Speaker Matibini is the wrong person to ask the 48 UPND MPs to resign

Kalomo Central Member of Parliament Harry Kamboni has said the Speaker of the National Assembly Patrick Matibini is a wrong person to ask the suspended 48 UPND MPs to resign on moral grounds for not recognizing Edgar Lungu as he failed to do so when he breached constitutional requirement during the Presidential petition.

Kamboni said Matibini failed to resign on moral grounds when he cowardly failed to protect the constitution and take up the instruments of power during the Presidential petition.

Commenting on their suspension from the national assembly by speaker Patrick Matibini, Kalomo lawmaker said it was unfortunately that glorifying injustice has become fashionable in Zambia and vowed to never recognize Edgar Lungu as Republican President because that is the position of the UPND and its millions of supporters across the country.

He added that only after the Presidential petition is conclusively heard, that is when he will and other lawmakers recognize Edgar Lungu as the duly elected head of state and Kamboni stated that he has a duty and allegiance to the people of kalomo that elected him, adding that he is not nominated Member of Parliament.

And the UPND lawmaker has since warned home affairs minister Stephen Kampyongo against getting greedy with power, affirming that during the 30 days suspension he will spend time explaining to his electorates the dehumanizing conditions under which President HAKAINDE HICHILEMA is being kept under at Mukobeko as well as the tribulations of the ruling patriotic Front (PF).

The Kalomo Central legislator was however quick to state that Zambians are tired of the current trends in Zambia, a country deemed as a democratic country.

    • How can a god be dehumanised? Kaponya (HH) is a god and a prophet as far as UPND is concerned.
      (HH) is above Lungu the President. HH is above all the Zambians who voted in 2016. HH is above the international community and church mother bodies.
      He cannot be dehumanised, he’s a ‘god’ and by that I mean he’s a dog.

      Do you have enough problems in your respective constituencies to waste time on useless debates? When are you going to bring development to your people who voted for you?

    • Matibini is a compromised speaker … he failed to deal with Dorah Siliya’s ‘up yours’ gesture in parliament, and now wants to have prosecuted a private citizen for disparaging remarks because he is HH. He failed to take over the instruments when the constitution clearly stated he should, and now he wants to use some non-existent rule to suspend the MPs because they elected to stay away from parliament and all because they are UPND – morally he should already have resigned.

    • At any time of the day, there was constitutional breach by Matibini when he did not assume the presidency immediately the presidential election petition kicked in AS PER THE CONSITITUTION. He breaches the constitution, and he does not see that but sees the breaches of others. What a country, unbelievable.

      There was not law in any way requiring speaker of the National Assembly to take up power during the last failed and wasted expired petition.

      The petition followed run-one where handing over of presidency to the speaker doesn’t apply.

      The handing over of power to the speaker applies only if the petition comes following run-two, i.e second round of vote.

      It is very embarrassing when law-makers exhibit no clue of the law.

      So, you UPND suspended MP – please don’t learn law from street boys, following any hearsay from call boys.

    • If MPs who enacted the Constitution fail to understand Articles therein, then how does one expect an ordinary citizen to do so; It is very clear in the Constitution that provision for the Speaker to take over the “Instruments of Power” are only applicable if there is a petition at the second ballot (re-run). There are two separate Petition Articles in the Constitution; One under Article 101 ie Sub-Article (4) for the 1st Ballot and under Article 103 ie Sub-Article (1) for an Election re-run. So what is so difficult for the UPND, its lawyers including its MPs to read and understand these straight forward Articles? OR are they deliberately causing confusion in order to cause anarchy in the country. LAZ understands these Articles very well, the reason why they have kept quiet on this…

    • He thought he was untouchable.Everything has limits.He was not mature enough with his dealings and was overcrowded with emotions.The PF saw this and realised that he was slowly losing site of the main target.So he simply fell into there snare. The people i blame the most are his advisors,i strongly feel he could have devised a better strategy.Because he is slowly losing relevance in the political arena.Who ever will punish the

  8. A By-election can infact take place. When you have a group of fat cows and dunderhead MPs as these 48 are who have exhibited no interest in the authority of Parliament then the only logical thing to do is to declare those seats as abandoned and have By-elections. This is a decision the Speaker can make so those fake 48 fat cow dunderhead Mps should be thankful with the minor reprimand they have received from the Speaker but if they feel otherwise let them all resign- we have By elections so that other serious parties such as Green and Rainbow can contest.

