Network for Young People against Violence harassment and beating of Journalists

3

Network for Young People against Violence has condemned the beating up of the two journalists by opposition United Party for National Development-UPND cadres yesterday.

Speaking in an exclusive interview with ZANIS today, Network for Young People against Violence, Moses Kalonde said attacks on journalists must not be entertained and must come to an end.

Mr. Kalonde said when journalists are inflicted with fear of being beaten they will be unable to perform their duties properly.

He pointed out that what is at stake when Journalist work in such fear is the dissemination of the much needed information to the public.

Mr Kalonde stated that like any other professions, journalism also must be respected and journalists must be allowed to operate in a very free environment in order to carry out their duties without any interference.

He further said that condemning the act is not enough but the law enforcement agencies must move in and take action against such activities.

He challenged the UPND leader Hakainde Hichilema to show leadership and take the responsibility to see to it that the criminals who hide in the name of political cadres are identified and handed over to the police.

He appealed to the people who engage in such activities to understand that when the law catches up with them it is them and their families who would suffer.

He called on the political cadres to be vision carriers of their political parties and not engage in violet activities so that the people of Zambia could buy in their vision.

The British High Commission refutes embassy closure reports on social media

24

The British High Commission has refuted reports circulating on social media of an impending closure of its operations in Zambia.

British High Commissioner to Zambia, Fergus Cochrane-Dyet said the strange social media rumours are totally untrue because Zambia and the United Kingdom (UK) enjoy strong historical ties.

Mr. Cochrane-Dyet said there has been no major change to the British High Commission’s operations since the processing of visas was moved to the regional processing centre in Pretoria in 2010.

He stated that his country is committed to further strengthen its relationship with Zambia through boosting economic development, driving investment, creating jobs and poverty eradication.

“Alongside development work, where our department for International Development is providing over $40 million a year, we are also expanding our prosperity and trade relations, which includes the opening of a Department for International Trade Office at our High Commission Office in Lusaka,” he said.

This was contained in statement availed to ZANIS today.

No substitute for hydro power-Mutati

15

Government says there is no substitute for hydro power to end Zambia’s current power deficit.

ZANIS reports that Minister of Finance Felix Mutati said in Livingstone today that the development of the Batoka Gorge Hydro Power project remains Zambia’s most feasible long term solution to addressing the country’s power deficit.

Mr Mutati said the Batoka power project will be the most significant infrastructure project government will undertake in a long time to come.

The Finance Minister explained that while hydro power gives the best power option to drive operations of mines and other industries, government will continue to diversify into other reliable energy sources.

He stressed that the Batoka gorge power project will not only meet the electricity requirements of the two countries but will make Zambia the hub of electricity in the Southern African Development Community (SADC) region.

He said the project which will continue to link and bond Zambia and Zimbabwe has attracted leading investors due to its lowest production costs across the Africa continent.

Mr Mutati is confident that at the end of the conference, investment pledges will be made to facilitate the development of the hydro power scheme.

He assured that government will work closely with the local traditional leadership and people to ensure that the project takes off.

He said the success of the project will improve the welfare of the local people through improved access to electricity.

Mr Mutati further said that the Batoka gorge power project will stir Livingstone back to life and boost the economy of southern province.

The Finance Minister further disclosed that government will in a month’s time hold a local symposium in Livingstone to galvanize the local people to participate and support the Batoka power project.

The Batoka Gorge power project is a joint venture between the governments of Zambia and Zimbabwe to develop a power station on the Zambezi River at a cost of USD 4 billion.

The hydro power station is expected to generate 2,400 megawatts which will be shared equally between the two countries.

Vice President Inonge Wina is expected in Livingstone to open the Batoka Gorge Hydro Power projecttomorrow.

The conference which has attracted cooperating partners and local and foreign multilateral financial institutions is being held under the theme ‘harnessing sustainable power generation of the mighty Zambezi River’.

Lusaka can boost Zambia’s tourists to 1 million

Lusaka has the potential to help reach Zambia’s target of 1 million tourists per year by ensuring that business travellers to the capital city enjoy their stay beyond conferencing, meetings and workshops. Business travellers to Lusaka are an untapped market for tourism and Zambia has not taken advantage of the capital city’s central location for international and regional business meetings and conferences.

