President Lungu will not renew the contract for Secretary to Cabinet, promotes five to PS level

President Edgar Lungu has re-assigned Secretary to Cabinet Roland Msiska to head the Zambia Atomic Agency (ZAMTOM). President Lungu’s Special Assistant for Press and Public Relations Amos Chanda has disclosed the development in a statement issued to the media in Lusaka today.

Mr Chanda explained that Dr Msiska’s contract which ends on February 20, 2019 will not be renewed and the Head of State has given him the task to head ZAMTOM.

Mr Chanda said that Deputy Secretary to Cabinet in charge of Administration Patrick Kangwa will act as a Secretary to the Cabinet when Dr Msiska’s contract comes to an end.

Mr Chanda also announced that President Lungu has made further changes at permanent secretary level which has seen three Deputy Permanent Secretaries, a District Commissioner and a Director promoted to Permanent Secretaries.

Deputy Permanent Secretary for Copperbelt Province Joyce Nsamba has been promoted as Permanent Secretary for Muchinga Province replacing Dr Jobbix Kalumba who has been transferred to the Ministry of General Education in the same capacity.

Dr Felix Phiri moves from Ministry of General Education to Luapula Province in the same capacity to take over from Dr Buleti Nsemukila who goes to Eastern Province.

Mr Chanda Kasolo who was Eastern Province PS moves to Ministry of Information and Broadcasting Services to take over from Godfery Malama whose contract has not been renewed.

Deputy Permanent Secretary for Western Province Bernard Chomba has been promoted to Permanent Secretary for Central Province taking over from Chanda Kabwe who becomes National Coordinator for the Disaster Management and Mitigation Unit (DMMU) under the office of the Vice President.

Former DMMU PS Yande Mwape has been moved to Ministry of Chiefs and Traditional Affairs in the same capacity to replace Michael Pwete whose contract has not been renewed.

Deputy Permanent Secretary for Home Affairs Willies Manjimela has been elevated as Permanent Secretary for North Western Province taking over from Ephraim Mateyo whose contract has not been renewed.

Mr Chanda also said President Lungu has transferred Ministry of Community Development and Social Services Permanent Secretary Leah Mutale to the Ministry of Home Affairs in charge of refugees while her counterpart Pamela Kabamba takes over at Community Development.

Permanent Secretary for Management Development Division (MDD) at Cabinet Office Ndashe Yumba has swapped with his counterpart at the ministry of Lands and Natural Resources Trevor Kaunda.

Mwinilunga District Commissioner Danny Bukali becomes Deputy Permanent Secretary for Western Province while Director of Infrastructure at the ministry of Health Mulalelo Kakulubelwa has been promoted to permanent secretary in charge of Administration at the same ministry.

Permanent Secretary in charge of Technical Services at the Ministry of Health Dr Jabbin Mulwanda has since been taken to Cabinet Office in holding position.

Meanwhile, Deputy Commissioner of Police for Lusaka Province Geofrey Kunda has been transferred to Eastern Province in the same capacity to replace Sharon Zulu who moves to Lusaka in the same capacity.

Commissioner of Police Alex Chilufya has been transferred to Police Service Headquarters as Commissioner of Police for operations.

  1. Senior Civil Servants please help. Is it the president who promotes civil servants or is it the Public Service Commission? Arent civil servants promoted to Permanent Secretaries by the Public Service Commission? If the President appoints doesnt it just open the doors for political appointees from the President’s party?

    • Fake “Dr.” Fake “Bishop” Chomba PS for water affairs has been spared even though he was discovered to have fake qualifications from oxford & Cambridge Universities. He bought a bishop’s gown from Ebay & conned Lungu & PF with his fake American accent.
      He is a wanted man in USA for bigamy (being married to 2 women at the same time).

    • Edgar should work hard on reducing the size of the government. We have too many deputies in all sectors of the government.

      Sata bloated the government with impunity. Lungu can reverse that fact of error which do costly.

  2. Lungu’s contract should also not be renewed in 2021 for the high debts ,cholera deaths and deep corruption under his watch.He’s also a tourist he doesn’t sit home to do actual work.

  3. Well done ba President Lungu for not renewing Dr Msiska’s contract. The man appeared to be a Mr ” know it all” in everything just like one opposition opportunists leader. Thank you your excellence once again.

  4. Infiltrated by Politicians. Now they are the ones to appoint and fire civil servants at will. Whats going on with suspended PS at Education. He is really untouchable. Just give him back his job since you have failed to find a fault in him. He must be a clean man. We need files to move under technical also since Jobbics is Administration only.
    What a disaster!!!!!

  5. Is it just a coincidence that PS Jobbix Kalumba who called for the arrest of the agro dealer who duped farmers of money in Muchinga province meant for farming inputs has been transferred? I smell fish.

  6. These changes at PS level need to go deeper not dealing with tuma provincial PS ONLY g down to each ministry check the performance of these PS swap or fire them. ZESCO MD , RDA, ZRA and napsa NEED to be promoted to PS LEVEL find suitable ministries for these men and women in trousers

  7. No beef with reshuffles that are based on identified weakness in the incumbent. Unfortunately more often than not it is he who shouts the highest praises, that continues to partake in the plunder of the national cake. One wonders why the fake Bishop Chomba is hardly touched. Rumour has it that he knows too much!

  8. But there is one or two reknowned corrupt persons whose promotion raises eye brows. Does it mean the appointing authorities do not know, or is it a question of removing them from the jobs which give them “the opportunities”?

  9. Don’t renew Edgar Lungu’s contract either he’s become a KKIA tarmac president. Make him president of the Lusaka CBD neighborhood cleaner’s association in 2021.

  11. Really laughable Msiska all that bootlicking you are appointed to a non entity called ZAMTOM…you couldn’t even explain the need for a national airline…laughable..try explaining what an atom is.
    This lazy man has the time to attend inaugurations but can not make these pronouncements himself…a smart leader would host a press conference and gladly announce this ZAMTOM nonsense.

  12. It is very sad, when Zambia and Russia doesn’t know how to dispose end products of nuclear from research laboratory and nuclear power plants. I would suggest to government to mine and sale uranium in raw form to countries who need it. The money to be spent on ZAMTOM can be used to set up industries that would make solar cells, make copper pipes, geysers, expand copper cable industries and other copper products. When copper prices go down, copper products prices do not. It is stubbornness to pursue nuclear ambitions when ZESCO has failed to dispose PCB for more than 26 years. And the State has failed to clean up toxic lead dust in Kabwe, One of the most toxic city in the world since the mine closed. Chasing after the unknown.

    184 (1)The President shall, on the advice of the Civil Service Commission, appoint a Permanent Secretary for a Province, ministry or department…..

  14. It is sad that opposing views to those in power can cost someone a job in modern Zambia. When are we going to learn to cherish criticism and/or different opinions? The Lack of the ability of any govt to embrace positive criticism and different opinion is one factor that leads to poor decisions and governance. Let’s embrace alternatives, not for the sake of it but for strengthening decisions. Otherwise let govt employ only robots that get programmed and do what the programmer says without asking why!
