The Police command says it is investigating the matter on a video that has gone viral on social media showing a police officer harassing Mazabuka Member of Parliament Garry Nkombo.

Lusaka Province Police Commissioner Nelson Phiri says the officer in the video has been taken for tests to find out whether he was acting under the influence of alcohol on duty.

He has told ZNBC News in an interview that the police command will not allow such conducts from its officers.

Mr. Phiri has warned of stern disciplinary action against the police officer is found wanting.

He has further warned police officers to desist from engaging in activities that tarnish the image of the police service.

    • Hahahaha. St.u.pid off duty police officer in uniform harassing a common citizen. Ba Constable ngoma from lusaka central, kwena mulibapuba. Hehehehe. You gave them all your personal details in your drunken stupor. Gary looked like he was enjoying himself also. Lol. On a serious note, this is very disturbing. I can’t imagine having a confrontation at night with an armed drunk police officer. Worse if there is no one to witness the harassment. Very sad. I remember reading a story in the daily mail years back where a lady of foreign descent was shot by a police officer after she gave them a lift. They dumped her body in some bush and got the car. They were convicted though but still, a life was lost.

    • Garry Nkombo must thank his wife for saving his life.
Never argue with an armed policeman who is drunk at night.
Then you wonder why innocent people die in the hands of the police.
There is so much indescipline in the police service second only to corruption.
Today we could have been writing obituaries. …..

    • Very unstable security situation indeed, AK7 in unstable hands, if a pf police men asks me to escort them to the police station, they better come with a crane to lift me, such characters you might end up like that zaf officer.

    • Investigating the incidence, and the culprit is still on duty to compromise the investigation. This drunk ought to be in summary dismissal with such irrefutable evidence.

Dora is implicated in a the maize scandal and you are mute, the appointing officer!? Is it for fear of implication? She is not alone as Mwanakatwe is equal involved in some defaulting poor and deserving people’s money. What do you know, the Professor herself is equally not supposed to be in her ministerial position. These are the ones which are in the open, what about those others. People of Zambia, you love mediocrity and being poor!

    • THE IDEA OF STOP-AND-SEARCH IS FROM THE POLICE OFFICER IS RIGHT ON IF THE POLICE SUSPECTS SOMETHING. STOP-AND-SEARCH IS EVERYWHERE AND MORE RAMPANT IN WESTERN COUNTRIES. WHAT MAY BE WRONG IS THE POLICE APPEARING TO BE DRUNK WHILE ON DUTY WITH A FIRE ARM. AND IT IS SO COMMON THAT POLICE IN ZAMBIA ARE FOUND DRUNK WHILE IN UNIFORM. WHAT IS EQUALLY, SAD IS THAT OUR POLICE OFFICER ARE NOT EVEN CLEVER AND I DOUBT IF THEY ARE AT ALL INTELLIGENT AS POLICE OFFICERS. IF HE WERE INTELLIGENT, HE WOULD HAVE KNOWN THAT HE WAS BEING SET UP (FILMED WITHOUT EVEN PERMISSION TO DO SO?) BY THE WOMAN. THE FACT THAT A POLICE OFFICER CAN EVEN HAVE TIME TO DRINK SIMPLY MEANS OUR POLICE HAVE MOSTLY NOTHING TO DO. THEY ARE JUST LOAFING MOST OF THEIR SHIFTS. • THE COLONIAL UNIFORM ALSO DOESN’T DO THEM WELL. THE KHAKI COLOUR MAKES THEM LOOK STUPID HOWEVER, EASY TO MINGLE WITH CIVILIANS IN PUBS WITHOUT EVEN BEING NOTICED IF HE HAS NO HAT ON. IT IS HIGH TIME OUR POLICE WAS RE-BRANDED AND UNIFORMED CHANGED TO DARK BLUE OR BLACK WITH WHITE BOLD, ‘ZAMBIA POLICE’ OR JUST, ‘POLICE’ INSCRIPTION AT BACK AND FRONT OF THE TOP T-SHIRT/POLOSHIRT/SHIRT WITH CLEAR STAFF NUMBER ON IT. IT SHOULD ALSO BE MANDATORY FOR POLICEMEN/WOMEN TO LOOK FIT. MEANING ALL POLICE OOFICERS MUST BE ATTENDING GYM AND MARTIAL ARTS AND POLICIES FOR THESE FACILITIES CAST-IN-STONE AS MINISTRY OF HOME AFFAIRS POLICY. ADDITIONALLY, ALL MUST BE IN A KIND OF SPORTS CLUB.

    • Yes from the narration of both Gary and the police officer, the police officer was roughed up or beaten. But the video was carefully edited not to show this scene. If the officer was as drunk as we are made to believe Gary would be dead. Who says a police officer cannot stop and search a citizen if he suspects something? Why did the Nkombos stage manage all this? Of course the police officer should be punished for being drunk. Otherwise he did nothing wrong beyond being drunk. Gary should think his wife because the officer could have discharged the fire arm. Were the Nkombos also drunk to behave the way they did?

    • Mrs. Nkombo wanted to make drama out of this. Did she surely expect the Officer to leave his gun before coming to talk with her? This was just an amicable encounter – no fuss about it. Very good police officer – in fact, he was not even on duty but very concerned about public safety – I think he should be promoted.