According to the Ministry of Tourism and Arts, business tourists accounted for 54 percent of the total visitors to Zambia in 2015. Conference arrivals in the same year totaled 22, 902 to represent an increase of 9 percent from the previous year.

Promotion of tourism activities and facilities in and around Lusaka could position the city as more than a destination for business conferencing and register increased revenue from tourist visits to museums, national monuments, game parks, cultural and sporting events.

Taj Pamodzi general manager Rajeev Khanna says the capital city attracts a high number of business travelers for conferences and meetings, with majority of them coming to Lusaka and leaving without experiencing facilities such as the Lusaka National Park, Munda Wanga Environmental Park or First Republican President Kenneth Kaunda’s former home in Chilenje.

“At Taj Pamodzi, we’re always looking to go beyond our offer of international class conferencing and meeting facilities for business travelers. We do this by promoting tourist activities that a business or government executive from out of the country can enjoy while staying in Lusaka. The secret to making Lusaka more than a conferencing destination is to cross-sell the recreational and entertainment facilities and experiences within or around the capital city,” he says.

Khanna adds that as part of the global five star Taj Group of hotels, Taj Pamodzi remains committed to providing leading class luxury hospitality, conferencing, recreation and dining in its quest to promote Zambia’s tourism sector.

He notes that Taj Pamodzi has the largest conferencing venue among Lusaka’s hotels, accommodating up to 500 international delegates, all of who are potential tourists that can explore and experience Lusaka’s dormant tourism hotspots.

“Our vision is to provide our guests with international level services while promoting Lusaka’s tourism potential. Taj Pamodzi understands role that tourism plays in the development of the country, as it contributed 3.4 percent to the GDP in 2015. It is for this reason that we’re calling on service providers in entertainment and recreation to collaborate with us in providing an all-round experience for travelers to the capital city,” Khanna said.

Zambia recorded a total of 931,782 international tourists arrivals in 2015 compared to 946,969 tourists in 2014 resulting in a decline of 1.6 percent. Out of the 53.3 million international tourists’ arrivals to Africa, Zambia received only 1.7 percent of the total tourists’ arrivals in Africa.

Charity Shield champions Power face Zesco hurdle

2

After taking care of their continental obligations, Zanaco and Zesco United begin their domestic campaigns this Thursday with action in the season-opening 2017 Charity Shield semifinals.

The two sides will be in action in respectively fixtures of the semifinal doubleheader at Arthur Davies Stadium in Kitwe.

ZESCO UNITED-POWER DYNAMOS

Zesco face the Charity Shield defending champions Power Dynamos in a repeat of last years meeting at the same stage.

Power beat Zesco 4-2 on post-match penalties after a 1-1 draw to reach the final where they defeated Green Buffaloes 1-0.

However, Zesco went on to dominate Power in the league winning 2-1 away in Kitwe and 4-0 at home in Ndola.

Zesco are little changed from last season with midfielder Cletus Chama the only notable departure.

Zesco still look the better side to take the day thanks to their quality especially in attack led by Jesse Were and Jackson Mwanza who both looked very convincing in the 2017 CAF Confederation Cup.

Power have new striker Lyson Sikaonga but the question is can the veteran striker who arrived from Division 1 side Roan United with 26 goals last season really shame the skeptics and star starting in Thursday’s Charity Shield?

NKANA-ZANACO

Zanaco head into the match unconvincing in competitive action this year.

The Bankers have already played four competitive games, all of them in the 2017 CAF Champions League.

However, Zanaco have mustered just one win and three draws on their way to qualifying the Champions League group stage.

They face a Nkana side then defeated them 4-2 in the two sides’ last meeting last August in the league.

Furthermore, Nkana have yet to lose at home in Kitwe to Zanaco since 2012.

Nkana strikers Walter Bwalya and Ronald Kampamba have also looked in red-hot form in the preseason and the weight of expectations is on their shoulders in Nkana’s first competitive game in 2017.

The game will also see ex-Zanaco defender Aaron Katebe face his former club for the first time since leaving them in December to join Nkana.

