Cabinet approves introduction of bill in Parliament to allow the distribution of campaign materials in prisons

Cabinet has approved the publication and introduction in Parliament of “The Electoral Process Amendment Bill that will make provision for people in prisons and correctional centres to vote.

The bill will also provide for distribution of campaign material in prisons and correctional centres by candidates in an election.

Monitors, observers and polling agents will also be allowed access to prisons on voting day as well as allow community members to use polling stations established in prisons.

This decision is a result of the decision of the constitutional court which allowed prisoners to start voting.

Cabinet also approved the publication and introduction in Parliament of a Bill entitled “The Cannabis Bill, 2021.”

The objectives of this Bill are to provide for the regulation of the cultivation, production, storage and distribution of cannabis for medicinal, scientific and research purposes.

Cabinet expects that the country will benefit both for medicinal purposes and economically through the enactment of the law on cannabis.

And Cabinet has also approved for publication and introduction in Parliament during the
current sitting, a Bill entitled “The Industrial Hemp Bill, 2021.”

The bill will provide for the licensing of cultivation, production, processing, storage, exportation, importation and distribution of industrial hemp.

The Bill will also and provide for regulation of research in industrial hemp.

Cabinet also approved the publication and introduction in Parliament of “The Higher Education (Amendment) Bill, 2021.

The objectives of the Bill will be among other this to re-define the categories of higher education institutions; and provide for accreditation of learning programmes for higher education
institutions.

Cabinet noted that various higher learning institutions have authority to accredit learning programmes both for foreign and local Higher learning institutions.

This has created a duplication of functions between the Higher Education Authority and other higher learning institutions.

This is contained in a statement made available to ZNBC News in Lusaka by Cabinet office.

  1. Great development. If they are allowed to vote then they should be afforded the information to make informed decisions. I don’t want to see comments from ineligible upnd diapaorans who cannot even vote. This is an internal issue for us zambians not you who lost your Citizenship. Amen

  3. They want to take cadrelism in correctional facilities now. How will prisoners start wearing part regalias when they are supposed to wear uniforms. Even their own clothes are not supposed to be worn in prison only that we fail as a nation to buy them uniforms.

  4. Whats this. Who is distribution is COVID 19 ? them of all sane people?? U took time today to discuss just this when school Re grappling with the pandemic, teachers without mask and u can only think of campaign?? Who are these people kanshi??

    • Labban Mutale I have always desired to know this answer. But it’s like no one working there has ever read my comment to answer or they have read but failing to me the answer.
      All this is indication that inmates are not supposed to vote despite the court ruling.

  5. Surely is this grz business at a time of rampant covid 19 infection, run away inflation, corruption etc….and they can make time to discuss campaign in prison for elections that are 6 months away? Just obsessed with elections and stealing…clueless when it comes to matters of governance!

These thieves have become too pompous and arrogant now they are buying Bell 430 helicopters and someone claims to be a successful businessman when he is clinging on to a public position….I remember how BUFFOON CK used to boast about drinking tea in London and dinner in Lusaka in the same day today he crys about K300,000 bailout.
    Prisoners will now be wearing campaign regalia all day ….what a bunch of fooooools we have put in office claiming to Christian nation when it suits them!!

  13. We know that is another method of rigging the Election in 2021. What is the Prison Population in Zambia? Is there a Voters Roll per each Prison. All inmates will be forced to vote for ECL and PF MP Candidates? Will there be Polling Agents to monitor and certify the Voting? The idea is to inflate the votes from all Prisons and allocate them all to ECL. It’s desperate times for ECL!

  14. This is pure nonsense!! In mates have a designated uniform. When and and where will they put on party regalia???
    And it is obvious that they will not be allowed to freely express their support for their preferred political party especially if it is for the opposition.

  15. Giving inmates the right to vote is a right thing to do and it is allowed globally as even offenders have rights to choose leaders. But allowing campaigns in corrections service facilities may bring about security breach. Many countries allow inmates, men and women in uniform and those in diplomatic service and the diaspora to vote and these votes are monitored (this is something we need to tighten), counted and collected to be part of the general vote. I am concerned with the campaigning material distribution. Best is to use TV and Radio to do that but not tangible items. My submission to the debate.

Thru ECZ they have rigged the Voters Roll in favour of PF Strongholds, they have deflated the numbers in UPND Strongholds,now they want to inflate the votes thru Prisons. Thru the Cyber and Security Bill they want to rig the votes on voting Day, vote counting and announcing Election Results secretly and quietly by closing the Internet and Social Media at Election time. It’s a PF Cocktail of Election Rigging measures. ECL and PF know that they are so unpopular that they cannot win the August 12, 2021 if they are free,fair,credible and peaceful. It’s very sad has to rely on Election Rigging tactics to retain Power.

  17. @Mwape, do you really believe the thins that you write. While you and HH are on social media, PF are holding meetings in Villages. With bumper harvest due to good rains and early distribution of inputs it is rural vote that will make difference. Insanity is doing the same things while expecting different results. UPND have had the same message since HH assumed power always coming up with “cool” names. Someone really has to be stupi4 to vote for someone calling himself bally.
