Zambians see corruption rising, government failing to tackle graft-Survey

66 percent of Zambians say levels of corruption have increased over the past year, up from 55% in 2014.

And seven in 10 Zambians (70%) say the government is handling the fight against corruption “fairly badly” or “very badly”, representing a huge increase from 42% recorded in 2013.

Meanwhile, the police are most widely perceived as corrupt with 54% of Zambians saying “most” or “all” police officials are corrupt, and more than one in four respondents who had contact with the police during the preceding year say they paid a bribe to avoid problems or obtain assistance.

This is according to the latest Afrobarometer survey conducted on Zambia’s corruption perception.

It said around one in three respondents say “most” or “all” government officials (37%), members of Parliament (MPs) (37%), local government councilors (34%), and officials in the Presidency (32%) are corrupt.

The survey found that more than eight in 10 Zambians say it’s “somewhat likely” or “very likely” that rich people could use bribery or personal connections to avoid paying taxes (84%), avoid going to court (88%), or registering land that isn’t theirs (88%).

The poorest Zambians are especially likely to see corruption as having increased: Among those who experienced high levels of lived poverty, 1 76% say corruption has increased, compared to 58% of the wealthiest respondents.

Meanwhile, the share of Zambians who say the government is handling corruption fairly/very badly has grown to 70%.

To a growing majority of Zambians, corruption is on the rise, and the government is doing a poor job of fighting it. The police are seen as most corrupt, and rich people are perceived as gaining unfair advantages through corruption. If the government wants more than half of its citizens to believe they can make a difference, it may need to make sure that the population sees that reports of corruption are taken seriously and those who report incidents of corruption are protected,” the survey concluded.

Afrobarometer survey Afrobarometer is a pan-African, non-partisan research network that conducts public attitude surveys on democracy, governance, economic conditions, and related issues in African countries.

Afrobarometer conducts face-to-face interviews in the language of the respondent’s choice with nationally representative samples.
The Afrobarometer team interviewed 1,200 adult Zambians in April 2017.

A sample of this size yields country-level results with a margin of error of +/-3% at a 95% confidence level.

Previous surveys were conducted in Zambia in 1999, 2003, 2005, 2009, 2013, and 2014.

  1. The PF will not care about this survey no matter what citizens say. The PF has a strategy to let everyone steal something so that everyone’s interests are now aligned in order to maintain the status quo. They fired Max Musongole at procurement authority because he refused to accept their game.

  2. Its starnge to see how we throw stones at government (ruling party mostly) on corruption as if they are the only one who are involved in corruption. Passport office, as an example has lots of corrupt people and some of them dont even belong to any political part. Look at traffic police, how corrupt they are, do they all belong to PF?
    My point is, corruption is taught from our homes by our family, we are taught to bribe as a tender age. There is moral decay in Zambia starting with families going up to top leadership. No wonder its not hard to cross floors from one party to to other, same party you call corrupt today will be the party you start defending tomorrow.

    We need correct things at family level otherwise for the next 50years corruption will still be talk of the day

    • Yes part of government but not all government employees are PF – thats my point.
      We have corruption even in private companies, ask suppliers for the mines how much money they cough to get a deal from the mines runs by Indians, Chinese or British, are these PF or government?

      You are missing the point.The leaders set the tone for the nation in everything even corruption.Dont you follow public debate?If the president says “..Ububomba mwibala” that will be the tone of debate set and it can the nation even as much as 6 months mulling over it.Havent you seen the way public debate in our country has been lowered?That is what the leadership is setting.If the president had been condemning corruption,fine it cant end but it wont escalate to these levels.So yes let us teach our children good virtues but our efforts will be in vain with the present leadership.Just imagine teaching your children that violence is evil then you meet people chasing each other with pangas.Cant you see the impact of useless leadership?

    • Chilubula, you have a point and I agree with you to some extent. My point is corruption is not government, or political party but a vice perpetrated by a person like you and me. GBM was in PF and today is in UPND – depending on which party he is associating with he fines corruption. However, corruption should remain to be corruption regardless of where you stand. Today we think government is encouraging corruption by a comment like uubomba mwibale, i dont agree to that. Corruption has been on the rise from Kaunda times and its because our moral fibre is broken.     • When a policeman genuinely finds fault on your car, 98% of Zambians will offer the cop a bribe and ask not to get an official reciept.     • How does it make it worse?? Corruption is a personal responsibility. When I pass a red light and ZP stops me, I must pay. Next time I must observe traffic rules. Simple. That way I don’t encourage ZP or myself to be corrupt. Does the president call me and tell me to bribe cops?? Your reasoning is just pathetic!!

