President Edgar Lungu to get tough on Ministers

President Edgar Lungu says there is need to strengthen supervision of officers charged with the responsibility of implementing government development projects across the country if benefits are to trickle down to ordinary Zambians.

President Lungu said his tour of development projects in Muchinga Province have brought out glaring issues of lack of supervision on projects by supervising officers.

The President said this upon arrival in Lusaka from his four-day tour of developmental projects in Muchinga Province.

“What has come out of this tour is that there is lack of supervision on the part of ministers, permanent secretaries, managers and others involved in overseeing territories such as provinces,” said President Lungu.

President Lungu regretted that infrastructure projects have stalled in the region and implementing officers were attributing this to lack of funding.

The President challenged implementing officers to substantiate their claims of lack of funding when resources are readily available for even distribution to finish pending infrastructure projects across the country.

The Head of State said he will now take matters into his own hands and supervise ministers and their permanent secretaries in order to oversee their territories and areas of jurisdiction and control so that development projects are implemented and completed on time.

President Lungu said he could not rule out politicking in the implementation of the infrastructure projects as suggested by ordinary citizens who wonder why projects in Muchinga province, which started much earlier than in other regions, are still lagging behind.

He said he will ensure that there is equitable distribution of resources in both strongholds for the opposition and PF so that people benefit from the projects.

Mr. Lungu said he will sack ministers who will fail to supervise developmental projects whose benefits Zambians must start enjoying.

“The buck stops at me. So before I am fired I have to fire those that are not working,” he said.

He added that, “People think that I am cheating because when you go there, they ask why projects in Southern province are funded and here they are not”.

He said it was scandalous for him and his ministers to just sit in state house and their ministerial offices when people want development in their areas.

He cited the provincial police command building which he inspected about ten months ago but has still to date not been completed simply because no one has followed up to get the outstanding required K8 million to finish up the building.

President Lungu challenged leaders to take stock of their responsibilities and said he will call for a meeting with respective provincial ministers and their officials to see the best ways of completing the projects.

He has since directed government ministers and officials to stop the blame game and rather engage in consultations to find amicable ways of distributing national resources even in the quest to develop the country.

The President said he will also travel to other regions of the country to see how far government developmental projects have progressed so that Zambians can benefit from them.

He was welcomed back to Lusaka by Vice President Inonge Wina, PF Secretary General Davies Mwila, some Cabinet Ministers, Defence Chiefs and senior government and party officials.

You are contradicting yourself iwe kak0swe which is which? lack of funding or ministers not working? What a joke this so called president he is, such an embarrassment

    • I was taught a good leader is one whose subordinates get things done without the boss always hovering around to ensure there are no mistakes. lungu is not a leader, not even at supervisor level. He is like one of those thick headed workers you find at construction sites that needs at least 4 or 5 supervisors + fellow workmates continuously prodding them to squeeze the barest minimum performance from them. Now shockingly, a brainless chap like this is actually head of state!

    • Honestly sure this protocol should come to an end in Zambia. The president just went to Muchinga and they all have to stop what they are doing and rush to the airport to welcome him. This is waste of resources.how can they supervise if all the time you expect them ku airport when you are going or coming?

  4. Some countries have leaders who have integrity and limited capability. Some have leaders with no integrity but high capability. In Zambia we have leaders that lack both integrity and capability. What a shame.

    Performance and project evaluation processes are non existant, that alone makes him move around “adabwa dabwa” little does he know that their is a smart approach to management unlike moving with a crowd at high cost paiting a picture to the gullible that he is a hard worker.
    Smart minds are at the Davos summit in Switzerland currently and not in places like Muchinga doing cheap politics blaming everyone else but himself.

  8. Mr. President – You have surrounded yourself with very incompetent people who have been feeding you false information. People have complained but you dismiss them because you say you are the appointing authority – and these are the results now. Tough talk without action on your part will complicate matters for you. If your team is working, you do not have to stand on a garbage heap instructing the army to take control – in the absence of a state of emergency declaration. Currently, there is no opposition to talk about but you have an opportunity to move this country to a different level.

  9. On a serious note country men and women, we are in trouble if this is the kind of Leadership we have.

    Imagine the fright you would get if you pilot was panicking about turbulence. Surely, if the pilot with all his dash board information can express surprise and fright, we passengers have no hope.

    Why not have a robust monitoring and evaluation system in place. This is so basic.

    Any way, to his credit, he did say we would go in reverse right?

In leadership skills I learnt that if a subordinate commits an inefficiency related offence that relates to an instruction or country the buck falls on the supervisor or president due their unsatisfactory work performance for not supervising such subordinates. So who is to punished in this case….you know who.

    • That’s why they say the buck stops at the president. The people will blame lungu when the economy folds at the knees and collapses. They won’t blame kampyongo, kaizer, mwila, chikwanda or any other creepy crawlies in the corridors of power. If lungu wasn’t so desperately unwise he could have invested time learning how to utilize human capital. America ticks without Donald Trump traversing all over the USA inspecting construction sites! And blaming his subordinates for stalled projects!

    • chikubabe/Wantanshi – You may need a refresher course in Management. It is the duty of the boss/leader to take action on erring subordinates not to resign when subordinates fail. We have not seen action on subordinates from ECL when projects are stalling (save for Mulusa – and we hope it was for this incompetence). Now that ECL is shocked at the incompetence of his subordinates, we can question his leadership skills.

  13. In strategic performance management we compare the actual performance against the plan/objective. If the actual performance is below the desired results you investigate the causes of the variance. When the causes have been identified you the take a corrective action to bring the performance on course, you cant act without performance information and this is what exactly the president has done. In fact professional/technocrats have fully understood and appreciated what the president is talking about and only people who are deficient in advanced performance management can struggle to apprehend this concept. For me speaking from a professional perspective I can the president is in the right direction to achieve the intended results.

I shall not even blame Edgar Lungu because he was honest enough to say he has ‘no vision’. I will blam Late Micheal SATA for having comitted so many projects without Treasury Support !. Stadium uku, hospital uku yet you have a critical shortage of nurses, doctors and teachers. So who was going to man those ‘sontables’ ?
    It is plain truth that the Government is BROKE !!!!

  17. Wantanshi – having this man as a head of state has always been my serious concern. If he can fail to term cadres not to be violent how can he manage to supervise such big and complex projects? You want to revive Zambia Airways with such mediocrity at the helm as supervisor? Heeee?

    Since coffers have completely run out and you will have nothing to dish out to them (cadres), they will now ascend on you at state house. Watch the space.

Two days ago he said that if anyone makes any inference with regards to Ministers and reports to him, he will take stern action against them. Now, how is he going to be tough on Ministers? The Namibian Authorities have prosecuted those involved with the illegal Mukula logs and in Zambia we are still dealing with th issue. The Malawian government demonstrated leadership on the maize scandal. We are still dealing with issue – Zambians are too docile and forget easily, issues just blow away…that’s the kind of thinking. We will give them a prayer and they will forget. Problem solved!! Mr. President, act as one demonstrate…

I wonder how many viewers noticed the tipsy president in the interview he gave at the airport upon arrival; eyes, he could hardly keep open and slurred speech gave away what he was imbibing on on the plane from Muchinga!! He should never give interviews when he has had something to drink. It is a show of disrespect for the people who will listen to the rot he says. This man has lost all respect, henceforth he will have to earn the respect of the people. King Rat!