Meanwhile, Thursday’s winners will clash in the final on April 2 at Levy Mwanawasa Stadium in Ndola.

Despite grappling with power deficits in 2015 and 2016, Zambia’s power generating capacity has improved to 1,901MW versus a 1,900MW at peak hour. This was contained in a statement issued by Minister of Energy Honorable David Mabumba before Parliament today.

The Minister attributed the improvement to the following:

1. Increase in generation at Kafue gorge power station from 630MW to 900MW against a 900MW installed capacity. Water levels are 2.74m above minimum dam operating levels of 974m which ZESCO has instituted spilling gate measures to manage levels.

2. The Kariba North Bank contributes 380MW against a 1,080MW installed capacity. The Kariba is 5.25m above the 475.5m minimum dam operational level against the 488.5m maximum desired level as at 13 March.

3. The Itezhi Tezhi Reservoir dam is currently at 1,027.91m representing 82% of its full storage capacity generating 82MW against 120MW installed capacity.

4. The Victoria Falls is firing 118MW of power to the grid.

5. Maamba Thermal Coal plant is contributing 300MW to the grid.

Total generation capacity from ZESCO stands at 1,493MW while Independent Power Production – IPP contributes an additional 493MW pushing the total to 1,901MW versus a peak demand of 1,900MW.

The IPPs include Lunsemfwa Hydro and Maamba Thermal. Average demand oscillates around 1,608MW.

Zambia still has to import about 75MW From Mozambique, the Minister said.

Visiting Ethiopian Prime Minister Hailemariam Desalegn says Africa should learn from Zambia’s democracy.

Mr Desalegn says the smooth transfer of power by the five presidents Zambia has had is evidence that Zambia’s democracy has grown.

He has also noted the respect that Zambians have for their elected leaders.

The Ethiopian Prime Minister who is in the country on a three day state visit was speaking to journalists after laying wreaths at the presidential burial site in Lusaka.

Meanwhile Ethiopian Foreign Affairs Minister, Dr. Workineh Gebeyehu says there is need for Zambia and Ethiopia to work together in coming out of their economic challenges.

Dr. Gebeyehu has noted that the economies of the two countries are both under immense pressure due to some external factors.

He points out that the growing trade imbalances, fluctuating currencies, shrinking GDP growth and natural disasters such as climate change have also contributed to the current economic challenges facing the two countries.

The Ethiopian Foreign Affairs Minister said this during the Zambia/Ethiopia Joint Permanent Commission (JPC) meeting in Lusaka today.

Speaking at the same meeting, Foreign Affairs Minister Harry Kalaba says a number of memorandums of understanding in various sectors will be signed during the during the stay of the Ethiopian delegation in Zambia.

Mr. Kalaba has also stressed the need for the two governments to remain committed to the JPC decisions and ensure that they are implemented as agreed in the signed agreement.

Now Zambia’s HIV-AIDS drugs are being smuggled into the DR Congo

18

ARV Drugs

Mansa District Commissioner Royd Chakaba has said that the HIV-AIDS drug are being smuggled into the DR Congo where a month’s dosage is fetching up to K5,000.

Mr Chakaba said that he made the discovery on a tip-off from concerned medical staff working at some health centres in the district that have suffered suspiciously high depletion of the drugs that are provided free-of-charge from government facilities.

Mr Chakaba, inspected the ARVs stocks from three health centres, where he learnt of the discovery.

“We have information that some medical staff is stealing ARVs from the clinics, which they are selling in the DRC at K5,000 for a month’s dosage,” he said.

The centres checked were, Kaole, Butungwa and Central ART clinics, where Mr Chakaba interviewed pharmacists, nurses and patients. He was told suspected dealers were instructing buyers to return the used bottles so they could be refilled.

Mr Chakaba said; “In this syndicate, these medical personnel selling the drugs to people from Congo are instructing their buyers to return the used bottles which they refill and sell back to them.”

The smugglers were suspected to be using the border stretch near Chief Matanda’s chiefdom.

He bemoaned that the scourge was not only depriving ART patients, but that the Government was losing colossal amounts as the drugs were acquired at great costs.