Even my self I have passed thru that, jst buying land in Zambia normally it is difficulty, you have to stretch your hands in order to be granted, I struggled at one point where I applied for a land it took for them 10 years to process papers (Signing) just after one of the worker asked me to borrow money from me that’s when the papers got signed, I tell you Comrade for over 4 years now I haven’t gotten the money back I just decided to forget. people will agree with me

  7. This corruption problem needs a better approach. Not this media frenzy that is being used for populism. Instead of publishing reports, surveys etc we need to work on building capacity in the institutions charged with fighting corruption. Reform ZP, modern training for security personnel, modern tools and equipment, etc. These s.t.up1d and aloof international surveys are not helping anyone!!

  8. Whilst I do not dispute the existence of corruption in the country, I am sure the statistics themselves are not credible.

    When, where and who or which body did the survey? Or is the entire Zambian populace going to be swayed by imaginations of a few individuals trying to spread false statistics? How was it done?

Inchushi ngashashukila sweet positions they steal until the last ngwee.As Mulongoti said before some of those masquarading as ministers came without proper shoes to parliament now they are the first in the generation of their families to know how to start a brand new car of course bought from stolen momey. Look at Kampyongo did he even have a bicycle? Where he comes from in chinsali he only new walking long distance through the thick jungles now ebamwine. You have a FIC report which rightly or wrong released cites glaring and haunting corrupt practices and people are focusing on semantics and who should have or should not have released the report while turning blind eye to its contents. You have fire tenders procured at prices comparable to none on earth (is someone checking Mars) and all organs, institutions, leaders have just held breath till outcry dies down… Then you have someone saying “we should build capacity in institutions blah blah blah”.. Do you not see that the front runners are “running” with the corruption ball??

    Look no further than lungu. Have you ever heard lungu taking the corruption fight serious ? Have you ever heard lungu address the many corruption allegations ?

    Integrity is supposed to be the guiding light of any leadership. Our children are supposed to be guided by that light.

  15. I disagree about openly crticizing the police who have no one to defend them for the following reasons;
    1. A survey on traffic police is perception bested I.e. How many vehicles move with one head or tail light 2. Unreasonable charges in the Law is largely to blame. In fact police office are very kind and understanding. They know that today, there is no Zambian who can carry K300 in a pocket unless our Ministers and MPs live in outer space. So, why enact such high fees? I appeal to the Police to continue with their kind attitude. You guys are actually more patriotic than our Law makers who are hypocrites. Amen

  16. The fight starts with you. when you refuse to be corrupted there shall be reduced corruption but zero corruption is not attainable. I say this because as a christian I believe that NO ONE IS PERFECT. My weakness might be corruption and someone else adultery or indeed white collar theft which is complex. Ask auditors, they go through these things always and their job is to unearth the same.

  17. Corruption is often mistaken for incompetent. Output from some government officials is below standard. Delay, inaction, wrong action. These can happen and they are happening. These deficit areas are not necessarily equal to corruption. It takes a lot of time and financial resources to capacitate civil servants. Certain practical measures can be devised to fight corruption and incompetent. Practical measure include training workshops and higher education. In extremecases, incompetent must be fired.

      You are totally missing the point.Whilst what you are saying is true the topic here is about institutionalised corruption spearheaded by the president who has instructed his cadres to to steal so long as they dont steal everything.If i was marking an exam script i would give you 1 out of 10 for the misplaced effort.

  19. Corruption in Zambia did not start yesterday. It is way back to the days of KK and UNIP, therefore it is not something one can remove just like this. It will take a long time and will only be wiped out once our country reaches a certain level regarding the standards of living thus where all can afford. Eradicating poverty in all its forms and dimensions can not and has never been attained anywhere in the world overnight. It requires serious commitment and not jokes

The problem is the people tasked with tackling corruption are also corrupt so it’s a case of I won’t say anything if you don’t say anything about me, it’s a no win situation for an ordinary Zambian trying to move up in society! The day we have a President who is not corrupt is the day Zambia will start progressing towards our promised land.
