The Road Transport and Safety Agency (RTSA) says it will roll out speed cameras to other parts of the country as part of concerted efforts to reduce road traffic accidents and fatalities on Zambian roads.

ZANIS reports that RTSA Senior Public Relations Manager, Frederick Mubanga said the roll out of speed cameras will only be effected once proper road signage is put in place around the country.

Mr. Mubanga stressed that over speeding is the major cause of road traffic accidents and fatalities on Zambian roads hence, the need to deploy Information and Communication Technology systems in order to arrest the situation.

He said phase one of the implementation of the speed camera project in the capital city Lusaka has been successful and will help spur a downward trend in road traffic accidents and fatalities.

Mr. Mubanga said the agency has started implementing phase two of the project which has seen installation of speed cameras along major selected roads as well as highways on the outskirts of Lusaka.

He said under phase two, RTSA has placed speed cameras on the Great East Road between Airport turn off and Chongwe toll plaza, in Kabangwe area on the Great North Road and Makeni and Shimabala areas on the Kafue Road.

Mr. Mubanga said compliance levels have increased to over 90 percent compared to the time the Agency started implementing the project of installing speed cameras.

He assured the general public that RTSA in partnership with the Road Development Agency and Local Authorities is working to review speed limits for some major roads in the country in order to facilitate free flow of traffic.

NUPPEZ worries over increased exam malpractice

Central Province National Union for Public and Private Educators of Zambia (NUPPEZ) Secretary, Richard Tembo, has advised the Examinations Council of Zambia (ECZ) to revise measures that safeguard the security of examinations in Zambia.

Mr Tembo says NUPPEZ is disappointed with the escalating levels of examination malpractice in the education sector over the years, which has now moved to another level of being circulated on social media.

Speaking in an interview with ZANIS in Kabwe today, Mr Tembo notes that the continued cases of exam malpractice has the potential to jeopardise the quality of education in the country.

He explained that the rate at which examinations are being exposed on social platforms, can also endanger the credibility of Zambian qualification on the international market.

He said the ECZ, being the author as well as the custodians of examinations in the country, has the mandate to ensure proper security of examinations in order to curb malpractice among pupils.

Mr Tembo notes that postponement of grades 7, 9 and 12 examinations was not fair on the innocent pupils who were prepared to write their examinations, saying the move will affect them psychologically.

He has since urged school-going individuals to continue studying hard and to stay away from exam malpractice as it would affect them to excel in higher learning institutions where there is zero-tolerance to any form of leakage.

Mr Tembo further appealed to relevant authorities to bring to book and punish the officers who were involved in leaking the examinations to the public domain as this could set an example to would-be offenders in the future.

Last week, government, through the Ministry of General Education, postponed examinations for grades 7, 9 and 12 due to alleged countrywide examination malpractice.

Ministry of National Development planning donates to prisoners

Staff at the Ministry of National Development Planning in Lusaka have donated assorted sanitary products , foodstuffs and other essentials to 179 female prisoners and 29 children at Lusaka Central Correctional facility as part of the commemoration of Zambia’s 54th independence anniversary.

Permanent Secretary for Development Planning and Administration, Chola Chabala said he is hopeful that the donation will help meet the daily needs of female prisoners and their children.

In a speech read for him by Director of Human Resources and Administration, Ignatius Daka , Mr. Chabala encouraged the prisoners to exhibit good behavior as part of efforts to promote the peace and love the country has continued to enjoy for the last 54 years.

The PS said staff from his ministry were moved to visit the women and children and make the humble donation in response to Christ message in Mathew 25 chapter 36 that says “I needed clothes and you clothed me, I was sick, and you looked after me, I was in prison and you came to visit me.”

Mr. Chabala encouraged the prisoners to acquire skills that will help them be self-sustainable and contribute to national development upon their release from prison.

This is according to a press statement issued to ZANIS in Lusaka today by the Ministry’s Spokesperson Chibaula Silwamba.

Newly sworn in Commissioners urged to be impartial

Chief Justice Irene Mambilima has urged the seven newly sworn in Small Claims Court Commissioners to be impartial as they executive their duties.

