London based Africa Confidential is not a credible source of news-Haabazoka

Economics Association of Zambia President Lubinda Haabazoka has charged that the London based Africa Confidential is not a credible source of news about Zambia.

Dr Haabazoka said Africa Confidential only speacilises in painting Zambia and Africa in general in the negative light.

“My role as EAZ President comes with a lot of responsibility especially where it comes to public perception about the state of the economy in Zambia. I receive queries on many issues from investors, households and other stakeholders. I have however noted that the source of concern mostly is coming from information being released by a source called African confidential. I have never paid attention to this “media house” until today when a stakeholder sent a query to verify a story published by that outlet,” he said.

“The African confidential on its page mention that they have been publishing since 1960. A brief check on their websites has concluded that they have no article on any African country that is positive. Theirs is to paint a gloomy picture about Africa therefore making potential investors become skeptical,” Dr Haabazoka said.

“Us Africans continue glorifying their reports denting our image making it even difficult for ourselves on the international stage. You want to go for holiday they say you are an immigrant. They come here, they are tourists and potential investors. Let us be wary of such institutions that will always look for negative things but never mention positives.”

He added, “Yes we have our rough patches and we have our good patches. It’s better to report both!!!! I would accept criticism from the Mast, Daily nation, News Diggers, Times of Zambia, Daily Mail among others but not from people that have no idea of calculating wealth in Africa. A villager in Namwala might not own a personal jet but can be worth a million dollars but still leave in a mud house. Cattle is the secret.”

“A shop owner in kitwe might own just one outlet for 50 years without expansion but that does not mean that their business is dead. That business has probably expanded and has built the owner houses, bought cars, send children to school, supporting them he extended family and also developed a farm. Africa is different and we need to understand differently.”

He says ,”In some cases, The Zambian middle class is way better than the middle class of certain western countries.”

Zambia is being peer reviewed by the Eastern and Southern Africa Anti Money Laundering Group to assess the country’s compliance to laws relating to money laundering and terrorism financing.

According to a statement released to the media by Mrs. Inutu Mupango Mwanza, the First Secretary (Press & Tourism) at Embassy of the Republic of Zambia/Addis Ababa in Ethiopia, the assessment report is expected to be out by April next year.

Home Affairs Minister Stephen Kampyongo made this disclosure yesterday in Addis Ababa when he transited from Seychelles where he attended an Eastern and Southern Africa Anti Money Laundering Ministers Conference.

The Meeting was also attended by Justice Minister Given Lubinda, Attorney General Likando Kalaluka and Ministry of Finance Permanent Secretary Mukuli Chikaba.

And Mr Kampyongo says Government is committed to supporting the AU Amnesty month for the surrender of illegal weapons.

He said Zambia is committed to ensuring that the programme is supported, further announcing that the launch for the voluntary surrender of Arms in Zambia will kick start next week.

’’We are promoting and organizing initiatives for the voluntary surrender of illicit weapons in civilian possession on conditions of anonymity and immunity from prosecution. We are equally developing appropriate evaluation frameworks for assessing the effectiveness of these initiatives at varying stages of implementation of Africa Amnesty Month’ ’, Mr Kampyongo said.

The Minister emphasized that the illicit flow of arms, particularly small arms and light weapons), to non-state actors contributes significantly towards exacerbating insecurity and violence in various parts of Africa, thereby undermining social cohesion, public security, socio-economic development and the effective functioning of state institutions.

He called on the media to play a positive role in publicizing and raising public awareness on the observance of the Africa Amnesty Month.

’’We are happy that the African Union has committed 30,000 dollars for holding two workshops for the media and defence and security personnel in order to increase awareness and sensitization on the Amnesty month,’’ the Minister said.

The 29th Ordinary Session of the Assembly of the Union, held on 3-4 July 2017, in Addis Ababa, declared the month of September of each year, till 2020, as “Africa Amnesty Month” for the surrender and collection of illicit small arms and light weapons (SALW).

ITC wants to connect over 3 million Zambian women businesses to international markets

The International Trade Centre (ITC) says it wants to connect over three million Zambian women businesses to international markets in the next three years.

