I dont think that leader is HH or Lungu.     • Nothing wrong with Gary being drunk. He was coming from a wedding. That officer was completely out of order. Mrs Nkombo did a great job recording him. How do you just ask to search a vehicle on the pretext that the vehicle is fully loaded. With what? ZP officers need better training.

  9. I am quite dismayed at the conduct of the Police Officer. I know this guy and I am very ashamed that he has gone to such levels of drinking.

    This Ngoma guy used to be kept by his wife not long ago at Lilayi Police camp until recently when he was infused into police in order to earn a living.

    He was drunk and had a fire arm. There is no justification to his actions. You are not allowed to handle a fire arm in a drunken state; you are a danger to society.

    These police officers of today have lost all manner of respect.

  13. People have missed the point and that’s the problem in our country. You usually the actual issue at hand and end up discussing other issues. What is the issue here is that the policeman wanted to search the vehicle and not to kill anybody. If Nkombo and the wife did not refuse to have the vehicle searched this whole drama was not going to be there. Now as usual in zambia we have missed the point of discussion and gone astray and discussing that the policeman was drunk. No that’s not the issue. The issue is Nkombo and family refuses to be searched and that’s a criminal act.     • There was nothing wrong by Gary and family refusing to be searched. Who says police have a right to search vehicles anyhow for no reason at all. What if he plants drugs in the vehicle are accuses the owner. He would not have searched my car neither.

  16. So some people think the police have a right to just stop you and demand a search? Please avail yourselves with the law. You need reasonable cause or a situation where a commission of a crime is in the process. A drunken armed police officer insists, without a warrant or reasonable cause to search your car while you are filling it with fuel and you think this is part of due process? His drunken exhibition while waving around a gun, would in itself cancel any prior legitimate cause he may have had – and in this case he didn’t even have that! We don’t only need long overdue re-professionalisation training for the police – we also need basic rights awareness for the public. The police are not ‘gods’. They are subject to the same laws as everyone else.

  17. @Miya – You understanding of police powers is frightening. The policeman had no cause to insist on a search in the first place. He needed cause, authority, reasonable suspicion or a situation where a crime was in the process of being committed. You even state that it didn’t matter that he was drunk. That in itself, even in a case where he has a warrant would negate the whole process. Learn you rights. This kind of attitude (probably due to your ‘innocent’ ignorance) is part of what exacerbates the development of extra-judicial killings, police states and dictators.

How did this police man conclude that the vehicle was overloaded, is there a weigh bridge at petro filling station, maybe it’s was the drowsiness in his eye that made him see a vehicle fully loaded with UPND katundu, if you watch closely the car had it’s doors wide open, and video recording started mid way through the confrontation, a sign the the madam had enough of this pestering pest. At the end of it all it looks like it’s the cop who was heavily loaded with junta.

Being night time , security at the filling station had to be maintained.The police officer was within his right and duty to search the vehicle .He asked for permission to do so. It wasn’t in order for the Nkombos to refuse granting the permission. Mr.Nkombo and his family should respected the officer on duty as he discharged his functions. Zambia police do not have powers above the rights of law abiding citizens to be subjected to stop and search at the whims of police (worse drunk police officer).   29. Every body knows that most Zambian policemen are uneducated illiterate thugs who make a living by robbing motorists.
    They are not a professional force and most people who interact with them just want to get away from them for as little cost as possible.
    This policeman should be charged with abusing his position and then fired.
    Building a professional police force is not rocket science. Do traffic police need to be armed?

  33. Its very disappointing with the police in Zambia expecially the central police, the are very corrupt and the threane people instead of helping them. People have rights to approach the police. What a country I don’t know we’re we are going Zambia is finished the innocent people in prison because the get paid from the real criminals and the let them free. I know someone who is in prison for something he didn’t do the say the do not want to lose their jobs once is out. Now can you imagine that.
