Works and Supply Minister Felix Mutati has noted with concern that civil servants have become obsessed with procurement in order to obtain personal benefit.
Mr. Mutati says it is sad that even those who have nothing to do with procurement in government institutions want to engage themselves in the procurement process.
He says quotations in government institutions are being filled with unnecessary requirements because the people in charge of procurement are adding requirements that are only meant to benefit them.
Mr. Mutati has since stated that government is introducing changes and strengthening rules in the public sector that will address misapplication and misappropriation of funds.
The minister said this when he officiated at the ACCA students Annual General meeting in Lusaka.
And Mr Mutati is optimistic that through the public finance management Act of 2018, accountants will be accorded a chance to report politicians pushing them to sign for the release of funds, to the Auditor general.
He says it hoped that going forward; reports of misapplication of public funds will be curbed following the strengthening of rules in the accountancy profession.

Bravo Mutati. Some civil servants, especially end users in collaboration with other civil servants in the procurement process, induce fake requirements and inflate prices of products through proxy companies for their own benefit. This situation leaves genuine suppliers competing with government workers in procurement. This needs to be brought to and end.
Mutati is a breath of fresh air! Well done! Zambia needs total clean up not in terms of Saturday garbage collection but clean up of minds!

Trying to sound relevant. Corruption by civil servants as compared to top ministers are involved in
Viva Mutati indeed! But your politicians are so powerful than the simple accountant. Infact most of those you have employed todate are pusged in by them. A person with the hunter’s meat in his mouth will never insult the hunter. Reporting will require the highest order of integrity which is not obtainable in Zambia.
In most departments procurement officers are used only to get coffins and reams of papers and not expensive items.
Procurements, procurement, procurements…that’s the only entrepreneurship this country knows. Everyone wants to be in the procurement chain at the expense of initiatives that are more beneficial to the economy. You are my man. Felix. Nip this scourge in the bud, what ever it takes