ITC Executive Director, Arancha Gonzalez said her organisation wants to work with Zambian women entrepreneurs to improve their competitiveness and strengthen their opportunities to access regional and international markets.

In a statement released to ZANIS this morning, Ms Gonzalez said Zambian women entrepreneurs have tremendous potential to positively contribute to the economic growth of the country.

She said ITC will focus on helping spur economic growth by ensuring that women businesses are linked and partnered to improve their competencies and help create jobs.

And Minister of Commerce, Trade and Industry, Christopher Yaluma said government remains committed to supporting women entrepreneurs engaged in export activities and cement investment partnerships from around the world.

The ITC is today expected to launch the Zambia Chapter of the She Trades initiative in order to connect more women businesses to international markets.

The Enhanced Integrated Framework (EIF) who are partners with ITC is keen about the partnership with Zambia to strengthen economic empowerment of women.

EIF Deputy Executive Director, Annette Ssemuwemba said accessing local and international markets will help reduce poverty and increase income in many Zambian homes.

DC unhappy with works by Zambian Contractors

Shiwang`andu District Commissioner (DC) Evelyn Kangwa says some Zambian contractors are a letdown in advancing infrastructure development in the country especially in rural districts.

Ms. Kangwa lamented that in Shiwang`andu district, projects have been terminated due to failure by the contractors to complete projects.

She cited some projects which have stalled in the district such as the construction of ZESCO offices and the Post Office, among others.

She made these remarks in an interview with the ZANIS in Shiwangandu today.

Meanwhile, workers for Nyola Investment engaged to construct Shiwang`andu Civic Centre have stopped working due to non-payment of salaries.

The irate workers today stormed the DC’s Office to express their disappointment with the Company’s` failure to pay salaries amounting to K303, 000.

The workers claim that they have not been paid for a period of two years, stating that the debts have accumulated and that they can no longer work until they are paid in full.

And Shiwang`andu DC has expressed displeasure with Nyola Investment for its failure to pay workers and mobilize material to resume works despite being paid by Government.

Ms. Kangwa noted that it’s unfair for the contractor to take advantage of its workers as they have families to take care of.

She has since appealed to the National Council for Construction (NCC) not only to facilitate termination of contracts but to also reprimand erring contractors.

Chingola Parliamentarian happy with road works

Chingola Area Member of Parliament Mathews Nkhuwa says works of upgrading roads in his constituency are progressing well.

Mr. Nkhuwa said his constituency is yielding maximum benefits from the C400 road project being undertaken by AVIC International Holding Corporation.

He told ZANIS in an interview in Lusaka today that the community and his office are delighted with the quality of works which currently stand at 50%.

“The rehabilitation and construction of roads in my constituency is impressive. AVIC INT. is doing a commendable job and the whole community in my area is delighted. The work is now at 50% and once it’s complete, am very sure that it will boost the business fortunes of the district,” he said.

Meanwhile, Mr. Nkhuwa who is Minister of Energy said the Constituency Development Fund (CDF) for 2017 has been allocated to the needy areas in the constituency.

He said some funds were channeled towards the construction of the only modern police station in the district which has been stocked with computers to ease the work of the officers.

The Parliamentarian further emphasized that women empowerment programmes in poultry business and the construction of classroom blocks in Kakalo area are among the programmes which will up lift the living standards of people in his constituency.

US Senate seeks to block IMF bailouts for Countries defaulting on Chinese debt

A bipartisan group of 16 US senators urged the Trump administration to block the International Monetary Fund (IMF) from bailing out the countries that have obtained loans from China under its infrastructure development plan.

The letter to Secretary of State Michael Pompeo and Treasury Secretary Steve Mnuchin mentions Pakistan, Sri Lanka and Djibouti among the countries that have accepted billions of dollars in loans from China but are unable to repay.

Zambia is seeking a US$1.3 billion bail out from the IMF but already has over 8 billion in Chinese loans.

The loans come from the $8 trillion Belt and Road Initiative (BRI) that China says is meant to develop infrastructure in friendly countries for linking them to global trade routes.

But US senators disagree.

“We write to express our concern over bailout requests to the IMF by countries who have accepted predatory Chinese infrastructure financing,” the 16 senators said in the letter they sent to the two secretaries earlier this week. They claimed that China was using the debt to control the policies of the borrowing nations.

