ZRA recorded a 27 % reduction in trade tax in 2008

Zambia Revenue Authority (ZRA) Commissioner General Chriticles Mwansa says Zambia last year recorded a 27 per cent reduction in trade taxes.

Mr. Mwansa attributed the decrease in trade taxes to unscrupulous people evading paying taxes, especially on the boarder towns.

He said the reduction in trade taxes reduction translated into less revenue collected because of the difficulties created by the global economic meltdown that is forcing people not to pay trade taxes.

Mr. Mwansa said in Lusaka today that the authority has faced difficulties in meeting most of the set targets on trade tariffs due to the reduction in international trading.

He said ZRA is however, not sitting idle but putting up stringent measures to reverse the trend by vigorously sensitizing members of staff to sharpen their skills on customs data and collection management.

He said ZRA, collects tax on behalf of government, was however addressing the loss in revenue collection with the urgency it deserves.

Mr. Mwansa further pointed out that the second quarter of this year, international trading would increase because people were beginning to pay the required taxes following sensitization campaigns.

He could however not disclose the expected revenue to be collected in the second quarter of this year.

  1. Seal all loopholes and collect the due tax. There is room to doing better. The impact of the economic recession should not become an excuse. That 27% reduction or loss plus the K27 billion stolen by Kapoko and his friends, would have perhaps given us another Chembe Bridge (which cost K46.3 billion) if properly managed.

  2. The employees stole money. People do not pay tax at the borders they just do nichekeleko thats why.

  3. ZRA employees are thieves that is why they collected a loss. People do not pay tax to ZRA they pay to individual ZRA employees.

  4. ZRA, ZRA, ZRA !!!! is the Father of corruption and misappropriation of funds. The institution must be audited. The top -brass; current and past must have their wealthy screened. Whistle blowers must be encouraged to stop all frauds at ZRA centers. We will serve more funds.

  6. Does it even make a difference if the major part of the money collected does not even reach it’s intended target the suffering Zambians and is just pocketed. God will expose all of them ,people have suffered too much in Zambia.

  7. You have rightly identified the problem which is evading of tax at the borders, your solution sensitization campaigns . How very interesting. Yet the truth of the matter is purely corruption by your officers. Ours is a made man poor country, corruption is written everywhere.

    Shall we change the name from Republic of Zambia to Republic of Corruption. Then we can fight corruption vigorously.

  8. People simply do not have money to trade. Secondly, Zimbabwe is now turning the fortunes around with in=mports from China and South Africa

  9. Corruption should not be denied under the disguise of lack of trade . Why talk of evading tax then? bribes is the language at nearly all the borders, with resultant effect of less revenue collection for the Republic of Corruption.

  10. It’s a circle. The tax rates are too too high so the trader conives with the corrupt ZRA officer and pays less tax to government with the mark up going to the ZRA officer. How does a ZRA customs official who works 6 days of the 7 days of a week, without a loan manage to build houses an flats all over. I think communities should be sensitised on whistle blowing! Like #5 puts it criminals are respected in the communities, we live with them, drink with them and we adore them.

He should not call us unscrupulous people evading tax but loyal Zambians who don’t want to be ripped off by our own govt.I send cargo to Zed on a regular basis & enclose genuine receipts from manufacturers but ZRA officials overlook them & value my goods from some ”system” of their own infact they just dream their value for instance,in my cargo there was a DJ effects machine i bought at £78, ZRA valued it at $500 and put their foot down that it’s what i had to pay,i refused to pay.It took more than 2 weeks for me to clear my goods as they were all overvalued,in the end,i argued with a non co operating and understanding Station Manager,i gave them websites & full contact details for the shops i got my stuff from so they reduced the values but i paid storage fees & incurred losses.

    So why they heck should i not be forced to make contacts at ZRA and evade tax or bribe if my own govt won’t accept genuine money from me and charge me according to the true values of my goods.There are many systems in Zambia that are simply retrogressive and i feel pity for the common man who cannot argue,the govt thru ZRA has been stealing from the common man year in year out,the whole country systems need major overhauls if corruption has to stop.

Those *****s attending the NCC are busy scheming on how to bar one single person from standing for presidency through an introduction of an illogical clause discriminating against those without a degree, yet the country needs proactive, progressive clause which will protect the country’s wealth from plunderers and looters.

    Can the NCC be objective for once and insert a clause in the constitution which will place an obligation on each and every Zambian to annually file tax returns where they will declare their earnings and how they earned such monies to instil decency and accountability in the people. The clause should clearly empower government to order any Zambian not able to explain the source of their wealth to forfeit any monies, assets, etc to the state.

  16. “Tax revenue up from K 1, 434.2 billion to K9, 628.0 billion in 2008”, so despite the 27% loss in trade taxes u still have 600% increase in total revenue so people are paying their taxes i’m sure even the traders are so sort out ur civil servants uko…do u think someone can cross a border without paying any money??? its were the money is going that’s the issue don’t blame poor pipo who have to fight not to be overtaxed everytime they make way through the border
