Local Government Association of Zambia (LGAZ) President Christopher Kang’ombe says five local councils will be engaged in a pilot project, to manage toll gates on behalf of the Ministry of Finance.

Mr Kang’ombe who is also Kitwe City Council Mayor says the association is waiting for modalities from the Ministry of Local government to commence the implementation process.

The LGAZ President named the five councils as Chipata, Kitwe, Livingstone, Lusaka and Ndola city councils.

Speaking in an interview with media in Lusaka today, Mr Kang’ombe added that councils will identify the pay points where fees for the toll gates will be managed as revenue before structures are erected.

According to the amended constitution, local authorities are permitted to manage toll fees, and are also mandated to collect motor vehicle licensing fees on behalf of the Central government.

  1. Talk is cheap, but lets keep hoping for the best.what structures is the mayor talking about?hope not more toll gates.

    • What a mess.
Those should be entry jobs for ZRA. Infact ZRA should have taken advantage of toll gates to spot check smuggled goods.

    • why is Local Government Association of Zambia (LGAZ) making these announcements and not the ministry…I mean the council should be responsible for these collections even taking payments for road traffic fines not police!!

  2. People have money and council is just looking for ways of getting it from Zambians.
How about towns without toll gates? They may end up taxing building sand etc

  3. Ma ma ma ma!! Our Toll fees will be looted by PF00Lish councillors. If PF can steal from the blind & old pipo, what more toll fees. Its a scandal for another day.

Toll fees & fuel levy are supposed to directly used for road maintenance & construction of new roads.

  4. We used to pay road taxes at councils. Why did this stop? What are we going to do differently this time? Leaders must avoid this habit of giving half baked statements.

  5. Hmmmmml……..why didn’t the councils place their officers at the very toll gates? It is actually long overdue, let the toll gates be managed by the councils mwee…maybe the problem of non-payment of salaries will end

  6. Councils are suppose to be handed those toll gates. That’s the responsibility of Local Gvmt. Roads fall under local gvmt.

  7. So that they give themselves heft allowances and buy themselves posh vehicles; easy way of making money.

  8. Nonsense. You drive to Chongwe and back within 30min and you are made to pay K40.00. Government of thieves.

  9. Pick a private company to manage those things, with that accountability is sure!,Muncipals are very broke