The IMF is an international lending institution and the United States is its largest contributor with some $164 billion in financial commitments.

But Secretary Pompeo told CNBC news channel last week that Washington was watching. “Make no mistake, we will be watching what the IMF does. There’s no rationale for IMF tax dollars — and associated with that, American dollars that are part of the IMF funding – for those to go to bail out Chinese bond holders or China itself,” he said.

During the just-ended Forum on China-Africa Cooperation (FOCAC) summit in Beijing, President Edgar Lungu and a delegation of ministers clinched trade and economic deals aimed at complementing development efforts as enshrined in the Seventh National Development Plan.

Some of the major agreements and memoranda of understanding (MoUs) that have been signed are:

A Chinese Government grant to Zambia, of US$30 million for supply of electricity to the Lusaka East Multi-facility Economic Zone and
A US$30 million interest-free loan for economic cooperation to facilitate the reconstruction of Mulungushi Conference Centre in readiness for the African Union heads of State summit in 2022.

President Lungu and his Chinese counterpart President Xi Jinping facilitated the signing of three memoranda of understanding (MoUs) on economic and technical cooperation, the protocol for the export of Zambian honey to China and Belt and Road Initiative.

The Belt and Road Initiative is the Chinese government international project to connect its country to 70 countries through rail and road networks.

Among the business agreements signed are the assessments and preparation of bankable feasibility studies and implementation of Lusaka Mass Transit Railway Corridor project, which will see the construction of a transit railway link to reduce congestion on the roads of Lusaka.

Government also signed two agreements with Huawei to build a better-modernised Zambia. The two MoU’s on National Broadband Access Project and Smart Zambia Phase three project will promote connectivity and modernisation to the telecommunications sector.

Sven struggles to explain benching Mwepu

Chipolopolo coach Sven Vandenbroeck has struggled to give a valid reason for omitting rising star midfielder Enock Mwepu from Saturday’s starting XI against Namibia.

Mwepu was conspicuously missing from Zambia’s starting XI of their stuttering 1-1 away draw in Windhoek that saw both sides collect their first points in Group K after two rounds of matches played.

He replaced Salulani Phiri in the 83rd minute of the match with Zambia trailing 1-0 after Benson Shilongo had put Namibia ahead in the 78th minute before Justin Shonga equalized in stoppage time for the visitors.

“Because he travelled on Monday that’s one small reason. He came later than the other boys but also because of the artificial pitch (we played on),” Vandenbroeck said.

But Mwepu had traveled from his Austrian base last Monday to Chipolopolo’s transit camp in Johannesburg together with his RB Salzburg club mate and striker Patson Daka who started the match and was later replaced by Shonga in the last ten minutes of the match.

“But the main reasons is because of the artificial pitch and keeping the two holding midfielders not to leave space spaces between our central defense and central midfielders,” Vandenbroeck said.

Nkana coach Beston Chambeshi is disappointed they failed to sneak into second place on Sunday.

The record twelve -time FAZ Super Division champions miss a great opportunity to rise from third to second after finishing 0-0 in the minor Kitwe derby against Kitwe United away at Garden Park .

Nkana’s draw saw them fail to take advantage of second placed Green Buffaloes’ 1-1 home draw against Lumwana Radiants on the same date in Lusaka.

“I am disappointed with the result because we were aiming high. But again it is OK we have maintained our status in the top four that is what is important” Chambeshi said.

Nkana beat United 1-0 in the first leg meeting on May 26 across town at Nkana Stadium.

Nkana have 62 points, two behind Buffaloes and another eight adrift of leaders Zesco United with six games left to play before the 2018 season ends.

GOVERNMENT has refuted claims that it was poised to surrender Kenneth Kaunda International Airport (KKIA) to China for allegedly failing to meet its debt repayment obligations.Chief Government spokesperson Dora Siliya said yesterday that reports circulating on social media that China was proposing to take over Zambia’s international airport for defaulting on foreign debt repayment were false.

Ms Siliya, who is Information and Broadcasting Services Minister, was reacting to reports in Africa Confidential claiming China had proposed to take over Kenneth Kaunda International Airport should the Zambian government fail to repay the huge foreign debt on time.

