Davies Mwila writes to 3 PF MPs for not Turning up to Vote for Bill 10

Patriotic Front Secretary General Hon Davies Mwila has written to three Members of Parliament namely Hon Elalio Musonda, MP for Kamfinsa Constituency, Hon Frank Ngambi, MP for Chifubu Constituency and Hon Kabaso Kampampi, MP for Mwansabombwe Constituency respectively to exculpate themselves for the absent voting of Constitution Amendment Bill No.10 of 2020.

“It has come to my attention that during the voting for the Constitution Amendment Bill No.10 of 2020, on Thursday 29th October 2020, you decided to absent yourself from voting for the Bill”, Hon Mwila’s letter to all the three MPs read in part.

“Hon Member, you are aware that His Excellency, the President had directed that all our Members of Parliament vote for the Constitution Amendment Bill No.10 of 2020 as it had progressive clauses that would have seen us uplift the lives of the underprivileged in society”, Hon Mwila further wrote.

Hon Mwila has stated that the action exhibited by the Honorable MPs was not in line with the Party’s interest and in breach of *Article 74, regulation 29 (d) and (i) of the Party Constitution.*

The Members of Parliament have since been issued with exculpatory letters to explain why disciplinary action should not be taken against each one of them.

Meanwhile, Forum for Democracy and Development (FDD) President Edith Nawakwi has said that reports that some Members of Parliament were prevented from voting for the Constitutional Amendment Bill Number 10 of 2019 are unfortunate.

Ms. Nawakwi said that in a democracy Members of Parliament are supposed to exercise their free will without being intimidated.

She told ZNBC News that those opposed to Bill ten should have provided amendments if they meant well for women, the church and other interest groups.

  1. Don’t sacrifice them for the failed bill 10. PF failed to convince us that Bill 10 was going to address our concerns.

    Bill 10 was evil and they wanted to prolong Edgar Lungu’s term in office and change constitution to suit them.

    And for Nawakwi, you have your usefulness, you are fully depreciated in accounting terms.

    Nobody was blocked to vote for Bill 10 even rebel UPND mps remained and voted for the Bill 10 but they whole bunch of proponents of Bill 10 fall short of the the threshold.

    Edith must stop misleading people.

  3. Does it have to take a bill to uplift the lives of the underprivileged? PF told all its MP’S to vote for bill 10 so what was wrong for opposition presidents to tell their MP’S to vote against bill 10. Looking at bill 10 it had clauses the PF support and clauses the opposition were against and it is nonsense to want the opposition to vote for the bill on basis of clauses that the PF wanted. Don’t blame the MP blame the contentious bill.

    Since You claim lungu is so popular, why are you worried of a bill you can simply revive when you have a new overwhelming majority mandate from Zambians after you win 2021 ??

  8. Discipline and promoting party interests is vital. We have an election soon. Many people want to stand under pf. So why keep people who clearly don’t have the party’s interests at heart. Thank you SG

  9. Dictators ALWAYS hide behind TWO words: Loyalty and discipline. They kill people because of this. Freedom allows people to exercise their consciences, to agree or not to agree. It has nothing to do with discipline or loyalty. No two people in the world can agree 100 percent on everything. Even spouses disagree. Should the husband write to the wife to exculpate herself for buying chicken when he wanted fish?

  10. It’s misplaced and of course premature for Davies Mwila to request the affected MPs to exculpate themselves over what transpired in Parley. The Speaker must cite for contempt of Parley. Besides there’s a point of order on the same issue whose ruling has been reserved because the IT people must explain how the system froze thereby preventing some members from casting their vote

  11. Nawakwi is wrong, MPs shouldn’t vote at free will, they vote according to what their sponsors want. Those who vote at own will are independent members.

    WE USED TO HAVE 150 CONSTITUENCIES NOW THEY ARE 156, HOW DID THE 6 COME ABOUT MINUS BILL 10? ACTUALLY THIS LUFUBU CONSTITUENCY IS UNDER A PF MP, SO THE 2016 CONSTITUTION ALLOWS THE CREATION OF NEW CONSTITUENCIES.

Whatever)… let’s move forward and look to new, sane aspirations. Next time please run secret ballots at your surgeries as MPs so that when you go to vote on a national issue like that you are carrying your constituents and not some sketchy collection of dubiously protruding insinnuations.

  14. Labours and Conservatives MPs vote for their own parties and they never asked to explain themselves because that is what democracy is all about .In Zambia it is an offence .Next time Kampyongo will order the police to arrest these MPs . Zambia has gone to the dogs .
