First Lady Esther Lungu says Zambia’s unbroken record of 54 years of peace and tranquility should be celebrated by well-meaning Zambians.

Mrs Lungu urged Zambians to maintain peace as the country celebrates its independence saying the peace enjoyed in Zambia was fought for at a high cost.

‘’ Dr. Kenneth Kaunda and other freedom fighters were selfless and worked at ensuring that we have independence. We should not do anything to lose this peace because it was fought for at a high cost,’’ she said.

Mrs. Lungu also said Zambia’s continued maintenance of peace was testimony that God was at the helm of the country’s leadership.

The First Lady was speaking in Addis Ababa, Ethiopia when she made a stopover before leaving for Burundi to attend the first Edition of International Women‘s Leaders conference at the invitation of Burundi ‘s First Reverend Denis Nkurunzinza.

She said the objective of the conference was to create a platform for women to share experiences as women endeavor to be agents of change in their communities.

Mrs. Lungu expressed optimism that the conference would highlight important issues that hinder women from participating fully in National development.

While in Addis Ababa, Mrs. Lungu met Central African Republic First Lady Brigitte Touadera who will also be attending the conference in Burundi under the theme “Women of Destiny , Arise, be encouraged and act for the matter concerns you’’.

And Minister of Religious Affairs, Godfridah Sumaili who is in the First Lady’s entourage, said President Edgar Lungu was committed to ensuring that women were part of the National agenda.

Rev. Sumaili said the appointment of many women in key government positions was testimony that President Lungu was walking the talk on the matter of gender parity.

This is contained in a statement made available to ZANIS in Lusaka today by First Secretary for Press and Tourism at the Zambian Embassy, in Addis Ababa, Ethiopia, Inutu Mwanza.

The Industrial Development Corporation (IDC) Board has approved an investment of $850 million into rail infrastructure and rolling stock for Zambia Railways Limited (ZRL).

IDC Group Chief Executive Officer Mr Mateyo Kaluba, said the investment is important because it is a wholesome package which attends to the entire capacity constraints of ZRL.

“Previously, interventions made were for specific challenges that Zambia Railways Limited had. We want to have a holistic approach to the intervention”, he said.

Mr Kaluba said the growth of ZRL was paramount as it plays a key role in the growth of the Zambian economy.

He said it is for this reason that the IDC fully supports the transformation of ZRL from an ordinary rail company to a total logistics provider.

Mr Kaluba further added the transformation of ZRL directly fits in with the IDC value addition objective, where each company in the IDC group is expected to play a role in value addition in the country.

He noted with delight the improvements in tonnage by 31% and revenue by 25% in the last two years since the IDC took over as shareholder.

However, he said ZRL must diversify its revenue sources so that the nation can have a strong company that can have the right impact on the country as a whole.

He said SI number seven which mandates 30% cargo is transported by rail, reinforces the Corporations’ resolve to enhance capacity of ZRL as currently, the speed and capacity is not where it should be.

Mr Kaluba was speaking to the media, during a familiarisation tour of ZRL in Kabwe recently.

Meanwhile, ZRL Managing Director Mr Christopher Musonda said he was happy the IDC Group CEO and his entourage had taken time to visit ZRL headquarters.

He further said the next tour would include Mulobezi and Chililabombwe so that the shareholder has full knowledge and appreciation of what happens in the rail system.

Dickson Makwaza: Football is a uniting factor

Former KK 11 captain Dickson Makwaza says football has helped to foster unity and harmony in Zambia.

Zambia is today marking the 54th Independence Anniversary.

Makwaza, who captained Zambia at the 1974 Africa Cup in Egypt, said football and sport in general has been bringing Zambians together.

“As far as I am concerned football and sport has contributed to unite in the country,” the Mufulira Wanderers legend said.

“After Independence in 1964 football, we started getting together as a family in this nation,” Makwaza said.

He is now calling for conceited efforts in growing sport.

“We have to sit down as a nation and chart the way forward on how to improve football. Football is a team sport so we don’ just need to blame coaches when things go bad,” Makwaza said.

Former defender Makwaza, 76, played and coached at Wanderers.

He won five national league titles as a player.

Makwaza made his national team debut in 1965 and captained Zambia to the 1974 AFCON finals.

Zambia got it’s name from the Mighty Zambezi river with its source in the Ikelengi hills in Mwinilunga district.

A monument at the Zambezi source was unveiled on October 24, 1964. There is a copper plate at the centre of the independence monument. It’s inscribed, “This plague unveiled on 24 October, 1964… is dedicated to those people, men and women, who by their personal sacrifice enabled independence to be achieved.

Zambezi comes from the Lunda expression Nzambi enzi which literally means “God Come”.Kalonga ka Nzambi means the river of God

Therefore Zambia means Land of God.

Happy 54th Birthday Zambia!!

Illicit alcohol continues to flood the Zambian market

11

Illicit alcohol continues to flood the Zambian market, losing the country an estimated US$145.5 million in unpaid taxes in 2017 alone.