She said China had no such intentions and that the reports in Africa Confidential should therefore be dismissed.

Ms Siliya also dismissed reports that Government wanted to sell public assets such as the Zambia National Broadcasting Corporation (ZNBC) and that it had started talks with a Chinese firm to take over the running of ZESC0.

“Government’s position is that all stories relating to the sale or takeover of public assets such as ZNBC, KKIA and ZESCO by China are false. ZNBC digital migration and KKIA projects are not even complete yet. How then can one refer to a loan default in view of grace periods?” she wondered.

Ms Siliya said ZESCO was a strategic institution that could not be sold to a foreign firm and that any such decision would have to be made by Cabinet.

She however said so far, there has not been any Cabinet decision to sell ZNBC or ZESCO

And Energy Minister Mathew Nkhuwa has said that Zesco is not up for sale and that it has not been discussed anywhere in the government circles.

Clarifying speculations that are reported on social media and following a malicious article by African Correspondence suggesting so, Mr Nkhuwa said he wanted to put the erroneous claims by putting it straight and simple:

“In my ministry, I am in charge of Zesco and there has been no correspondence and no one has come here to see us to buy Zesco.”

He said Zesco is a strategic company to the republic of Zambia and thus government handles it carefully, adding that government led by President Lungu is a very responsible government and will not do things in a haphazard manner.

Chinese firm defies order to halt construction of a multi-storey building in Lusaka’s Roma Township

THE Chinese company constructing a multi-storey building in Lusaka’s Roma Township has defied a directive by the Lusaka City Council (LCC) directive to halt construction and avail necessary documents and has continued building, two weeks after the order was made.

Den Yu Qiang, the Chinese firm is constructing a multi-storey building on stand No. 226/441a at the corner of Zambezi and Kasangula roads much to the chagrin of Roma residents who had written to the council over failure by the developer to follow laid down procedure.

Director of city planning Godwin Chinoya wrote to the company last week ordering it to cease construction, present the relevant documents to the council, and address the challenges raised by the community, failure to which, the council would demolish the structure.\n\n“It has been brought to the attention of the Lusaka City Council that you have continued construction on stand No. 226/441a without the necessary consultative meeting with the Roma community as agreed earlier on.

“You are hereby ordered to stop all construction works being carried out on the named piece of land with immediate effect and you are further required to provide all necessary documents pertaining to development of the property and address all the issues raised by the Roma community. Note that failure to comply with this notice shall compel the Lusaka City Council to remove the said structure without any further notice,” Mr. Chinoya said.

This followed a protest by Roma residents to the local authority through a letter dated August 14, 2018 which was addressed to the Town Clerk in which they objected to the development saying the community was never consulted and that no public notice was erected outside 226/441 to inform them on what was being constructed.

They argued that other than towering over neighbouring structures in the residential area thereby denying them their basic right to privacy, the multi-storey building would compromise the sanitation situation in Roma as no facilities had been out in place to transform the area from being a residential to mixed development zone.

But a check by the Daily Nation revealed that the Chinese company had defied the council’s order to halt construction works until it rectified all the shortcomings as workers were found plastering the erected building with other auxiliary works taking place.

All the works are done under strict secrecy as all entry points to the premises are locked with some workers, seemingly conducting surveillance, taking turns to scan the surrounding from an aerial view

Suspected PF cadres continue selling illegal Plots in Chilanga

SUSPECTED PF cadres in Mount Makulu in Chilanga have defied orders by district commissioner Edith Muwana to stop illegal plot sales on land belonging to the Ministry of Lands.

The cadres continued illegally demarcating and selling land to unsuspecting members of the public at K550 to party members and K15, 000 to non-party members.

A fortnight ago, Ms Muwana who confirmed warned of stern action against cadres allocating land illegally in the district and ordered the cadres to stop immediately.

Ms Muwana told the Daily Nation that she was aware of the illegal land allocation by cadres adding that her office had already reported the matter to both the Ministry of Lands and the police who would soon arrest and prosecute the culprits.

However, a source who asked for anonymity disclosed that despite the warning, the cadres had continued demarcating and selling land

THE family in Ndola, which was recently locked in a dispute over a child, has resolved to relocate elsewhere so that their daughter could recover from the trauma quickly.