Justice Mambilima said all the seven commissioner should abide by the Judicial Act No. 13 of 1999 in order for justice to prevail as they accomplish their obligations.

ZANIS reports that Justice Mambilima said this shortly after swearing in seven Commissioners of the Small Claims Court in the Supreme Court Conference Room today.

“To the new Commissioners, ensure that justice and reconciliation are on the center of your activities. When people affirm that justice has prevailed and are satisfied, that is the signal that you have achieved your duties diligently and always follow the Judicial Act No. 13 of 1999,”she said.

She implored the new Officers to always consult other serving Commissioners whenever, they face some challenges.

Justice Mambilima further pointed out that there is no doubt that the Newly sworn in Commissioners will expertly fulfil their duties noting that, the Judiciary is in the process of reviewing the Small Claims Court Act in order to enable Small and Medium Scale Enterprises(SMEs) to litigate in the Small Claims Court.

Meanwhile, Small Claims Court Chairperson, Sharpe Phiri said the court is designed to decongest the subordinate court.

Ms. Phiri disclosed that since its inception on 8th June 2009, the court has disposed off 22,410 cases which is a step in the right direction.

Among the seven Commissioners sworn in are Markford Mandela, Enerst Chulu, Mwaka Ngoma, Miyuna Katolo, Morgan Mukwasa, Chituwa Mwamba and Mabai Kasase.

UPND and NDC say that they will not be part of National Dialogue organised by ZCID

The United Party for National development (UPND) has said that the party has nothing to do with the national dialogue being spearheaded by the Zambia Centre for Inter-party dialogue(ZCID).

Party Secretary General Stephen Katuka said that UPND is only committed to a genuine dialogue that is being facilitated by the three Church Mother Bodies.

“We wish to state that we have nothing to do with the national dialogue being spearheaded by the Zambia Centre for Inter-party dialogue(ZCID),” Mr Katuka said.

Mr Katuka said that UPND has been very clear with its position that the ZCID has a conflict of interest and has no capacity to lead the process as they are assuming the role of a player and a referee at the same time.

In addition ,Mr Katuka said that the ZCID was sponsored by the PF Government, and UPND being a member of the ZCID, cannot allow the continued peddling of clear and calculated clandestine positions to sway members of UPND on national dialogue.

Mr Katuka indicated that the nation may recall that it was President Edgar Lungu who organized the Commonwealth Secretary General Patricia Scotland to visit president Hakainde Hichilema during his incarceration at Mukobeko Maximum prison in Kabwe, but later the same Mr Lungu turned round and said the Commonwealth was a foreign entity which cannot lead the national dialogue.

“It is shameful how Lungu can be using the ZCID to push for their agenda. We all know that ZCID are being manipulated by the Patriotic Front (PF)”, he has said.

Mr Katuka added that Stakeholders agreed in Siavonga that the church should facilitate the dialogue but wonders why the PF objected to the three Church Mother Bodies to lead the dialogue.

“We must reiterate that the UPND shall never be available for the national dialogue without the three Church Mother Bodies. Zambians should now see the PF hypocrisy with their so-called National Day of Prayer, which they have continued to advance after rejecting the church. Let Lungu and his PF have respect for the church”, said Mr Katuka.

When contacted for comment on allegations that UPND has said it was not consulted on the appointment of a committee of eminent persons to chair the national political dialogue process, ZCID accused the opposition UPND of not telling the truth on the appointment of a committee to spearhead the national political dialogue process.

ZCID Spokesperson Jackson Silavwe said that apart from the UPND representatives on the ZCID board being part of the board meetings on 16th and 21st August, 2018 where a resolution was made to have local eminent persons chair the national dialogue process, the ZCID wrote to the party on 21st August, 2018 and that the letter was delivered on 22nd August, 2018 and stamped received.

Mr. Silavwe said that the letter clearly requested the UPND to second names of eminent persons of their choice to chair the national dialogue in view of the stalled discussions with the leaders of the three church mother bodies namely EFZ, CCZ and ZCCB.

Mr. Silavwe said that the ZCID through the Executive Director’s office received two letters dated 24th August, 2018 from the UPND Secretary General’s Office and the Party President’s office reemphasizing their position to have the process led by the three church mother bodies.

