Clergyman urges NCC to make plunder offences non bailable

A local clergyman has urged the National Constitution Conference (NCC) to make plunder of oof public resources non bailable.

Christian Faith Mission Center in Zambia (CFMCZ) President, Peter Chanda said the NCC should put in the stiff penalty to a stop plunder of national resources.

Pastor Chanda said people appearing before the courts of law for such offences should be remanded to deter the would be offenders.

Pastor Chanda said this in an interview with ZANIS in Lusaka today.

He further said the NCC should include in the final constitution the social, economical, and transparent accountability of public funds to help reduce the poverty in Zambia.

He said development of the country will only take place when there is a good constitution, stirred by a good system of governance.

The clergyman said with the current global economical crisis there is need to put up such measures that would protect public resources.

He said he has hope that the country will pull through and succeed despite the current global economic crisis.

    • He is not only involved but partaking in the national matters. People for a long time have been cheated that politics and God are two separate entities. not at all and actually God rules in a similar scenario except He is fair and just. When it comes to peace, you want the pastor to pray, when it comes to comment on the way GRZ is spending money you say iyo ba pastor ni mu church fye. the church or congregations are not made of pillars but the very people who go to vote and are real and need a voice wether from the pulpit or from parley chambers

      I am a Christian and I know even pastors in Zambia have taught people not to participate in their God given rights to demand for justice and a good living existence.

  1. Mmhh jury still out on that..i’m not sure about that.Might be a deterent to would be offenders but then again there could be other mechanisms put into place to deter public officials from misappropriating resources.

  2. They should not be bailed after they have been convicted and they are trying to appeal. While their appeal is pending, they should be in custody if they were sentenced but it would be unfair to detain every accused in custody before trial and conviction. Think with your minds and not emotions.

    • Yes he is one of his several sons he has satired. These sons have found it easy to manipulate the system by virtue that SoyaNyama is the boss to loot and make money. One day they will stand in court. Wait till NyamaSoya’s immunity is lifted after his one term is over. He wont make it over one term.

  4. yah almost all the people convicted so far are still outside chimbokaila and only poor sakala went in. by the way where do these people get such amounts of money to buy the bond? the only conclusion is that the law is weak and if fairness has to be done, let them remove bail from such cases and let people get to serve their terms because in prison there could be people who were unable to get enough money to buy bail bonds but their cases where even trivial than corruption. i personally dont see sense in jailing a person who gets two energizer batteries while a person who has squandered millions or billions of zed kwacha is still roaming the streets probably using the same money s/he amassed

  5. The draft constitution was prepared by Zambia’s eminent persons in consultation with the people of Zambia. But look at the people diluting it, whose interests are they serving by their actions? Will their version of the draft constitution stand the test of time? For how long shall the people of Zambia be denied their right to a constitution of their choice? How much money should we worst on the same subject of the constitution to arive at a people’s document, when our people are dying of hunger? Do we really care about people?

  6. As long as we have thoroughly thought through such an idea , I have no problems. My problem is when one makes such a suggestion just because there is someone whom he hates and has been implicated in the plunder of national resources. You don’t make laws to fix one person or a group of them. Make laws that will stand the test of time and are truly beneficial to the nation as a whole. We don’t want you to start crying foul if its you who has been implicated like the SATAs of this world who make a law today (in bad faith of course) and tomorrow it turns against them.

  7. This is Ok on condition that it is not used by the seating president to get even at persieved enermies or opponents. maybe Parliament to be the final say to detain the plunderes to avoid abuse of the rule / law.

    LUSAKA High Court judge Philip Musonda has ordered that two women be awarded K20 million each for false imprisonment, torture and exemplary damages against them by police officers from Kabangwe police post.
    This is in a matter where Felisia Mpinga and Sarujai Mpinga sued for allegedly being assaulted, battered and falsely imprisoned by the police officers on January 20, 1999.

  10. people serving in public office should be honest, trustworth and people of inegrit. public. most highly sophiscated crimes are done in the public office, like arms deals, purchase of GMO’s, payment of ghost workers, awarding of fake contructs. these deals involve billions ie a lot of money which can make the economy of the country to collaps., unlike some one stilling a shirt. it is therefore necessary that NCC consider these cases non bailable.