More than two-thirds of the alcohol sold during the period under review, was made by illegitimate unregistered suppliers, according to a new report released by Euromonitor International Consulting of the United Kingdom.

The study, whose objective was to understand the extent of the illicit alcohol trade in seven selected African countries, including Zambia, was undertaken at the request of Anheuser-Busch InBev (AB InBev), the parent company of Zambian Breweries.

Illicit alcohol trade, according to the report, poses a substantial health threat to consumers, while the negative economic consequences for alcoholic drinks companies and governments are equally considerable.

Euromonitor identified that the loss to the Treasury had increased threefold since the last survey in Zambia in 2014, when it identified a fiscal loss of more than US$50 million to government through smuggling and unpaid taxes.

Some 70 percent of the alcohol sold is now illicit, compared with 40 percent in 2014.

“This report makes worrying reading,” said Zambian Breweries country director Jose Moran. “We appeal to government to enforce existing legislation that will prosecute people involved in the illicit alcohol business as government is losing substantial amounts of money through the illicit alcohol trade. This will help curb negative health and social effects brought about by tujilijili and junta.”

The report explained that cheap, unregulated packaged spirits have moved away from sachets, which are now banned, to smaller sized bottles of 200ml adding that the majority of the distilleries making these are unregistered producers and are not paying tax.

Only an estimated 30 percent of local spirits production in Zambia in 2017 were traceable to legitimate, registered manufacturers representing a significant fiscal loss to the state.

According to the study, Market Analysis for Illicit Alcohol in sub-Saharan Africa, smuggling of packaged products into Zambia from Namibia at the Katima Mulilo border is the largest contributor to fiscal loss, with spirits and wine showing high levels of smuggling in 2017.

The report observes that the smuggling of alcohol from Namibia occurs through containerized vehicles. Contents are typically declared as fish and other perishables that are tax-free.

The report exposed Lusaka’s Comesa Market as a significant hub for illicit alcohol distribution but to a far less extent compared with 2014, due to the cholera clean-up from September 2017.

The report findings highlighted townships such as Matero, Mandevu and Chilenje in Lusaka as “competing” with Comesa Market in distributing smuggled alcohol and other illicit products.

The Euromonitor market analysis noted, however, that there had been an increase in government lobbying to strengthen the regulation of illicit alcohol, mainly because of alcohol-related abuse.

The report justifies part of government’s drive as health-related, citing interventions made during the cholera outbreak in 2017 that compelled government to intervene in alcohol consumption in urban compounds, epicentres of disease in peri-urban areas, and shut down outdoor trade.

Mr. Moran said Zambian Breweries will continue to collaborate with government and other stakeholders to enhance the National Alcohol Policy’s vision of having a nation free from the negative social, health, and welfare consequences of alcohol abuse in the population, in order to enhance national development.

Akashambatwa Mbikusita Lewanika to be among elders to Chair National Dialogue

The Zambia Centre for Interparty Dialogue has announced that a committee of local eminent persons to chair the national political dialogue has been constituted and is ready to proceed.

These are Chief Nga’bwe of the Lenje-Lamba speaking people of Central Province, Senior Chief Madzimawe of the Ngoni speaking people of Chipata Eastern Province, Akashambatwa Mbikusita-Lewanika and Forum for Democracy and Development Vice President Chifumu Banda

ZCID spokesperson Jackson Silavwe said the eminent persons have since all agreed to take up this important national assignment to reconcile the political leaders and preside over reforms based on the four broad thematic areas namely; constitutional and Institutional reforms, separation of powers and judicial independence, tolerance, freedom of assembly and civility in politics and electoral reforms.

Mr. Silavwe said in view of this development, it is envisaged that the national dialogue process can finally take shape and take off before the end of 2018.

He said the nation, political parties and stakeholders will be briefed accordingly on a detailed roadmap onwards.

Mr. Silavwe explained that the Zambia Centre for Interparty Dialogue embarked on the path of identifying the chairperson/s of the national political dialogue after the discussions with the leaders of the three church mother bodies namely; Evangelical Fellowship of Zambia, Council of Churches in Zambia and Zambia Conference of Catholic Bishops failed to agree on the process that encompasses all the stakeholders as equals in national interest.

He said on 14th September, 2018 the board received a letter from Caritas Zambia, inviting the full board of ZCID) to a ‘consultative meeting’. The board declined to attend the meeting as it was not clear in what capacity and scope was Caritas Zambia doing the same bearing in mind that the Board was directly discussing with the leaders of EFZ, CCZ and ZCCB respectively.

Mr. Silavwe added that further, political parties under ZCID have received individual letters from the Jesuit Centre for Theological Reflections requesting them to attend ‘consultative meetings’ in their individual capacity.

“It is clear now to all well-meaning stakeholders why organizations affiliated to the church mother bodies such as Caritas Zambia aggressively opposed the involvement of ZCID in the national political dialogue from the outset all because of vested interests. The question is, whose agenda and interests is the national dialogue solely chaired and facilitated by the leaders of the three church mother bodies and their affiliates promoting?”, He added.