Mr. Silavwe stated that to assert that the UPND was not consulted is simply not stating the truth and that it is bent on advancing a negative perception against ZCID.

The ZCID has appointed a four member committee comprising of Chief Ngabwe, Senior Chief Madzimawe, Former Second Deputy Speaker of the National Assembly Chifumu Banda and Veteran Politician Dr. Akashambatwa Mbikusita Lewanika to spearhead the National Political dialogue process.

Meanwhile the opposition National Democratic Congress (NDC) has also said that it will not participate in the dialogue process being spearheaded by the Zambia Center for Inter Party Dialogue (ZCID).

NDC Spokesperson Misheck Moyo said that the party will only participate in the talks if the church is allowed to lead the process. Mr. Moyo says the NDC is not comfortable that ZCID has appointed Dr. Akashambatwa Mbikusita Lewanika to chair the talks.

He has demanded that ZCID should clarify on how it settled on Dr. Lewanika to chair the dialogue process, adding that the party does not trust the ZCID and that it believes the organization is a surrogate of the ruling Patriotic Front Party (PF).

The ZCID board on October 23 constituted a committee of four local eminent persons to chair the proposed national dialogue between political parties.

The board’s Spokesperson Jackson Silavwe named the eminent persons as Chief Ngabwe of Central Province ,Chief Madzimawe of the Ngoni Speaking people of Eastern Province , MMD founder member Akashambatwa Mbikusita Lewanika and Lusaka lawyer Chimfumu Banda.

It’s impossible for any other institution to have shares in ZNBC, Dora Siliya tells Parliament

Information and Broadcasting Services Minister Dora Siliya has clarified that ZNBC has not merged with TopStar contrary assertions. Ms Siliya explained that the conditional authorization to the proposed merger of ZNBC and Star times granted by the Competition and Consumer Protection Commission (CCPC) is merely a merger of interests in a joint venture and not of two independent institutions.

In a ministerial statement to Parliament, Ms. Siliya said that being a statutory body created by an Act of Parliament; it’s not possible that any other institution can have shares in ZNBC, any change of shareholding in ZNBC would have to be made by Parliament.

Ms Siliya, however, stated that ZNBC as an institution can pursue business interests and acquire shares in other interests, but that nobody can acquire shares in the public broadcaster.

The Minister has since stated that TopStar has no shareholding in ZNBC, but that ZNBC has 40 percent shareholding in TopStar.

Ms Siliya, who is also the Chief government spokesperson, said that the merger between ZNBC and Hantex International Corporation limited is merely a merger of interests in a joint venture and not of two independent institutions such as ZNBC and Star times.

And Ms. Siliya who is also Minister of Information and Broadcasting says her ministry has made tremendous progress in the implementation of the digital migration project from 2017 to date.

She said the DTT project has been carried out in a phased manner, comprising of phase I, II and III and the scope of works completed include the installation of 55 transmission sites, refurbishment and installation of equipment at ZNBC studios and delivery of OB Vans, construction and installation of equipment at the disaster recovery centre, delivery of 900,000 decoders and construction of six provincial broadcasting stations is in progress.

She said in fulfilling the mandate, the Zambia national broadcasting corporation takes a central stage for that purpose.

Ms. Siliya said ZNBC is a strategic public service broadcaster operating as a statutory body but like any other media institution, can opt to enter into an agreement with any media institution for business purposes.

She said ZNBC has interest in GOtv Zambia limited and multichoice Zambia limited in which it holds 75 percent and 49 percent shares respectively in addition to the 40 percent shares in Topstar Communication Company limited.

Ms. Siliya has explained that Topstar Communication Company limited was incorporated in Zambia in June, 2016 as a limited company by shares.

She told parliament in a ministerial statement that the formation of the joint venture company as a special purpose vehicle which is jointly owned by the Zambia national broadcasting corporation and Star Times of China as an entity to assist in digital migration implementation.

Ms. Siliya said Topstar operates as a signal distributor and carries channels for both local and foreign content service providers of TV channels and that its operations guarantees the principal source of revenue for the Zambian government to repay the loan without putting pressure on the treasury.

