Munir Zulu calls for Life Audit of ACC officers and labels the institution corrupt after being summoned

LUMEZI Member of Parliament Hon Munir Zulu has said the Anti Corruption Commission (ACC) in its current state has no capacity to fight corruption and has called for the life audit of all the officers that work for the ACC.

Speaking to Journalist today after he was summoned to provide information about the statement he made in parliament that he had the ACC officers are corrupt and he had bribed some, Hon Zulu that the current crop of Investigators at ACC is concentrating only on appeasing politicians.

He said he will soon move a motion in Parliament for the establishment of the Zambia Bureau of Investigators.

Hon Zulu has challenged the officers at the ACC to show the country what they possess as opposed to pointing fingers at other people that they are corrupt.

“Let us investigate them let us go to package, let us go to lands. We print a list of the properties they own today and compare it with their salaries. It is a total mismatch,” he said.

Hon Zulu has also lamented that the fight against corruption has been regionalized.

“Tell me one region that is being victimized if not Eastern or Northern Region, tell me one name. Out of the 18 million Zambians, tell me one name from Western or Southern Provinces.. it is a regional fight, no two ways about it,” he said.

Hon Zulu has also called on fourth Republican President Rupiah Bwezani Banda to advise the current President.
“RB is the only man apparently the current President can listen from. Let him advise accordingly,” he said.

The Law of equity and justice demands that those armed with the responsibility to investigate and prosecute wrongs must, first of all, be blameless of the very ills they seek to eliminate.

I have put a very simple and noble challenge to the Anti-Corruption Commission (ACC) and by consequence, to all other investigative wings.

The people occupying these important offices are not immune from the probe. If they’re to be taken seriously by anyone, they must prove to themselves and to those whom they serve – as per mandate from the Constitution- that they are themselves principled.

The ACC called upon me to “help” them with information as per the statement I made in Parliament. Let me hasten to state that, unless some senses are missing in me, I have no time to submit any information to the same institution that is dirty, that mires in ills.

Some ask; what then is the way forward? Of course, if I don’t do anything about it, I would be as guilty as this institution for doing nothing when I, just like many, know-how discredited this ACC is. Therefore, I shall be making a proposition when Parliament opens for the abolishment of ACC entirely because, in its current state, this institution serves itself and not the people of Zambia.

I have seen a statement that seeks to damage my reasoning from the ACC. I have no better response than to ask them to go further with the same energy, to request a lifestyle audit of ALL officers working at this institution. They are scared to undergo this exercise to ascertain what they own and how they acquired such. It must tell Zambians something. They are wolves in sheepskin. No amount of arrogance will serve them from the blame they carry on their shoulders and faces every day.

At best ACC is a corrupt institution. At worst, it runs like a private profit-making enterprise that is only available for hire by a party that is in power.

In the last regard, ACC only pursues “suspects” from a former ruling party. Ironically, it loses sight of the ills of those in the ruling party or its allies. Is this how a reputable institution must operate? Certainly not.

I dare say – and am certain that many people here and abroad agree with me that – ACC needs to be eliminated because it is poisonous and is dividing this country.

    THE ACC OFFICERS SHOULD BE ABOVE BOARD AND BE APPROVED BY PARLIAMENT AS IT APPROVES THE TOP POSITIONS OF CHIEF JUSTICE POSITION AND OTHER APPOINED APAMWAMBAS SO SHOULD IT SHOULD BE DONE FOR ACC.
    6 MONTHS AGO THESE OFICERS TAUNTED THE OPPOSITION UPND ,NOW THEY TURN AROUND TO PF.
    YES THERE IS CORRUPTION BUT ALL SHOULD BE TREATED THE SAME.

  5. Prosecuting one region? Liar. Is Bowman and Nakachinda from the two regions mentioned? I agree with you on the lifestyle audit of ACC staff, but other utterances are mere emotional outburst without substance, this is why you were even summoned by ACC.

  7. Munir and his PF friends where so corrupt that even after cleaning ACC every one of them would still be called back for questioning. PF under funded DEC ACC so that they could not function fully to give you guys a break so you could loot national coffers.

  9. I just this gigantic politician called Munir, he is a Goliath in the brains, he is not like these talkers who talk mountains and valleys but fail to achieve even a single iota , out of their pronouncements during their campaigns , they are really a disgrace to the nation.
    If it took three months to a point his cabinet then it will take him thirty years to achieve the first promise he made to Zambians, however to some of us the intelligent people like me we have already rated the caliber of person we have have been given to lead us for the on going five years. .

  13. The wrongdoing by ACC is the giving of publicity to this criminals and then to release them
    on Police bonds. That is wrong. No criminal or thief would ever admit his thefts. These people are conmen and they have made Innocent Zambians to even suffer. They have very powerfull under
    their boss Kaizar Zulu. Like in other they do in West African countries, the ACC can only archieve its goals by confiscating all this properties. Put those properties immediately on sale and the prosecute term. ACC is just creating a circus of criminals like Munir Zulu making jokes and mocking Zambians. It is strange that even such murderers and Child defilés like Lusambo can steal walk around as Free men. Even that DNA Will end up a farce.   16. OK. Ma fella imwe ku ACC set up a tribunal and do the audit. It has been over 7 years that the public have looked at the ACC in very suspicious light. This guy was part of that authority that projected the impression to the public. I say, whether it is sour grapes or not, he is insinuating something that needs clarification considering the last lost years of the government he belonged to.

  18. INDEED KUNIR ZULU IS A LOW CALIBRE POLITICIAN POLITICIAN. HOW CAN HE SAY THAT STATE INSTITUTIONS ARE FOR HIRE BY THE RULING PARTY? IS HE SPEAKING FROM HIS EXPERIENCE BACK THEN WHEN HE WAS IN PF? KUNIR MUST FIRST ORDER THE CONTENTS OF HIS MIND. OTHERWISE HE CONTINUE UTTERING INCRIMINATING STATEMENTS WITHOUT REALING IT.

  19. Mature adults don’t tend to walk out of meetings before reaching understanding. But, Mr Zulu comes across as insolent & self absorbed. Notwithstanding, I still think the ACC is unfit for purpose! The organisation has become a mouthpiece for politicians – completely neglecting it’s obligation to tax payers. It needs to be disbanded and an independent organisation free of political influence formed.

  20. That is exactly the argument i wanted to put forth. Speech made by a member of parliament, while debating on the floor, is protected. While a lot of us may not agree with the speech munir gave, he is a parliamentarian and his speech should be protected, if made on the floor of parliament. ACC questioning that speech leaves us with many questions about their integrity as an independent institution. .

  23. Zulu makes sense. ACC in it’s current state is rotten. They are compromised and needs to be restructured. They are great pretenders who want to cover our eyes with mud.Why have they become more active at a change of government? They luck professionalism. Munir is hitting the nail on its head. No one should intimidate him. There are thieves and jackals at ACC who should be flushed down the drain.

  24. I agree with you hon on the last sentence/ point that ACC needs to be replaced by a different institution albeit for completely different reason(s).
    Everybody knows how psychologically we want the forbidden things(not what you are thinking-pun intended). It reminds me of unnamed ambassador back when, who said he has never been a country where corruption was talked about so much than Zambia.
    It is an irony that despite the institution and corruption sermon, the vice has only been improving in the negative sense.
    Its case of mind of matter that we instead have institutions that will establish what we want other what we dont want. This what the son of the soil Dr. KK MHSRP did when he infused humanism principle in education including workplace. And we had humanism week too.