In June this year, the  girl was erroneously reported to have `resurrected` from the dead by a family in Masala but another family emerged and claimed that it was their daughter who had a mental condition and just strayed from home.

She was taken under State custody for two months until DNA tests showed that she belonged to the Gondwe`s, the second family that laid a claim.

The Mother, Ms Irene Gondwe said in an interview in Ndola yesterday that the family had decided to shift to Chambishi in Kalulushi to start a new life for the sake of the girl`s peace of mind.

Ms Gondwe of house number 0824 Mine Masala said her daughter, Mwaba Mwape, was doing fine although she had been isolating herself.The mother said she was isolating herself because some people refer to her as the girl who once died.

“She doesn’t leave the yard because she keeps hearing people refer to her as the girl who once died. This has led her to question whether she had died or not. Hence as a family we have decided to move to Chambishi so that we could all start over again,” she said.

She said the family would also get a school place for Mwaba at a Catholic institution to encourage her spiritual growth.

Ms Gondwe said Mwaba was however interacting well with the rest of the family members and a few friends that visited her

Government has announced that three planes to be used by Zambia Airways are expected in the Country next month.

Minister of Transport Brian Mushimba says the planes will initially fly into two regional destinations and domestic routes.

Mr. Mushimba has maintained that the inaugural flights are scheduled for January 1st, 2019.

He says after the signing of an Agreement with Ethiopian Airlines the process is now gaining momentum.

Mr. Mushimba told ZNBC News in a telephone interview that the board of directors has also been appointed but did not disclose names.

And Mr. Mushimba anticipates that over 5 hundred jobs will be created directly among Zambians.

He further says the airline will improve aviation services in the country as well as market Zambia as a tourist destination.

Barclays Bank Zambia has welcomed the move by the Bank of Zambia to remove unwarranted bank charges and fees. Bank Managing Director Mizinga Melu has told ZNBC News that in the recent past people were failing to save due to numerous bank charges.

Mrs. Melu said that the step by the Bank of Zambia will work to the advantage of the banks as well as improve banking abilities by Zambians.

Mrs. Melu also said that the action has not come as a surprise because the central bank consulted the banks.

On Tuesday last week , the Bank of Zambia (BoZ) issued a directive on the prohibition of unwarranted charges and fees to all financial service providers, which came into effect on Tuesday the 4th of September 2018, through Government Gazette Number 6693, is pursuant to section 167 of the Banking and Financial Service Act No. 7 of 2017.

BoZ Deputy Governor for operations Bwalya Ng’andu said that the Central Bank had determined that the imposition of 26 unwarranted charges and fees on members of the public is an affront of the rights of consumers of financial services.

Dr. Ng’andu said that imposition of 26 unwarranted charges and fees also undermines efforts towards financial inclusion in Zambia.

Zesco United regain six point lead

Zesco United race to retain the FAZ Super Division title has regained momentum following a 2-1 away win at Kabwe Youth Soccer Academy on Sunday at Godfrey ‘Ucar’ Chitalu Stadium in Kabwe.

The victory lifts Zesco to 70 points with six games left to play and they are now six points ahead of second placed Green Buffaloes.

But Zesco had to rally to collect the three points after third from bottom KYSA took a 1-0 halftime lead through Ian Sililo in the 42nd minute.

John Chingandu and Maybin Kalengo scored for Zesco in the 47th and 57th minutes receptively to see the six-time champions stay unbeaten in their last three games and collect their second successive league win.

Meanwhile, the gap has grown again thanks to second placed Green Buffaloes stuttering form in their last three games after they drew 1-1 at home in Lusaka with demotion threatened Lumwana Radiants.

Aubrey Masubuko put Lumwana ahead in the 12th minute but Friday Samu handed Buffaloes their second straight draw in the 17th minute to see the number two side collect two points from the last three matches.

And the draw did little for Lumwana’s cause who dropped not the relegation zone and exchanged places with Napsa Stars who won 2-0 away at last placed New Monze Swallows.

Napsa rise from 17th to 15th place to 32 points, one more than Lumwana who have replaced them in the top part of the bottom four relegation zone .
