Police in Livingstone have finally arrested and charged the two Chinese nationals and nine Zambians with various offences under the state security act, penal code and firearms act respectively.
Southern Province Police Commissioner Bonnie Kapeso said this means that Niu Zhichuan, 37, owner of Warm Harbour Hotel in Livingstone, Xu Hvibo, 31, and Senethinia Mudenda, 36, Zambian Director of Alert Security Company, all of Livingstone, with eight others will remain in detention until their matters are determined by the court of law.
The eight others who are security guards include Abel Sibuku, 24, Edward Litungi, 24, Fred Nalumino, 18 and Lubinda Lubinda, 24, all of Livingstone.
Others who are also resident in Livingstone include Sam Muleya, 27, Bonwell Chisha, 22, Likando Masheke, 39 and Robinson Mumba, aged 23.
Zhichuan has two counts of failing to secure a firearm and unlawful drilling while his counterpart Hvibo faces two counts of unlawful possession of firearm and unlawful drilling.
Director of Alert Security Company, Mudenda, is charged with three counts of harboring, unlawful drilling and unauthorised use of uniforms, chapter 111 of the laws of Zambia.
All the eight security guards are slapped with unauthorised use of uniform and unlawful drilling, chapters 111and 87 of the laws of Zambia respectively.
The accused persons will appear in court soon and will remain in custody.
In the west when a foreign national is arrested or reported the next information is what immigration status that national had…you can not simply state that the two Chinese nationals have been arrested AND CHARGED …what documents did they have to be in Zambia. Maybe they are Zambian passport holders ….please stop this lazy reporting.

By status ..Yes there are immigrants from Zimbabwe, DRC, Nigeria, Rwanda, Greece, Pakistan, India etc..in other words what papers did they have…they can be Zambian of Chinese origin with a Zambian passport!!!

Hand them over to Zambia Army or ZNS. These will be declared UPND if left them to Kapeso and Lubinda’s courts. Wait they be stamped with loyal Mukuni seal.

It seems to me something is not right in the nation. From official parading and commissioning of Chinese nationals into police. I saw them on tv in our Zambian police uniforms. And now this Livingstone story, but why. I think something is wrong in the nation. Are we not putting the integrity of our security wings at stake. As it were security risk.

Man, this is just sensationalism at its worst. I don’t see any issues here whatsoever. These guys belong to a security firm and the guys were just hardening them up by giving them military grade training so they are not weaklings. So what’s the big deal? Is the issue about the uniform similar to wildlife personnel or the guns? Which law says you can’t train yourself or hire someone to train you in military type of training? Security guards do this all the time and they don’t need permission.
Love them or loathe them, but I don’t really see what the fuss is all about. I’m not a big fan of the Chinese and their corrupt relationship they have with Lungu and his minions but this story here is nonsense.