  9. These MPs have no strategy. They should stop playing victim. Let them endure the suspension like adults.The incessant complaining shows that they didn’t think through what they were doing.If this is the case then,that is worrying for adult representatives.That is not a mature way of behaving.

    When you deliberately step on people’s toes you shouldnt complain when you get beaten up. You should actually be happy that you achieved your objective. Let them go back to their constituencies and restrategize since they still don’t recognize ECL. Their approach is actually not sustainable.How long will they continue protesting and complaining?   13. Parliament has four primary functions: legislation (making laws), representation (acting on behalf of voters and citizens), scrutiny (examining the government), and formation of a government.

  14. PF Bloggers should just answer the Question. Did Matibini resign as Speaker of Parliament to take up the Post of Acting President of Zambia during the Petition Hearing or not as required by the Constitution? Lungu refused to resign as Incumbent President and the Speaker did not resign either. Both Lungu and Matibini abrogated the Zambian Constitution and therefore committed Treason. Matibini is the wrong person to tell the MPs to resign. There is No law which requires UPND MPs to resign or recognize Lungu as Legitimate President. UPND has Petitioned the Election of Lungu and as such until the Petition is heard in Court and Lungu is declared Winner and duly elected President there is nothing to recognize. HH, GBM and UPND cannot recognize illegality.Period.

      IF IT WAS HEARD, THEN THERE WAS NO TANGIBLE ARGUMENT IN IT TO WARRANT THE SPEAKER TO RESIGN ON FALSE ALLEGATIONS.

  15. Decisions that have no goals or objectives… just meant to show who is boss, are dangerous for a country. Playing chicken and monkey games at national level is quite dangerous. You suspend them for 30 days, so what? Then what? is that what’s going to force them to recognise the tinpot dictator who stole elections in broad daylight?     What Lungu is doing from a neutral point of view is downright dictatorship. Most people supporting his autocratic tendencies are doing so merely on tribal and/or partisan grounds. The onus is on Lungu to prove that he was legitimately elected, not forcing people to recognise him.

  16. The speaker overreached his authority when he asked the MPs to resign .On what basis or authority was he advancing his plea? Who sent Him? Electorates in whole 48 constituencies? Surely , nowhere in the Parliament rule book does it state that the Speaker can ask an MP to resign.
    To say the speaker acted emotionally is not an understatement. The man was charged…
    May I ask him to go back to High Court Bench. Politics is hard for him with the carderism in the National Assembly.
    If calling President a cadre is not a crime, how about calling the speaker a cadre? in what context did the speaker mean when he felt slighted by the word ‘ cadre’?

For all I know, parliament can not open if the president does not open it…is this chap telling me that he has not been attending the sittings of parliament ever since he was elected as an MP? If he has been, then automatically he recognized that ECL is President. What he is telling us is that he does not eat Chicken but he eats the wings of the chicken!!! What a shame on the people who never want to accept that even the wings are coming from the same chicken he public says he does not eat….HOW??

  28. The best way to go is to ban UPND as a Political Party. Just to borrow my beloved Late President’s words, Dr. LPM (SC) – MHSRIP; He said, it is dangerous to know abit of Law than it is not to know anything about Law. Colleagues in UPND are busy tearing apart a Law that is very clear in terms of Speaker assuming power. I thought the constitution says the Incumbent shall surrender power to the Speaker whenever there is a Presidential Petition for the second ballot. But for the time in reference, it was not the second ballot but the first ballot. Are our colleagues obsessed with continuous loses. Unfortunately, with elections, you can not doctor the votes as it may have been easier to doctor the pricing of assets during Privatisation. The Speaker is more learned than those frustrated souls…

  31. The whole saga is about stolen money from the Eurobond and other funds. All these PF supporters are supporting the current rot because they benefited from the Eurobond money. The idea of kicking out the UPND Mps is to ensure that they change the constitution to lock themselves into power for more generations to secure their illegally gotten loot. Lungu is a real crook and he is leading a gnag of crooks. One only has to see where they are coming from. They are the low-lifers, criminals and openly thugs.

  32. Well, we the people add our voice to that. RESIGN PLEASE. UPND is a Protest Group not a Political Part in our Democratic system. They are generally unhappy about their Tribal Origins, and their position in Zambian society and their economic power and influence within it. But so are ALL OF US. It does not add up to Zambia being in Turmoil. If they believe Zambia needs to go back to elections, why are the UPND MP’s refusing to Resign? We can get a rerun of their seats.