She added that government intends to complete installation of transmission systems before April, 2019 while works for the Provincial Broadcasting stations will be completed by September 2019.

In 2016 government through the treasury allocated 9.5 million US dollars to phase one of digital terrestrial television migration with 10 transmitters installed from Livingstone to Chililabombwe to create a digital network.

In the same year, government decided to accelerate the digital migration to the rest of the country by acquiring a loan facility through ZNBC amounting to 273 million US dollars from the EXIM Bank of China.

The University Teaching Hospital has successfully conducted its first ever kidney transplant surgery.

Announcing the development, Health minister Dr Chitalu Chilufya said a team of medics and surgeons from India and Zambia successfully conducted the four hour surgery on Wednesday coinciding with Zambia’s 54th Independence anniversary.

The minister has announced that the team was led by a lead Zambian surgeon Dr Michael Mbambiko supported by an expert surgeon from India and a team from India and in conjunction with specialty hospitals from India and the University teaching hospital.

Dr Chilufya says the successful operation eases the pressure and costs of referring patients abroad which costs government about 2 million United States dollars annually.

He states that the surgery is a milestone in attaining universal health coverage and it will make Zambia become a centre of excellence in the region and in turn promote medical tourism.

The minister says there are currently hundreds of patients across the country requiring kidney transplant surgery.

The minister later visited the donor and recipient who are brothers and are in stable condition and recuperating well.

Dr Chilufya has since commended the team that was involved in carrying out the successful surgery.

The minister also officially presented the first ever kidney transplant placard to UTH senior medical superintended Dr Clarence Chiluba saying it is a symbol of freedom to renal failure patients.

And mother to the donor and recipient expressed gratitude to government and the medical team for the successful operation, saying the burden of dialysis has been eased.

Mwepu’s RB Salzburg wins in Europa League

Enock Mwepu and Patson Daka’s club RB Salzburg on Thursday maintained their 100 percent run in Group B of the 2018/2019 Europa League.

Salzburg beat Norwegian club Rosenborg 3-0 to stay top on maximum 9 points from three games played.

However, Daka did not make the team while Mwepu was an unused substitute.

Salzburg meanwhile, enjoy a three point lead ahead of their German sister cub RB Leipzig and will meet on November 29 at home after visiting bottom placed and winless Rosenborg on November 8.

High Court Judge dismisses Chishimba Kambwili’s appeal against his expulsion from PF

High Court Judge Maria Kawimbe has thrown out National Democratic Congress Consultant Chishimba Kambwili’s matter in which he asked the court to nullify his expulsion from the Patriotic Front on technicality.

In July 2017, Mr. Kambwili sued the PF seeking a declaration that the decision of the party’s Central Committee to expell him was illegal, wrongful and void.

In his statement of claim, the former information Minister cited the PF Secretary General Davies Mwila as the respondent.

Mr. Kambwili wanted the Court to declare that his rights under the PF Constitution were infringed by not giving him chance to face his charges and further sought an order that the PF Central Committee could not be complainant, accuser and judge in its own case against him.

But when the matter came up today, Justice Kawimbe threw out the case saying it appeared the plaintiff was not serious about proceeding with the matter.

And reacting to the Court’s decision, PF Secretary General Davies Mwila has challenged Mr. Kambwili not to appeal the matter but consider putting his proffesed popularity to test.

He said Mr. Kambwili stands expelled from the party and the speaker should proceed to declare his seat vacant and precedence has been set in this regard.

Italy-Africa Ministerial Conference kicks off

The second Italy-Africa Ministerial Conference has convened today in the Italian Capital Rome signifying Zambia’s commitment to strengthening the partnership with other African countries.

The annual conference represents the highest level framework of the renewed, strengthened cooperation between Italy and Africa which was launched in the first Italy-Africa Conference in May 2016.

Zambia is being represented by Minister of Works and Supply Felix Mutati who is a delegation leader and is also accompanied by Zambia’s Ambassador to Italy Joseph Katema among others.

The high level Ministerial conference is being graced by President of Italy Sergio Mattarella and is structured on three major topics of great importance for the relationship between Italy and African.

Mr. Mutati is one of the top discussants that will explore, share knowledge and insights on shared economic growth.

