The Auditor Generals Report Should Move The President To Take Action-MMD

MMD National Secretary Raphael Nakacinda says it is incumbent up on the PF to a lead the way in fostering dialogue towards the safe gaurding of peace and unity in the country but that politicians from other political parties should also “behave themselves” because the country is bigger than any political party.

Speaking when he featured on Diamond TV’s Night Live talk show, Nakacinda said politicians should behave themselves and ensure that they put the country above their narrow partisan interests.

He advised those in ruling party to act like parents in fostering dialogue to unity the country.

“Let the UPND behave themselves they are not bigger than Zambia. Let the Patriotic Front behave themselves because some of the pronouncements which were coming from some of those in government are unfortunate and some of them are Ministers just to dramatize this all arrangement.

“We expect those who are government to lead the way in terms of wanting to foster dialogue. You cannot have those who are in government to be the ones protesting, they are the parents. It is permissible for those who are in opposition to be childish about issues and whatever but for those in government must be on top of things,” he said.

And on Corruption the MMD CEO noted that political rhetoric on the issue has outweighed the efforts to fight the scourge.

He noted that there has not been practical demonstrations to fight corruption citing the continued increase in the cases of misappropriation of government funds as a good example where those in government needs to show political will to fight corruption

“There hasn’t been practical demonstration from government to fight corruption. There have been loud mouths condemning and the rhetoric from government to say we are anti corrupt activities but the ugly head of corruption keeps imaging, just look at the auditor generals report for 2016 and look at the level of misapplication and appropriation of funds.

“We have witnessed in other jurisdictions Tanzania, Uganda and Ghana they have put mechanisms to ensure that those liable for misappropriation or indeed misapplying funds account for that. In Zambia the system is that before the auditor generals report is presented to parliament it is first of all presented to the President or the Presidency and it has to be accented to be scrutinised at parliament, it is expected that the President obviously will go through it and these Gray areas and very saddening development or exposures in the report should be able to move the President to take some kind of action around some of these revelations and we can’t have a situation were people always excuse themselves, there is no body held responsible.

“In Tanzania and Uganda if it were found that there is misappropriation of funds in a particular Ministry the ones that are held responsible first are the heads of that Ministry starting from the Minister going down because it is expected that the minister who is in charge of the Ministry the controlling officers and everybody are really paying attention to the details of how resources are being utilized,” he said.

On the 2021 elections Mr Nakacinda said his party would not engage into the destructive topic of the 2021 elections because they had so much to do as regards reorganizing the once mighty MMD.

He added that the issue of whether they will field a candidate would only be answered by the membership as his party will be going to a convention before the elections as per their constitution which demands that a convention is held every after five years.

    • The Auditor Generals report is very clear about the corruption & misappropriation of funds by the violent PF govt. To date no one has been investigated yet & the report is gathering in dust.
      The PFolice, PFudges & PF~Accountant are glued to muteness & scared of being “crushed like a tonne of bricks” Lungu said. So expecting Lungu & PF aligned institutions to follow up with the AGR is like waiting to see a frog to jump backwards.
      The World Bank has already chopped the 2017 GDP from 4%to 3%. Dr Mwanawasa’s 7% economic growth has been plummet by the corrupt PF. PF is corruption & corruption is PF. PF is engraved with corruption & violence.

  1. Shut up Nakachinde ! Rupiah Banda ,Mutati an yourself have got us in this mess. God gave us a chance to redeem ourselves when Sata died, the excessive borrowing had already started by then. But NO people were interested in their bellies and their protection.

Very correct there, each line minister must be taken to task over the happenings in his ministry. and from the minister then he should summon his controlling officers until everyone involved is sorted out. That is the direction we want set by the president not folding arms and passing the bucket to the so called law enforcers. Once a tone is set in dealing with perpetrators, the fight would have been won as people will be scared to steal GRZ funds. This president forgets that performing ministers gives him a good name and a good record like one set by Levy. Levy set out his tone of discipline and everyone complied.   3. The MMD had a chance to take action on the Auditor General’s report when they were in power but nothing happened, it was all just talk. The PF today has power to take action on the Auditor General’s report but again its all just talk. Why not just abolish the Auditor General’s Office.

    Why publish the report year in and year out and no action is taken against all those found wanting in the report.?
    Why cant ACC take interest in all those mentioned in the Auditor General’s report?

    Zambia is a real circus!!!!

  4. MMD talking about corruption? Rupiah is the godfather of corruption. Sangwapo government that has spilled over into PF/MMD corruption alliance.

  5. Fair analysis. This guy is quite positive and right for his job. He doesn’t dwell on attacking personalities. He’s an asset to his party.

  6. Ministry of Works and Supply PERMANENT Secretary has failed to transfer a corrupt Controller of Government Transport in Southern province based in Choma who has been selling govt vehicles and also pocketing the money .In some cases, he has sold brand new vehicles as a fundraising venture.
    ACC and DEC seem to be sleeping on duty or they are compromised.
    I stay in Livingstone and was disappointed with what i saw at a BOS where this guy usually plants crooked guys to buy on his behalf same vehicles which he later re sells.He is using the same money to corrupt law enforcement officers…….Very sad for our country.May higher authorities in Lusaka should intervene.
