Wina Blocks the November 2019 salaries for employees not eligible for government salaries

Vice President Inonge Wina says the government has blocked the November 2019 salaries for employees not eligible for government salaries.

Mrs Wina says the government has also suspended and revoked logging credentials for all payroll end-users’ countrywide in order to avoid paying ghost workers.

The Vice President was responding to Lubansenshi Member of Parliament George Mwamba during the Vice president’s question time who wanted to know what measures government was taking over the 4000 ghost workers who are drawing salaries.

She said 779 Public service employees were found to be unknown as they have been dismissed, died or resigned and 3969 appearing on the September payroll were not found during the headcount on the Copperbelt Province.

Mrs Wina said those found to have breached the government regulations in the management of payroll systems are being handed over to law enforcement agencies.

A recent government payroll clean-up exercise on the Copperbelt established that 4,000 civil servants are unaccounted for while K60 million is lost monthly through fraudulent management of the payroll.

Secretary to the Cabinet Dr Simon Miti said the payroll clean-up exercise was done last month by the Public Service Management Division, Accountant General’s office, service commissions and Smart Zambia Institute.

      Implement ICTs in all public sector areas to reveal irregularities.

      How long have these ghost workers existed?

      Payroll auditing should be automated and conducted frequently, not just before general elections.

      We have to thank Lungu for this mess.

    • 4,000 ghosts workers on the Copperbelt alone! One shudders to think what the numbers will look like when all provinces are checked.
      It appears the numbers as to people in formal emplyment is lower that what was being presented if we discount the ghosts.
      Why was the Auditor General’s Office missing to audit the government payroll all along?

    • She is a Ghost worker too herself even Lungu and his entire PF bandit cabinet…..Ghost workers only under PF bandits government no wonder no money to pay for Energy supply….Lungu must resign

    • Ghost worker number 1 is Lungu and Inonge is ghost worker number 2….Now this is the main cause of load shedding…no money to pay Maamba Colliers….what climate change

    • If CB has 4000 ghost workers, what of Lusaka? Or the Rural areas where information transmission is slow then multiply that by the number of years incompetent PF thugs have been in power that’s almost 10 years.

    • All these so called ghost workers are PF cadres that were deliberately put on the GRZ payroll after the 2011 PF victory, this was their payment for helping the PF to win.

      Some known cadres and PF musicians were put on the ZESCO payroll.

  2. This is mostly civil service inertia because even in the UNIP government workers who had died, resigned, retired, dismissed continued being paid and government workers have taken advantage of this inertia.

  3. Does this mean P.F Cadres Donchi get paid for Violence & intimidation rendered on behalf of the Useless Corrupt P.F party??
    Those of us not daft, know this Ghost payroll is how Cadres were getting paid, & sustained.
    If yes, I can see a HUGE revolt, as Kaponyaz, like a Lion that has tasted blood for the first time, cannot do without Taxpayers money going into their filthy pockets. THEY WILL ZAANDA!!

  5. Those are PF caders not ghost workers. Ghost workers term is just being used to suppress the huge embarrassment on the PF government.

    • @Rowdy. I agree with you. But let’s demand details of each and every ghost workers. For the dead we should demand death certificates. They keep talking about numbers without action. Expedite the process of investigation. Let’s support Dr Simon Miti. I hate thieves.

Simon Miti for presidency, is the guy we want! I have just arrived from Luapula, now in Lusaka rolling down Great East Road heading home.

  7. They are actually not ghost workers. They are real full time employees but have not been captured properly due to poor management by the so called public service commission and other organs of the government. Some are Doctors, Directors and Nurses.. Go to Kitwe teaching hospital and find out, many are not ghost workers. Whoever audited did not do a good job .

  8. K60 MILLION PER MONTH! THAT AMOUNTS TO K5.76 BILLION SINCE THE PF CAME TO POWER (8 YRS). THIS IS GROSS NEGLIGENCE!!!!

  9. My wife is a Theater Nurse and has been working for M.O.H for 15 years. At the time they were conducting the head count on that Saturday she was off. It is shocking that her name is appearing on the list of ghost workers and her salary has been blocked