The other area of discussion is political stability and security which is looking at the African response to global and local issues and threats.

President Edgar Lungu says value addition is key to diversifying the economy and for creation of quality Jobs.

President Lungu says value addition to minerals is one of the strategies outlined in the seventh National Development Plan (7NDP).

President Lungu said this in Lusaka today when he graced the celebration of Jewel of Africa 25 years of its existence.

The Head of State said the increase in expansion of the industry and adding value to the minerals in the country will ensure growth in the sector.

He said the mining sector, large or small is a viable business venture in the country because it is a resource which is abundant.

President Lungu urged Zambians to show off its mineral wealth that the country is endowed with, as the sector has lagged behind.

He has since commended Jewel of Africa for its achievement and encouraged other business ventures to succeed and that more companies should emulate the firm.

Speaking earlier Minister of Commerce, Trade and Industry, Christopher Yaluma said it is good that Jewel of Africa uses locally sourced materials.

Mr. Yaluma said he is impressed with the company for adding value to the rich mineral wealth that the country is blessed with.

He said this will in turn create a ripple effect in the economy and create meaningful jobs for the local population.

Mr. Yaluma also encouraged the local industries to tap into the mining sector so that it may achieve its full potential.

Meanwhile, Minister of Mines and Mineral Development Richard Musukwa said there is need to protect the industry in order to support the economy.

Mr. Musukwa stated that the mining sector requires huge and massive infrastructure development that can support the development of the industry.

He stressed that Jewel of Africa has led the way and created a path that will ensure many players are involved in adding value to the mining sector.

And Jewel of Africa Managing Director Raj Sharma said it has not been an easy journey to reach where the company is today.

Dr. Sharma explained tha he is happy with the favorable economic policies that has helped them in doing business and eventually growing the business.

Zambian small scale farmers benefiting from research and innovation, says US Government

The US Government says that Small-scale farmers in Zambia are now benefiting from new techniques to promote sustainable farming to boost harvests of various agricultural products.

Acting USAID Country Director, Thomas Crubaugh said Zambian Small Scale farmers are using knowledge gained from an agro partnership to boost harvests for crops such as maize, sweet potatoes, and groundnuts.

Mr. Crubaugh said the US government has invested over $1.7 million for research and development in the Africa Rising Project to provide pathways out of hunger and poverty for small-scale farmers in Eastern Province.

He said under the Africa Rising Activity Project, in partnership with the Zambia Agricultural Research Institute (ZARI), international agricultural researchers, and the U.S. Agency for International Development’s (USAID), small scale farmers will improve food, nutrition, and income security, particularly for women-led farming households.

“We believe that the innovations developed under Africa RISING can uplift communities and countries, and place them on a path where external assistance is no longer required,” said Mr. Crubaugh

The USAID Director said Africa Rising is a product of the U.S. government’s Feed the Future Initiative and Global Food Security Strategy.

The Africa Rising activity has worked to encourage local solutions to Zambia’s needs and strengthened the capacity of ZARI to increase farm productivity through low-cost and improved technologies, including high-nutrient crops.

The partnership has identified more than 25 new technologies that have significantly increased the productivity of Zambia’s maize, groundnut, soybean, cassava, and cowpea value chains.

Among the innovations is the production of Vitamin A-fortified orange maize and orange-fleshed sweet potato, new varieties of drought- and disease-tolerant groundnuts, soybeans, and many low-cost, efficient crop-production systems.

Mr. Crubaugh disclosed that the Zambia Environmental Management Agency (ZEMA) has approved and registered the bio-pesticide “Aflasafe,” paving the way for greater commercialization of maize and groundnuts through more effective control of aflatoxins.

The Africa Rising activity also focuses on conservation and sustainable utilization of natural resources, while identifying and implementing technologies to increase small-scale farmer agricultural productivity.

President Lungu appoints Katele Kalumba as SADC election team leader for Elections in Madagascar

President Edgar Lungu has appointed former Finance Minister Katele Kalumba as the leader of the Southern Africa Development Community(SADC) election observation mission in Madagascar.

Special Assistant to the President for Press and Public Relations, Amos Chanda said Dr. Kalumba will be a team leader for the general election in Madagascar slated for November 7th 2018.