He said Political parties from both in and outside parliament under the Zambia Centre for Interparty Dialogue convened and devised an alternative to drive the stalled national political dialogue process forward.

The Felix Mutati led MMD says today’s Independence Day celebrations must help Zambians to recommit to liberating themselves economically.

Party National Secretary Raphael Nakachinda says Independence Day is about putting the interest of Zambians above self.

Mr. Nakachinda said the celebration of independence always gives people an opportunity to recommit themselves to the principles that were the bedrock of conviction that drove founding fathers and mothers to fight for liberation of the country.

He said the principle of patriotism and the love for equity among the human race are the fundamental principles that the MMD believe should continuously be revived in Zambians as a human race across the board.

Mr. Nakachinda said Independence Day also gives Zambians an opportunity to remember the background and history of where they are coming from for them to be able to project properly the future and where they should

Hoisting of national flag symbolizes end of colonial rule-Lungu

11

President Edgar Lungu says the hoisting of the national flag is a symbolic representation of the end to an imperialist reign and subsequent triumph by indigenous people over an oppressive minority rule.

President Lungu said the event also represents the country’s resolve to forge ahead as a self-determined and liberated people to embrace a new and inclusive governance under the motto of ‘One Zambia One Nation.’

The President was speaking in a speech read on his behalf by Defense Minister, Davies Mwila who led hundreds of Zambians in hosting of the national flag to mark Zambia’s 54th independence anniversary in Lusaka last night.

Zambians clad in national colors filled the showgrounds to witness the ceremonial hoisting of the national flag.

Traditional dances and performances were exhibited showcasing Zambia’s historical emblems and were spiced up by Defense choirs from various barracks across the country.

At 23:59 hours the Defense Minister descended from his VIP seat to the playing field to lead the jubilant crowd into a countdown of the hoisting of the flag.

The raising of the flag was accompanied by the National Anthem, blowing of vuvuzelas and beating of drums while all lights were switched off.

The display of fireworks in the air was one of the spectacular things to watch as the skies were lit and colored.

This year’s hosting of the national flag at midnight marks 54 years from the time Zambia gained its independence from the British rule on October 24, 1964.

He noted that these efforts will contribute to the goal of reaching HIV epidemic control by 2020.

And receiving the donation, Lusaka Province Minister Bowman Lusambo said President Edgar Lungu’s administration attaches great importance to the provision of quality health care services as close to the community as possible.

Mr. Lusambo said President Lungu’s administration also enjoys a strong partnership with the U.S. government in HIV response which has targeted significant reduction in new HIV cases from 46,000 cases to less than 5,000 cases per year.

Zambia now has a locally grown autocracy, 54 years after independence

42

The OASIS Forum has charged that instead of a colonially imposed dictatorship, Zambia now has a locally grown autocracy 54 years after independence.

OASIS Forum Chairperson Eddie Mwiitwa said that instead of ruling white elite, Zambia now has a ruling African elite that has imposed a similar system of oppression and dictatorship as the white elite.

In a statement made available to medias, Mr. Mwiitwa says the development of a police state has greatly contributed to the unconstitutional powers assumed by dictatorial type governance.

Mr. Mwiitwa said that he was concerned that the Police service which is supposed to be a professional institution guided by the constitution and the Law, bu is instead found to be taking instructions from the government and even directly from the ruling party.

Mr. Mwiitwa has expressed displeasure on how the police are misusing the Public Order Act where they are prohibiting and sometimes attacking public protests and opposition party meetings and even arrest people on pretext that such meetings do not have a police permit.

He has added that this contributes to the perpetual stay in power of a dictatorial government by inducing fear in the citizenry through reckless conduct of some police officers who seem to specialize in violating people’s right to lawful assembly and freedom of expression.

Mr. Mwiitwa states that there is no requirement for a police permit in the Public Order Act.

Installation of Speed Limit Cameras has brought sanity on same Lusaka roads. Here a motorist take precaution measure as they drive along great East road where Road Transport and Safety Agency (RTSA) has installed the cameras as a camera is seen on far left under the tree

The Road Transport and Safety Agency has announced that new sites for speed camera enforcement will be active effective Friday 2 November 2018.

The New Sites include Addis Ababa Road in Lusaka, Burma Road, Chilumbulu Road, Great North Road Between OYDC and Katuba Toll Plaza and Kafue Road between Lilayi Roundabout and Shimabala Toll Plaza

This follows trials that were conducted on these roads which indicate that more than 51 percent of motorists are driving above the legal speed limits.

In a statement issued by the RTSA Public Relations Unit, motorists have been advised that all matters relating to speed signage on these roads are being addressed adding that the camera enforcement will only be done on roads that have visible speed signs.

The Agency reiterated that the deployment of speed cameras is a nation-wide program which will be focused on most accident-prone areas.

Meanwhile, the Agency has disclosed that compliance has increased to as high as 99 percent on roads monitored by cameras since commencement on July 11, 2018.

It said 150 cameras will be deployed across the country in the coming months to reduce the carnage on roads caused by excessive speed and reckless driving.