    • One Zambia: I fully support you. To me this police officer was guarding the filling station. At every filling station you will find safety notices banning amongst other things, having guns and smoking. Which mean is you go to a filling station as a driver with a gun, that gun has to be concealed. Secondly, in Zambia we just have a problem of political rhetoric. Any one who has traveled into the neighboring countries will agree with me that police conduct what is known as Stop and Search. This is done without a search warrant but purely a safety measure to control criminality. I am shocked Chanda is not aware of these acts. Forget the issue of being drunk here. The issue is was the policeman in order to ask for a search. The answer is YES. He was providing security at the filling station…

    • Ctd. Providing security at the filling station. In fact the policeman even refused to shoot Nkombo even after being dared to shoot. Nkombo told the policeman to shoot him but the policeman asked Nkombo what he had done for him to be shot. Nkombo charges towards the policeman and pushed the policeman around. The policeman was even saying what Nkombo was doing was not right. How can you people miss that discussion. This was a well calculated political move to justify the rhetoric in UPND. Who has proof that the policeman was drunk. If I were the policeman I would sue these tabloids.

  6. Lungu has destroyed Zambia. Anyone can do what they want. Can Lungu and his PF leave ZP, ECZ Judiciary etc to be independent. This is what happens when you have a wrong leader as Head of state. We never saw these nonsense in Mwanawasa who was your fellow lawyer. Zambia under Lungu is finished.

  7. The Police are corrupt because the force is infiltrated by politicians. The Police have learnt that it pays to take sides and they always take the side of the ruling party. We need an above board leader who can rescue the nation from such patronage and I dont think that leader is HH or Lungu. We will therefore live under such corrupt institutions as the police, DeadNBC judiciary etc until we cultivate a leader with mature understanding of democracy and its institutions. This will happen in 50 years time

  10. I am quite dismayed at the conduct of the Police Officer. I know this guy and I am very ashamed that he has gone to such levels of drinking.

This Ngoma guy used to be kept by his wife not long ago at Lilayi Police camp until recently when he was infused into police in order to earn a living.

He was drunk and had a fire arm. There is no justification to his actions. You are not allowed to handle a fire arm in a drunken state; you are a danger to society.

These police officers of today have lost all manner of respect.

You have the dull minister of Justice Lubinda wasting $200,000 for consulting about useless ICC, when ZP officers do not even know basic rights of citizens. These officers used to have ID numbers and how on earth do you let an officer to guard an ATM whole night with even no comms to ask for advice. Really sad you have the Police IG procuring all those riot machinery when he is sending out *****ss with automatic refiles without training.

  14. People have missed the point and that’s the problem in our country. You usually the actual issue at hand and end up discussing other issues. What is the issue here is that the policeman wanted to search the vehicle and not to kill anybody. If Nkombo and the wife did not refuse to have the vehicle searched this whole drama was not going to be there. Now as usual in zambia we have missed the point of discussion and gone astray and discussing that the policeman was drunk. No that’s not the issue. The issue is Nkombo and family refuses to be searched and that’s a criminal act. 17. So some people think the police have a right to just stop you and demand a search? Please avail yourselves with the law. You need reasonable cause or a situation where a commission of a crime is in the process. A drunken armed police officer insists, without a warrant or reasonable cause to search your car while you are filling it with fuel and you think this is part of due process? His drunken exhibition while waving around a gun, would in itself cancel any prior legitimate cause he may have had – and in this case he didn’t even have that! We don’t only need long overdue re-professionalisation training for the police – we also need basic rights awareness for the public. The police are not ‘gods’. They are subject to the same laws as everyone else.

    0

    0
  18. @Miya – You understanding of police powers is frightening. The policeman had no cause to insist on a search in the first place. He needed cause, authority, reasonable suspicion or a situation where a crime was in the process of being committed. You even state that it didn’t matter that he was drunk. That in itself, even in a case where he has a warrant would negate the whole process. Learn you rights. This kind of attitude (probably due to your ‘innocent’ ignorance) is part of what exacerbates the development of extra-judicial killings, police states and dictators.

  19. How did this police man conclude that the vehicle was overloaded, is there a weigh bridge at petro filling station, maybe it’s was the drowsiness in his eye that made him see a vehicle fully loaded with UPND katundu, if you watch closely the car had it’s doors wide open, and video recording started mid way through the confrontation, a sign the the madam had enough of this pestering pest. At the end of it all it looks like it’s the cop who was heavily loaded with junta.

  22. Clever ones – who determines when a police officer can stop and search a citizen? The citizen? How many times have we been stopped by police at road blocks and asked to open the boots of cars? Here in Zambia and elsewhere? Do not talk things out of context. Little education is always dangerous. The Nkombo Show was unnecessary and immature.

Being night time , security at the filling station had to be maintained. The police officer was within his right and duty to search the vehicle .He asked for permission to do so. It wasn’t in order for the Nkombos to refuse granting the permission. Mr.Nkombo and his family should respected the officer on duty as he discharged his functions. The officer might have taken alcohol being on night shift, but that shouldn’t be ground enough to abuse him. ARE POLICE OFFICERS ALLOWED TO STOP AND SEARCH YOUR ? If answer is YES, stop the investigation . The are seeking attention.

Zambia police do not have powers above the rights of law abiding citizens to be subjected to stop and search at the whims of police (worse drunk police officer). Your point, “the Nkombos should have been searched first and then report”. My foot!, report to who?, what will come out of that report?, Zambians have reported before in PF regime and have ended up being locked up themselves.