Mr. Chanda told Journalist in an interview at State House today, that the former Finance Minister is a distinguished Zambian who is equal to the task.

He said President Lungu has emphasized that he will assign people based on their exceptional talent and ability regardless of their ethnicity or political background.

Mr. Chanda also disclosed that President Lungu also received reports from Highvie Hamududu who was assigned to lead the team that was observing the Parliamentary elections in the Kingdom of eStwatin.

“President Lungu this morning also received reports from Highvie Hamaundu who was assigned to the Kingdom of EStwatin, who was sent as the leader to observe Parliamentary elections in that Country. Not only that, he also did receive the report from former Chief Justice Mathews Ngulube who was heading a team that was monitoring elections in the Kingdom of Lesotho,” he said.

And Highvie Hamududu told Journalists that his mission in the Kingdom of eStwatin was successful.

Mr.Hamududu said the Parliamentary elections that were held on September 21st were done in line with that country’s electoral laws.

He further said he is grateful to the President for having assigned him, noting that in whatever he does, the country comes first.

Government says all is set for the 2018/2019 farming season.

Minister of Agriculture, Michael Katambo said the distribution of both Basal and Top dressing fertilizer is complete.

He told ZANIS in an interview in Lusaka today that his office recently held a meeting with seed suppliers which has expedited the process of seed distribution.

“All is set for this farming season, I can safely say fertilizer distribution is 100% done and seed distribution has reached an advanced stage. My office held a meeting with seed suppliers and that results have been a speedy distribution exercise which is commendable,” he said.

Mr.Katambo disclosed that his office and other key stakeholders are putting in place modalities for the forth coming launch of the 2018/2019 planting season that will be officiated by President Edgar Lungu in North-Western Province.

He explained that once the launch is done, it will signal the commencement of the planting season.

Mr.Katambo further said in areas were heavy rains have been reported, offices of the Provincial Agriculture Coordinators should be able to advise farmers whether to start the planting of seeds or not.

On Tuesday this week, the Metrological department said Five Province have already recorded heavy down pour that it is below the 20 millimeters.

PF welcomes the constituted four man committee of eminent persons to chair Dialogue

The Patriotic Front has welcomed the constituted four man committee of eminent persons consisting of Chief Ngabwe, Senior Chief Madzimawe, Akashambatwa Mbikusita Lewanika and Chifumu Banda to lead the dialogue process.

Party Secretary General Davies Mwila has also mentioned that political parties affiliated to ZCID made a collective decision to bring on board a Committee of eminent Zambians and the names announced are those of credible persons with vast experience in their respective fields.

“Each political party was asked to submit two names to ZCID. Patriotic Front, like other parties made those submissions but the final decision was left to the ZCID to make. So we welcome the composed committee”, He said.

Mr. Mwila said ZCID is composed of political parties, including UPND and as such the decisions made have a binding effect on its members.

Meanwhile, the Zambia Centre for Interparty Dialogue has refuted a statement attributed to UPND spokesperson Charles Kakoma, that the party was never consulted on the appointment of a committee of eminent persons to chair the national political dialogue process.

ZCID spokesperson Jackson Silavwe said apart from the UPND representatives on the ZCID board being part of the board meetings on 16th and 21st August, 2018 were a resolution was made to have local eminent persons chair the national dialogue process the party was also written to them on 21st August, 2018 and the letter was delivered on 22nd August, 2018 and stamped received.

Mr. Silavwe said the letter clearly requested the UPND to second names of eminent persons of their choice to chair the national dialogue in view of the stalled discussions with the leaders of the three church mother bodies (EFZ, CCZ and ZCCB).

He said ZCID through the Executive Director’s office received two letters dated 24th August, 2018 from the UPND Secretary General’s Office, Stephen Katuka and the Party President’s office Hakainde Hichilema reemphasizing their position to have the process being led by the three church mother bodies.

Mr. Silavwe said to assert that the UPND was not consulted is simply not stating the truth bent on advancing a negative perception against ZCID.

He said the door is still open should the UPND decide not to do so, the political reconciliation, constitutional and institutional reforms will still proceed.