“These ARVs get into this country at a huge cost. Smuggling them does not only deprive patients, but the Government as well which has to keep replenishing stocks,” Mr Chakaba said.

He noted that ARVs smuggling to be a new scam after the Government tightened border controls to stop the illegal harvesting of the Mukula tree and smuggling of mealie meal from Zambia into Congo.

“Unscrupulous dealers think that now that the Government’s attention to be focused on tracking and monitoring the illegal Mukula trade and mealie meal smuggling, they can switch to something else…to ARVs,” he said.

Zesco’s plan to increase electricity tariffs by 75 percent gets support from Energy Expert

ZESCO Muzuma substation being upgraded to KV 330 (from KV 220) in order to be connected to the national grid as soon as the Maamba coal plant station is commissioned
ENERGY expert Johnstone Chikwanda has backed plans by Zesco to increase electricity tariffs by 75 percent, saying the measure will boost the country’s capacity to produce and supply power sustainably.

Mr Chikwanda, who is also Energy Forum Zambia chairperson, said Zesco’s migration to cost reflective tariffs would significantly cut Government electricity subsidies, enabling the Treasury to channel resources to other needy sectors.

Zesco has applied to the Energy Regulation Board (ERB) to hike electricity tariffs up to 75 percent across various consumer categories, with an initial 50 percent increment to be effected on May 1, this year and an additional 25 percent on September 1, this year.

ERB has since responded that it is considering Zesco’s application, which the power utility has said was necessitated by the need for the country to attract investment in the power generation sector.

Mr Chikwanda said without energy sector reforms, it would also be difficult for the country to attain the United Nations sustainable development goal number seven on universal access to clean, sustainable and affordable electricity by 2030.

“Zambia’s electrification rate still remains one of the lowest in the world although it has been improving,” Mr Chikwanda said. “This is more the reason these energy sector reforms must be supported”.

He said the amount in subsidies Government had been spending on electricity had gone to supporting industries more than households, hence the subvention had not significantly assisted in increasing access to electricity at household level.

He says now that the submissions have been received, the ministry of justice will prepare an amendment bill for consideration by the public as well as members of parliament.

Mr Lubinda has since expressed confidence that the publication of the constitution of Zambia amendment bill 2017 will be ready by the end of August this year.

He has told parliament that a technical legal working group comprising staff in his ministry will soon be constituted to analyze the submissions from the various stakeholders.

Mr. Lubinda has however, stated that his ministry has indentified some inconsistencies from the submissions that have been received.

Kampyongo says he supports decision by police not to grant the UPND a permit to hold a rally

Home Affairs Minister Stephen Kampyongo
Home Affairs Minister Stephen Kampyongo

Minister of Home Affairs Stephen Kampyongo says he supports the decision by the police not to grant the UPND a permit to hold a rally and the procession of UNZA students to Parliament.

Mr. Kampyongo has since urged the UPND and UNZA students to adhere to the advise by the police or risk breaching the public order act.

The Minister also said he is concerned with the UPND’s continuous public pronouncements.

He said it is important for the UPND to accept that they lost the general elections last year and desist from undermining government which was elected by the majority of Zambians.

And Mr. Kampyongo says the police has the responsibility of not allowing the breeding of anarchy in the country.

The Minister says it is surprising that the UPND is seeking permission to hold a rally yet they do not want to respect the Head of State who is the commander in Chief.

The minister was speaking with the media in Chinsali district.

And traditional leaders in Muchinga Province have called on the UPND to accept the decision made by Zambians on August 11th 2016 when they voted for President Edgar Lungu.

Chief Luchembe said it is important for every Zambian to accept that in any election there is only one winner and last year’s winner was President Edgar Lungu.

Chief Luchembe who spoke on behalf of 23 Traditional leaders from 7 districts in the Province says there is need for everyone to work at building the nation in solidarity.

He said it is important that every Zambian citizen cherishes the peace that God has allowed to prevail in the country.

Chief Luchembe also said what happened recently when the UPND boycotted the Presidential address to Parliament is an issue of concern.

The Chiefs were meeting President Lungu at Tazama Guest House in Chinsali.
